The Road to Gettysburg: Meade Takes Command

For those that have followed my writing for some time you know that I teach military history and ethics at the Joint Forces Staff College. One of the great joys that I have is leading the Gettysburg Staff Ride, which is an optional event for students that want to participate. When I took the position here I took some of my older writings on Gettysburg and put them into a student study guide and text. That was two years ago. Then the text was about 70 pages long. It is now about 870 pages long and eventually I hope to get it published. When and if that happens I expect it to become two, and possibly three books.

This is the second of a series of articles that I will be posting potions of a chapter that I have rewritten about the surprises that various commanders experienced on June 28th 1863. The lessons for today are that war, any war, is the realm of chance, as such, surprises always happen. It is said that no plan survives first contact with the enemy, but some plans don’t survive that long. As you read this don’t just look at the events, but look at the people, and their reaction to the surprises that they encountered, for that is where we come to understand history.

So even if you are not a Civil War buff, or even a history buff, take the time to look at the people, their actions, and the things that made them who they were, and influenced what they did. History is about people.

About the time that Lee was confidently discussing the campaign with Isaac Trimble Major General George Meade, commander of V Corps the night of June 27th George Meade was simply one of seven Corps Commanders in the Army of the Potomac, but before the night was over he would be its commander on the eve of the most decisive battle of the war in the east.

George Gordon Meade was the son of an American merchant who served as the naval agent for the U.S. government in that country until 1817. Meade was born in Cadiz on December 31st 1815 and grew up in Pennsylvania and Maryland. His father had been ruined financially in Spain when supporting the Spanish government by loaning it over $375,000 in the Peninsular War against Napoleon. Meade’s father remained in Spain to try to recover his lost fortune he sent his wife and children back to the United States where the family lived on the margins of poverty. The money should have been reimbursed to him under the terms of the Treaty of Florida “which obligated the American government to assume any Spanish obligations to American citizens.” However “the U.S. government discovered loopholes that it allowed it to dodge all responsibility to an increasingly bitter and disappointed Richard Meade.” [1] It was a crushing blow to the elder Meade.

Meade’s father returned to the U.S. and the family moved from Philadelphia to Washington D.C. were Richard Meade, “worn down physically and mentally by his struggles” [2] died in 1828 when George was just 12 years old and attending “a boarding-school at Mount Airy, a few miles from Philadelphia, known as the American Classical and Military Lyceum.” [3] It was here that Meade got his first taste of military discipline as the school was modeled after West Point and in addition to their studies the students participated in military drill.

At the Lyceum, Meade was known for being “an amiable boy, full of life, but rather disposed to avoid the rough-and-tumble frolics of youths his age; quick at his lessons, and popular with both teachers and scholars.” [4] The family ran out of money to keep him at the school and he returned to Baltimore where he was enrolled in the Mount Hope School in Baltimore as his mother sought to gain him an appointment at West Point. At Mount Hope he studied Latin, English composition and mathematics. A certificate from the headmaster of the school obtained by his mother discussed Meade’s academic acumen.

“The knowledge he has gained…is far greater than is usually acquired by young men of his age in a single year. He possesses an uncommon quickness of perception and is, therefore, capable of acquiring knowledge with great rapidity….” [5]

Meade entered West Point in 1831 when he was just sixteen years old after being nominated by Andrew Jackson. The financial condition of his family was mostly responsible for this as “West Point was the one place where the young Meade could obtain a free college education.” [6] At West Point Meade did not excel in his studies and due to “his lack of attention to details of dress and equipment and apparent disinterest in drill, demerits began to pile up in his third year.” [7] While he graduated in the top half of his class his performance in some subjects such as military engineering gave no indication of how he would excel later in life. He graduated nineteenth of fifty-six in the class of 1835.

Unlike many classes which were crowded with men destined for greatness, there were few notables in this class. Other than Meade there was Lincoln’s Postmaster General Montgomery Blair, Brigadier General Herman Haupt, who directed the transportation system of the Union army in the East during the war and John Pemberton, who as a Confederate general would surrender Vicksburg to Grant as Meade was defeating Lee.

Meade was commissioned as a Brevet Second Lieutenant and assigned to the artillery. He spent most of that year in Florida where he was sick and assigned less demanding duties. He resigned his commission after serving his one year obligation and entered civilian life as a topographic engineer. Such was not an unusual occurrence in the tiny army of that era, as “over the previous two years more than a hundred West Point graduates had left the army.[8]

He found civilian employment with the Bureau of Topographical Engineers and over the next five years took part in surveying the Texas-Louisiana boundary line, followed by an assignment on the Mississippi River Delta. He finally worked on the survey of the Canadian-United States boundary, an area of perpetual dispute from the time of American independence.

It was during his time of civilian work with the Bureau that he met and married his wife Margaret Sergeant Wise, the daughter of Congressman John Sergeant, who had been the running mate of Henry Clay in the 1832 presidential election. The young woman was well educated and “developed a wide range of cultural interests including facility in four languages and proficiency at the piano.” [9] They had had seven children together, three sons and four daughters and through much of his career was forced to raise the children alone. Despite this, the marriage appeared to be happy and would last until his death in 1872.

In 1842 Congress passed a measure which limited topographic survey to officers of the Topographic Engineer Corps. For Meade this was a godsend, for with the assistance of Margaret’s brother-in-law Congressman Henry A. Wise of Virginia Meade was reappointed as a Second Lieutenant in the Topographic Engineers on May 19th 1842. He had lost nearly six years of seniority, but “he had fairly earned his rank of Second Lieutenant of Topographic Engineers.” [10] His first assignments included surveying the Aroostook River in Maine and the design and construction of a lighthouse for Brandywine Shoals, Delaware.

In 1845 with a war with Mexico looming due to the annexation of Texas, Lieutenant Meade reported to the headquarters of General Zachary Taylor in Corpus Christi. Here he conducted surveys of the Nueces River and other inland waterways. Meade accompanied Taylor to the disputed border area around between the Nueces and the Rio Grande where some of the first actions of the war took place in 1846. During the war he served in Mexico “principally with Taylor’s army, where he won a brevet for gallantry at Monterrey.” [11] During his time in Texas and Mexico Meade became disgusted with the political machinations that surrounded the war and in a letter home he wrote “the mighty engine of influence, that curse of our country, which forces party politics into everything.” [12]

Meade was transferred to the army of Winfield Scott where he was no longer the senior Topographic Engineer but the junior. He chafed at his inactivity with Scott and complained about it. Major Turnbull, the senior Topographic Engineer told Scott that Meade was “Meade was unexpectedly with the army and that he had quite enough officers without him.” [13] In light of this Scott sent Meade back, where he returned to building lighthouses missing the bulk of the campaign. That assignment was cut short in 1849 when Meade was ordered to Florida “amid an outbreak of violence by the Seminoles.” [14] In Florida he survey a line of forts and upon completion returned to lighthouse work at Brandywine Shoals and then in Key Largo.

When the Army established the Lighthouse Board, Meade was appointed t the Seventh District where he continued his work in Florida. Among the lighthouses that he built was the Sand Key lighthouse at Key West which stands to this day. Meade was still just a First Lieutenant but he was rising in terms of the work that he was doing and was “promoted to superintendent of the Seventh Lighthouse District.” [15] He took over the Fourth District as well when its superintendent was transferred to the West Coast. In this work Meade prospered. The most impressive monument to Meade’s work is the 163 foot tall Barnegat Bay Light in New Jersey. Meade was justifiably proud of his accomplishments and after the war noted that “I have always thought my services in the construction of lighthouses, and subsequently on the Lake Survey were of considerable importance.” [16]

In 1856 Meade was promoted to Captain and given charge over the vast Great Lakes survey. In Meade’s words he work involved:

“the delineation of the shores, and bottom of the lakes, bringing to light the hidden dangers; obtaining the evidence and capacity and depth of water in all the harbors and rivers and consequently the most practical mode of improving them; furnishing the evidence of the wants of navigation in reference to lighthouses, beacons and buoys and the proper sites for same.” [17]

Meade had to lobby Congress for funding and expanded the number of officers and personnel involved until by 1860 he had ten teams, some working on land and some aboard ships with a budget which he expanded from $25,000 to $75,000 in three years. It was a remarkable job, but then Meade had matured as an officer and as a leader.

Meade was still involved with this mission when Fort Sumter was attacked. To the consternation of local leaders in Detroit, he and his officers refused to be part of a mass meeting where the locals were insisting the Federal officers publically renew their oaths. This decision was part of Meade’s innate conservatism. Meade felt that doing so without the order of the War Department was not within his prevue.

Meade was not a firebrand, conservative and logical thought that the best course would for both sides to step back and catch their breath. He was “dismayed at the arrogance of the fire-eaters, to whom Southern secession seemed like a simple riot which would be suppressed by the mere appearance of Federal troops.” [18] The decision angered Senator Zach Chandler who had organized the event and Chandler would remain an opponent of Meade throughout the war.

He had never been a political officer and was determined to avoid becoming one, he wrote “as a soldier, holding a commission, it has always been my judgement that duty required that I should disregard all political questions, and obey orders.” [19] Thus he avoided some of the more overtly political displays in Michigan but wrote:

“I have ever held it to be my duty…to uphold and maintain the Constitution and resist the disruption of this Government. With this opinion I hold the other side responsible for this existing condition of affairs.” [20]

He was viewed with suspicion by Radical Republicans as “another politically unreliable McClellan Democrat” and William Lloyd Garrison’s The Liberator noted that his look “reveals a character that never yet efficiently and consistently served a liberal cause.” [21]

He immediately volunteered for field duty, but it his request was not answered due to resistance in the Corps of Topographic Engineers. It was not until after the debacle at Bull Run when he would be appointed a Brigadier General of Volunteers, even as he was preparing to resign his commission to take command of a Michigan Regiment.

Meade was appointed to command a brigade of the Pennsylvania Reserves and saw much action at the head of his brigade on the Peninsula, serving alongside his friend John Reynolds who commanded another brigade in the division. Meade exhibited a coolness under fire that earned the respect of his soldiers and officers. His fearless nature had “resulted in his being wounded twice by bullets almost simultaneously at the Battle of Glendale on the Peninsula” [22] and incurring other wounds and close calls at South Mountain, Antietam and Fredericksburg.

In September 1862 he was promoted to command the division and after Fredericksburg he was promoted to command Fifth Corps. His promotions “from brigade commander in the Pennsylvania Reserve Division to corps command had been earned on battlefields.” [23] Serving in almost all of the army’s campaigns in the East Meade “gained increasing distinction as a highly competent and skillful officer. At Fredericksburg his division was the only unit to achieve any kind of success in a battle that otherwise was known as the worst fiasco in the history of the Army of the Potomac.” [24]

Like many of the commanders at Gettysburg Meade’s personality, temperament and character were complex, leading to people who met him or served with him to different conclusions. He possessed little flair for the dramatic or the theatrical. He was quietly religious and modest and “he usually kept aloof and made no effort to make himself popular” especially with reporters and “they exacted a toll for this treatment, and as a result Meade’s reputation suffered from a poor press.” [25]

He did not fit the stereotype of a commanding general of an army, he possessed none of McClellan’s style, Hooker’s dash or Reynold’s handsomeness. Some of his critics in the ranks referred to him as “a damned old goggle-eyed snapping turtle” while others called him “Old Four Eye” based on the glasses that he wore.[26] Meade handled such comments well for he had few delusions about himself, he remarked to an officer “I know they call me a damned old snapping turtle.” [27] As for his physical appearance a reporter noted that Meade “is colorless, being of a ghostly pale,” and “his nose of the antique bend.” [28] Another noted that he looked more like “a learned pundit than a soldier” [29] while his attire did not help, an aide noted “as for clothes, General Meade was nowhere.” Another officer remarked, “it would be rather hard to make him look well dressed.” [30]

Meade was sharp minded and quick tempered, “irritable and touchy in camp, possessed of a famous temper and imperfect means of controlling it.” [31] His temper was rooted in his sense of perfectionism and truthfulness. Theodore Lyman wrote that “I never saw a man in my life who was so characterized by straightforward truthfulness as he is.” [32] But Meade’s often volcanic temper and abject truthfulness were that of a logical man who could not abide “stupidity, negligence or laziness.” [33] Lyman observed “I don’t know any thin old gentleman, with a hooked nose and cold blue eye, who, when he is wrathy, exercises less of Christian charity than my well-beloved Chief!” [34]

Unlike some leaders whose temper led them to make unwise decisions with the lives of their troops, “in matters involving the safety of the army or the lives of thousands of men he exercised self-control and showed great moral courage in his decisions.” [35] At the same time he was a man who if after an angry outburst was full of regret, and as introspective as he was had “a cordial desire, if he had been wrong to make amends.” [36]

He was a man who in the war did not lose his humanity either towards the soldiers that he commanded or the victims of war. He was moved to acts of compassion when he saw suffering women and children whose lives had been upended by war. During the campaign of 1864 Meade:

“happened upon a poorly dressed woman fringed by several crying children – a family which the cavalry had robbed – he pulled out a five-dollar bill and also saw that food was provided for the day’s neediest. “The soft-hearted General…though of his own small children,” Colonel Lyman reflected. “He is a tender hearted man.” [37]

It was this complex man, a modest, conservative perfectionist, prone to volcanic eruptions of temper, but possessing of a strong sense of honesty even in regard to himself, who in the early morning hours of June 28th 1863 would have the fate of the Union thrust upon his shoulders.

“I Bring You Trouble” Meade Takes Command

As Trimble left and Lee settled in for the night, Meade, Commander of V Corps, was at his new headquarters located at Robert McGill’s farm outside of Frederick. Meade was asleep in his tent, was unaware that Colonel James A. Hardie, Halleck’s Assistant Adjutant General, was on a train from Washington with orders that would change the course of the war. Hardie arrived in Fredericksburg after midnight and instead of remaining for the night rented a carriage and made his way directly to Meade’s headquarters, bearing in his hand “General Orders 194…relieving General Hooker as commander of the Army of the Potomac and appointing General Meade in his place.” [38]

Meade, though he desired the appointment as commander of the Army did not expect it. Meade, a career soldier “possessed ambition but had never allowed it to consume him as Joseph Hooker had.” [39] Meade believed that if Hooker was relieved of command that John Reynolds of First Corps or another would receive it. Meade was outranked by his fellow Corps commanders Reynolds and John Sedgwick of VI Corps, and he felt that Reynolds was the ideal man to command the army.

Meade wrote to his wife the reasons he believed that he would not get command a few days before: “because I have no friends, political or others, who press or advance my claims or pretentions.” [40] The latter was not because Meade did not have friends, but because unlike Hooker, Sickles and so many others he stayed out of the various political cabals in the army and their constant intrigues. Meade, though on bad terms with Hooker was not one of the Generals who conspired against Hooker in the weeks following Chancellorsville. He told Governor Andrew Curtain of Pennsylvania that “I should be very sorry to see him removed, unless a decidedly better man is substituted.” [41]

On June 25th Meade had written his wife Margaret, who was uneasy with the rumors that her husband might be named head of the army. Earlier in the month when it was rumored that he might be offered command she “reacted to the news with vigor and urgency: “Do not accept it!” She was convinced that it would ruin his career.” [42] Reiterating his belief that he did not have the necessary political connections, and that there were others at least as competent or more to lead the army, he wrote:

“For these reasons I have never indulged in any dreams of ambition, contented to await events, and do my duty in the sphere it pleases God to place me in…and I really think that it would be well for you to take the same philosophical view; but do you know, I think your ambition is being roused and that you are beginning to be bitten with the dazzling prospect of having for a husband a commanding general of an army. How is this?” [43]

At 3:00 A.M. Hardie arrived. “Led to Meade’s tent, Hardie greeted the suddenly awakened general by saying he brought “trouble.” [44] Meade wrote his wife:

“At 3:00 A.M. I was roused from my sleep by an officer from Washington entering my tent…and after waking me up, saying he had come to give me trouble. At first I thought that it was to either relieve or arrest me, and promptly replied to him, that my conscience was clear, void of offense towards any man; I was prepared for his bad news. He then handed me a communication to read: which I found was an order relieving Hooker from the command and assigning me to it.” [45]

Meade was “given a brief order from Lincoln assigning him the high command, and a detailed message outlining his course. The army was to cover Washington and Baltimore; Harpers Ferry and its garrison would come under Meade’s own jurisdiction, etc.” and Halleck noted that “the transfer was being made at a critical time.” [46]

Meade agitatedly stated his objections to Hardie, again reiterating his belief that Reynolds should command the army but Hardie explained that the decision had been made and that Meade had no choice but to obey his orders or resign. Hardie provided Meade a letter from Halleck which said “Considering the circumstances…no one ever received a more important command; and I cannot doubt that you will firmly justify the confidence that the Government has reposed in you.” [47]

The order gave Meade command of the troops at Harper’s Ferry which had been denied to Hooker just days before. It also gave him freedom of command. It read: “You will not be hampered by any minute instructions from these headquarters” and “you are free to act as you deem proper under the circumstances as they arise.” [48] Likewise Meade was authorized to take command General Couch’s forces along the Susquehanna. A further power given to Meade which had not been given to previous commanders of the Army of the Potomac was the authority to relieve from command and dismiss officers from the army, or appoint to command officers regardless of seniority as he saw fit. It was a power that during the tumult of battle that he would use well in the coming days.

Meade went by horseback with Hardie and his son Captain George Meade to Hooker’s headquarters at Prospect Hall.

The previous night Hooker, who after hearing nothing after Halleck’s terse response to his request to be relieved “had convinced himself that the ensuing silence meant that he had beaten Halleck.” [49] But now, Hooker, aware that Hardie was in the camp, correctly assumed that he was through as the commander of the Army of the Potomac. Hooker greeted his visitors in his full dress uniform and with “much effort he tried to hide his feelings and by extreme courtesy to relieve the situation of embarrassment.” [50]

Meade had not seen Hooker in two weeks and had no idea how scattered the army was. When Hooker and Dan Butterfield his Chief of Staff briefed Meade, and Meade learned of the army’s disposition he “unguardedly expressed himself.” Hooker “retorted with feeling.[51] There was also disagreement on what the two generals believed Lee’s intentions were regarding crossing the Susquehanna. Hooker insisted that since Lee had no bridging equipment that he would not cross the river or threaten Harrisburg. Instead Hooker believed that Lee would proceed down the right bank of the river towards Baltimore and Washington. Meade disagreed that “the enemy would not attempt to cross at low water. In point of fact, Lee had already issued orders to move,” [52] while Dick Ewell was already preparing for a river crossing and assault on the weakly held Pennsylvania Capital.

Despite the uncomfortableness of the situation Hooker and Meade were able to successfully pass command of the army and Hooker issued General Order 66 in which “he praised his successor and asked the army to extend the hearty support it had given him. He added:

“Impressed with the ability that my usefulness as the commander of the Army of the Potomac is impaired I part from it; yet not without the deepest emotion.

The sorrow of parting with comrades of so many battles is relieved by the conviction that the courage and devotion of this army will never cease to fail.” [53]

Meade’s words in his General Order 67 are indicative of his feelings on assuming command of the army:

“By direction of the President of the United States, I hereby assume command of the Army of the Potomac…. As a soldier obeying this order- an order totally unexpected and unsolicited- I have no promises to make.”

‘The country looks to this army to relieve it from the devastation and disgrace of a foreign invasion. Whatever fatigues and sacrifices we may be called to undergo, let us have in view, constantly the magnitude of the interests involved, and let each man determine to do his duty, leaving to an all-controlling Providence the decision of the contest.

“It is with great diffidence that I relieve in the command of this army an eminent and accomplished soldier, whose name must appear conspicuous in the history of its achievements; but I rely on the hearty support of my companions in arms to assist me in the discharge of the duties of the important trust which has been confided to me.” [54]

That afternoon Meade sent a note to Halleck telling him he had received “the order placing me in command of this army” and that “as a soldier, I obey it.” [55] When Lincoln saw the letter which also outlined Meade’s initial plans to give battle, he was overheard to say “I tell you I think a lot of that fine fellow Meade.” [56]

Reynolds was among the first corps commanders to pay his respects to Meade, and Meade “grabbed him by the arm and earnestly told him he wished Reynolds had received the assignment. Reynolds replied that Meade was the right choice and that he would do whatever was necessary to support him.” [57] John Gibbon greeted Meade’s appointment “with a sigh of relief” and Reynold’s artillery commander wrote “For my part, I think that we have got the best man of the two, much as I think of Reynolds….” [58]

Meade had good reason to wish that Reynolds or another had been appointed and certainly welcomed his friend Reynolds’ support. Meade knew that he was not Lincoln’s first choice for the job, partly because of being associated with George McClellan, as well as his own political ties as a Democrat, and the opposition of leading Republicans to his appointment to any command. He had run afoul of the Northern abolitionist “fire eaters” in Detroit when Fort Sumter was fired on, and was distrustful of politicians and politically inclined soldiers.

The new commander of the army was fully aware ware of the fate of other officers who had a similar political bent. One of these officers, Fitz-John Porter, his predecessor at V Corps, was “court-martialed, cashiered and disgraced” [59] after being falsely accused of “disobedience of orders during the Second Battle of Bull Run” [60] by John Pope who had brought about that disaster.

With that in mind Meade understood the political danger that his appointment entailed:

“If he was successful in protecting Washington and Baltimore or if he somehow defeated Lee and drove the Confederates back across the Potomac, he would receive precious little credit from the Lincoln administration; if he failed, even for the most plainly military reasons, he expected to be pilloried without mercy as a halfheart and traitor.” [61]

The appointment of Meade was met with relief by most of his fellow Corps commanders. He was respected by them, despite having “a cold, even irascible, edge to him, particularly when occupied with army business. He was demanding of himself and of aids and subordinates,” [62] but what mattered to them was that Meade “was a thorough soldier, and a “mighty clear headed man”, with “extraordinary courage.” [63] A future staff officer noted that Meade “will pitch himself in a moment, if he thinks he has done wrong; and woe to those, no matter who they are, who do not do right.” [64]

He was viewed as a truthful, honest and caring commander who after a blow- up would do what he could to reconcile. He was passionate about the lives of his troops and whenever possible avoided battles that he believed their sacrifice would be in vain. He knew his trade, paid close attention to detail and knew and understood his troops and commanders. He had earned respect throughout his career and during the battles on the Peninsula, Antietam, Fredericksburg and Chancellorsville proved that he was an excellent leader and commander of troops.

All that being said Meade was virtually “an unknown quantity outside of his corps.” [65] Many in the rank and file wondered about the change of commanders in the middle of the campaign, “What’s Meade ever done?” was a common response among the men- those outside his corps at least- when they heard that he was their new commander. The general himself had few delusions on this score. “I know they call me a damned old snapping turtle….” [66] These soldiers had seen good and bad commanders and seen how Washington had dealt with each one, but by now “their training in the school of hard knocks under fumbling leaders had toughened the soldiers to a flinty self-reliance that left many indifferent to the identity of their commander. [67] On the eve of battle they had a new commanding general and “they were almost within rifleshot of a supremely aggressive enemy…whatever happened during the next week, the one certainty was now that the soldiers themselves would run this next battle. The most that could be expected of Meade was that he would make no ruinous mistakes.” [68] It not only was an army with a new leader, but in its soul, the Army of the Potomac was a different army than Lee had ever faced.

Meade had an immense task to accomplish. When he went to bed on the night of the 27th as commander of V Corps he was unaware of the locations of the bulk of the Federal Army and knew that Lee was already deep in Pennsylvania. Now, Meade was determined to bring Lee to battle, but was cautious as he did not want to take a chance of his forces being split up and defeated in detail, which in fact was what Lee hoped to do to the Army of the Potomac.

With his assumption of command Meade had to make some organizational changes. Against the advice of some Meade kept General Daniel Butterfield as his Chief of Staff despite his personal aversion for him and for Butterfield’s close association with Hooker and his political cabal. He appointed Major General George Sykes to command his old V Corps and wired Halleck with an “unheard of request: to promote in one jump three brilliant young officers from the rank of captain to that of brigadier general. They were Elon J. Farnsworth of the 8th Illinois Cavalry, George A Custer of the 5th United States Cavalry and Wesley Merritt of the 2nd United States Cavalry.” [69] Each was appointed to command brigades in Pleasanton’s Cavalry Corps which was being reorganized that day.

Meade had another great advantage over Lee in in his access to information and intelligence. Colonel George Sharpe of the Bureau of Military Information had provided him with the information that “the enemy force does not exceed 80,000 men and 275 guns,” as well as “a remarkably accurate outline of Lee’s movements.” [70] The information allowed Meade to begin his pursuit of Lee in earnest the following morning.

One thing that Meade understood was that if he was to defeat Lee he had to concentrate his combat power, he could not allow Lee’s forces to engage elements of the army and defeat them in detail. All too often Federal forces had not concentrated or taken advantage of their superiority in men and artillery. Meade wired Halleck that he would “move toward the Susquehanna keeping Baltimore and Washington well covered, and if the enemy is checked in his attempt to cross the Susquehanna or if he turns toward Baltimore, to give him battle.” [71] Meade wrote discussed his intent, noting, “my object being at all hazards to compel him to loose his hold on the Susquehanna and to meet me in battle at some point. It was my firm determination…to give battle wherever and as soon as I could possibly find the enemy.” [72]

Wisely, Meade also prepared a fallback position along Pipe Creek on the Pennsylvania-Maryland border. Knowing that it was possible that a corps could become isolated and face superior forces Meade gave his Corps commanders permission to withdraw back to the Pipe Creek line if they felt threatened by a larger Confederate force.

With his orders given and preparations underway, Meade’s Army of the Potomac began to march north on the morning of June 29th into Pennsylvania where it was fated to do battle with its old nemesis, the Army of Northern Virginia.

2016 Will Come a Day at a Time

Abraham Lincoln once said “The best thing about the future is that it comes one day at a time,” and that my friends is a good thing, for 2016 promises to be an eventful year. There are so many things happening that can totally upend the world and our way of life going on that if we just tried to think about them all at once they could be overwhelming. Lincoln himself lived in such a time, and I think that his perspective is good to remember. 2015 was a year of triumph and tragedy that filled the hearts of many with fear and unease.  At the same time it is now in the past. It cannot be relieved or changed but we can take the time to learn from it and hopefully build a better future.

I am a historian. For me history is not just something dead in the past but a living reality that influences us in everything we do. As such I thing we need to learn lessons from history and apply that knowledge to what we do now. We do not live in a vacuum, if we did we would be very dusty and always spinning around, but I digress…

I think that we have to learn from the past in order to be ready for the future. But the future is unknown and often uncharted.  Thus we should as George Patton said  “Prepare for the unknown by studying how others in the past have coped with the unforeseeable and the unpredictable.” That really is the reason I study history, not so we have a laundry list of facts events and dates that I can use to prove my point but rather to see how people and nations dealt with things that they either could not or did not foresee. Human nature doesn’t change and while circumstances and technology may change the way people deal with unforeseeable events can help us navigate future difficulties. It is not a guarantee but it is helpful when we face uncertain times.

Dallas Maverick’s owner Mark Cuban wrote, “None of us are born into the world we live in.”  That is so true because we are all born at a moment in time and the world is always changing and changing is ways that will always surprise us. Maybe not some of the events themselves, but the players that make things happen, the places that they happen and the speed of which they happen.  Time stands still for no person. The world that I was born into in 1960 is far different than the one that I live in today, and the one that will most likely exist if I live into my eighties, though I want to live to be at least 105 in order to lead a staff ride at the bicentennial of the Battle of Gettysburg.

Though the future is yet to be written, some people want to go back to some point in time where their myth of history tells them that things were better, and they want to attempt to recreate such times. We see this with the Taliban, the self-proclaimed Islamic State, various Christian groups, and even in the various factions of American political life, especially the Tea Party. But such thinking, while often comforting, is pure fantasy and is quite delusional. Golda Meir was quite right when she observed, “One cannot and must not try to erase the past merely because it does not fit the present.”

Of course Mrs. Meir was correct, and in a similar manner attempts to recreate the past in the present as are the groups that I mentioned are trying to do are chimeras, for then we would be trying to erase the present because it does not fit in with a past that only exists in history, and the future is yet to be written. As a historian I believe that the past is amazingly helpful in helping to guide us in the present, but we cannot mythologize that past and attempt to impose it on the present, nor the future.

2016 will be an eventful year and maybe even a crucial year for the United States and the world, and we do not know how it will unfold. So it is left for us to stop living in the past, fully embrace the present and take the future as it comes. We certainly must look to the past to see how others dealt with the unforeseen, for as Gabe Paul said about baseball, “there’s a crisis everyday.,” Of that fact we can be certain, there will be a crisis of some kind every day this year and we will have to deal with them. How we do so will be what counts.

When Political Parties Implode: The Battle over the Lecompton Constitution and its Relevance Today

I have been watching the implosion of the Republican Party with some concern, not because I am a Republican or support that party, but because I am a historian and understand that the effects of these kinds of crack ups are not just bad for the party concerned, but often for the country, because they reveal deeper social and political issues. As I watch this I am reminded of the crisis and battle regarding the Lecompton Constitution in 1858. Since the article deals with this in some detail I will cut to the bottom line. In 1858 the Democratic Party held majorities in both houses of Congress and the Presidency. It had been aided by the collapse of the Whig Party and the new republican Party was still in its infancy. But extremists Democrats sought to push through a measure to bring Kansas into the Union as a Slave State, though the measure was rife with fraud. It split the Democratic Party and for a time destroyed it as a national party and helped bring about the Civil War. The battle over the Lecompton constitution is an epic event in our history. 

The issues today are not the same by any means, but the rhetoric and the intransigence of the most zealous ideologues is destroying the Republican Party in much the same way other ideologues destroyed the Democratic Party in 1858.  I admit that I could be wrong, but everything that I see happening is pointing to the implosion and possible breakup of the Republican Party. This may be good for Democrats in the short term, but seldom is it good for the country. But whatever your political views are, I do hope that you read this article and think about the implications of it, and of what is happening in our country today.

Kansas was politically divided between two competing legislatures, each which claimed to be the voice of the people. The population of Kansas was heavily anti-slavery and many citizens felt disenfranchised by the official legislature, which was “a pro-slavery body elected by fraud in 1855.” [1] This body met in the city of Lecompton. In 1857 the Lecompton legislature sensed the opportunity to have Kansas admitted to the Union as a Slave State. It elected slavery supporters as members of a constitutional convention to draft a constitution which would be submitted to Congress for admission to the Union as a Slave State.

Free State partisans feared that that if they participated in the election that they would be “gerrymandered, and simply counted out by stuffed ballots,” and sat out the election. As a result it was “a quiet election, with many proslavery candidates unopposed and only 2,200 out of 9,000 registered voters going to the polls, a large majority of extreme proslavery men won election as delegates to the constitutional convention in September.” [2] But the result of the election was untenable, for “Two thousand voters in a territory with 24,000 eligible for the franchise had elected a body of delegates whom no one seriously regarded as representative of the majority opinion in Kansas.” [3]

The Lecompton legislature passed the proslavery constitution, but it was vetoed by the outgoing governor, John W. Geary. Geary accused “the pro-slavery legislature of attempting to stampede a rush to statehood on pro-slavery terms,” but his veto was overridden. The constitution had several provisions that most of the population found unacceptable. It protected owners of “the 200 slaves in Kansas, banned free blacks from the state, and prohibited any amendments to the constitution for seven years.” [4] The newly appointed governor of the territory, Robert J. Walker opposed the measure and denounced it “as a vile fraud, a bare counterfeit.” [5] Walker demanded a new, fair, referendum, which the newly elected president James Buchanan, also backed. In response many Southerners in Congress “threatened to secede unless the administration fired Walker and backed down on the referendum issue.” [6] The threat of secession by Southerners in support of the radical minority in Lecompton led to chaos in the Democratic Party which controlled the House, the Senate and held the Presidency.

James Buchanan, who had rode into office on the votes of the South was now pressured by Southern legislators to change his position on the Lecompton Constitution. Buchannan’s cabinet, which was heavily Southern, and pro-slavery expansion also used its influence to pressure the president. In response to the pressure, Buchanan reversed his previous stance in regard to Kansas and endorsed the bill. This provoked a new outcry, this time from members of the Democratic Party. Many Northern Democrats were outraged by the reversal and the threats of secession. Most of the Northern Democrats were willing to accept and even defend slavery where it existed, but they were opposed to the expansion of slavery. They felt betrayed by their president’s actions and rose in opposition to the bill that would admit Kansas as a Slave State.

The formidable Stephen A. Douglas, the Little Giant who had so skillfully crafted the Compromise of 1850 using the principle of popular sovereignty, led these Democrats in their fight against Buchanan’s acceptance and endorsement of Lecompton. Douglas’s previous actions to support the rights of Slave States had made him a hero in much of the South and his stature in both the North and the South made him the front runner to win the Democratic nomination for the presidency in 1860.

But Douglas, who had worked so hard to build compromises that would hold the Union together could not countenance the actions and tactics of the Southern members of his party. Douglas was a political realist and not an ideologue. He was very sympathetic to slave holders and no supporter of emancipation, in fact Douglas was a racist, and was convinced “of the inferiority of the Negro, and he had a habit of stating it with brutal bluntness, “I do not believe that the Negro is any kin of mine at all…. I believe that this government of ours was founded, and wisely founded upon white basis. It was made by white men, for the benefit of white men and their posterity, to be executed and managed by white men.” [7] But despite his own beliefs Douglas understood the danger that the pro-slavery extremists supporting Lecompton were to the party, and he knew that if the bill was passed that it would destroy the unity of the Democratic Party and possibly the Union itself.

Douglas was outraged and when he saw the news that in the Washington Union that Buchanan had decided to support Lecompton he wrote:

“This left no doubt were the old bastard stood. “Can you believe his Goddamned arrogance?” I told a friend. “I run the Committee on Territories. He should have consulted me before approving the Lecompton fraud. He’ll pay for that. By God, sir, I made Mr. James Buchanan, and by God, sir, I’ll unmake him.” [8]

As such, the Little Giant threw caution to the wind and stormed to the White House “to confront Buchanan on the “trickery and juggling of the Lecompton constitution.” He warned the president of that his actions in support of the Lecompton party would “destroy the Democratic party in the North,” and we warned that “if Buchanan insisted on going through with it, Douglas swore to oppose him in Congress.” [9]

It was an epic confrontation. Douglas recalled, “The Lecompton constitution, I told Buchanan bluntly, was a blatant fraud on the people of Kansas and the process of democracy, I warned him not to recommend acceptance of it. With his head titled forward in that bizarre habit of his, he said that he intended to endorse the constitution and send it to Congress. “If you do,” I thundered, “I’ll denounce it the moment that it is read.” His face turned red with anger. “I’ll make Lecompton a party test,” he said. “I expect every democratic Senator to support it.” I will not, sir![10] Buchanan then cut Douglas off.

Angry and offended by Douglas Buchanan issued his own threat to Douglas saying, “I desire you to remember that no Democrat ever yet differed from an administration of his own choice without being crushed….Beware of the fate of Tallmadge and Rives,” two senators who had gone into political oblivion after crossing Andrew Jackson.” Douglas was undeterred and fought back, Douglas riposted: “Mr. President, I wish to remind you that General Jackson is dead, sir.” [11] It was an unprecedented action by a sitting Senator, to confront a President of one’s own party and threaten to oppose him in Congress was not done.

Following the confrontation with Buchanan Douglas was even more determined to defeat the Lecompton party. In righteous anger Douglas “took his political life into his own hands and assailed the Lecompton Constitution on the floor of the Senate as a mockery of the popular sovereignty principle.” [12] Buchanan’s allies in Congress fought back, and the two sides sometimes came into physical confrontation with each other in the chambers of Congress. When Buchanan’s supporters pushed for Lecompton’s approval and the admission of Kansas as a Slave State, Douglas fired back, warning “You do,” I said, “and it will lead directly to civil war!” I warned the anti-Lecompton Democrats of the North that the President intended to put the knife to the throat of every man who dared to think for himself on this question and carry out principles in good faith. “God forbid,” I said “that I ever surrender my right to differ from a President of the United States for my own choice. I am not a tool of any President!” [13]

Under Douglas the Northern Democrats joined with Republicans for the first time to defeat the admission of Kansas as a Slave State. Douglas recalled the battle:

“After the Christmas recess, the Administration unleashed its heavy horsemen: Davis, Slidell, Hunter, Toombs, and Hammond, all southerners. They damned me as a traitor and demanded that I be stripped of my chairmanship of the Committee on Territories and read out of the Democratic party. Let the fucking bastards threaten, proscribe, and do their worst, I told my followers; it would not cause any honest man to falter. If my course divided the Democratic party, it would not be my fault. We were engaged in a great struggle for principle, I said, and we would defy the Administration to the bitter end.” [14]

Southern members of Congress fought back and as the battle continued their acrimony towards Douglas grew and their rhetoric against the Little Giant became more heated. He was “at the head of the Black column…stained with the dishonor of treachery without parallel…patent double dealing…detestable heresies…filth of his defiant recreancy…a Dead Cock in the Pit…away with him to the tomb which he is digging for his political corpse.” [15]

But Douglas was undeterred by the threats to his career, he saw that he was in the right, and though he was in agreement with the philosophy of his opponents regarding slavery as an institution he realized that appeasing the South was not an option in regard to Lecompton. He wrote:

“My forces in the House fought a brilliant delaying action while I worked to win over wavering Democrats. When we introduced a substitute bill, Buchanan called a dozen congressmen to the White House and exhorted them not to forsake the administration. He was cursing and in tears. He had reason to be: on April first, a coalition of ninety-two Republicans, twenty-two anti-Lecompton Democrats, and six Know-Nothings sent Lecompton down to defeat by passing the substitute bill. This bill provided for a popular vote on the Lecompton constitution and for a new convention if the people rejected that document, as they surely would.” [16]

The substitute bill was passed by the Senate as well and sent back to Kansas for a popular vote. When the Lecompton Constitution was resubmitted to the people of Kansas, “to the hideous embarrassment of Buchanan, the voters of Kansas turned on August 30th and rejected Lecompton by a vote of 11,812 to 1,926.” [17] Douglas wroteThe agony is over,” cried one of my aides, “and thank God that the right has triumphed. Poor old Buck! Poor old Buck had just had his face rubbed in shit. By our “indomitable courage, “ as another aide put it, we’d whipped this “powerful and proscriptive” Administration and forced the Black Republicans to support a substitute measure which fully embodied the great principles of the Kansas-Nebraska Act.” [18]

Pro-slavery Southerners were outraged and Buchanan used every measure that he could to crush the anti-Lecompton Democrats, but he had lost “one of the most vicious struggles in the history of Congress, Southern Democrats had seriously damaged the patience of their Northern counterparts, and Buchannan loyalists in the North were unseated wholesale by upstart Republicans in the 1858 congressional elections.” [19] Buchanan’s Presidency was discredited, his party divided, its majority in congress lost, and the South moving closer to secession. Southerners considered Douglas a traitor and accused him of betraying them. “A South Carolinian lamented that “this defection of Douglas has done more than all else to shake my confidence in Northern men on the slavery issue, for I have long regarded him as one of our safest and most reliable friends.” [20]

The fight over Lecompton was a watershed. It served to illuminate how “minuscule minorities’ initial concerns ballooned into unmanageable majoritarian crises. The tiny fraction of Missouri slaveholders who lived near the Kansas border, comprising a tinier fraction of the South and a still tinier fraction of the Union, had demanded their chance to protect the southern hinterlands.” [21] The crisis that they provoked drew in the majority of Southern Democrats who came to their aid in Congress and provoked Northerners to condemn the Southern minority, which they believed was disenfranchising the majority in order to expand slavery to new territories.

The issue of Lecompton galvanized the political parties of the North and split the Democratic Party into Northern and Southern factions, dooming it as a national party for the foreseeable future. It was also the first time that a coalition Northern Democrats sided with anti-slavery forces. Through the efforts of “Republicans and anti-Lecompton Douglas Democrats, Congress had barely turned back a gigantic Slave Power Conspiracy to bend white men’s majoritarianism to slavemaster’s dictatorial needs, first in Kansas, then in Congress.” [22]

The political impact of the Lecompton crisis on the Democratic Party was an unmitigated disaster. The party suffered a major election defeat in the 1858 mid-term elections and lost its majorities, and in a sense fulfilling Lincoln’s words “became increasingly a house divided against itself.” [23] Douglas’s courageous opposition to Lecompton would be chief among the 1860 split in the Democratic Party, Southern Democrats turned with a vengeance on the man who had been their favorite in the 1856 democratic primary. This doomed his candidacy for President and ensured the election of Abraham Lincoln and the Republicans, a man that he had defeated for Senate in that critical summer of 1858.

Why Labor Day Matters

Abraham Lincoln, who was perhaps our only President who was a real working man once said, “If any man tells you he loves America, yet hates labor, he is a liar. If any man tells you he trusts America, yet fears labor, he is a fool.” 

It is hard to believe that at one time workers had no rights. It was not until the mid-1800s in the United States and Europe that workers began to organize and protest for the right to decent wages and working conditions. There were many instances when this cost them their lives. Employers, often backed by heavily armed private security contractors like the Pinkerton Agency, used deadly force to break up peaceful strikes. In the days of the Robber Barons, when business ran the government at almost every level, employers frequently called in local and state law enforcement, as well as the National Guard, and occasionally Federal troops to break strikes. They played various ethnic and racial groups off of each in order to divide the labor movement. There are hundreds of instances of such violence being used against workers, in some strikes the dead numbered in the hundreds.

Some of these attacks on workers occurred in major cities, others at isolated work sites and factories. Some are famous, the Haymarket Massacre of May 4th 1886 in Chicago, the Pullman Strike Massacre of 1894, the Homestead Strike and Massacre of 1892, the Lattimer Massacre of 1897, the Ludlow Massacre of 1914, and the Columbine Mine Massacre of 1927.

Others less so, but there was more. In the Bisbee Deportation of 1917 1300 striking miners and their families were deported from their homes in Bisbee Arizona by 2000 armed deputies, put in box cars and transported 200 miles to the New Mexico desert, where without food, water or money they were left. There was the Triangle Shirtwaist Factory Fire where managers locked the doors in order to ensure that the fleeing women workers did not put anything unauthorized in their purses. One hundred forty-four workers, mostly young women died.

Early labor organizations such as the Knights of Labor led the effort to bring about better conditions. For doing so they were labeled subversive and even called communists. Their meetings were often attacked and the leaders jailed and some lynched.

The sacrifices of those early workers, and organizers are why we have Labor Day. One of the early American labor leaders was a man named Eugene Debs. He said something remarkable which still is as timely as when he uttered the words:

“I am opposing a social order in which it is possible for one man who does absolutely nothing that is useful to amass a fortune of hundreds of millions of dollars, while millions of men and women who work all the days of their lives secure barely enough for a wretched existence.”

On September 5th 1882 the first Labor Day was observed when members of several Unions in New York City organized the first Labor Day parade. The police came armed and ready to intervene if the workers got out of hand, but the parade was peaceful. It ended and the marchers moved over to Wendell’s Elm Park where they had a party. Twenty-five thousand Union men and their families celebrated, with hundreds of kegs of lager beer.

Within a few years many states began to institute Labor days of their own. In 1894, just days after the violent end of the Pullman strike in which Federal troops and Marshalls killed 30 workers and wounded 57 more, Congress and President Grover Cleveland rushed through legislation to establish a Federal Labor Day.

My Great Aunt Goldie Dundas was a labor organizer for the International Ladies Garment Worker’s Union in West Virginia in the 1920s – 1950s. I wish I had gotten to really know her, but she died when I was about 8 or 9 years old. Sadly the workers represented by that Union have had almost all of their jobs in the textile industry outsourced to China, India, Pakistan, the Caribbean, and Bangladesh where cheaply made garments are produced, and workers abused. The examples of mass deaths due to safety issues and fires in Bangladeshi factories are too numerous to list. But then who cares? The fact is you can drive through many parts of the South and see the poverty created by the exodus of these Union employers, the textile industry, which was part of the fabric of the South is gone. Empty factories and poverty stricken towns dot the countryside. I saw a lot of them living in Eastern North Carolina, towns that once thrived are ghost towns, riddled with crime, unemployment and no hope, unless Wal-Mart opens a store in town. Ironically it sells the clothing made overseas that used to be manufactured by the parents, grandparents and great-grandparents of the people who live there today. 

Adam Smith, the father of Capitalism understood it in a very different manner than those who claim to be Capitalists today. He wrote in his magnum opus, The Wealth of All Nations:

“In regards to the price of commodities, the rise of wages operates as simple interest does, the rise of profit operates like compound interest. Our merchants and masters complain much of the bad effects of high wages in raising the price and lessening the sale of goods. They say nothing concerning the bad effects of high profits. They are silent with regard to the pernicious effects of their own gains. They complain only of those of other people.”

The fact is that today, labor is under threat. Unions have been demonized by politicians and pundits and their power and influence much reduced. Some of this was due to their own success in improving conditions from workers, and not just Union workers. When my dad retired from the Navy in 1974, he went to work at one of the few non-Union warehouses of the John Deere Company in Stockton, California. While they were not union, the workers received every benefit won by the majority of the workers in the company who were members of the United Auto Workers Union. Due to that my dad had high wages, excellent working conditions and benefits. The company had a program for the children of workers, which allowed them to work in the summer in the warehouse and receive incredibly high pay and benefits while in college. I did that for two years, and it helped pay for much of my college. I was not a union member but I benefited.

However, in many places, Unions and labor are under attack, sometimes not just by corporations, but also by state governments. Job security and stability for most American workers is a thing of the past. Federal and State agencies charged with protecting those rights, including safety in the workplace are being cut in the mad rush to reduce government power. It seems to me that we are returning to the days of the Robber Barons. I wonder when violence against workers and those who support them will be condoned or simply ignored.

So please, when you celebrate Labor Day, do not forget that it is important, and that we should not forget why we celebrate it. If we forget that, it will become a meaningless holiday and our children may have to make the same sacrifices of our ancestors.

Oh, by the way…. If you see a meme on Facebook telling you to “thank the troops” for Labor Day, it is a bullshit meme. We troops have our days. Labor day is not ours. Labor Day is a day to remember those civilians, some of them former troops, but civilian labor leaders, organizers and unions; some of whom were killed by National Guard and Federal troops for their efforts; which paved the way for workers today.

The Rebirth of American Nativism: Trump and the Know Nothings

In the past few months we have witnessed a big debate in the Republican Party regarding immigration. This is not a new phenomenon, over the past few decades the debate has come and gone, but it has returned with a vengeance as Donald Trump, the billionaire developer and current GOP frontrunner has made immigration, or rather a virulent anti-immigration platform the centerpiece of his campaign. This has other Republican candidates scrambling to find a position close enough to Trump’s without completely throwing away the vote of immigrants who they will need to win in many states; if they are to have any hope of winning back the presidency in 2016.

But Trump’s position has resonated with parts of the Republican base, and by appealing to their anger and frustration he has built a solid core of support whether he becomes the GOP nominee or runs as a third-party candidate. If one takes the time to read Trump’s speeches and the reactions to them by his supporters it becomes apparent that Trump has tapped into that vast reservoir of nativism that has always been a part of the American body-politic.

As I said, such attitudes and movements are nothing new. Anti-immigrant movements in the United States go back to our earliest days, ever since the first Irish Catholics showed up in the northeast in the late 1790s and early 1800s. Met with scorn and treated as criminals the Irish Catholics had to work hard to gain any kind of acceptance in Protestant America. But immigrants continued to come, seeking the freedom promised in the Declaration of Independence.

Many White American Protestants viewed Irish, German and other European immigrants to the Unites States in the 1830s, 1840s, and 1850s as interlopers who were attempting to take over the country. The immigrants were regarded as poor, uneducated, uncouth, and immoral, and in the case of Catholic immigrants as representatives and foot soldiers of a hostile government, the Vatican, headed by the Pope and the bishops. Those who opposed immigration formed a movement that was aimed at forbidding immigrants from being granted full rights, especially the rights of citizenship and voting. The fear was pervasive. Many Northern Whites were afraid that immigrants would take their jobs, since like slaves in the South, the new immigrants were a source of cheap labor.

Northern Protestant church leaders and ministers were some of the most vocal anti-immigrant voices and their words were echoed by politicians and in the press. The movement grew and used government action, the courts and violence to oppress the Irish and Germans who were the most frequent targets of their hate. The movement eventually became known as the “Know Nothing” movement.

Know Nothing leaders were not content to simply discuss their agenda in the forum of ideas and political discourse, they often used mob-violence and intimidation to keep Catholics away from the ballot box. Mobs of nativist Know Nothings sometimes numbering in the hundreds or even the thousands attacked immigrants in what they called “Paddy hunts,” Paddy being a slur for the Irish. To combat immigrants who might want to exercise their right to vote, the Know Nothings deployed gangs like the New York’s Bowery Boys and Baltimore’s Plug Uglies. They also deployed their own paramilitary organization to intimidate immigrants on Election Day. This group, known as the Wide Awakes was especially prone to use violence and physical intimidation in pursuit of their goals. The Nativist paramilitaries also provided security for anti-immigrant preachers from angry immigrants who might try to disrupt their “prayer” meetings.

Know Nothing’s and other Nativist organizations, organized mass meetings throughout the country which were attended by thousands of men. The meetings were often led by prominent Protestant ministers who were rich in their use of preaching and prayer to rile up their audiences. The meetings often ended with physical attacks and other violence against German or Irish immigrants and sometimes with the burning of the local Catholic Church. They also provided security for preachers from angry immigrants who might try to disrupt nativist prayer meetings.

The violence was widespread and reached its peak in the mid-1850s.

Monday, August 6, 1855 was Election Day in Louisville, Kentucky. To prevent German and Irish Catholics from voting, Know Nothing mobs took to the street and launched a violent attack on immigrants as well as their churches and businesses. Known now as “Black Monday” the Nativists burned Armbruster’s Brewery, they rolled cannons to the doors of the St. Martin of Tours Church, the Cathedral of the Assumption and Saint Patrick’s Church, which they then were searched for arms. The private dwellings and the businesses of immigrants were looted. A neighborhood known as “Quinn’s Row” was burned with the inhabitants barricaded inside. At least 22 persons were killed in the violence and many more were injured. In Baltimore the 1856, 1857, and 1858 elections were all marred by violence perpetrated by Nativist mobs. In Maine, Know Nothing followers tarred and feathered a Catholic priest and burned down a Catholic church.

The Know Nothings did not merely seek to disenfranchise immigrants through violence alone, they were more sophisticated than that. They knew that to be successful they had to change the law. Then, as now, a new immigrant had to live in the United States for five years before becoming eligible to become a naturalized of the United States. The Know nothings felt that this was too short of time and their party platform in the 1856 election had this as one of the party planks:

A change in the laws of naturalization, making a continued residence of twenty-one years, of all not heretofore provided for, an indispensable requisite for citizenship hereafter, and excluding all paupers, and persons convicted of crime, from landing upon our shores; but no interference with the vested rights of foreigners.

The rational of the Know Nothings for the 21 year wait was that if a baby born in the United States had to wait until it was 21 years old he could vote, that immigrants were being permitted to “jump the line” and vote sooner than native-born Americans. But really what the Know Nothings wanted to was to destroy the ability of immigrant communities to use the ballot box. In many localities and some states Know Nothing majorities took power. The Massachusetts legislature, which was dominated by Know Nothings, passed a law barring immigrants from voting for two additional years after they became United States citizens.

The 1856 platform Know Nothing Party was synopsized by a Know Nothing supporter:

(1) Repeal of all Naturalization Laws.

(2) None but Americans for office.

(3) A pure American Common School system.

(4) War to the hilt, on political Romanism.

(5) Opposition to the formation of Military Companies, composed of Foreigners.

(6) The advocacy of a sound, healthy and safe Nationality.

(7) Hostility to all Papal influences, when brought to bear against the Republic.

(8) American Constitutions & American sentiments.

(9) More stringent & effective Emigration Laws.

(10) The amplest protection to Protestant Interests.

(11) The doctrines of the revered Washington.

(12) The sending back of all foreign paupers.

(13) Formation of societies to protect American interests.

(14) Eternal enmity to all those who attempt to carry out the principles of a foreign Church or State.

(15) Our Country, our whole Country, and nothing but our Country.

(16) Finally,-American Laws, and American Legislation, and Death to all foreign influences, whether in high places or low

In addition to their violent acts, the use of the courts and political intimidation the Know Nothings waged a culture war against immigrants. Latin mottoes on courthouses were replaced by English translations. Actions were taken to remove immigrants who had become naturalized citizens from public offices and civil service jobs as well as to use the government to persecute Catholic churches. In Philadelphia, all naturalized citizens on the police force were fired, including non-Catholics who has supported Catholic politicians, and in Boston, a special board was set up to investigate the sex lives of nuns and other supposed crimes of the Catholic church.

In the political upheaval of the 1850s Nativists tried to find homes in the different political parties. Some Know Nothings who were abolitionists became part of the new Republican Party, and Abraham Lincoln condemned them in harsh terms. He wrote his friend Joshua Speed about the hypocrisy that they displayed by supposedly being against the oppression of blacks while willing to oppress immigrants:

“I am not a Know-Nothing. That is certain. How could I be? How can any one who abhors the oppression of negroes, be in favor or degrading classes of white people? Our progress in degeneracy appears to me to be pretty rapid. As a nation, we began by declaring that “all men are created equal.” We now practically read it “all men are created equal, except negroes” When the Know-Nothings get control, it will read “all men are created equal, except negroes, and foreigners, and Catholics.” When it comes to this I should prefer emigrating to some country where they make no pretence of loving liberty — to Russia, for instance, where despotism can be taken pure, and without the base alloy of hypocracy [sic].”

As an organized movement, the Know Nothings died out by the early 1860s, migrating to different parties and causes. In the North many became part of the pro-slavery Copperhead movement, which opposed Lincoln on emancipation and the Thirteenth Amendment. In the post-war South the anti-Catholic parts of the Nativist movement found a home in the Ku Klux Klan and other white terrorist organizations which also used racist and nativist propaganda to perpetuate violence, and disenfranchise emancipated blacks in the decades following the end of the Civil War and the end of Reconstruction. The Nativist and anti-immigrant sentiments have periodically found a home in different parts of the country and the electorate. Violence was used against Chinese, Japanese and Filipino immigrants on the West Coast, against Mexicans in the Southwest, Italians, Slavs, Eastern Europeans and Jews in the Northeast.

Sadly it seems that it is being turned against others today. I find it strange that there are a host of people, mostly on the political right that are doing their best in their local communities, state legislatures and even Congress to roll back civil liberties for various groups of people. There is a certain amount of xenophobia in regard to immigrants of all types, especially those with darker skin white Americans, but some of the worst is reserved for Arabs and other Middle-Easterners, even Arab Christians who are presumed as all Middle Easterners are to be Moslem terrorists, even those who have been here decades and hold respectable places in their communities.

But immigrants are not alone, there seems to be in some states a systematized attempt to disenfranchise the one group of people that has almost always born the brunt of legal and illegal discrimination, African Americans.

Likewise there have been numerous attempts to roll back the rights of women, especially working women; the use of the legislature by religious conservatives to place limits on the reproductive rights of women, holding them to the standard of a religion that they do not practice. Despite the Supreme Court’s ruling for Marriage Equality in Obergfell v. Hodges there still are numerous attempts to curb any civil rights, including the right to marriage or civil unions of the LGBT community.

As I said, this is nothing new, that hatred and intolerance of some toward anyone who is different than them, who they deem to be a threat is easily exploited by politicians, pundits and preachers, none of whom care for anything but their prosperity, ideology, religion, or cause. While I would not call them a new incarnation of the Know Nothings, I have to notice the similarities in their message and the way that they push their agenda. As for those among them who claim the mantle of Christ and call themselves Christians I am troubled, because I know that when religion is entwined with political movements that are based in repressing or oppressing others that it does not end well. As Brian Cox who played Herman Goering in the television miniseries Nuremberg told the American Army psychologist Captain Gustave Gilbert played by Matt Craven “The segregation laws in your country and the anti-Semitic laws in mine, are they not just a difference of degree?

That difference of degree does matter, and there have been and still could be times when the frustration and anger of people, especially religious people can be whipped into a frenzy of violence and government sanctioned oppression by unscrupulous politicians, preachers and pundits. History is replete with examples of how it can happen. When I think of this I am reminded of the close of Spencer Tracy’s remarks in the movie Judgment at Nuremberg:

But this trial has shown that under a national crisis, ordinary – even able and extraordinary – men can delude themselves into the commission of crimes so vast and heinous that they beggar the imagination. No one who has sat through the trial can ever forget them: men sterilized because of political belief; a mockery made of friendship and faith; the murder of children. How easily it can happen. There are those in our own country too who today speak of the “protection of country” – of ‘survival’. A decision must be made in the life of every nation at the very moment when the grasp of the enemy is at its throat. Then, it seems that the only way to survive is to use the means of the enemy, to rest survival upon what is expedient – to look the other way. Well, the answer to that is ‘survival as what’? A country isn’t a rock. It’s not an extension of one’s self. It’s what it stands for. It’s what it stands for when standing for something is the most difficult! Before the people of the world, let it now be noted that here, in our decision, this is what we stand for: justice, truth, and the value of a single human being.”

The Unfinished Work of the New Birth of Freedom

I am on the way back from another Staff Ride with my students to Gettysburg. For me the place is incredibly important, when I go it is not just a trip back into history, it is an intensely spiritual trip, especially when I visit the National Soldier’s Cemetery where Abraham Lincoln delivered the Gettysburg Address. For me, like Lincoln, this is hallowed ground, and a place from which I always recommit myself to the unfinished work of the New Birth of Freedom, a work that has all too often suffered due to those who for whatever reason, be it racial, economic or political are willingly to work against freedom and equality. The message of the address takes us back to those words of the Declaration of Independence, that all men are created equal and endowed with certain unalienable rights; among them life liberty and the pursuit of happiness. 

Sadly these noble words of our founders in the Declaration were not meant for all. They were only applicable to White men and not to African Americans, Native Americans or women. In fact the Constitution was explicit in treating blacks as less than human. For eight-seven years blacks awaited some form of redemption, and that came initially in the Emancipation Proclamation. Six months later Robert E. Lee was defeated at Gettysburg. When the Cemetery was dedicated Lincoln recalled and made the first steps by an American President, all but two of whom before him had been slaveowners to begin to universalize the promise of those words in the Declaration. He talked of a new birth of freedom, and reminded his audience that the mission was not finished and that “It is rather for us to be here dedicated to the great task remaining before us — that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion…” 

The following is a chapter of my Gettysburg text which deals with that event and that speech.

I am always humbled when I travel to Gettysburg. It is hard to believe in that now peaceful pastoral setting that over 157,000 Americans, almost 82,000 Union and 75,000 Confederate met in a three day battle. In those three days over 28,000 Confederates and 23,000 Union soldiers were killed, wounded, missing or captured. It was the greatest number of casualties inflicted in one battle on American soil in history.

The places that the battle was fought have become legendary, for they are “hallowed ground” as President Abraham Lincoln so eloquently put it. The places, McPherson’s and Herr’s Ridge, Seminary Ridge, the Railroad Cut, Barlow’s Knoll, Cemetery Hill, Culp’s Hill, The Wheat Field, Devil’s Den, the Peach Orchard, Little Round Top, Cemetery Ridge, the Apse of Trees, the Angle and the High Water Mark are in a sense holy, or hallowed, consecrated by those who struggled there, those who lived and those who gave the last full measure of devotion to their country. When I take my students there I always finish at the Soldier’s Cemetery where Abraham Lincoln delivered the Gettysburg Address.

I think about those men of both sides, fully convinced of the rightness of their cause who fought valiantly in the struggle. That being said when I go there though my family predominantly fought for the Confederacy my heart is drawn to those men who remained loyal to the Union and those who answered the call of Abraham Lincoln to serve in a cause greater than their own interests, the great and the small alike.

Lincoln was a masterful orator who managed to rally the Union and bring hundreds of thousands of men volunteer before Gettysburg. They came for an ideal an ideal which Lincoln’s oratory was probably the most effective at articulating in a way that men would volunteer to suffer hardship, fight and die to bring about. It was well put in the movie Gettysburg where Colonel Joshua Chamberlain, played by Jeff Daniels said:

“This is a different kind of army. If you look at history you’ll see men fight for pay, or women, or some other kind of loot. They fight for land, or because a king makes them, or just because they like killing. But we’re here for something new. This has not happened much, in the history of the world: We are an army out to set other men free. America should be free ground, all of it, from here to the Pacific Ocean. No man has to bow, no man born to royalty. Here we judge you by what you do, not by who your father was. Here you can be something. Here is the place to build a home. But it’s not the land. There’s always more land. It’s the idea that we all have value, you and me. What we’re fighting for, in the end… we’re fighting for each other…” [1]

On November 19th 1863 Lincoln delivered a “few words” at Gettysburg which were in all practical aspects a benediction at the dedication of the battlefield cemetery. Lincoln was the second speaker at the ceremony following former Pennsylvania Congressman Edward Everett who spoke for more than two hours, a typical speech from the period.

Everett was one of the leading orators of his day. Everett was “a scholar and Ivy-League diplomat who could hold mass audiences in thrall. His voice, diction, and gestures were successfully dramatic, and he always performed his carefully written text, no matter how long, from memory.” [2]

The 270 words of Lincoln’s address are perhaps the most important of any speech or document in American history save the Declaration of Independence and the Constitution of the United States, in those words “Lincoln, nevertheless managed to justify the ways of democracy more than anyone, then or now.” [3]

The speech was so powerful that Everett wrote Lincoln the next day:

“Permit me also to express my great admiration of the thoughts expressed by you, with such eloquent simplicity & appropriateness, at the consecration of the Cemetery. I should be glad, if I could flatter myself that I came as near to the central idea of the occasion, in two hours, as you did in two minutes.” [4]

The speech is short, but its eloquence is unmatched. Lincoln wrapped ideas, concepts and ideals that men have written volumes about into a speech so powerful that many have memorized it.

But few realize the context that it must be placed. Though the Union had defeated Lee’s Army at Gettysburg and Grant had taken Vicksburg to cut the Confederacy in half the North was growing war weary. During the fall of 1863 after a series of inconclusive battles in northern Virginia both Lee and Meade’s armies had sent significant numbers of troops to the west, to support operations in eastern Tennessee.

Lee sent Longstreet’s First Corps, which took part in the bloody battle of Chickamauga, which “is a Cherokee word meaning “river of death.” [5] where on September 19th and 20th the Federal Army of the Cumberland under General Rosecrans “were soundly whipped at …and driven back into the strategic point of Chattanooga.” [6] The number of casualties on both sides, over 16,000 Federal and 18,000 Confederate, a “combined total of 34,634 was exceeded only the three day slaughter at Gettysburg and by the week-long series of five battles known collectively as the Seven Days.” [7] Despite the number of casualties it was one of the biggest Confederate victories of the war. A clerk in Richmond wrote “The whole South will be filled again with patriotic fervor, and in the North there will be a corresponding depression.” [8] That changed rapidly when the Union reacted quickly and reversed the strategic situation. One action taken was to deploy Oliver Howard’s XI Corps and Henry Slocum’s XII Corps west, where “they would be commanded by Joe Hooker, who was conveniently at hand and unemployed.” [9]

In the east during the following weeks “Lee and Meade, like two wounded, spent gladiators, sparred listlessly along the Rapidan. It seemed to Northerners that the fruits of Gettysburg had been thrown away.” [10] Lee sensed an opportunity to go back on the offensive against Meade’s weakened army, but his offensive was stopped on October 14th when “the Union Second Corps shattered a reckless attack by A.P. Hill’s corps at Bristoe Station, five miles south of Manassas.[11]

There was a faction in the North, the Copperheads, who were willing even after Gettysburg and Vicksburg to end the war on terms favorable to the Confederacy, even allowing for Confederate independence and the continuation of slavery. They “clamored for negotiations with the Confederacy to restore the Union on the basis of status quo antebellum and, until the closing months of the war charged that as long as the antislavery party remained in power the restoration of the Union could not be achieved.” [12] They believed that the war was a failure and that military action could not be achieved by force of arms.

The leading Copperheads included Clement Vallandigham of Ohio and George W. Woodward of Pennsylvania were typical, both opposed the use of force against Confederate secession; Woodward had written in 1860 that “Slavery was intended as a special blessing to the people of the United States,” that “Secession is not disloyalty” and “I cannot condemn the South for withdrawing….I wish Pennsylvania could go with them.” [13] The efforts of the Copperheads to gain governorships in Ohio and Pennsylvania met defeat in November 1863, as the Union victories at Gettysburg and Vicksburg “undercut their theme of the war’s failure.” [14] Their efforts would persist through the 1864 Presidential election, but instead of preaching the war’s failure they would concentrate on defeating emancipation. The Copperheads, “labeled all Republicans, including Lincoln, as radicals bent upon destroying the Union and undermining the Constitution.” [15]

However, the anti-abolitionist and racist views espoused by the northern Democrat Copperheads had begun to lose their potency in the North after July of 1863 with the onset of “the New York draft riot, which shocked many northerners into a backlash against the consequences of virulent racism” [16] and the sacrifice of the African American 54th Massachusetts Infantry when it assaulted Fort Wagner outside of Charleston South Carolina, which occurred “just after the Democratic rioters in New York had lynched black people and burned the Colored Orphan Asylum. Few Republican newspapers failed to point the moral: black men who fought for the Union deserved more respect than white men who fought against it.” [17]

It is also important to understand how Lincoln’s address at Gettysburg is reflective of the various intellectual and philosophical movements of the time. Even the location of the cemetery and the burial plots within it was significant. A Gettysburg lawyer, David Wills proposed to “Governor Andrew Curtain of Pennsylvania the establishment of a soldiers’ cemetery where the Union dead could be reburied with dignity and honor.” [18] The place was then outside the city, a plot of 17 acres purchased by Wills adjacent to the existing town cemetery on Cemetery Hill. That was significant culturally, for the Gettysburg Cemetery was part of a movement called the Rural Cemetery movement. The movement was part of the Greek revival in the United States and connected with the Transcendentalist movement.

The Rural Cemetery movement was launched at Cambridge’s Mount Auburn Cemetery, and Edward Everett was a key figure in it. Mount Auburn “took Athens’s Kerameikos as its model, since that ancient burial ground existed outside the city proper, near the groves of the Akademy, in what was still countryside.” [19] In his speech at Mount Auburn’s dedication, U.S. Supreme Court Justice Joseph Story noted:

“The Greeks exhausted the resources of their exquisite art in adorning the habitations of the dead. They discouraged internments within the limits of their cities; and consigned their relics to shady groves, in the neighborhood of murmuring streams and merry fountains, close by the favorite resorts of those who were engaged in the study of philosophy and nature, and called them, with the elegant expressiveness of their own beautiful language, cemeteries or “places of repose.” [20]

He further noted:

“Our cemeteries, rightly selected and properly arranged, may be made subservient to some of the highest purposes of religion and human duty. They may preach lessons to which none may refuse to listen and which all that live must hear. Truths may there be felt and taught, in the silence of our meditations, more persuasive and more enduring than ever flowed from human lips.” [21]

Everett in his Gettysburg oration linked what they were doing at the Soldiers’ Cemetery with the Greek tradition:

“It was appointed by law in Athens, that the obsequies of the citizens who fell in battle should be performed at the public expense, and in the most honorable manner. Their bones were carefully gathered up from the funeral pyre where their bodies were consumed, and brought home to the city. There, for three days before the interment, they lay in state, beneath tents of honor, to receive the votive offerings of friends and relatives,–flowers, weapons, precious ornaments, painted vases (wonders of art, which after two thousand years adorn the museums of modern Europe),–the last tributes of surviving affection. Ten coffins of funereal cypress received the honorable deposit, one for each of the tribes of the city, and an eleventh in memory of the unrecognized, but not therefore unhonored, dead, and of those whose remains could not be recovered….” [22]

The layout of the cemetery, and the manner in which the dead were buried was also significant when one considers the messages of both Everett and Lincoln that day. “The cemetery at Gettysburg was arranged so that every grave was of equal importance; William Saunders’s design, like Lincoln’s speech, affirmed that every dead soldier mattered equally regardless of rank or station.” [23] In this place “some 3,577 Union soldiers (half of them unknown) from eighteen states are buried.” [24]

The speeches of Everett and Lincoln are deeply connected with Romanticism, the Greek revival and the Transcendentalist movement in the United States. Both were children of the enlightenment, and Everett, a former President of Harvard was well versed in these subjects and Lincoln, though a politician who appealed to the tenets of the Enlightenment, the Declaration of Independence and the Constitution. Lincoln appealed to the “sacred principles of the laws of nature,” and hailed “the constitution and laws” as “hewn from the solid quarry of sober reason.” For Lincoln, the war was a test of the practical worth of liberalism.” [25]

Everett had been a mentor to some of the leading Transcendentalist thinkers of his era including Ralph Waldo Emmerson who found that the experience of “Everett’s classroom gave him an entirely new direction in life. He wrote:

“Germany had created [literary] criticism in vain for us until 1820, when Edward Everett returned from his five years in Europe, and brought to Cambridge his rich results, which no one was so fitted by natural grace and splendor of his rhetoric to introduce and recommend….The novelty of the learning lost northing in the skill and genius of its interpreter, and the rudest undergraduate found a new morning opening to him in the lecture room at Harvard.” [26]

Everett, who had previously dedicated battlefields at Bunker Hill, as well as Lexington and Concord, was at his best when dedicating battlefields and cemeteries. He spent weeks preparing his speech. Everett had studied the battle and knew it well from official reports and talks with those who fought it. Everett painted a vivid picture of the battle for his audience and connected the sacrifice of those who fought and died to preserve the Union form antiquity and from those who founded the nation. He noted why they had gathered:

“We have assembled, friends, fellow-citizens, at the invitation of the Executive of the great central State of Pennsylvania, seconded by the Governors of seventeen other loyal States of the Union, to pay the last tribute of respect to the brave men who, in the hard-fought battles of the first, second, and third days of July last, laid down their lives for the country on these hillsides and the plains before us, and whose remains have been gathered into the cemetery which we consecrate this day. As my eye ranges over the fields whose sods were so lately moistened by the blood of gallant and loyal men, I feel, as never before, how truly it was said of old that it is sweet and becoming to die for one’s country. I feel, as never before, how justly, from the dawn of history to the present time, men have paid the homage of their gratitude and admiration to the memory of those who nobly sacrifice their lives, that their fellow-men may live in safety and in honor. And if this tribute were ever due, to whom could it be more justly paid than to those whose last resting-place we this day commend to the blessing of Heaven and of men?” [27]

In his narrative Everett aspired to more than mere accuracy. Along “with Bancroft and other romantic historians of his time, he meant to create a tradition that would inspire as well as inform. Like the Attic orators- and dramatists- he knew the power of symbols to create a people’s political identity.” [28]

Lincoln was sick when he delivered the address having what was mostly likely a mild form of Smallpox when he gave the address. Thus the tenor, simplicity and philosophical depth of the address are even more remarkable. It is a speech given in the manner of Winston Churchill’s “Blood sweat toil and tears” address to Parliament upon being appoint Prime Minister in 1940. Likewise it echoes the Transcendentalist understanding of the Declaration of Independence as a “test for all other things.”

Many in the United States and Europe did not agree and argued that no nation found on such principles could long survive. The more reactionary European subscribers of Romanticism ridiculed the “idea that a nation could be founded on a proposition….and they were not reluctant to point to the Civil War as proof that attempting to build a government around something as bloodless and logical as a proposition was futile.” [29]

But Lincoln disagreed. He believed that the “sacrifices of Gettysburg, Shiloh, Murfreesboro, Chancellorsville, and a hundred other places demonstrated otherwise, that men would die rather than to lose hold of that proposition. Reflecting on that dedication, the living should themselves experience a new birth of freedom, a determination- and he drove his point home with a deliberate evocation of the great Whig orator Daniel Webster- “that government of the people, by the people, for the people, shall not perish from the earth.” [30]

The Unitarian pastor and leading Transcendentalist Theodore Parker wrote:

“Our national ideal out-travels our experience, and all experience. We began our national career by setting all history at defiance- for that said, “A republic on a large scale cannot exist.” Our progress since that has shown that we were right in refusing to be limited by the past. The practical ideas of the nation are transcendent, not empirical. Human history could not justify the Declaration of Independence and its large statements of the new idea: the nation went beyond human history and appealed to human nature.” [31]

Likewise Lincoln’s address echoes the thought of George Bancroft who wrote of the Declaration:

“The bill of rights which it promulgates is of rights that are older than human institutions, and spring from the eternal justice…. The heart of Jefferson in writing the Declaration, and of Congress in adopting it, beat for all humanity; the assertion of right was made for the entire world of mankind and all coming generations, without any exceptions whatsoever.” [32]

Parker’s words also prefigured an idea that Lincoln used in his address, that being: The American Revolution, with American history since, is an attempt to prove by experience this transcendental proposition, to organize the transcendental idea of politics. The ideal demands for its organization a democracy- a government of all, for all, and by all…” [33]

Lincoln delivered these words on that November afternoon:

Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.

Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battle-field of that war. We have come to dedicate a portion of that field, as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

But, in a larger sense, we cannot dedicate — we can not consecrate — we can not hallow — this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us — that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion — that we here highly resolve that these dead shall not have died in vain — that this nation, under God, shall have a new birth of freedom — and that government of the people, by the people, for the people, shall not perish from the earth.[34]

In a time where many are wearied by the foibles and follies of our politicians, even wondering about our form of government can survive Lincoln’s words matter. Dr. Allen Guelzo, Professor of Civil War Studies at Gettysburg College wrote in the New York Times:

“The genius of the address thus lay not in its language or in its brevity (virtues though these were), but in the new birth it gave to those who had become discouraged and wearied by democracy’s follies, and in the reminder that democracy’s survival rested ultimately in the hands of citizens who saw something in democracy worth dying for. We could use that reminder again today.” [35]

Dr. Guelzo is quite correct. Many people in this country and around the world are having grave doubts about our democracy. I wonder myself, but I am an optimist. I do believe that we will recover because for the life of me I see no nation anywhere else with our resiliency and ability to overcome the stupidity of politicians, pundits and preachers.

The amazing thing was that in spite of everything the Union survived. Lincoln was a big part of that but it was the men who left lives of comfort and security like Joshua Chamberlain and so many others who brought about that victory. Throughout the war, even to the end Southern political leaders failed to understand that Union men would fight and die for an ideal, something greater than themselves, the preservation of the Union and the freedom of an enslaved race. For those men that volunteered to serve, the war was not about personal gain, loot or land, it was about something greater. It was about freedom, and when we realize this fact “then we can contemplate the real meaning of “that cause for which they gave the last full measure of devotion.” [36]

Now I for one do not think that we are currently living up to the ideals enunciated by Lincoln that day at Gettysburg. I can understand the cynicism disillusionment of Americans as well as those around the world who have for over 200 years looked to us and our system as a “city set on a hill.” That being said, when I read these words and walk that hallowed ground I am again a believer. I believe that we can realize the ideal, even in our lifetime should we desire.

Yes it Was About Slavery

I have began to write about racism in regard to the Confederate Flag controversy and what I call the “sanitized history” of organizations such as the Sons of Confederate Veterans which in their revisionist history seek to divorce the actions of Confederate soldiers from the cause for which they fought. As a disclaimer, I could be a member of the Sons of Confederate Veterans based on the service of members of both sides of my family in the Confederate army. Likewise, if I was a real white Supremacist I could boast of my family’s slave owning past in the western part of Virginia, the land now known as West Virginia. Yes, my family were slave owners who fought for the Confederacy. At one time in my young life I was proud of that. but as a historian who is all for “unsanitized” history I have to admit that the sanitized history of the Lost Cause is not history, it is at best a romantic myth, but more correctly a bold faced lie. 

So tonight I post a section of my Civil War and Gettysburg text. I hope that it is both challenging and thought provoking. You can expect a number of posts dealing with this issue in the coming days.

If we are to really understand the Civil War we have to understand the ideological clash between Abolitionists in the North, and Southern proponents of slavery. Both the ideologies of the Abolitionists who believed that African Americans were created by God and had the same rights as whites, as well as the arguments of Southern political leaders that blacks were inferior and slavery was a positive good, were buttressed by profoundly religious arguments which were related directly to a divergence in values. These diverging values crept into every aspect of life and as such it was this “conflict of values, rather than a conflict of interests or a conflict of cultures, lay at the root of the sectional schism.” [1]

Slavery was the key issue that permeated all aspects of the Civil War to include the cultural, the economic and the ideological. David M. Potter summed up this understanding of the connection between the ideological, cultural and economic aspects of the conflict and just how the issue of slavery connected all three realms in the American Civil War:

“These three explanations – cultural, economic and ideological – have long been the standard formulas for explaining the sectional conflict. Each has been defended as though it were necessarily incompatible with the other two. But culture, economic interest, and values may all reflect the same fundamental forces at work in a society, in which case each will appear as an aspect of the other. Diversity of culture may produce both diversity of interests and diversity of values. Further, the differences between a slaveholding and a nonslaveholding society would be reflected in all three aspects. Slavery represented an inescapable ethical question which precipitated a sharp conflict of values.” [2]

Sadly this is something that those who study the war from a purely military perspective tend to miss, or even willingly gloss over in order make the war more palatable to their own prejudice tend to “blur the reality that slavery was at the heart of the matter, ignore the baser realities of the brutal fighting, romanticize our own home-grown terrorist organization, the Ku Klux Klan, and distort the consequences of the Civil War that still intrude on our national life.” [3] For many people it is far easier not to deal with the harsh reality that slavery and racism was at the heart of the issue and escape to the bloodless romanticism which even ignores the human cost of the war, approximately 750,000 military dead alone. If we extrapolate the percentage of the population that that 750,000 represents and compared it to today’s census that number would be the equivalent of 7.5 million Americans dead. This is a fact that many Civil War buffs tend to ignore.

The political ends of the Civil War grew out of the growing cultural, economic, ideological and religious differences between the North and South that had been widening since the 1830s. However, slavery was the one issue which helped produce this conflict in values and it was “basic to the cultural divergence of the North and South, because it was inextricably fused into the key elements of southern life – the staple crop of the plantation system, the social and political ascendency of the planter class, the authoritarian system of social control.” [4] Without slavery and the Southern commitment to an economy based on slave labor, the southern economy would have most likely undergone a similar transformation as what happened in the North; thus the economic divergence between North and South would “been less clear cut, and would have not met in such head-on collision.” [5] But slavery was much more than an economic policy for Southerners; it was a key component of their religious, racial and philosophic worldview.

The issue of slavery even divided the ante-bellum United States on what the words freedom and liberty meant. The dispute can be seen in the writings of many before the war, with each side emphasizing their particular understanding of these concepts. In the South, freedom was reserved for those who occupied the positions of economic power; slavery was key to that from not only an economic point of view but as a social philosophy. The concept of human equality, which was so much a part of the Declaration of Independence was downplayed George Fitzhugh, a planter and slave owner in eastern Virginia commented that that concept “is practically impossible, and directly conflicts with all government, all separate property, and all social existence.” [6]

The political philosophy such as Fitzhugh’s, which was quite common, was buttressed by a profound religious belief that it was the South’s God ordained mission to maintain and expand slavery. One Methodist preacher in his justification of slavery wrote, “God as he is infinitely wise, just and holy never could authorize the practice of moral evil. But God has authorized the practice of slavery, not only by bare permission of his providence, but by the express permission of his word.” [7] Buttressed by such scriptural arguments Southerners increasingly felt that they were the only people following God. The Northern abolitionists as well as those who advocated for the concept of human equality and free labor were heretics to be damned. As such the “South’s ideological isolation within an increasingly antislavery world was not a stigma or a source of guilt but a badge of righteousness and a foundation for national identity and pride.” [8]

Speaking of the necessity for slavery, as well as limitations on the equality of human beings no matter what their race or sex, Fitzhugh penned words that explained that human relationships were not to be seen in terms of individual liberty, “but in relations of strict domination and subordination. Successful societies were those whose members acknowledged their places within that hierarchy.” [9]

Fitzhugh was quite caustic when he discussed the real implications of his philosophy:

“We conclude that about nineteen out of twenty individuals have “a natural and inalienable right” to be taken care of and protected, to have guardians, trustees, husbands or masters; in other words they have a natural and inalienable right to be slaves. The one in twenty are clearly born or educated in some way fitted for command and liberty.” [10]

Fitzhugh’s chilling conclusion was summarized in the words “Liberty for the few – slavery in every form, for the mass.” [11]

But many Southerners, including many poor whites, especially the Yeoman farmers who were the backbone of the Southern populace did not see or understand the limitations that were placed on their own liberty by the slavery system and instead saw slavery as the guarantee of their economic freedom. John C. Calhoun said to the Senate in 1848 that “With us, the two great divisions of society are not the rich and poor, but white and black; and all of the former, the poor as well as the rich, belong to the upper class, and are respected and treated as equals.” [12] Calhoun’s racial distinction is important if we are to understand why poor whites would fight and die for a social and economic idea that did not benefit them or their families.

But it was Abraham Lincoln, who cut to the heart of the matter when he noted the difference between his understanding of liberty and that of Calhoun and others in the South who defended slavery and the privileges of the Southern oligarchs:

“We all declare for liberty” but “in using the same word we do not all mean the same thing. With some the word liberty may mean for each man to do as he pleases with himself and the product of his labor; while with others the same word may mean for some men to do as they please with other men and the product of other men’s labor.” [13]

The growing economic disparity between the Slave and Free states became more about the expansion of slavery in federal territories as disunion and war approached; for a number of often competing reasons. These differences, amplified by the issue of slavery led to the substitution of stereotypes of each other and had the “effect of changing men’s attitudes toward the disagreements which are always certain to arise in politics: ordinary, resolvable disputes were converted into questions of principle, involving rigid, unnegotiable dogma.” [14] The Charleston Mercury noted in 1858 “on the subject of slavery…the North and the South…are not only two peoples, but they are rival, hostile peoples.” [15]

This was driven both by the South’s insistence on both maintaining slavery where it was already legal and expanding it into new territories which was set against the vocal abolitionist movement. But Southern exponents of expanding slavery were fighting an even more powerful enemy than the abolitionists, who despite their vocal protests were not yet in a position to influence policy. They were now fighting Northern industrialists who were not as idealistic as the abolitionists who were much more concerned with “economic policy designed to secure Northern domination of Western lands than the initial step in a broad plan to end slavery.” [16]

This competition between the regions not only affected politics, it affected religion and culture. In the South it produced a growing culture of victimhood, which was manifest in the words of Robert Toombs who authored Georgia’s declaration of causes for secession:

“For twenty years past, the Abolitionists and their allies in the Northern states, have been engaged in constant efforts to subvert our institutions, and to excite insurrection and servile war among us…” whose “avowed purpose is to subject our society, subject us, not only to the loss of our property but the destruction of ourselves, our wives and our children, and the dissolution of our homes, our altars, and our firesides.” [17]

As the social, economic, cultural and religious differences between the two regions grew wider and the people of the South became ever more closed off from the North. “More than other Americans, Southerners developed a sectional identity outside the national mainstream. The Southern life style tended to contradict the national norm in ways that life styles of other sections did not.” [18]

The complex relationship of Southern society where “Southern bodies social, economic, intellectual, and political were decidedly commingled” [19] came to embrace the need for slavery and its importance to Southern society. This occurred despite the fact that the system did not benefit poor whites in the South and actually harmed them economically. The Southern: “system of subordination reached out still further to require a certain kind of society, one in which certain questions were not publically discussed. It must give blacks no hope of cultivating dissention among the whites. It must commit non slaveholders to the unquestioning support of racial subordination…. In short, the South became increasingly a closed society, distrustful of isms from outside and unsympathetic to dissenters. Such were the pervasive consequences of giving top priority to the maintenance of a system of racial subordination.” [20]

Southern planters declared war on all critics of their “particular institution” beginning in the 1820s. As Northern abolitionists like William Lloyd Garrison and his newspaper The Liberator grew in its distribution and began to appear in the South various elected officials throughout the South “suppressed antislavery books, newspapers, lectures, and sermons and strove generally to deny critics of bondage access to any public forum.[21] Despite this resistance, abolitionists continued to use the U.S. Mail service to send their literature south provoking even more drastic action from Southern legislators.

In response to the proliferation of abolitionist literature in the South, John C. Calhoun proposed that Congress pass a law to prosecute “any postmaster who would “knowingly receive or put into the mail any pamphlet, newspaper, handbill, or any printed, written, or pictorial representation touching the subject of slavery.” [22] Calhoun was not alone as other members of Congress as well as state legislatures worked to restrict the import of what they considered subversive and dangerous literature.

Beginning in 1836 the House of Representatives, led by Southern members of Congress passed a “gag rule” for its members which “banned all petitions, memorials, resolutions, propositions, or papers related in any way or to any extent whatever to the subject of slavery.” [23] Former President John Quincy Adams challenged the gag-rule in 1842, as did a number of others. The pressure was such that finally in 1844 the House voted to rescind it.

However, Southern politicians were unhappy with this measure and “began to spout demands that the federal government and the Northern states issue assurances that the abolitionists would never be allowed to tamper with what John Calhoun had described as the South’s “peculiar domestic institution.” [24] As tensions grew between the regions, the issue of slavery more than any other issue “transformed political action from a process of accommodation to a mode of combat.” [25]

Around the same time as the gag rule was played out in Congress the Supreme Court had ruled that the Federal government alone “had jurisdiction where escaped slaves were concerned” which resulted in several states enacting “personal liberty laws” to “forbid their own elected officials from those pursuing fugitives.” Southern politicians at the federal and state levels reacted strongly to these moves, which they believed to be an assault on their institutions and their rights to their human property. Virginia legislators said these laws were a “disgusting and revolting exhibition of faithless and unconstitutional legislation.” [26]

The issue of slavery shaped political debate and “structured and polarized many random, unoriented points of conflict on which sectional interest diverged.” [27] As the divide grew leaders and people in both the North and the South began to react to the most distorted images of each other imaginable- “the North to an image of a southern world of lascivious and sadistic slave drivers; the South to the image of a northern world of cunning Yankee traders and radical abolitionists plotting slave insurrections.” [28]

A New Birth of Freedom

Friends of Padre Steve’s World. Yesterday we celebrated the 239th anniversary of American independence and the revolutionary document we know as the Declaration of Independence. I wrote about that yesterday and discussed the context of it as well as the contradiction to it posed by the institution of slavery. I talked about Abraham Lincoln and how for him the Declaration was the real heart of the American nation. In Novwmber of 1863 after nearly three years of bloody Civil War and about 10 months following the Emancipation Proclamation, Lincoln was invited to say a few words at the dedication of the Soldeirs Cemetary at Gettysburg. 

In those few words Lincoln redefined forever the concept of Liberty found in the Declaration, he universalized it. Though of practice of it often falls short, it is the high bar for which we must strive. If we do not we will return to the days when freedom was only for the few, and sadly there are many on the political right who not only believe that Liberty is reserved for the few but labor incessantly to prevent people from the full excercuse of the rights of citizenship and wherever possible to roll them back.

I am always humbled when I travel to Gettysburg as I about to do again early next month. It is hard to believe in that now peaceful pastoral setting that over 157,000 Americans, almost 82,000 Union and 75,000 Confederates met in a three-day battle. In those three days over 28,000 Confederates and 23,000 Union soldiers were killed, wounded, missing or captured. It was the greatest number of casualties inflicted in one battle on American soil in history.

The places that the battle was fought have become legendary, for they are “hallowed ground” as President Abraham Lincoln so eloquently put it. The places, McPherson’s and Herr’s Ridge, Seminary Ridge, the Railroad Cut, Barlow’s Knoll, Cemetery Hill, Culp’s Hill, The Wheat Field, Devil’s Den, the Peach Orchard, Little Round Top, Cemetery Ridge, the Apse of Trees, the Angle and the High Water Mark are in a sense holy, or hallowed ground. Those who struggled there, those who lived and those who gave the last full measure of devotion to their country consecrated them more than any of us could ever do. When I take my students there I always finish at the Soldier’s Cemetery where Abraham Lincoln delivered the Gettysburg Address.

I think about those men of both sides, fully convinced of the rightness of their cause who fought valiantly in the struggle. That being said when I go to Gettysburg my heart, my mind and my soul are with the men who remained loyal to the Union and those who answered the call of Abraham Lincoln to serve in a cause greater than their own interests, the great and the small alike. This is despite the fact that my family predominantly fought for the Confederacy.

Lincoln was a masterful orator who managed to rally the Union and bring hundreds of thousands of men to volunteer to serve before Gettysburg. These men volunteered for an ideal, an ideal for which Lincoln’s oratory was probably the most effective means at articulating in an ideal that men would volunteer to suffer hardship, fight and die to bring about. It was well put in the movie Gettysburg where Colonel Joshua Chamberlain, played by Jeff Daniels said:

“This is a different kind of army. If you look at history you’ll see men fight for pay, or women, or some other kind of loot. They fight for land, or because a king makes them, or just because they like killing. But we’re here for something new. This has not happened much, in the history of the world: We are an army out to set other men free. America should be free ground, all of it, from here to the Pacific Ocean. No man has to bow, no man born to royalty. Here we judge you by what you do, not by who your father was. Here you can be something. Here is the place to build a home. But it’s not the land. There’s always more land. It’s the idea that we all have value, you and me. What we’re fighting for, in the end… we’re fighting for each other…” [1]

On November 19th 1863 Lincoln delivered a “few words” at Gettysburg which were in all practical aspects a benediction at the dedication of the battlefield cemetery. Lincoln was the second speaker at the ceremony following former Pennsylvania Congressman Edward Everett who spoke for more than two hours, a typical speech from the period.

Everett was one of the leading orators of his day. Everett was “a scholar and Ivy-League diplomat who could hold mass audiences in thrall. His voice, diction, and gestures were successfully dramatic, and he always performed his carefully written text, no matter how long, from memory.” [2]

The 270 words of Lincoln’s address are perhaps the most important of any speech or document in American history save the Declaration of Independence and the Constitution of the United States, in those words “Lincoln, nevertheless managed to justify the ways of democracy more than anyone, then or now.” [3]

The speech was so powerful that Everett wrote Lincoln the next day:

“Permit me also to express my great admiration of the thoughts expressed by you, with such eloquent simplicity & appropriateness, at the consecration of the Cemetery. I should be glad, if I could flatter myself that I came as near to the central idea of the occasion, in two hours, as you did in two minutes.” [4]

The speech is short, but its eloquence is unmatched. Lincoln wrapped ideas, concepts and ideals that men have written volumes about into a speech so powerful that many have memorized it.

But few realize the context that it must be placed. Though the Union had defeated Lee’s Army at Gettysburg and Grant had taken Vicksburg to cut the Confederacy in half the North was growing war weary. During the fall of 1863 after a series of inconclusive battles in northern Virginia both Lee and Meade’s armies had sent significant numbers of troops to the west, to support operations in eastern Tennessee.

Lee sent Longstreet’s First Corps, which took part in the bloody battle of Chickamauga, which “is a Cherokee word meaning “river of death.” [5] where on September 19th and 20th the Federal Army of the Cumberland under General Rosecrans “were soundly whipped at …and driven back into the strategic point of Chattanooga.” [6] The number of casualties on both sides, over 16,000 Federal and 18,000 Confederate, a “combined total of 34,634 was exceeded only the three day slaughter at Gettysburg and by the week-long series of five battles known collectively as the Seven Days.” [7] Despite the number of casualties it was one of the biggest Confederate victories of the war. A clerk in Richmond wrote “The whole South will be filled again with patriotic fervor, and in the North there will be a corresponding depression.” [8] That changed rapidly when the Union reacted quickly and reversed the strategic situation. One action taken was to deploy Oliver Howard’s XI Corps and Henry Slocum’s XII Corps west, where “they would be commanded by Joe Hooker, who was conveniently at hand and unemployed.” [9]

In the east during the following weeks “Lee and Meade, like two wounded, spent gladiators, sparred listlessly along the Rapidan. It seemed to Northerners that the fruits of Gettysburg had been thrown away.” [10] Lee sensed an opportunity to go back on the offensive against Meade’s weakened army, but his offensive was stopped on October 14th when “the Union Second Corps shattered a reckless attack by A.P. Hill’s corps at Bristoe Station, five miles south of Manassas.[11]

There was a faction in the North, the Copperheads, who were willing even after Gettysburg and Vicksburg to end the war on terms favorable to the Confederacy, even allowing for Confederate independence and the continuation of slavery. They “clamored for negotiations with the Confederacy to restore the Union on the basis of status quo antebellum and, until the closing months of the war charged that as long as the antislavery party remained in power the restoration of the Union could not be achieved.” [12] They believed that the war was a failure and that military action could not be achieved by force of arms.

The leading Copperheads included Clement Vanlandingham of Ohio and George W. Woodward of Pennsylvania were typical, both opposed the use of force against Confederate secession; Woodward had written in 1860 that “Slavery was intended as a special blessing to the people of the United States,” that “Secession is not disloyalty” and “I cannot condemn the South for withdrawing….I wish Pennsylvania could go with them.” [13] The efforts of the Copperheads to gain governorships in Ohio and Pennsylvania met defeat in November 1863, as the Union victories at Gettysburg and Vicksburg “undercut their theme of the war’s failure.” [14] Their efforts would persist through the 1864 Presidential election, but instead of preaching the war’s failure they would concentrate on defeating emancipation. The Copperheads, “labeled all Republicans, including Lincoln, as radicals bent upon destroying the Union and undermining the Constitution.” [15]

However, the anti-abolitionist and racist views espoused by the northern Democrat Copperheads had begun to lose their potency in the North after July of 1863 with the onset of “the New York draft riot, which shocked many northerners into a backlash against the consequences of virulent racism” [16] and the sacrifice of the African American 54th Massachusetts Infantry when it assaulted Fort Wagner outside of Charleston South Carolina, which occurred “just after the Democratic rioters in New York had lynched black people and burned the Colored Orphan Asylum. Few Republican newspapers failed to point the moral: black men who fought for the Union deserved more respect than white men who fought against it.” [17]

It is also important to understand how Lincoln’s address at Gettysburg is reflective of the various intellectual and philosophical movements of the time. Even the location of the cemetery and the burial plots within it was significant. A Gettysburg lawyer, David Wills proposed to “Governor Andrew Curtain of Pennsylvania the establishment of a soldiers’ cemetery where the Union dead could be reburied with dignity and honor.” [18] The place was then outside the city, a plot of 17 acres purchased by Wills adjacent to the existing town cemetery on Cemetery Hill. That was significant culturally, for the Gettysburg Cemetery was part of a movement called the Rural Cemetery movement. The movement was part of the Greek revival in the United States and connected with the Transcendentalist movement.

The Rural Cemetery movement was launched at Cambridge’s Mount Auburn Cemetery, and Edward Everett was a key figure in it. Mount Auburn “took Athens’s Kerameikos as its model, since that ancient burial ground existed outside the city proper, near the groves of the Akademy, in what was still countryside.” [19] In his speech at Mount Auburn’s dedication, U.S. Supreme Court Justice Joseph Story noted:

“The Greeks exhausted the resources of their exquisite art in adorning the habitations of the dead. They discouraged internments within the limits of their cities; and consigned their relics to shady groves, in the neighborhood of murmuring streams and merry fountains, close by the favorite resorts of those who were engaged in the study of philosophy and nature, and called them, with the elegant expressiveness of their own beautiful language, cemeteries or “places of repose.” [20]

He further noted:

“Our cemeteries, rightly selected and properly arranged, may be made subservient to some of the highest purposes of religion and human duty. They may preach lessons to which none may refuse to listen and which all that live must hear. Truths may there be felt and taught, in the silence of our meditations, more persuasive and more enduring than ever flowed from human lips.” [21]

Everett in his Gettysburg oration linked what they were doing at the Soldiers’ Cemetery with the Greek tradition:

“It was appointed by law in Athens, that the obsequies of the citizens who fell in battle should be performed at the public expense, and in the most honorable manner. Their bones were carefully gathered up from the funeral pyre where their bodies were consumed, and brought home to the city. There, for three days before the interment, they lay in state, beneath tents of honor, to receive the votive offerings of friends and relatives,–flowers, weapons, precious ornaments, painted vases (wonders of art, which after two thousand years adorn the museums of modern Europe),–the last tributes of surviving affection. Ten coffins of funereal cypress received the honorable deposit, one for each of the tribes of the city, and an eleventh in memory of the unrecognized, but not therefore unhonored, dead, and of those whose remains could not be recovered….” [22]

The layout of the cemetery, and the manner in which the dead were buried was also significant when one considers the messages of both Everett and Lincoln that day. “The cemetery at Gettysburg was arranged so that every grave was of equal importance; William Saunders’s design, like Lincoln’s speech, affirmed that every dead soldier mattered equally regardless of rank or station.” [23] In this place “some 3,577 Union soldiers (half of them unknown) from eighteen states are buried.” [24]

The speeches of Everett and Lincoln are deeply connected with Romanticism, the Greek revival and the Transcendentalist movement in the United States. Both were children of the enlightenment, and Everett, a former President of Harvard was well versed in these subjects and Lincoln, though a politician who appealed to the tenets of the Enlightenment, the Declaration of Independence and the Constitution. Lincoln appealed to the “sacred principles of the laws of nature,” and hailed “the constitution and laws” as “hewn from the solid quarry of sober reason.” For Lincoln, the war was a test of the practical worth of liberalism.” [25]

Everett had been a mentor to some of the leading Transcendentalist thinkers of his era including Ralph Waldo Emerson who found that the experience of “Everett’s classroom gave him an entirely new direction in life.” Emerson wrote:

“Germany had created [literary] criticism in vain for us until 1820, when Edward Everett returned from his five years in Europe, and brought to Cambridge his rich results, which no one was so fitted by natural grace and splendor of his rhetoric to introduce and recommend…. The novelty of the learning lost northing in the skill and genius of its interpreter, and the rudest undergraduate found a new morning opening to him in the lecture room at Harvard.” [26]

Everett, who had previously dedicated battlefields at Bunker Hill, as well as Lexington and Concord, was at his best when dedicating battlefields and cemeteries. He spent weeks preparing his speech. Everett had studied the battle and knew it well from official reports and talks with those who fought it. Everett painted a vivid picture of the battle for his audience and connected the sacrifice of those who fought and died to preserve the Union form antiquity and from those who founded the nation. He noted why they had gathered:

“We have assembled, friends, fellow-citizens, at the invitation of the Executive of the great central State of Pennsylvania, seconded by the Governors of seventeen other loyal States of the Union, to pay the last tribute of respect to the brave men who, in the hard-fought battles of the first, second, and third days of July last, laid down their lives for the country on these hillsides and the plains before us, and whose remains have been gathered into the cemetery which we consecrate this day. As my eye ranges over the fields whose sods were so lately moistened by the blood of gallant and loyal men, I feel, as never before, how truly it was said of old that it is sweet and becoming to die for one’s country. I feel, as never before, how justly, from the dawn of history to the present time, men have paid the homage of their gratitude and admiration to the memory of those who nobly sacrifice their lives, that their fellow-men may live in safety and in honor. And if this tribute were ever due, to whom could it be more justly paid than to those whose last resting-place we this day commend to the blessing of Heaven and of men?” [27]

In his narrative Everett aspired to more than mere accuracy. Along “with Bancroft and other romantic historians of his time, he meant to create a tradition that would inspire as well as inform. Like the Attic orators- and dramatists- he knew the power of symbols to create a people’s political identity.” [28]

Lincoln was sick when he delivered the address having what was mostly likely a mild form of Smallpox when he gave the address. Thus the tenor, simplicity and philosophical depth of the address are even more remarkable. It is a speech given in the manner of Winston Churchill’s “Blood sweat toil and tears” address to Parliament upon being appoint Prime Minister in 1940. Likewise it echoes the Transcendentalist understanding of the Declaration of Independence as a “test for all other things.”

Many in the United States and Europe did not agree and argued that no nation found on such principles could long survive. The more reactionary European subscribers of Romanticism ridiculed the “idea that a nation could be founded on a proposition….and they were not reluctant to point to the Civil War as proof that attempting to build a government around something as bloodless and logical as a proposition was futile.” [29]

But Lincoln disagreed. He believed that the “sacrifices of Gettysburg, Shiloh, Murfreesboro, Chancellorsville, and a hundred other places demonstrated otherwise, that men would die rather than to lose hold of that proposition. Reflecting on that dedication, the living should themselves experience a new birth of freedom, a determination- and he drove his point home with a deliberate evocation of the great Whig orator Daniel Webster- “that government of the people, by the people, for the people, shall not perish from the earth.” [30]

The Unitarian pastor and leading Transcendentalist Theodore Parker wrote:

“Our national ideal out-travels our experience, and all experience. We began our national career by setting all history at defiance- for that said, “A republic on a large scale cannot exist.” Our progress since that has shown that we were right in refusing to be limited by the past. The practical ideas of the nation are transcendent, not empirical. Human history could not justify the Declaration of Independence and its large statements of the new idea: the nation went beyond human history and appealed to human nature.” [31]

Likewise Lincoln’s address echoes the thought of George Bancroft who wrote of the Declaration:

“The bill of rights which it promulgates is of rights that are older than human institutions, and spring from the eternal justice…. The heart of Jefferson in writing the Declaration, and of Congress in adopting it, beat for all humanity; the assertion of right was made for the entire world of mankind and all coming generations, without any exceptions whatsoever.” [32]

Parker’s words also prefigured an idea that Lincoln used in his address, that being: The American Revolution, with American history since, is an attempt to prove by experience this transcendental proposition, to organize the transcendental idea of politics. The ideal demands for its organization a democracy- a government of all, for all, and by all…” [33]

Lincoln delivered these words on that November afternoon:

Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.

Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battle-field of that war. We have come to dedicate a portion of that field, as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

But, in a larger sense, we cannot dedicate — we can not consecrate — we can not hallow — this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us — that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion — that we here highly resolve that these dead shall not have died in vain — that this nation, under God, shall have a new birth of freedom — and that government of the people, by the people, for the people, shall not perish from the earth.[34]

In a time where many are wearied by the foibles and follies of our politicians, even wondering about our form of government can survive Lincoln’s words matter. Dr. Allen Guelzo, Professor of Civil War Studies at Gettysburg College wrote in the New York Times:

“The genius of the address thus lay not in its language or in its brevity (virtues though these were), but in the new birth it gave to those who had become discouraged and wearied by democracy’s follies, and in the reminder that democracy’s survival rested ultimately in the hands of citizens who saw something in democracy worth dying for. We could use that reminder again today.” [35]

Dr. Guelzo is quite correct. Many people in this country and around the world are having grave doubts about our democracy. I wonder myself, but I am an optimist. I do believe that we will recover because for the life of me I see no nation anywhere else with our resiliency and ability to overcome the stupidity of politicians, pundits and preachers.

The amazing thing was that in spite of everything the Union survived. Lincoln was a big part of that but it was the men who left lives of comfort and security like Joshua Chamberlain and so many others who brought about that victory. Throughout the war, even to the end Southern political leaders failed to understand that Union men would fight and die for an ideal, something greater than themselves, the preservation of the Union and the freedom of an enslaved race. For those men that volunteered to serve, the war was not about personal gain, loot or land, it was about something greater. It was about freedom, and when we realize this fact “then we can contemplate the real meaning of “that cause for which they gave the last full measure of devotion.” [36]

Now I for one do not think that we are currently living up to the ideals enunciated by Lincoln that day at Gettysburg. I can understand the cynicism disillusionment of Americans as well as those around the world who have for over 200 years looked to us and our system as a “city set on a hill.” That being said, when I read these words and walk that hallowed ground I am again a believer. I believe that we can realize the ideal, even in our lifetime should we desire.

We Hold These Truths

Last night I re-read the Declaration of Independence as I do about this time of year and as I do so I reflect upon the profoundly revolutionary nature of that document. It is not a long read, but quite profound and as I said revolutionary. As I read again I reflected on the beginning of the second sentence of that document.

“We hold these truths to be self-evident, that all men are created equal…” This statement is really the heart of the document and something that when penned by Thomas Jefferson and ratified by the Continental Congress in July 1776 overturned the political philosophy of the day. These words, which begin the second sentence of the Declaration of Independence announced something unimaginable to the people around the world, most of which labored under the rule of ensconced monarchies, nobilities and state religions. In the world where they were written a person’s family pedigree, ownership of property or even religious affiliation counted more than anything else. In that world few commoners had any hope of social advancement, no matter what their talent, ability or genius.

The words of the Declaration were a clarion call of equality and were revolutionary in their impact, not only in the American colonies but around the world. In the coming years people around the world would look to those words as they sought to free themselves from oppressive governments and systems where the vast majority of people had few rights, and in fact no equality existed.

But the liberty and equality stated in the Declaration of Independence did not extend to all in the United States, or in its territories as it expanded westward, and the inequity eventually brought on a great civil war.

Eighty-seven years after those words were published the nation was divided, in the midst of a great civil war, a climactic battle having just been fought at Gettysburg. A few months later President Abraham Lincoln penned one of the most insightful and influential documents ever written, the Gettysburg Address.

One thing that our founders overlooked was that even while proclaiming equality, they later enshrined that one group of people, African slaves were not equal, in fact they only counted as three fifths of a person. Eventually, many states on their own abolished slavery, but because of the invention of the Cotton Gin slavery became even more fully entrenched in the American South, when an oligarchy of land and slave owners held immense power, where nearly half of the population was enslaved and where even poor whites had few rights and little recourse to justice.

After the Dred Scott decision of 1857 which declared that African Americans, no matter if they were slave or free could be American Citizens and had no standing to sue in Federal courts. Scott had sued to gain his family’s freedom after his owner refused to allow him to purchase it, because they were in a territory where slavery was but even more importantly held that the Missouri Compromise of 1824 which had prohibited the introduction of Slavery into Federal territories was unconstitutional and that the Federal government had no right to limit slavery in territories acquired after the creation of the United States. Chief Justice Roger Taney writing for the majority wrote that the authors of the Constitution as viewed all African Americans:

“beings of an inferior order, and altogether unfit to associate with the white race, either in social or political relations, and so far inferior that they had no rights which the white man was bound to respect.”

Taney held that Article V of the Constitution barred any law that would deprive a slave owner of his “property” on entrance into free states or territories and he enunciated a string of negative effects, or “parade of horribles” that would derive if Scott’s petition for freedom was granted. His declaration is amazing in its ignorance and prejudice. Taney wrote:

“It would give to persons of the negro race, …the right to enter every other State whenever they pleased, …to sojourn there as long as they pleased, to go where they pleased …the full liberty of speech in public and in private upon all subjects upon which its own citizens might speak; to hold public meetings upon political affairs, and to keep and carry arms wherever they went.”

The two dissenting Justices, Curtis and McLain disagreed with the proposition that the writers of the Constitution believed as Taney and the majority believed, noting that at the time of the ratification of the Constitution that blacks could vote in five of the thirteen states, making them citizens, not just of those states but the United States. Referring to the Declaration of Independence in 1854 Lincoln wrote: “the standard maxim of free society …constantly spreading and deepening its influence,” ultimately applicable “to peoples of all colors everywhere.”

However, much to the concern of slave holders and the South, the decision energized the abolitionist movement who believed that now no black, even those with a long history of being Freed Men living in non-slave states could be claimed as property by those claiming to be former owners, and that state laws which gave blacks equal rights and citizenship could be overturned. Lincoln again referring to the Declaration wrote of the Dred Scott decision:

“to aid in making the bondage of the Negro universal and eternal….All the powers of the earth seem rapidly combining against him. Mammon is after him; ambition follows, and philosophy follows, and the theology of the day is fast joining the cry. They have him in his prison house;…One after another they have closed the heavy doors upon him…and they stand musing as to what invention, in all the dominions of mind and matter, can be produced the impossibility of his escape more complete than it is.”

Eventually the tensions led to the election of Lincoln along sectional lines and the immediate secession of seven southern states and the establishment of the Confederacy. British military historian and theorist Major General J.F.C. Fuller wrote that the war was “not between two antagonistic political parties, but a struggle to the death between two societies, each championing a different civilization…”

The Confederate Vice President, Alexander Stephens openly proclaimed that the inequity of African Americans was foundational to the Confederacy in his Cornerstone speech of 1861, if there are any doubters about the “rights” the leaders of the Southern States longed to preserve in their secession from the Union, Stephen’s words are all to clear in their intent:

“Our new government is founded upon exactly the opposite idea; its foundations are laid, its corner- stone rests upon the great truth, that the negro is not equal to the white man; that slavery — subordination to the superior race — is his natural and normal condition. [Applause.] This, our new government, is the first, in the history of the world, based upon this great physical, philosophical, and moral truth.”

Lincoln, in his Second Inaugural Address acknowledged what everyone had known, but few, him included in the North were willing to say in 1861:

“One-eighth of the whole population were colored slaves, not distributed generally over the Union, but localized in the southern part of it. These slaves constituted a peculiar and powerful interest. All knew that this interest was somehow the cause of the war. To strengthen, perpetuate, and extend this interest was the object for which the insurgents would rend the Union even by war, while the Government claimed no right to do more than to restrict the territorial enlargement of it….”

Even so it took time for the abolition of slavery to be acknowledged as a major concern by the Federal government, it was not until 1862 after Lee’s failed invasion of Maryland and the Battle of Antietam that Lincoln published the Emancipation Proclamation, and that only applied to Confederate occupied areas.

But in 1863 after Gettysburg Lincoln was asked to speak a “few words” at the dedication of the Soldiers’ cemetery. Lincoln’s words focused the issue of the war in relation to those first words of the second sentence of the Declaration of Independence, the understanding that all men are created equal.

“Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.

Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battle-field of that war. We have come to dedicate a portion of that field, as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

But, in a larger sense, we can not dedicate — we can not consecrate — we can not hallow — this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us — that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion — that we here highly resolve that these dead shall not have died in vain — that this nation, under God, shall have a new birth of freedom — and that government of the people, by the people, for the people, shall not perish from the earth.”

Unfortunately, the issue of equality has languished in our political debates. Equality is the sister of and the guarantor of the individual liberties enunciated in the Declaration. However because of human nature always more vulnerable to those that would attempt to enshrine their personal liberty over others, or attempt to use the courts and Constitution to deprive others of the rights that they themselves enjoy, or to enshrine their place in society above others. In some cases this is about race, sometimes religion, sometimes about gender and even sexual orientation. Likewise there are those that would try to roll back the rights of others, as those who seek to disenfranchise the poor and minorities, particularly African Americans at the ballot box.

That is why it is important, even as we celebrate and protect individual liberties that we also seek to fight for the equality of all citizens, irrespective of race, religion, gender or sexual orientation. The Declaration of Independence is our guide for this as Jefferson so eloquently wrote: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. –That to secure these rights, Governments are instituted among Men…”

I wish all of my readers a happy Independence Day. I also ask that all of us please remember that unless liberty is liberty for all then it is really only liberty for some; those of great economic power and influence; or who happen to be the right race, religion, gender or sexual preference.I don’t believe that such was the intent of Jefferson and those who ratified the Declaration, and I know that it was not the case for Abraham Lincoln, who eighty-seven years later called Americans to embrace a new birth of freedom.

Racism & the Failure of Reconstruction

Some events and attitudes are timeless, one of these is racism. Being white myself, I know that many whites are loath to admit that the scourge of racism still exists, but it does and it runs deep in our history. The more that I work on my Civil War and Gettysburg text, which now appears will morph into at least two and maybe three books when I am done, I find terribly distressing parallels to attitudes and actions of some which mirror the attitudes and actions of our ancestors, Northern and Southern following the Civil War. When the shooting stopped and the South was vanquished, many Southerners continued the war by other means and Northerners, divided after the death of Abraham Lincoln failed to achieve the most important political goal, after the restoration of the Union, that of true freedom for African Americans. Sadly, for some that war is still not over, as was evidenced in the aftermath of the Emanuel A.M.E. Massacre just two weeks ago. Likewise the burnings of six predominantly black churches across the South raises the specter of the racial violence that targeted blacks for a century after the Civil War.

This is another section of my text. I do hope that it challenges you as much as writing it challenged me.

When the war ended the Confederacy was beaten and most people in the South would have agreed to anything that the North presented regarding peace and return to the Union. In a sense Reconstruction was “what the war was about.” [1] Richard Henry Dana, the declared that “a war is over when its purpose is secured. It is a fatal mistake to hold that this war is over because the fighting has ceased. This war is not over…” [2] As Dana, and Clausewitz understood so well that war is a continuation of policy and politics by other means, and the failure of the North to fully grasp this fact led to over a century of subjugation of emancipated African Americans and has fueled a continual racial divide in the United States that is still felt today. Defeated on the battlefield Southerners soon turned to political, psychological and violent means to reverse their losses.

Frederick Douglass understood that simple emancipation was not enough, and that the “war and its outcome demanded racial equality.” [3] Despite the that efforts of many in the North this would not happen during Reconstruction and Douglass knew that the failure to accomplish this would be disastrous, “Whether the tremendous war so heroically fought…shall pass into history a miserable failure…or whether on the other hand, we shall, as the rightful reward of victory over treason have a solid nation, entirely delivered from all contradictions and social antagonisms, must be determined one way or another.” [4]

There was a problem with implementing Reconstruction; when John Wilkes Booth assassinated Abraham Lincoln, the political leaders of the North could not agree on how to do this. The new President, Andrew Johnson was probably the worst possible leader to lead the country in the aftermath of war for all practical purposes Johnson was a Democrat who believed in white supremacy, he had been brought onto the ticket for his efforts to keep Kentucky in the Union and to support Unionist elements in Tennessee. While his selection helped Lincoln in parts of the North and the Border States it was a disaster for the post-war era. Johnson’s approach to reconstruction was very simply to “impose minimal demands on the South. He required only minor concessions from the former Confederates before allowing them to resume their political rights and retain their land. As for freedmen, he seemed to think that the needed no further protection beyond the fact of their emancipation.” [5]

Johnson was “a lonely stubborn man with few confidants, who seemed to develop his policies without consulting anyone, then stuck to them inflexibly in the face of any and all criticism. He lacked Lincoln’s ability to conciliate his foes and his capacity for growth, which was best illustrated by Lincoln’s evolving attitude to black suffrage during the Civil War.” [6] In the months after his unexpected accession to the presidency Johnson demonstrated that he had no understanding of Lincoln’s political goals for the South and the desires of the Republican dominated Congress.

By the summer of 1865 Johnson was already demonstrating “that his sympathies were with the Southern white population and that he believed that their interests should be cared for even at the expense of freedmen.” [7] Johnson’s approach to reconstruction was very simply to “impose minimal demands on the South. He required only minor concessions from the former Confederates before allowing them to resume their political rights and retain their land. As for freedmen, he seemed to think that the needed no further protection beyond the fact of their emancipation.” [8] Johnson gave individual pardons to more than thirteen thousand “high-ranking Confederate civil and military officers and wealthy Southerners.” [9] While doing this he minimized political influence the Southern Unionists who had not supported the Confederacy and ensured that freed slaves were excluded from the political process. He issued a number of orders “appointing interim provisional governors and urging the writing of new state constitutions based upon the voter qualifications in force at the time of secession in 1861 – which meant, in large but invisible letters, no blacks.” [10]

When Frederick Douglass led a delegation of blacks to meet with Johnson in February 1865 Johnson preached that it was impossible to give political freedom to blacks. When Douglass attempted to object Johnson became angry and told Douglass “I do not like to be arraigned by some who can get up handsomely-rounded periods and rhetoric, and talk about abstract ideas of liberty, who never periled life, liberty, or property.” [11] When Douglass took his objections to Johnson’s harangue to a Washington newspaper, Johnson railed against Douglass “I know that d—–d Douglass…he’s just like any other nigger & would sooner cut a white man’s throat than not.” [12]

White Southerners including the newly pardoned Confederates enacted black codes that “codified explicit second-class citizenship for freedpeople.” [13] The legislature of Mississippi refused to ratify the Thirteenth Amendment, and did not do so until 1995. One Southerner noted that “Johnson “held up before us the hope of a ‘white man’s government,’ and this led us to set aside negro suffrage…. It was natural that we should yield to our old prejudices.” [14] Former Confederates, including Alexander Stephens the former Vice President of the Confederacy were elected to high office, Stephens to the United States Senate and the aggrieved Republicans in Congress in turn refused to admit the former Confederates. Many Union veterans were incensed by Johnson’s actions, one New York artilleryman noted “I would not pardon the rebels, especially the leaders, until they should kneel in the dust of humiliation and show their deeds that they sincerely repent.” [15] He was not alone, many Northern Veterans who formed the integrated Grand Army of the Republic veterans maintained a patent disregard, if not hatred of what the old South stood for and felt that their efforts in the war had been betrayed by the government.

Johnson’s restoration of property to the former white owners drove tens of thousands of blacks off lands that they had been farming, or left them as laborers for their former slave masters. Johnson countermanded General William Tecumseh Sherman and Secretary of War Edwin Stanton’s Field Order 15 to “divide abandoned and confiscated lands on the Sea Islands and in a portion of the Low Country coast south of Charleston into forty-acre plots for each black family.” [16] As such many freed blacks were now at the mercy of their former white owners for any hope of economic sustenance. Johnson stridently to frustrate the efforts of the Freedmen’s Bureau headed by Major General Oliver Howard to help freed blacks to become landowners. Johnson vetoed the Civil Rights bill but Congress overrode his veto. Eventually the battled between Johnson and Congress resulted in Johnson’s impeachment and narrow acquittal by one vote in the Senate in 1868.

The various black codes enacted throughout the South:

“passed labor laws that bound blacks to employers almost as tightly as slavery once bound them to their masters. Other codes established patterns of racial segregation that had been impossible under slavery, barred African Americans from serving on juries or offering testimony in court against whites, made “vagrancy,” “insulting gestures,” and “mischief” offenses by blacks punishable by fines or imprisonment, forbade black-white intermarriage, ad banned ownership by blacks of “fire-arms of any kind, or any ammunition, dirk or bowie-knife.” [17]

Likewise within weeks of the end of the violence against blacks began to break out in different parts of the South and it continued to spread as Johnson and Congress battled each other in regard to Reconstruction policy. “In Memphis, Tennessee, in May of 1866, whites on a rampage of murder killed forty-six Negroes, most of them veterans of the Union army, as well as two white sympathizers. Five Negro women were raped. Ninety homes, twelve schools and four churches were burned. In New Orleans in the summer of 1866, another riot against blacks killed thirty-five Negroes and three whites.” [18]

This alienated him from the Republican majority who passed legislation over Johnson’s veto to give black men the right to vote and hold office, and to overturn the white only elections which had propelled so many ex-Confederates into political power. Over Johnson’s opposition congress took power over Reconstruction and “Constitutional amendments were passed, the laws for racial equality were passed, and the black man began to vote and to hold office.” [19] Congress passed measures in 1867 that mandated that the new constitutions written in the South provide for “universal suffrage and for the temporary political disqualification of many ex-Confederates.” [20]   These measures helped elect bi-racial legislatures in the South which for the first time enacted a series of progressive reforms including the creation of public schools. They also ratified the Thirteenth and the Fourteenth Amendments, but these governments, composed of Southern Unionists, Northern Republicans and newly freed blacks were “elicited scorn from the former Confederates and from the South’s political class in general.” [21] Seen as an alien presence by most Southerners the Republican governments in the South faced political and was as violent opposition.

The Fourteenth Amendment was of particular importance for it overturned the Dred Scott decision which denied citizenship to blacks. Johnson opposed the amendment and worked against its passage by campaigning for men who would oppose it in the 1866 elections. His efforts earned him the opposition of former supporters including the influential New York Herald declared that Johnson “forgets that we have passed through a fiery ordeal of a mighty revolution, and the pre-existing order of things is gone and can return no more.” [22]

When passed by Congress the amendment was a watershed which would set Constitutional precedent for future laws to give women the right to votes, end Jim Crow laws, enact the Voting Rights Act of 1965, and most recently to give homosexuals the right to marry. Section one of the amendment read:

“All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.” [23]

But these measures provoked even more violence from enraged Southerners who formed a variety of violent racist organizations which turned the violence from sporadic attacks to what amounted to a full-fledged insurgency against the new state governments and African Americans. Organizations like the Ku Klux Klan which engaged in terroristic violence to heavily armed “social clubs” which operated under the aegis of the state Democratic Party leadership in most Southern states. Allegedly organized for self-defense against state militia units composed of freed blacks they named themselves “White Leagues (Louisiana), White Liners or Rifle Clubs (Mississippi), or Red Shirts (South Carolina). They were, in fact, paramilitary organizations that functioned as armed auxiliaries of the Democratic Party in southern states in their drive to “redeem” the South from “black and tan Negro-Carpetbag rule.” [24] These men, mostly Confederate veterans “rode roughshod over the South, terrorizing newly freed slaves, their carpetbagger allies, and anyone who dared to imagine a biracial democracy as the war’s change.” [25] This unrequited violence and hatred set the stage for the continued persecution, murder and violence against blacks and those who supported their efforts to achieve equality in the South for the next century.

Throughout his term in office Johnson appealed to arguments used throughout later American history by “critics of civil rights legislation and affirmative action. He appealed to fiscal conservatism, raised the specter of an immense federal bureaucracy trampling on citizens’ rights, and insisted that self-help, not government handouts, was the path to individual advancement.” [26] While many of his Republican opponents supported these measures, many moderate Republicans could not abandon their support of or and ties to big corporations, and

Ulysses S. Grant succeeded Johnson as President in 1869 but his efforts at Reconstruction were met mostly by failure as well as a weariness on the part of many Northerners to continue to invest any more effort into it. Slowly even proponents of Reconstruction began to retreat from it and Southerners, knowing that they were winning the political battle continued their pressure. Both politically and through the use of terror to demoralize and drive from power anyone who supported it. By 1870 every former Confederate state had been readmitted to the Union, in a sense fulfilling a part Lincoln’s war policy, but at the same time denying what the war was waged for.

Congressman Thaddeus Stevens, one of the most effective leaders of the Radical Republicans died in 1868 in despair that the rights of blacks were being rolled back even as legislation was passed supporting them. The old firebrand asked “to be buried in a segregated cemetery for African American paupers so that “I might illustrate in death the principles which I advocated through a long life, Equality of man before his creator.” [27] Others including Senator Ben Wade, were not returned to office while others including Edwin Stanton, Salmon Chase and Charles Summer all died during Grant’s administration.

While Grant attempted to smash the Ku Klux Klan by military means his administration, heavily made up of economic conservative Republicans who had little interest in the rights of African Americans gave little other support to those fighting for equal rights for blacks. In the end Southern intransigence wore out the political will of Northerners to carry on, even the strongest supporters of equality.

By “1870 Radical Republicanism as a coherent political movement was rapitdl6y disintegrating” [28] and during the early 1870s many of the antislavery activists had left the Republican party either to death or defection, many “no longer felt at home in a party that catered to big business and lacked the resolve to protect black rights.” [29]

In 1872, some former radical Republicans revolted against Grant and the corruption in the Republican Party. Calling themselves “Liberal Republicans” they supported the candidacy of Horace Greeley uniting with Democrats to call for an end to Reconstruction. For many this was not so much because they no longer supported the rights of African Americans, but because for them, like so many, “economic concerns now trumped race relations…. Henry Adams, who shared the views of his father, Charles Francis Adams, remarked that “the day is at hand when corporations far greater than [the] Erie [Railroad]…will ultimately succeed in directing the government itself.” [30] The numbers of Federal troops in the South continued to be reduced to the point where they could offer little or no support to state militia.

Violence now became a means to further politics in the South and carried out in broad daylight and “intended to demoralize black voters and fatally undermine the Republican Party…. They paraded at regular intervals through African American sections of small towns in the rural black majority areas, intimidating the residents and inciting racial confrontations.” [31] These armed bands were highly successful, if they were successful in provoking a racial incident they would then fan out throughout the area to find blacks in order to beat up and kill, hundreds of blacks were killed by them. During the elections of 1876 the White Liners, Red Shirts and others would be seen in threatening positions near Republican rallies and on Election Day swarmed the polls to keep blacks and Republicans out, even seizing ballot boxes. The strategy employed was to use “Lawless and utterly undemocratic means…to secure the desired outcome, which was to win a lawful, democratic election.” [32]

The elected governor of Mississippi, Republican General Adelbert Ames, who was one of the most able and honest of all the Northerners to hold elected office in the South wrote in 1875 about the power of the paramilitary groups, “The “white liners” have gained their point – they have, by killing and wounding, so intimidated the poor Negroes that they can in all human probability prevail over them at the election. I shall try at once to get troops form the general government. Of course it will be a difficult thing to do.” [33] Ames did not get his troops. Grant’s Attorney general wrote “The whole public are tired out with these autumnal outbreaks in the South…and the great majority are now ready to condemn any interference on the part of the government….Preserve the peace by the forces in your own state….” [34] Ames, who had been a strong proponent of emancipation and black suffrage understood that he was being abandoned and in order to prevent more bloodshed gave up the fight. He negotiated a deal with Democrats which resulted in blacks being forced form the polls and the Democrats returning to power in the state.

The White League in Louisiana was particularly brutal and on Easter Sunday massacred blacks in Colfax Louisiana killing at least seventy-one and possibly as many as three-hundred blacks, killing many as they tried to surrender. Another White League detachment southwest of Shreveport “forced six white Republicans to resign their office on pain of death – and then brutally murdered them after they had resigned.” [35]

Reconstruction was officially ended in 1877 by newly elected President Rutherford B. Hayes and all Federal troops assigned to enforce it were withdrawn. Despite this, some people in the South attempted to fight for the rights of African Americans, including men like former Confederate Generals James Longstreet, William Mahone and Wade Hampton. Hampton was elected as the first post-Reconstruction governor of South Carolina in and campaigned against the black codes, and during his term in office even appointed African Americans to political offices in the state and maintained a regiment of African American state militia in Charleston against strident opposition.

While Hampton remained a white supremacist he also was committed to the upholding the law and “promoting the political rights to which freedmen were entitled to under law, and he consistently strove to protect those rights.” [36] This made him anathema to many South Carolina politicians, including Benjamine Tillman who as governor during the 1890s dismantled policies that Hampton had introduced to allow blacks to political patronage appointments. Once he did that Tillman set out to deprive South Carolina’s blacks of almost ever basic civil right, and in 1895 he led “a successful effort to rewrite the South Carolina constitution in such a way as to virtually disenfranchise every black resident of the state.” [37] Longstreet, who had become a Republican was wounded while leading Louisiana militia in an unsuccessful fight against White Leaguers in New Orleans on September 14th 1873.

The legislation which helped provide blacks with some measure of freedom was rolled back after Reconstruction ended. In 1883 “the Civil Rights Act of 1875, outlawing discrimination against Negroes using public facilities, was nullified by the Supreme Court, which said: “individual invasion of individual rights is not the subject-matter of the amendment.” The Fourteenth Amendment, it said, was aimed at state action only. No state shall…” [38]

The actions of the court and alliances between Northern corporations and Southern landowners led to even more discrimination and disenfranchisement for blacks, “From the 1880s onward, the post-Reconstruction white governments grew unwilling to rely just on intimidation at the ballot box and themselves in power, and turned instead to systematic legal disenfranchisement” [39] which furthered the black codes into what we now call the era of Jim Crow.

In 1896 the black codes were upheld by the Supreme Court in the case of Plessy v. Ferguson. That ruling established the “separate but equal” doctrine and ushered in an era of de jure segregation in almost all arenas of life including education, transportation, entertainment and health care. The limited social equity and privileges enjoyed by blacks, not only in the South, but in the entire nation were erased by the stroke of the judicial pen. The justices ruled on the concept that only people’s political rights were protected by the Constitution and that in the social arena that African-Americans could not interact with whites and assumed their racial inferiority.

Associate Justice John Harlan, a former slaveholder who had dissented in Court’s decision to overturn the Civil Rights Act of 1875 insisted “our Constitution is color blind” [40] and wrote in dissent:

“The destinies of two races, in this country are indissolubly linked together, and the interests of both require that the common government of all should not permit the seeds of race hate to be planted under the sanction of law. What can more certainly arouse race hate, what more certainly create and perpetuate a feeling of distrust between these races, than state enactments, which, in fact, proceed on the ground that colored citizens are so inferior and degraded that they cannot be allowed to sit in public coaches occupied by white citizens? That, as all will admit, is the real meaning of such legislation as was enacted in Louisiana.” [41]

These court decisions and legislation strengthened racism and discrimination against blacks, “effectively excluding blacks from public places, from the right to votes, from good public education, and so forth.” [42] The Plessy ruling was followed by “state laws mandating racial segregation in every aspect of life, from schools to hospitals, waiting rooms to toilets, drinking fountains to cemeteries…segregation was part of a complex system of white domination, in which each component – disenfranchisement, unequal economic status, inferior education – reinforced the others.” [43] Violence was used with great effect and between 1880 and 1968 approximately 3,500 people were murdered or lynched throughout the South. The “separate but equal” measures of the Jim Crow era took nearly a century to reverse, and “only began to disappear with Brown v. Board of Education in 1954 and the Civil Rights and Voting Rights Acts of 1964 and 1965.” [44]

The example of Reconstruction’s failure shows that in order to secure peace that military victory must be accompanied by the political will to ensure that the avowed goals of that victory are secured after the war in ensuring a just peace. Southerners may have lost the shooting war, but they did not accept the peace and resorted to all means to reverse their military defeat through political, social, economic and judicial means and “justice was sacrificed for the unjust peace ushered in by “redemption” of the South, a peace marred by Jim Crow, poverty and lynching.” [45] Most Northern leaders failed to appreciate this until far too late, and hindered by President Johnson’s opposition failed to win the peace in the South. They failed to appreciate that even after the shooting is often that “there is a need for further threats, and indeed action, because postwar disorder and even chaos will have to be address, and victorious allies are always likely to squabble over the spoils of victory” [46] as certain was the case in the divided Republican Party of the Reconstruction era.
