Remembering the Four Freedom’s Speech

On January 6th 1941 President Franklin Delano Roosevelt delivered his State of the Union Message to Congress and the nation. I spent the time to both both read it and listen to it the other day. It is a profoundly moving speech, not without controversy of course, but one which we need to hear again. It is a speech that like the Declaration of Independence, Lincoln’s  Gettysburg Address, and Dr. Martin Luther King Jr.’s I have a Dream speech calls us to higher ideals, ideals that we often come up short in living up to, but ideals worth living for and to endeavor to attain in our lifetime.

 

When Roosevelt spoke the nation was in the midst of crisis. The United States was still recovering from the Great Depression. War threatened as Hitler’s Nazi German legions had overrun all of Western Europe and much much of North Africa. German U-Boats and surface ships were prowling the North Atlantic. Britain stood alone between Germany’s complete domination of Europe. Even the Soviet Union, a mortal enemy of Fascism had concluded a concordat with Hitler to divide Eastern Europe. Though no one yet knew it, Hitler was already planning to break his accord with Stalin and invade the Soviet Union.

In it Roosevelt made a comment that we should remember in light of the knowledge that Russia interfered in our election, and has been working tirelessly to split us from our allies and directly working against our efforts to fight ISIS, and the efforts of our soldiers in Afghanistan. He noted:

“I suppose that every realist knows that the democratic way of life is at this moment being directly assailed in every part of the world — assailed either by arms or by secret spreading of poisonous propaganda by those who seek to destroy unity and promote discord in nations that are still at peace.”

Roosevelt’s speech, which largely focused on the threat of Nazi Germany, also supported Britain and the exiled governments of nations conquered by Hitler.  As he outlined preparations to defend the United States, Roosevelt also called on Congress to pass Lend Lease to help those fighting the dictators, as well as increased opportunity at home. In response to the emerging threats and the unwillingness of some, including a strong pro-Germany lobby headed by prominent senators, American aviation hero Charles Lindberg, and and big business, Roosevelt challenged Americans to face up to them. He noted:

“As a nation we may take pride in the fact that we are soft-hearted; but we cannot afford to be soft-headed.  We must always be wary of those who with sounding brass and a tinkling cymbal preach the “ism” of appeasement.  We must especially beware of that small group of selfish men who would clip the wings of the American eagle in order to feather their own nests.”

On the domestic front Roosevelt reiterated the message of the New Deal, for even with war looming he did not want to see Americans lost in the exchange and he linked freedom abroad to the same at home. He noted:

“As men do not live by bread alone, they do not fight by armaments alone. Those who man our defenses and those behind them who build our defenses must have the stamina and the courage which come from unshakable belief in the manner of life which they are defending. The mighty action that we are calling for cannot be based on a disregard of all the things worth fighting for.”

He continued:

“Certainly this is no time for any of us to stop thinking about the social and economic problems which are the root cause of the social revolution which is today a supreme factor in the world. For there is nothing mysterious about the foundations of a healthy and strong democracy.

The basic things expected by our people of their political and economic systems are simple. They are:

Equality of opportunity for youth and for others.

Jobs for those who can work.

Security for those who need it.

The ending of special privilege for the few.

The preservation of civil liberties for all.

The enjoyment — The enjoyment of the fruits of scientific progress in a wider and constantly rising standard of living.

These are the simple, the basic things that must never be lost sight of in the turmoil and unbelievable complexity of our modern world. The inner and abiding strength of our economic and political systems is dependent upon the degree to which they fulfill these expectations.”

But the real heart of the message, applicable to all people everywhere Roosevelt enunciated a number of principles that are a beacon to all people. Firmly grounded in words of the Declaration of Independence and the Gettysburg Address they are called the Four Freedoms. Those freedoms are an ideal, in fact they certainly were not practiced well then by Americans, nor now, but they are worth working to: Roosevelt said:

“In the future days, which we seek to make secure, we look forward to a world founded upon four essential human freedoms.

The first is freedom of speech and expression—everywhere in the world.

The second is freedom of every person to worship God in his own way—everywhere in the world.

The third is freedom from want—which, translated into world terms, means economic understandings which will secure to every nation a healthy peacetime life for its inhabitants—everywhere in the world.

The fourth is freedom from fear—which, translated into world terms, means a world-wide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor—anywhere in the world.

That is no vision of a distant millennium. It is a definite basis for a kind of world attainable in our own time and generation. That kind of world is the very antithesis of the so-called new order of tyranny which the dictators seek to create with the crash of a bomb.”

The speech was important, and now as it did then it calls Americans to higher purposes, to higher ideals, and it recognizes that we have never fully measured up to our own words. At the time it was spoken, Jim Crow was still the law of the land, Mexican Americans were often treated as poorly as blacks, Native Americans had few rights; and barely a year later Japanese Americans would be taken from the homes, lose their business and be sent to detention camps for the duration of the war after Pearl Harbor, simply because they were of Japanese descent. But those abiding principles are things that we should never lose sight of, and always strive to realize.

Today the four freedoms that Roosevelt enunciated are under threat around the world and in the United States too. We live in an age of uncertainty, turbulence, division, inequity, as well as deeply ingrained cynicism. Unscrupulous authoritarian politicians are using that uncertainty and fear to roll back the very liberties that democratic institutions are founded on.

As a result, as a man who promised during his campaign to roll back the rights of many people it is important not to forget this speech. The same is true as state and local politicians set out to not only roll back the rights of some, but to enable religious people to discriminate against other citizens.

It is also important because the government of Russia led efforts to attack the country by influencing the election, and for years has been committing aggression against American allies and working against American and allied efforts around the world. Yet the the incoming administration is not only welcoming it, but attacking and trying to discredit the American intelligence officials who say that it happened, and condemning senators and congressmen of its own party who want to further investigate those attacks by Russia and impose sanctions.  

So I think that it is important to reflect on these events, and then turn to speeches like Roosevelt’s in order for us to strive for a higher purpose, not to lose hope, and give in to fear that would enable our freedoms and the freedoms of any citizen to be curtailed.

“Our World in Stupor Lies…” December 6th 1941 at 75

Walter Lord wrote this perceptive and prophetic comment about the Japanese attack on Pearl Harbor, “A nation brought up on peace was going to war and didn’t know how.” His words still resonate as most people have no idea about the reality of war. Despite terrorist attacks on major cites and unending war in the Middle East, Afghanistan, and parts of Africa, for most Americans and Western Europeans this is time of peace. Well, at least the illusion of peace.

Today tens of thousands of American, NATO and European Union troops operating in a number of mandates are in harm’s way. In some places like Afghanistan they are at war, in others attempting to keep the peace amidst a resurgence of the Taliban. Around the world regional conflicts, civil wars, insurgencies  and revolutions threaten not only regional peace but the world peace and economy. Traditional national rivalries and ethnic and religious tensions especially in Asia and the broader Middle East have great potential to escalate into wars that should they actually break will involve the US, NATO and the EU, if not militarily economically and diplomatically.

But, we live in a dream world an illusory world of peace, that entraps political leaders across the political spectrum. It is as W.H. Auden wrote in his poem September 1st 1939:

Defenseless under the night
Our world in stupor lies…

On December 6th 1941 the world was already at war and the United States was edging into the war. The blood of Americans has already been shed but for the vast majority of Americans the events in Europe and Asia were far away and not our problem. Though President Roosevelt had began the expansion of the military there were those in Congress seeking to demobilize troops and who fought all attempts at to intervene.

Most people went about their business that last furtive day of peace. People went about doing their Christmas shopping, going to movies like The Maltese Falcon staring Humphrey Bogart or the new short Tom and Jerry cartoon, The Night Before Christmas.

Others went to football games. UCLA and USC had played their annual rivalry game to a 7-7 tie, Texas crushed Oregon in Austin by a score of 71-7 while Texas A&M defeated Washington State in the Evergreen Bowl in Tacoma by a score of 7-0.

In Europe a Soviet counter-offensive was hammering a freezing and exhausted German Wehrmacht at the gates of Moscow. U-Boats were taking a distressing toll of ships bound for Britain including neutral US merchant ships and warships, including the USS Reuben James. American Airmen were flying as the volunteer Flying Tigers for the Nationalist Chinese against the Japanese invaders.

War was everywhere but there was still the illusion of peace. When the messages came out of Pearl Harbor the next morning it was already early afternoon on the East Coast. The Japanese Ambassador had been delayed in delivering the declaration of war, people across the country going about their Sunday business, going to church, relaxing or listening to the radio. Thus when war came, despite all the precursors and warnings war came. When it happened it took the nation by surprise. Walter Lord wrote in his classic account of the Pearl Harbor attack Day of Infamy: “A nation brought up on peace was going to war and didn’t know how.”

By the end of the day over 2400 Americans were dead and over 1200 more wounded. The battleships of the Pacific Fleet were shattered. 4 sunk, one grounded and 3 more damaged. 10 other ships were sunk or damaged in the attack. 188 aircraft were destroyed and 159 damaged.

 

The next day President Franklin D. Roosevelt called the nation to action requesting that Congress declare war on Japan. 

Mr. Vice President, and Mr. Speaker, and Members of the Senate and House of Representatives:

Yesterday, December 7, 1941 — a date which will live in infamy — the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

The United States was at peace with that Nation and, at the solicitation of Japan, was still in conversation with its Government and its Emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in the American Island of Oahu, the Japanese Ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time the Japanese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Yesterday the Japanese Government also launched an attack against Malaya.
Last night Japanese forces attacked Hong Kong.
Last night Japanese forces attacked Guam.
Last night Japanese forces attacked the Philippine Islands.
Last night the Japanese attacked Wake Island. And this morning the Japanese attacked Midway Island.

Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our Nation.

As Commander in Chief of the Army and Navy I have directed that all measures be taken for our defense.

But always will our whole Nation remember the character of the onslaught against us.

No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory. I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us.

Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger.

With confidence in our armed forces- with the unbounding determination of our people- we will gain the inevitable triumph- so help us God.

I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire.

Today thousands of US and NATO troops are deployed in Afghanistan, while others are advising Iraqi forces and Syrian rebels in the fight against the so called Islamic State. Some of them are dying in places that most of us do not care about in the least, so that others might have a chance at peace and a better life. Eleanor Roosevelt reflected:

“Lest I keep my complacent way I must remember somewhere out there a person died for me today. As long as there must be war, I ask and I must answer was I worth dying for?”

Wars, revolutions and other tensions in other parts of the world threaten on every side, but most Americans and Europeans live in the illusion of peace.  A very few professionals are given the task of preparing for and fighting wars that our politicians, business leaders, Armageddon seeking preachers and the talking heads of the media sow the seeds. As such many have no idea of the human, material and spiritual cost of war and when it comes again in all of its awful splendor few will be prepared.

We do not know what tomorrow will bring and unfortunately for the vast bulk of Americans and Western Europeans the comments of Walter Lord and W.H. Auden are as applicable today as they were on December 7th 1941 for our world in stupor lies…

Everything Has Changed: The Aftermath of 9-11-2001 and Fifteen Years of War

I posted a reflection yesterday on some of my reflections on the 9-11-2001 attacks on the World Trade Center and the Pentagon, today a continuation of those thoughts. Yesterday morning after chapel and taking care of things I needed to for the opening day of our new class at the Staff college this morning I went to breakfast with Judy. We talked about how it was hard to believe that it had been fifteen years since the attacks of 9-11-2001. Judy mentioned that everything had changed since then.

As I recalled yesterday I can still remember the day like it had just happened, the images are burned into my memory and will never go away. I was getting out of my office at Camp LeJeune after an early morning counseling case and some administrative duties I was getting ready to head to the French Creek gym. I was about to close out my browser when I saw a little note on the Yahoo.com homepage: “Airplane crashes into World Trade Center.” It was about 0900 that tragic morning. I thought to myself, “Some dumb ass just crashed his Cessna into the building.”

The day was clear and absolutely gorgeous, a slight north wind and low humidity, a well-deserved break from what had been a hot and humid summer. Not that I had seen much of the Carolina summer having returned from a deployment to Okinawa, Mainland Japan and Korea in late July. When I got to my car the local talk radio station was broadcasting a second or third tier national talk radio host and he was screaming “oh my God another plane just flew into the towers!”

I was stunned and I drove over to the gym where I joined a large crowd of Marines and Sailors transfixed as we watched the towers burn. I went back to my office showered and went over to my battalion headquarters and was there when the South Tower went down at 0959.

Since then a lot has changed. I have made two deployments and traveled to the Middle East many more times. I came back from my deployment to Iraq with a serious case of PTSD and a health distrust of the right wing media, politicians, preachers, and especially the talk radio hosts that I used to listen to as often as I could. I remember being in Iraq in between missions to the far reaches of Al Anbar Province and watching the news on the televisions at the dining facility and wondering just what war that they were covering.

Before Iraq I could be considered a pretty solid “conservative” but eight years after going to war I am decidedly liberal. However, despite many allegedly conservative talk pundits, politicians and right wing preachers say just because a person is “liberal” does not mean that they are unpatriotic or do not care about our country or freedom. After serving in Iraq and seeing how certain people have equated patriotism with adherence to their political agenda I wholeheartedly believe that a person’s patriotism has nothing to do with their politics or their religious beliefs.

Before Iraq I was jaded by what happened to my dad’s generation after Vietnam when liberals called returning Veterans “baby killers” or “Nazis.” In fact I had a Sunday school teacher tell me that my dad was a “baby killer” in 1972 and in 1981 had some ass at UCLA call me a “ROTC Nazi.” As a result I had little love for the Left. After September 11th I followed the “conservative” talk radio crowd and Fox News more than I had ever before. The emotions that they stirred up were primal. But experience and reflection caused me to get beyond the pain of my past and the emotion of the present. Just as I detest those that characterized my dad’s service or my service as being criminal I also detest those that say one cannot be critical of those that advocate for war regardless of the human and economic cost or actual strategic benefit.

I rejoiced when our SEALs killed Osama Bin Laden and every Al Qaeda leader that we have ushered into the arms of Allah. They have caused unmitigated suffering around the world, not just to us but to their own Islamic neighbors and deserve no pity and since they refuse to give quarter should be shown none. I feel the same way about ISIS and ISIL who are killing the Iraqis that I served alongside and their families, and if that sounds harsh I can’t help it. The attacks of 9-11 and the wars that have followed are all too personal and as far as the extremists of ISIl, Al Qaeda, and their affiliates around the world I am unapologetic, we should annihilate them. I would apply the words of the hero of the Battle of Little Round Top at Gettysburg, Colonel Strong Vincent concerning the Confederates to the supporters of Al Qaeda and ISIL wherever the are:

“We must fight them more vindictively, or we shall be foiled at every step. We must desolate the country as we pass through it, and not leave a trace of a doubtful friend or foe behind us; make them believe that we are in earnest, terribly in earnest; that to break this band in twain is monstrous and impossible; that the life of every man, yea, of every weak woman or child in the entire South, is of no value whatever compared with the integrity of the Union.”

This will sound hard, but the life of every supporter of ISIL or Al Qaeda is of no value whatsoever to freedom and democracy.  I would apply that standard to any supporter of authoritarian dictatorship in any guise, not just militant Islamists, lest there be any doubt.

At the same time I question the strategic purpose and value of the campaign in we conducted in Iraq which seems to me has opened the gates of hell. I still think that the words that T.E. Lawrence wrote in 1920 about the British in Iraq are as applicable today as when he penned them; only the empires are different:

“The people of England have been led in Mesopotamia into a trap from which it will be hard to escape with dignity and honour. They have been tricked into it by a steady withholding of information. The Bagdad communiqués are belated, insincere, incomplete. Things have been far worse than we have been told, our administration more bloody and inefficient than the public knows. It is a disgrace to our imperial record, and may soon be too inflamed for any ordinary cure. We are to-day not far from a disaster.”

The British who Lawrence wrote about, gave their people reasons for going into Mesopotamia which were similar to those of the Bush administration over 80 years later. They cloaked their intentions in the words of liberation and protection, the British from the Turks, and the Americans from Saddam. Lawrence noted in words that are hauntingly familiar to those that paid attention to the American war in Iraq:

“Yet our published policy has not changed, and does not need changing. It is that there has been a deplorable contrast between our profession and our practice. We said we went to Mesopotamia to defeat Turkey. We said we stayed to deliver the Arabs from the oppression of the Turkish Government, and to make available for the world its resources of corn and oil. We spent nearly a million men and nearly a thousand million of money to these ends. This year we are spending ninety-two thousand men and fifty millions of money on the same objects.”

At the fifteen year mark I grieve for those that have lost their lives as well as loved ones in the attacks or in the wars that have followed. On September 11th 2001 2977 people were killed at the World Trade Center, the Pentagon or on United Flight 93 which went down in Pennsylvania. One of those killed at the Pentagon was Lieutenant Colonel Karen Wagner who I had served with at the Academy of Health Sciences Brigade in 1987-1988.

Since then about 4500 American military personnel have given their lives in Iraq and another 2400 in Afghanistan. NATO or coalition allies, excluding the Iraqi and Afghani military or police forces have lost about another 1300 military personnel and that does not count the soldiers of Iraq and Afghanistan who fought at our side. More than 45,000 American servicemen an women have been wounded in this fight. I know a decent number of those wounded and some of those that have died. The losses are intensely personal and to think that we have lost well over twice the number killed on September 11th 2001 in two wars; many of whom were children aged 8-12 years old on that tragic September day. Of course the numbers do not count those that died by their own hand after they returned from the war, a number that grows daily. I have known too many of them as well, heroes who could not make the adjustment coming home. Likewise I cannot forget the devastation that I saw in Iraq, the deaths of so many, some estimates of over a million civilian casualties, not county what has happening during the current ISIS/ISIL era.

That is why I am in favor of a hard war against these people. Some would say that a hard war would endanger civilians, and yes I agree with that. But then what is the alternative? To leave those same people under a regime that crushes them, enslaves them, takes their children and schools them to be child soldiers and Islamic Kamikazes? William Tecumseh Sherman told the mayor of Atlanta after ordering the civilian population expelled that “we are not only fighting hostile armies, but a hostile people, and must make the old and young, the rich and poor, feel the hard hand of war.”

That may seem hard, but I have been changed by that tragic event and the wars that have followed. I still shudder when I see the video of United Air Lines Flight 175 crashing into the South Tower or see the videos of the towers crashing down on that September day fifteen years ago.

The events of that tragic day changed me, and changed countless numbers of other Americans as well as others around the world. While we yearn to return to the day’s before 9-11-2001 that is impossible, there is too much water and too much blood that has passed under the bridge to go back, and those who advocate the same ideology as the attackers of 9-11 will not go back either.

As for me, I know that I can’t go back. But as much as I wish that I could I will have to live with reality, as I have for the last fifteen years, and I will continue to learn to live with it.  To live with the reality that this war will not end anytime soon and that far too many more people will die before this war ends. For those that find my opinions about this war repulsive or less than informed, I would actually hope and pray that you are right. But as my Iraqi friends say,

“Inshallah (إن شاء الله)”

Manifest Destiny and American Exceptionalism

The foreign policy of the United States nearly always reflects to one degree or another a quasi-religious belief in the continued importance of the United States in spreading democracy around the world.

The United States was an anomaly among western nations in the early 1800s. During that time the percentage of people in Europe who were active churchgoers was shrinking and the number of skeptics rising as the industrial revolution, and advances in science, and the philosophies and theology of classic Liberalism permeated the elites of the continent. But in the United States, the situation was different. The Second Great Awakening helped shape and define the purpose of the nation, and by the “mid-nineteenth century, from North to South, was arguably Christendom’s most churchgoing nation, bristling with exceptionalist faith and millennial conviction.” [1] This was especially true of American Protestantism were “church attendance rose by a factor of ten over the period 1800 to 1860, comfortably outstripping population growth. Twice as many Protestants went to church at the end of this period as the beginning.” [2]

This exceptionalist faith kindled a belief in the nation’s Manifest Destiny in large part was an outgrowth of the Second Great Awakening which was particularly influential among the vast numbers of people moving into the new western territories. As people moved west, Evangelical religion came with them, often in the form of vast revival and camp meetings which would last weeks and which would be attended by tens of thousands. The first of these was at Cane Ridge Kentucky in 1801, organized by a Presbyterian others, including Baptists and Methodists joined in the preaching, and soon the revivals became a fixture of frontier life and particularly aided the growth of the Methodist and Baptists who were willing to “present the message as simply as possible, and to use preachers with little or no education,” [3] and which soon became the largest denominations in the United States. These meetings appealed to common people and emphasized emotion rather than reason. Even so the revivals “not only became the defining mark of American religion but also played a central role in the nation’s developing identity, independence, and democratic principles.” [4]

The West came to be viewed as a place where America might be reborn and “where Americans could start over again and the nation fulfill its destiny as a democratic, Protestant beacon to inspire peoples and nations. By conquering a continent with their people and ideals, Americans would conquer the world.” [5] The westward expansion satiated the need for territorial conquest and the missionary zeal to transform the country and the world in the image of Evangelical Christianity.

The man who coined the term “Manifest Destiny,” New York journalist John O’Sullivan a noted that “Manifest Destiny had ordained America to “establish on the earth the moral dignity and salvation of man,” to disseminate its principles, both religious and secular abroad,” [6] and New York Journalist Horace Greely issued the advice, “Go West, young man” which they did go, by the millions between 1800 and 1860.

But the movement also had a dark side. Americans poured westward first into the heartland of the Deep South and the Old Northwest, then across the Mississippi, fanning westward along the great rivers that formed the tributaries of the new territories. As they did so, the “population of the region west of the Appalachians grew nearly three times as fast as the original thirteen states” and “during that era a new state entered the Union on the average of three years.” [7]

The combination of nationalism fueled by Evangelical religion was combined with the idea from revolutionary times that America was a “model republic” that could redeem the people of the world from tyranny,” [8] as well an ascendant rational nationalism based on the superiority of the White Race. This, along with the belief that Catholicism was a threat to liberty was used as reason to conquer Mexico as well as to drive Native Americans from their ancestral homes. “By 1850 the white man’s diseases and wars had reduced the Indian population north of the Rio Grande to half of the estimated million who had lived there two centuries earlier. In the United States all but a few thousand Indians had been pushed west of the Mississippi.” [9] The radical racism used pseudo-scientific writings to “find biological evidence of white supremacy, “radical nationalism” cast Mexicans as an unassimilable “mixed “race “with considerable Indian and some black blood.” The War with Mexico “would not redeem them, but would hasten the day when they, like American Indians, would fade away.” [10]

Manifest Destiny and American Foreign Policy

Just as the deeply Evangelical Christian religious emphasis of Manifest Destiny helped shape American domestic policy during the movement west, it provided similar motivation and justification for America’s entry onto the world stage as a colonial power and world economic power. It undergirded United States foreign policy as the nation went from being a continental power to being an international power; claiming as Hawaii, and various former Spanish possessions in 1890s, and which would be seen again in the moralizing of Woodrow Wilson in the years leading up to America’s entry into World War One.

The belief in Manifest Destiny can still be seen in the pronouncements of American politicians, pundits, and preachers who believe that that this message is to be spread around the world. Manifest Destiny is an essential element of the idea of American Exceptionalism which often has been the justification for much recent American foreign policy, including the Freedom Agenda of former President George W. Bush. Bush referenced this during his 2003 State of the Union Address, “that freedom is the right of every person and the future of every nation. The liberty we prize is not America’s gift to the world, it is God’s gift to humanity.” [11] Bush frequently used language in his speeches in which biblical allusions were prominent in justifying the morality of his policy, and by doing this “Bush made himself a bridge between politics and religion for a large portion of his electorate, cementing their fidelity.” [12]

Throughout the Bush presidency the idea that God was directing him even meant that his faith undergirded the policy of the United States and led to a mismatch of policy ends and the means to accomplish them. Former Israeli Ambassador to the U.S. and historian Michael Oren wrote:

“Not inadvertently did Bush describe the struggle against Islamic terror as a “crusade to rid the world of evildoers.” Along with this religious zeal, however, the president espoused the secular fervor of the neoconservatives…who preached the Middle East’s redemption through democracy. The merging of the sacred and the civic missions in Bush’s mind placed him firmly in the Wilsonian tradition. But the same faith that deflected Wilson from entering hostilities in the Middle East spurred Bush in favor of war.” [13]

Policy makers and military leaders must realize that if they want to understand how culture and religious ideology drive others to conquer, subjugate and terrorize in the name of God, they first have to understand how our ancestors did the same thing. It is only when they do that that they can understand that this behavior and use of ideology for such ends is much more universal and easier to understand.

One can see the influence of Manifest Destiny abroad in a number of contexts. Many American Christians became missionaries to foreign lands, establishing churches, colleges, schools, and hospitals in their zeal to spread the Gospel. As missionaries spread across the globe, American policy makers ensured their protection through the presence of the United States Navy, and missionaries frequently called upon the United States Government for help and the naval strength of the United States during the period provided added fuel to their zeal. In 1842, Dabney Carr, the new American ambassador to the Ottoman Empire “declared his intention to protect the missionaries “to the full extent of [his] power,” if necessary “by calling on the whole of the American squadron in the Mediterranean to Beyrout.” [14] Such episodes would be repeated in the Middle East, Asia, the Pacific, and Central America over and over again until the 1920s.

The White Man’s Burden, Imperialism, Business, and Faith: Manifest Destiny and the Annexation of the Philippines

If one wants to see how the use of this compulsion to conquer in the name of God in American by a national leader one needs to go no farther than to examine the process whereby President McKinley, himself a veteran of the Civil War, decided to annex the Philippine in 1898 following the defeat of the Spanish. That war against the Filipinos that the United States had helped liberate from Spanish rule saw some of the most bloodthirsty tactics ever employed by the U.S. Army to fight the Filipino insurgents. The Filipino’s who had aided the United States in the war against Spain were now being subjugated by the American military for merely seeking an independence that they believed was their right. While the insurgency was suppressed in a violent manner and American rule was established, some Americans came to see the suppression of the Filipino’s as a stain on our national honor which of which Mark Twain wrote: “There must be two Americas: one that sets the captive free, and one that takes a once-captive’s new freedom away from him, and picks a quarrel with him with nothing to found it on; then kills him to get his land. . .” [15]

William McKinley was a cautious man, and after the United States had defeated the Spanish naval squadron at Manila Bay and wrestled with what to do with the Philippines. McKinley was a doubtless sincere believer, and according to his words, he sought counsel from God about whether he should make the decision to annex the Philippines or not. For him this was not a mere exercise, but a manifestation of his deep rooted faith which was based on Manifest Destiny. Troubled, he sought guidance, and he told a group of ministers who were vesting the White House:

“Before you go I would like to say a word about the Philippine business…. The truth is I didn’t want the Philippines, and when they came to us as a gift from the gods, I did not know what to do with them…. I sought counsel from all sides – Democrat as well as Republican – but got little help…. I walked the floor of the White House night after night until midnight; and I am not ashamed to tell you, gentlemen, that I went down on my knees and prayed Almighty God for guidance more than one night. And late one night it came to me this way – I don’t know how it was but it came….” [16]

He then went on to discuss what he supposedly heard from God, but reflected more of a calculated decision to annex the archipelago. He discussed what he believed would be an occupation of just a few islands and Manila, ruled out returning them to Spain as that would be “dishonorable,” ruled out turning them over to France or Germany because “that would be bad for business,” or allowing Filipino self-rule, as “they were unfit for self-government.” [17] The last was a reflection of the deep-rooted opinion of many Americans that the dark skinned Filipinos were “niggers.”

Barbara Tuchman described McKinley’s comments to the ministers:

“He went down on his knees, according to his own account, and “prayed to Almighty God for light and guidance.” He was accordingly guided to conclude “that there was nothing left to do for us but to take them all, and to educate the Filipinos. And uplift and civilize and Christianize them, by God’s grace to do the very best we could by them, as our fellowmen for whom Christ died.” [18]

But the result, regardless of whether McKinley heard the voice of God, or took the advice of advisers with imperialist, business, or religious views, he made the choice to annex the Philippines, believing it to be the only rational course of action, and something that he could not avoid. In a sense McKinley, of who Barbara Tuchman wrote “was a man made to be managed,” and who was considered spineless by Speaker of the House Thomas Reed who said “McKinley has no more backbone than a chocolate éclair.” [19] It appears that McKinley was more convinced by the arguments of those who desired to annex the Philippines for military reasons, a business community which saw the islands as a gateway to the markets of Asia, and by Protestant clergy, who saw “a possible enlargement of missionary opportunities.” [20] He rejected a proposal by Carl Schurz who urged McKinley to “turn over the Philippines as a mandate to a small power, such as Belgium or Holland, so the United States could remain “the great neutral power in the world.” [21]The combination of men who desired the United States to become an imperialist and naval power, business, and religion turned out to be more than McKinley could resist, as “the taste of empire was on the lips of politicians and business interests throughout the country. Racism, paternalism, and the talk of money mingled with the talk of destiny.” [22] Though there was much resistance to the annexation in congress and in the electorate, much of which was led by William Jennings Bryant, but which crumbled when Bryant with his eyes on the Presidency embraced imperialism.

The sense of righteousness and destiny was encouraged by magazine publisher S.S. McClure, who published a poem by Rudyard Kipling addressed to Americans debating the issue entitled The White Man’s Burden:

Take up the White Man’s burden–
Send forth the best ye breed–
Go bind your sons to exile
To serve your captives’ need;
To wait in heavy harness,
On fluttered folk and wild–
Your new-caught, sullen peoples,
Half-devil and half-child…

Take up the White Man’s burden–
The savage wars of peace–
Fill full the mouth of Famine
And bid the sickness cease…

Take up the White Man’s burden–
Ye dare not stoop to less–
Nor call too loud on Freedom
To
cloke your weariness;
By all ye cry or whisper,
By all ye leave or do,
The silent, sullen peoples
Shall weigh your gods and you…

McKinley’s decision and the passage of the peace treaty with Spain to acquire the Philippines sparked an insurrection led by Filipino revolutionary Emilio Aguinaldo who had been leading resistance to Spanish rule on the island of Luzon for several years prior to the American defeat of Spanish naval forces at the Battle of Manila Bay, and the subsequent occupation of Manila. The following war lasted nearly three years and was marked by numerous atrocities committed by American forces against often defenseless civilians and it would help to change the nature of the country. After American troops captured Manila, Walter Hines Page, the editor of the Atlantic Monthly believed that Americans would face greater challenges and difficulties in the coming years than they had known in previous years. He wrote:

“A change in our national policy may change our very character… and we are now playing with the great forces that may shape the future of the world – almost before we know it…. Before we knew the meaning of foreign possessions in a world ever growing more jealous, we have found ourselves the captors of islands in both great oceans; and from our home staying policy of yesterday we are brought face to face with world-wide forces in Asia as well as Europe, which seem to be working, by the opening of the Orient, for one of the greatest challenges in human history…. And to nobody has the change come more unexpectedly than ourselves. Has it come without our knowing the meaning of it?” [24]

Within the span of a few months, America had gone from a nation of shopkeepers to an imperial power, and most people did not realize the consequences of that shift. Manifest destiny and American Exceptionalism had triumphed and with it a new day dawned, where subsequent generations of leaders would invoke America’s mission to spread freedom and democracy around the world, as President George W. Bush said, “that freedom is the right of every person and the future of every nation. The liberty we prize is not America’s gift to the world, it is God’s gift to humanity.”

Talking Turkey


Friends of Padre Steve’s World,

I have just a few thoughts tonight as I decided to wait on writing this until I spent some time with a Turkish-American friend of mine who has been an American citizen about thirty years, married to an American woman, but who had served as a junior officer I the Turkish Army, and still has relatives in Anarka. 

I have known a good number of Turks, most who were Turkish military due to my time in the military working with NATO. I have always held the Turks in good regard and had the distinct pleasure of visiting Turkey in 2002. I admired the political system set up by Mustafa Kemal Ataturk which set Turkey on the road to being Muslim nation with a secular constitution and government. Turkey, nor its leaders were not perfect, and the Turkish military and courts were the bastion of secularism for most of Turkey’s existence. 

In 2003 Recip Erdogan became prime minister. Erdogan  is a very conservative Islamist who as the head of the Justice and Development Party (AKP). He served three terms and then was elected President, a post which had been more of a symbolic figurehead with little real power. Over the years that Erdogan served as Prime Minister he has ruled with a simple majority of the vote, not a large majority by any means, elections in Turkey have been very close. But over the years Erdogan has shown that he and his party are not generally actually interested in democracy except as it benefits them. Opposition parties have suffered at the hands of the government, democratic institutions including the judiciary, the media, and educators, have been silenced, and Erdogan has worked hard to bring the military under the control of his party. Erdogan has shown that he has a very thin skin, internal opponents have been harassed, persecuted, and jailed, and foreign critics condemned. A German comedian who dared to satirize Erdogan was condemned, and Erdogan demanded the the German government apologize for the actions of a private citizen. It led to a diplomatic crisis between Turkey and Germany that has lasted much of the year. 

On Friday, elements of the Turkish military handed Erdogan, who was growing less popular by the day a gift. With the intention of stopping the country’s drift into a single party religious state, some parts of the military attempted a coup in order to remove Erdogan from power. I believe that their motives were honorable, but their method was wrong, and its execution inept. Military coups are not the right way to remove an elected leader from office, in a democracy, even one that is under seige, the ballot box must be the first choice to change a government. 

The coup attemp not only failed, but it gave the decidedly unpopular Erdogan the advantage. He can now purge the government and military of all opposition with impunity. Even his political opponents were against the coup. But now, although the Erdogan government remains in power, the country’s divisions are even more starkly in evidence. 

My fried said that his brother said that people, even people who did not support the coup, are afraid the Erdogan will use it as an excuse and justification for more anti-democratic measures. 

The face is what is happening in Turkey matters to all of us. Turkey is one of the most strategic countries in the world based on its geographical location. It is a key ally against the Islamic State, and for most the last three decades Turkey has been a model of stability, and progress in the Muslim world. What happened this weekend is disturbing as it could usher in more instability and maybe bring about a civil war in Turkey, which believe me would be really bad. I hope that Erdogan will not act out in revenge seeking to exact retribution on his political and religious opponents, but personally I do not think that he is capable of that. He seems to me to be driven by his religious ideology more than realpolitik, but I can hope. 

So anyway, I said this would be brief, so until tomorrow.

Je Suis Francais 


Friends of Padre Steve’s World,

One again the oldest ally and friend of the United States has been attacked by terrorists. While the details about the attacker are still scarce, this much is know; an attacker drove a tractor trailer rig loaded with grenades,mweapons and othe ammunition through a crowd that was celebrating Bastille Day in the port city of Nice on the French Riviera. At least 80 people were killed and another hundred or more wounded in the attack. It was the third major terrorist attack in the past year and a half on our French allies and friends, and more than 200 French citizens have been killed and hundreds more wounded in these brutal attacks committed by people allied with DAESH, the so called Islamic State. While it is yet undetermined who committed this barbaric act, it shows all the characteristics of DAESH. 

These attacks, along with others in Belgium and other countries in the past two years are a change in strategy for DEASH. They are losing in Iraq and Syria, their dreams of a Caliphate are dying. So now they have returned to the time honored methods of other terrorist groups, striking soft targets outside the battle area, killing innocents simply to show that they are still powerful. 

But the are not. In a war of ideas they come up short, they want a iron fisted theocracy with no freedom, no dissent, no Liberty. They stand against the proposition in the preamble of the Declaration of Independence which says “we hold these truths to be self evident, that all men are created equal.”  They stand in opposition to the national motto of France, Liberte, Egalite, Fraternite: Liberty, Equality, Fraternity, and no matter how many people they kill they cannot win, because their ideology is based on the proposition that they, and they alone represent God, and no one has any rights but them. History shows that their medieval and barbaric ideology is doomed to failure so long as people who believe in Liberty, equality, and fraternity do not give in to their terror. The same is true of any theocratic ideology of any religion. 

Unlike a lot of Americnas, I have always admired the French. They, like us are certainly not perfect, but they hold to same the ideals that we do. No king or queen, no state religion, but Liberty, equality, and fraternity. In 1958 when the people of France implemented their last Constitution, they adopted verbatim, Abraham Lincoln’s words from the Gettysburg Address as a “principle” into their own sacred instrument, which recites in Article II that the French Republic will be a “government of the people, by the people, and for the people.” The French are the only other country in the world to put those words into their constitution. When I was watching the games of the Euro Cup, I was inspired to see members of the French National team, including men, people of color, whose families came from former French colonies in Africa signing Le Marseillaise at the top of their voices, proud to be Frenchmen. 


It is time to support our friends in France. It is time to stand against all forms of religious terror, and all who presume that their religion, no matter which one it is, Muslim, Christian, Jewish, Hindu, or whatever,  entitles them to to rule over others in the name of their God. 

I stand with France today. Je Suis Francais, today, I am French.

Brexit Stage Right: Unintended Consequences Matter


Friends of Padre Steve’s World,

Today we woke up to a different world, a world that will not resemble what we have grown up with, and that may usher in more inequity and violence than we could ever imagine. Yesterday, the people of Great Britian voted to leave the European Union. Now to many Americans that may not seem like a big deal, but it is, the unintended consequences of a vote based on very real grievances will most likely beget unimaginable conflicts and turmoil that will effect the entire world. I do not say that lightly. 

Total major economic markets crashed on the news of Brexit, the British Pound Sterling collapsed, and if it were not for the intervention of major banking and currency houses, the collapse may have been worse. Billions of worth of Dollars, Pounds, Euros, and other currency’s values were erased within hours. These losses are not just paper, they are the investments of many people, including men and women who have invested their savings in various retirement programs tied to the stock markets and financial markets, and sadly those initial losses may be the least incurred by people, especially by the mostly English (as opposed to Scottish and Northern Irish) citizens of the United Kingdom who voted to leave the European Union intended. 

As I mentioned last night, I can understand why so many working class Englishmen voted to leave the E.U. In fact, I have never been a big fan of the E.U., but that being said, despite its flaws which I think are legion, I believe that Europe and the world, including the United States are now better with it than without it. We so often forget that the international alliances of the Eurpoean Union, and the North Atlantic Treaty Organizations have done for stability and peace in Europe. People too often forget the disastrous great World Wars of the Twentieth Century, the genociadal regime of Hitler, and the Soviet Communists which led to its creation in the early 1950s. The European Union may need substantive reform, and even to restrict some of its bereaucratic initiatives, but on the whole it has been a force for good. With the exception of the breakup of the former Yugoslavia and the subsequent wars in the Balkans, the European continent has been free of war since 1945. In light of that I would have counseled the people who voted to leave to instead have worked inside the system to reform it, but just as in the United States, people tend to be more motivated by fear than by reason when it comes to government. 

Sadly, there will be unintended consequence, the first of which on the economic front are already being felt, the U.S. Dow Jones lost over 600 points today, the largest loss in over four years. Other stock markets and financials are continuing to fall in value. In the hours following the vote to “leave” the E.U., there is the very real threat that the United Kingdom may collapse as the people of Scotland as well as possibly Northern Ireland, and Gibraltar begin preparations to leave the U.K. If that happens it will have major economic and security effects in the U.K. Much of British industry, including shipbuilding, petroleum and other  energy are concentrated in those parts of the U.K., as is the major British Trident submarine base and nuclear weapons facility at Faslane Scotland. The United Kingdom is not just England. If Scotland leaves the U.K., and if Northern Ireland follows suit it will be disastrous to the very working people in England who voted to leave the E.U., both in terms of economics and national security. The truth is that the world’s economic and security interests are much more interconnected and dependent than most people who follow the dictates of “my country first,” or “my interests first” fail to understand. 

Believe me, I get the anger, I get the frustration that is found in the United States among the supporters or Donald Trump and Bernie Sanders, and the British citizens who voted to leave the E.U. I do not condemn them, at the same time I would politely disagree with the way to solve the problem. In the aftermath of Brexit, anti-European Union parties in France, and the Netherlands are threatening to do what they can to break up the E.U. Likewise, there are other movements in Europe which after having taken the financial resources of the E.U., are willing to quit it regardless of the economic and security consequences. Unfortunately, to paraphrase the words of one of my readers for the U.K., that they may have opened Pandora’s Box in voting for this.

But another consequence will be felt by the ethnic and religious minorities whose ancestors fought for these nations when they were colonial empires; Indians, Asians, Arabs, North Africans, and sub-Saharan Africans who fought and often died for the British, Dutch, French, and Belgian colonial empires in wars that did little to benefit them. The abject racism that has been displayed by some people of the Brexit movement, as well as the right wing movements in the Netherlands, France, Belgium, Germany, Poland, Hungary, and other nations is frightening to comprehend. The fact that race and religious hatred can emerge from the ashes of the Holocaust is hard to imagine, and the sad thing is that those who propagate race and religious hatred against Muslims, Hindus, and others would do the same to the Jews, if there were enough left in Europe to make it worthwhile. 

Unfortunently, the real terrorists that those in the Brexit movement and other right-wing European movements fear are those whose world view is their mirror image, radical ideologues that are unwilling to compromise with or accept those  who are different from them; not those who have tried to adapt and assimilate in a world where they are still, after generations of work and sacrifice for their former colonial masters are still not welcome. Sadly, that has resulted in some of these people embracing the cause of groups like the Islamic State and Al Qaida. 

Since I am neither the Prophet, nor the Son of the Prophet, I cannot say what will finally happen in the near future, but I know that last night was a watershed and that the world that we have known for decades, and that the people of the United Kingdom have known for over two centuries will never be the same again. In light of history, that is not a good thing. 

I know that most of the people who votes to leave the European Union meant well, but sometimes the best of intentions lead to consequences which are more terrible than what the people thought they were intending. That is another fact that history demonstrates.

Today I am posting a short thought since I have been very busy at work this week with a new class on deck at the Staff College, and continuing to do more research and writing on my Civil War and Gettysburg text. Within the context of my research and writing I am going to be posting some new material this weekend, but I have not decided if it will be in portions of the updated text or in short articles dealing with selected ideas and topics. 

Before those are posted I probably will be posting something on the results of the British referendum to remain in or leave the European Union. Since what happens in the United Kingdom and Europe matters a great deal to the United States and the world, in both economic and security matters it is important. Likewise, since I have a good number of friends in the U.K., as well as the fact that my ancestry is predominantly Irish, Scottish, and English I have a personal interest. 

While I can understand the reasons that many people, especially in England as opposed to Scotland and Northern Ireland are voting to leave the E.U., I do fear that a vote to leave the European Union could lead to the breakup of the United Kingdom, something that I think would be bad for all concerned, for as history shows, the breakup of nations, states, and political unions seldom brings about more liberty or stability. There are a few exceptions to this, but again, they are exceptions. But whatever the result of the referendum, it will be historic and it will not end the debate.

The Straw that Stirs the Drink: The Implications of Resurgent Religion for Strategists and Policy Makers

One can never separate war and the means by which it is fought from its political ends. There are, however, many societies whose language and religious ideology shape the leader’s political ends. To borrow the immortal words of legendary baseball slugger Reggie Jackson, religion is often “the straw that stirs the drink.” The fact that religious ideologies influence societies and international relations is not new, but after almost three centuries of decline the twenty-first century promises to begin a new age of religious influence. Samuel Huntington notes, “Western secular models of the state are being challenged and replaced”[1] in many nations as religious influence grows. The indicators of this shift, religious, cultural, and racial, are glaringly obvious in the Middle East but clearly present in Eastern Europe, Russia, the Balkans, India, Latin America, and the United States, and threaten to subvert Western secular models of the state.

According to Clausewitz, war is an extension or continuation of politics. Clausewitz, a product of classic German Liberalism, understood the term politics in light of the German concept Weltanschauung, which translates as “World View.” The term is not limited to a particular doctrine or the ideology of party politics, but it encompasses the worldview of a people or culture and includes religion. Religious leaders, as well as media outlets and politicians, use a world view to influence their populatio. In fact, the world view is often crucial in the decision by a people to go to war, their rationale for going to war, whom they war against, the means for conducting war, and the end state they envision from warring.

Because Weltanschauung includes all elements of culture, to include race, religion, and economy, as well as sociological and historical factors; religious leaders, as well as media outlets and politicians, use it to manipulate their people. Radical proponents of religious fundamentalism around the world, who reject the pluralities of modernism and science, skillfully “use each new method of communication” [2] to spread their message of fear in a dualistic manner  to influence those most vulnerable to the threat of change.

Modern Americans and Western European policy makers tend to look at the world, and issues of politics and policy in isolation from each other, and especially in isolation from religion. Such an atomistic method ensures that many policy makers cannot see the forest for the trees. This is particularly true when religion is a motivating factor and an ideological component of conflict. Religiously based ideology is a powerful and “often intractable force that can be quite unresponsive to all the instrumentalities of state power, let alone the instrumentalities of foreign policy,” [3] and has been so from the advent of civilization to the present day. Samuel Huntington observed, “To a very large degree, the major civilizations in human history have been closely identified with the world’s great religions; and people who share ethnicity and language but differ in religion may slaughter each other….” [4]

Even among religions that claim to worship the same god beliefs may differ, and that fact underscores Colin Gray’s all important, “contexts of war.” Gray makes the case for seven essential contexts policy makers and military leaders must understand regarding war that “can have strong negative consequences,” [5] if ignored or misunderstood.

Each of the contexts is associated with the manner of social development, and define the essential characteristics of a particular armed conflict. In many areas of the world religion functions as the “central political pillar maintaining the power of [the] ruler—a major pole in determining people’s loyalty—and as a key ingredient in determining a nation’s stability or instability.” [6] Religion and religious values remain instrumental to the ethics and the social norms of a society and dictate how it deals with other nations and peoples, as well as how it conducts war.

Over the course of the last three centuries the emphasis on rational and empirical thought predisposed western strategists and policy makers to exclude religion as a component of analysis. Furthermore, the scientific methodology used by many analysts dictates that they asses individual components of issues in isolation from each other, and often without connection to their opponent’s world view. Experts dissect economic factors, military capabilities, existing political systems, diplomatic considerations, and the ways societies gather information and exhaustively examine and evaluate each individual component. But the problem comes when policymakers fail to understand how world view, ideological factors, history, and religious belief impact how a given opponent will conduct war.

In part, policy makers tend to interpret information through their own worldview. As Gray notes, “Policy and strategy will be influenced by the cultural preferences bequeathed by a community’s unique interpretation of its history as well as by its geopolitical-geostrategic context.” [7] As such, both military and civilian policy makers fail to address the criticality of religion to developing effective strategy. Barbara Tuchman wrote, “When information is relayed to policy-makers, they respond in terms of what is already inside their heads and consequently make policy less to fit the facts than to fit the notions and intentions formed out of the mental baggage that has accumulated in their minds since childhood.” [8] A world view imposes cultural prejudices and blinders on western policy makers and strategists, that predispose them to look for shortcuts, or the most convenient explanations selected from the information they can see. Edward Luttwak wrote:

Enlightenment prejudice has remained amply manifest in the contemporary professional analysis of foreign affairs. Policymakers, diplomats, journalists, and scholars who are ready to overinterpret economic causality, who are apt to dissect social differentiations most finely, and who will minutely categorize political affiliations are still in the habit of disregarding the role of religion, religious institutions, and religious motivations in explaining politics and conflict, and even in reporting their concrete modalities. Equally the role of religious leaders, religious institutions, and religiously motivated lay figures in conflict resolution has also been disregarded – or treated as a marginal phenomenon hardly worth noting. [9]

Unbeknownst to policy makers, their prejudices, the world view blinders they wear, inhibit them from seeing how interconnected the most primal elements of the human experience are to others’ worldviews, even their own. As such, both military and civilian policy makers fail to address the criticality of religion to developing effective strategy.

Many people believed that modern ideas, “such as science, technology, secularism, and humanism would overcome the religious concept of the universe that dominated premodern society.” [10] Contemporary Western strategists and policy makers came to adulthood in a culture that supplanted the importance of religious ideas and need. A global, four-decade resurgence of religious ideals makes adaptation for strategists and planners difficult because of the dramatic shift in essential, unquestioned views. [11] Others’ worldviews, including religious beliefs, often influence the application of economic, political, diplomatic, military power, and the use and dissemination of information. That fact remains true despite the religion or sect involved, and especially in a decidedly secular, or at least outwardly non-religious, nation. Perhaps, by ignorance or a refusal to admit the importance of religious motivations in conflict, strategists and planners fail to realize the western culture arose from primal religious beliefs that informed politics, philosophy, ethics, law, economics, art, racial constructs, and science for nearly 1500 years. Perhaps, that refusal fueled a justified appall or embarrassment of the religious justifications their forbearers used to incite war that subjugated or exterminated peoples.

The United States Military made a belated attempt to address ideology, culture, and religion in terms of counter-insurgency doctrine when it published the U.S. Army/Marine Counterinsurgency Manual. The discussion of these issues is limited to two pages that specifically deal with various extreme Moslem groups that use religion as a pillar of their ideology, strategy, and operations. But the analysis in the counterinsurgency manual is limited because its focus is very general and at a tactical level. While the manual encourages leaders to attempt to understand the cultural differences it contains little to help leaders understand the importance of religion and ideology at the strategic and operational levels.

Commendably, the manual discusses how terrorist and insurgent groups use ideology, which is frequently based on religion to create a narrative. The narrative often involves a significant amount of myth presented as history, such as how Al Qaida and ISIL use the Caliphate as a religious and political ideal that for many Moslems, “produces a positive image of the golden age of Islamic civilization.” [12]

A purely intellectual understanding of how Al Qaida and ISIL use symbolism and imagery limits how strategists and planners can develop methods to counter it. Rather, strategists and planners would benefit from a historical introspection that leads to a personal reflection, aimed at understanding how the theological tools of the Christian religion subjugated peoples and the ramifications today. Protestant Christianity, particularly the Puritan concept of “a city set on a hill” undergirded the American belief in the nation’s Manifest Destiny, which in large part led to the extermination of the Native Americans, the War with Mexico, the romanticism of the ante-bellum American South, the belief that African Americans were sub-human, and that God ordained slavery. The concept persisted after the Civil War in the myth of the Lost Cause, and was exported abroad as the United States belatedly entered the race for overseas colonies.

The concept of Manifest Destiny is still an essential element of the idea of American Exceptionalism, which often justifies much of American foreign policy. Former President George W. Bush alluded to this idea in his 2003 State of the Union Address where he said, “that freedom is the right of every person and the future of every nation. The liberty we prize is not America’s gift to the world, it is God’s gift to humanity.” [13] Throughout the Bush presidency, the President’s idea that God undergirded the policy of the United States led to a mismatch of policy ends and the means to accomplish them. Former Israeli Ambassador to the United States and historian Michael Oren wrote:

Not inadvertently did Bush describe the struggle against Islamic terror as a ‘crusade to rid the world of evildoers.’ Along with this religious zeal, however, the president espoused the secular fervor of the neoconservatives…who preached the Middle East’s redemption through democracy. The merging of the sacred and the civic missions in Bush’s mind placed him firmly in the Wilsonian tradition. But the same faith that deflected Wilson from entering hostilities in the Middle East spurred Bush in favor of war. [14]

Only when policy makers and strategists understand that the use of religious ideology to conquer, subjugate, and terrorize in the name of God is universal, does it become easier to defeat those who employ it.

American Presidents often invoke the name of God to justify the compulsion to conquer, such as McKinley did when he decided to annex the Philippines in 1899 following the defeat of the Spanish. The war against the Filipinos used some of the most bloodthirsty tactics employed to fight the Filipino insurgents, who only wanted independence, and stained our own national honor. Mark Twain wrote: “There must be two Americas: one that sets the captive free, and one that takes a once-captive’s new freedom away from him, and picks a quarrel with him with nothing to found it on; then kills him to get his land. . . .” [15]

A doubtlessly sincere McKinley sought counsel from God about whether he should annex the Philippines or not. Barbara Tuchman wrote: “He went down on his knees, according to his own account, and ‘prayed to Almighty God for light and guidance’. He was accordingly guided to conclude “that there was nothing left to do for us but to take them all, and to educate the Filipinos. And uplift and civilize and Christianize them, by God’s grace to do the very best we could by them, as our fellowmen for whom Christ died.” [16]

The counterinsurgency manual does mention how “Ideology provides a prism, including a vocabulary and analytical categories, through which followers perceive their situation.” [17] But again, it does this at a micro-level and the lessons are not applied at the higher levels of strategic thinking and policy. This is often due to the fact that American and other western strategists and policy makers view religion “as a set of theological issues rather than as a profoundly political influence in public life.”[18] Even after nearly a decade and a half of unremitting war against enemies for whom religion is at the center of their politics, policy makers still misread or neglect the importance of religion and religiously based ideology in the political motivations of their opponents. In many cases, the religion of a people is a stronger part of their identity than that of the state. Nations created during the post-colonial era “continue to see religion, clan, ethnicity, and other such factors as the markers of community identity” [19] Despite the advances in communications and technology and the globalization of so many western concepts, the political and religious leaders of Islamic nations view modern western political and social concepts as unwanted intrusions on their ancient cultures, and more importantly, insults to their religion.

But, lest American policy makers and strategists see this rise as something completely foreign, a similar phenomenon is occurring in the United States. Despite the fact that a growing number of Americans espouse no-religious preference and, according to multiple studies conducted over a period of two decades, are leaving organized Christianity, adherents of two highly motivated and militant branches of Christianity have grown in strength and political power over the last forty years. The group known as Christian Dominionism advocates Christian domination of all parts of society and culture, and Pre-Millennial Dispensationalists believe in the imminent return of Christ to earth, including the belief that most of the earth’s population will be killed during the Apocalypse. A Pew Research Center survey found that by the year 2050, that 41% of Americans believe that Jesus Christ will return to earth. [20] Leaders, politicians (including major conservative presidential hopefuls), pundits, and preachers often weigh in on public policy, to include military strategy, and claim that God’s law supersedes that of the state. They simultaneously reject secularism while legislating against those they deem enemies, and advocate for a “holy war” against Islam without distinction to Islam’s own divisions and distinctive denominational differences.

may appear irrational American strategists and policy makers, but it is completely rational to those who subscribe to it. The study of history, particularly how the deep roots of religion and faith shape cultural worldviews, as well as the actions of various peoples and nations, helps the policy maker and strategist adapt policy, strategy, and ultimately operational and tactical methods to the context of the conflict at hand. To do this effectively it is important that American strategists not be afraid to examine our own past to see how our ancestors used religion for good as well as for evil. However, the often dark mirror of history can be disconcerting to peer into. People tend to be uncomfortable when the face that they see in the mirror is all too similar to their current enemies, to the point that one might turn away in fear of what they see. The inability to look into the dark mirror of our own history is especially perilous when enemies are perfectly willing to wage war without end unto the destruction of the world in the name of their God, because when you belatedly look back in the mirror, failure will be staring you right in the face.

DAESH’s True Believers

Today kind of a pause for reflection. I have been working with the Staff College’s editor on an article for a professional journal, and that has been tiring. In 1919 T.E. Lawrence wrote a memorandum to the British Foreign Office warning of what we are seeing today: “A Wahabi-like Moslem edition of Bolshevism is possible, and would harm us almost as much in Mesopotamia as in Persia…” The self-proclaimed Islamic State, or better called DAESH is the fulfillment of that warning.

As I have said many times, I am a realist when it comes to human nature and the reality of the evil that human beings can do. I have been to war, and personally I can think of nothing worse than more war. For me war is part of the reality that I live with, and which I am reminded of every time I try to sleep. That being said, the war which has been going on for close to two decades is gaining in intensity and threatening to blow away what is left of the old “new world order.”

For most modern Americans and others living in the West, war is an often abstract concept regulated to small bodies of professionals fighting actions far away, of which we only catch occasional glimpses of on television or the internet. For most Americans and others in the West, modern war has become a spectator sport, and one far less interesting to most than either American or European football matches.

But in the chilling aftermath of numerous Al Qaeda and DAESH terror attacks that have spanned over 15 years, war has come to the west. The World Trade Center and the Pentagon on 9-11-2001, the attacks on London and Madrid, and now Paris killed thousands of people. Of course this does not mention the hundreds of attacks committed by those groups in the Middle East and Africa. In the past two weeks nearly 400 people, almost all innocent civilians, have died in attacks in Paris, Beirut, and the Russian Metrojet airliner. Earlier in the year, Kenya, as well as incident after incident in places like Nigeria, and Mali. Of course, most of us in the west really could care less about the victims of DAESH and related groups in Africa or the Middle East. We have seen the videos of DAESH terrorists beheading aid workers and journalists, shooting mass numbers of prisoners, burning a Jordanian pilot alive in a cage, and throwing homosexual men off of tall buildings to their deaths. The accounts of their enslavement, rape, and forced conversion of women are too numerous and brutal to describe.

These attacks, coupled with the influx of massive numbers of refugees from Syria is bringing out the best and worst in us. If we are not careful we can find ourselves falling into the trap of imitating or e4xceeding the brutality of DAESH in order to win. Sadly the worst is how we are preparing to dehumanize and re-victimize people who have fled from DAESH, people who are victims of terror. I’ll leave aspect of the crisis that for the time being and probably return to it tomorrow.

The people of DAESH that we are fighting have embraced a fanatical cause, deeply rooted in a perverse understanding of their religion, but they are true believers. American philosopher Eric Hoffer described such people in his classic book The True Believer. Hoffer wrote:

“The fanatic is perpetually incomplete and insecure. He cannot generate self assurance out of his individual resources-out of his rejected self-but finds it only by clinging to whatever cause he happens to embrace. This passionate attachment is the source of his blind devotion and religiosity, and he sees in it the source of all virtue and strength. Through his single minded dedication is a holding on for dear life, he easily sees himself as the supporter and defender of the holy cause to which he clings….Still his sense of security is derived from his passionate attachment and not from the excellence of his cause. The fanatic is not really a stickler to principle. He embraces a cause not because of its justness and holiness but because of his desperate need for something to hold on to. Often, indeed, it is his need for passionate attachment which turns every cause he embraces into a holy cause. The fanatic cannot be weened away from his cause by an appeal to reason or moral sense. He fears compromise and cannot be persuaded to qualify the certitude of his holy cause. But he finds no difficulty in swinging suddenly and wildly from one holy cause to another. He cannot be convinced but only converted. His passionate attachment is more vital than the cause to which he is attached.”

Yesterday I outlined what I think is needed to overcome DAESH, and while the military aspect is just one component of that, it is still important, especially when dealing with the fighters and terrorists who are DAESH. Reza Aslan, the noted Islamic scholar understands the type of individuals fighting for DAESH batter than most people. He told CNN last year, “Number one, you do have to respond militarily to ISIS soldiers and fighters. These guys are fighting a war of the imagination, a war that they think is happening between the forces of good and evil. There is no negotiation. There’s no diplomacy. There’s nothing to talk about with these guys. They have to be destroyed.”

How to do this is another matter. I will touch on that topic soon, and discuss the potential dangers of such a war to who we are as a people, and to civil liberties and human rights.
