Regulars, Volunteers and Conscripts: Civil War Mobilization

A bit of a break from the past few days of confronting the civil rights issues and racism at work in the aftermath of the Emmanuel A.M.E. church massacre. I’m sure that I will be doing more to follow that up in the near future, but it looks like the most prominent symbol of the ideological and sometimes religious hatred that has been at the heart of American racism since the Civil War is beginning to come down, even in the South as people finally begin to face up to the evil for which that flag stood.

This is another part of my Civil War and Gettysburg text on the formation of the armies that fought the Civil War. 

When one thinks of our all-volunteer force today it is hard to imagine forming armies of this size and scope around such small regular forces. The story of how North and South raised their armies, and the stories of the volunteers of the first part of the war is amazing. I hope that you enjoy.

The Secession Crisis, Mobilization, and Volunteer Armies

The American Civil War was the first American war fought by massed armies of mobilized citizens. All previous wars had been fought by small numbers of Regular Army troops supported by various numbers of mobilized State Militia formations or volunteer formations raised for the particular war; “The fighting force of the 1860s was a conglomerate of diverse units, each with its own degree of importance, pride, proficiency, and jealousy. Whether of North or South, an army began as little more than a loosely organized mob actuated by more enthusiasm than by experience. Its composition ran the full gauntlet of humankind.” [1]

In 1860 the Regular Army numbered 16,000 troops at the beginning of the war. These included some 1105 officers, and were organized into “ten regiments of infantry, four of artillery, and five of cavalry (including dragoons and mounted riflemen)” [2] These regiments were broken up into small units and they and their soldiers were scattered about in far flung isolated posts around the country and in the new western territories. The units primarily fought Indians and performed what best could be described as constabulary duties. Others, mostly from artillery units manned the coastal defense fortifications that protected American’s key ports and entrances to key waterways along the eastern seaboard. Even so, after the War with Mexico “three quarters army’s artillery had been scrapped” and most of the army’s artillerymen and their units were “made to serve as infantry or cavalry, thus destroying almost completely their efficacy as artillery.” [3]

The secession crisis and the outbreak of the war fractured the army, particularly the officer corps. The officer corps was heavily Southern and many Northern officers had some sympathy with their Southern brothers in arms. It has to be said that of the men holding positions of high command from 1849 to 1861 that many were Southerners:

“all of the secretaries of war were Southerners, as were the general in chief, two of the three brigadier generals, all but one of the army’s geographical departments on the eve of the Civil War, the authors of the two manuals on infantry tactics, and the artillery manual used at West Point, and the professor who taught tactics and strategy at the military academy.” [4]

Most of the Army remained loyal to the Union, “except for 313 officers who resigned their commissions.” [5] Those who remained loyal to the Union included the General in Chief, Winfield Scott, as well as the professor who had taught so many of those now leaving to serve the Confederacy, Dennis Hart Mahan. However, of the others brigadier generals William Harney, David Twiggs and Joseph E. Johnston, Brevet Brigadier General Albert Sidney Johnston, and the army’s Adjutant General, Colonel Samuel Cooper, and the newly promoted Colonel Robert E. Lee all went south. “Even so, 40 to 50 per cent of the Southern West Point graduates on active duty in 1860 held to their posts and remained loyal to the Union.” [6]

A Political Backlash against West Point and the Officer Corps

The exodus of these officers created a backlash against West Point and the professional officers who remained in service of the Union, especially those who were Democrats and to radical Republicans were soft on slavery. Some Republican members of Congress including Senator Ben Wade of Ohio, “figured that political apostasy had been taught at West Point as well, and he didn’t know which sin was worse – it or treason.” [7] The fact that the leaders of the Union forces defeated at Bull run were West Point graduates added incompetence to the list of the crimes, real and imagined committed by the officers of the Regular Army. When Congress reconvened in 1861 Wade said:

I cannot help thinking…that there is something wrong with this whole institution. I do not believe that in the history of the world you can find so many men who have proved themselves utterly faithless to their oaths, ungrateful to the Government that supported them, guilty of treason and a deliberate intention to overthrow that Government which educated them and given them support, as have emanated from this institution…I believe from the idleness of these military educated gentlemen this great treason was hatched.” [8]

Wade did not mention in his blanket his condemnation of the “traitors” that many “West Pointers from the Southern States – 162 of them – had withstood the pull of birth and kin to remain with the Union.” [9]

Wade’s fellow radical Senator Zachariah Chandler of Michigan urged Congress to dissolve the Military Academy. The academy, he said “has produced more traitors within the last fifty years than all the institutions of learning and education that have existed since Judas Iscariot’s time.” [10] Despite the words and accusations of the radical fire-eaters like Wade and Chandler and other like them, more level headed men prevailed and reminded the nation that there had been many other traitors. Senator James Nesmith of Oregon said: “Treason was hatched and incubated at these very decks around me.” [11]

Politicians and Professionals: Building Volunteer Armies

Many of the officers who left the army to serve the Confederacy were among the Army’s best and brightest, and many of them later rose to prominence and fame in their service to the Confederacy. In contrast to the officers who remained loyal to the Union, those that many in Congress despised and “pushed aside and passed over” in favor of “officers called back into service or directly appointed from civil life, the “South welcomed its professionals and capitalized on their talents. Sixty-four per cent of the Regular Army officers who went South became generals; less than 30 per cent of those who stayed with the Union achieved that rank.” [12]

The Union had a small Regular Army, which did undergo a significant expansion during the war, and the Confederacy did not even have that. During the war the “Confederacy established a regular army that attained an authorized strength of 15,000” [13] but few men ever enlisted in it. This was in large part due to the same distrust of the central government in Richmond that had been exhibited to Washington before the war.

Thus both sides fell back on the British tradition of calling up volunteers. The British had “invented volunteer system during the Napoleonic Wars, also to save themselves from the expense of permanent expansions of their army, and the United States had taken over the example in the Mexican War…” [14] The volunteer system was different from the militias which were completely under the control of their State and only given to the service of the national government for very limited amounts of time. The volunteers were makeshift organizations operating in a place somewhere between the Regular Army and the State militias and like the British system they saved “Congress the expense of permanently commissioning officers and mustering men into a dramatically expanded Federal service.” [15] As such the volunteer regiments that were raised by the States “were recruited by the states, marched under state-appointed officers carrying their state flag as well as the Stars and Stripes.” [16]

President Lincoln’s call for volunteers appealed “to all loyal citizens to favor, facilitate and aid this effort to maintain the honor, the integrity, and the existence of our Northern Union, and the perpetuity of the popular government; and to redress the wrongs already long enough endured.” [17] The Boston Herald proclaimed “In order to preserve this glorious heritage, vouchsafed to us by the fathers of the Republic, it is essential that every man perform his whole duty in a crisis like the present.” [18] The legislature of the State of Mississippi sated its arguments a bit differently and asserted, “Our position is thoroughly identified with the institution of slavery – the greatest material interest in the world.” Texas explained that it had joined the Union “as a commonwealth holding, maintaining and protecting the institution known as negro slavery – the servitude of the African to the white race within her limits.” [19] A newspaper correspondent wrote:

“All, all of every name and every age to arms! To arms! My father go, my son go, my brother go, your country calls you.” He called out to Southern women as well, “mothers, wives and daughters buckle on the armor of loved ones, the correspondent urged, “bid them with Roman fairness, advance and never return until victory perches on their banner.” [20]

Those who went off to war left their homes and families. Young Rhode Island volunteer Robert Hunt Rhodes wrote that is mother told him “in the spirit worth of a Spartan mother of old said: “My son, other mothers must make sacrifices and why should not I?” [21] The bulk of the soldiers that enlisted on both sides in 1861 were single their median age “was twenty-four. Only one in seven enlistees that first year was eighteen or younger, and fewer than a third were twenty-one or younger.” [22]

Illustrious regiments such as the 1st Minnesota Volunteers, the 20th Maine Volunteers, the 69th New York Volunteer Infantry, and the African American 54th Massachusetts Volunteer Infantry were just a few of the many regiments mustered into Union service under this system. As the war went on and the initial regiments were decimated by losses in combat and to disease, Northern governors “preferred to organize new regiments rather than to replenish old ones whittled down by battle and sickness. Fresh units swelled a state’s contributions, and the provided governors an opportunity to win more political favors by appointing more regimental officers.” [23] This practice produced “an army of shadow units” as “it was up to the regimental commanding officer to keep up a supply of new enlistments from back home for his own regiment, but most commanders could ill afford to detail their precious supply of junior officers for recruiting duty behind the lines.” [24]

Even before secession many Southern states began to prepare for war by building up their militias, both in numbers as well as by sending agents to arms suppliers in the North, as was done by Georgia Governor Joseph E. Brown who “sent an official north to purchase arms, ammunition and accouterments.” [25] After the bombardment of Fort Sumter both sides raced to build up their militaries. Jefferson Davis, the new President of the Confederacy who was a West Point graduate and former Secretary of War called for volunteers. On March 6th 1861 the new Provisional Confederate Congress in Montgomery authorized Davis to “call out the militia for six months and to accept 100,000 twelve-month volunteers.” [26] Within weeks they had passed additional legislation allowing for the calling up of volunteers for six months, twelve months and long-term volunteers up to any length of time. “Virginia’s troops were mustered en masse on July 1, 1861, by which time the state had 41,885 volunteers on its payroll.” [27]

With the legislation in hand Davis rapidly called up over 60,000 troops to the Confederate Cause, and this was before Virginia and North Carolina seceded from the Union. A mixture of former Regular Army officers commanded these men, most of whom occupied the senior leadership positions in the army, volunteer officers, made up the bulk of the Confederate officer corps. “Well over 700 former students at Virginia Military Institute served as officers in the war, most in the Virginia Theater….” [28]Among these men was Robert Rodes who became one of Robert E. Lee’s finest division commanders.

In the North Abraham Lincoln was in a quandary. Congress was out of session, so relying on the Militia Act of 1795 called out 75,000 three-month militiamen to support the Union cause. The legislatures of the Northern States so well that the over-recruited and in this first call up the government “accepted 9,816 men, but governors clamored for the War Department to take still more troops.” [29] Dan Sickles, a rather infamous Democrat politician was one of these men. Sickles had been a Democratic Congressman representing the district of New York City that was in the control of Tammany Hall. In 1859 Sickles stood trial for the murder of Barton Key, the District Attorney for Washington D.C. and the nephew of Francis Scott Key. Key had been conducting an affair with Sickles’ young wife Maria and in a fit of anger Sickles confronted Key, who had been spotted attempting a liaison with Maria and shot him dead near Lafayette Square and the White House. Sickles was acquitted on the basis of temporary insanity becoming the first man in the United States to have that distinction.

The ambitious Sickles, “almost overnight, using flag-waving oratory, organizational skills, and promissory notes, had his regiment, the 70th New York Volunteers, well in hand.” [30] Not content with a regiment and knowing that a brigade would bring him his star as a brigadier general, he quickly the Excelsior Brigade in New York.

Within weeks Sickles had raised over 3000 men, a full forty companies and the New York Newspapers praised Sickles’ efforts. But partisan politics was at play. To Governor Edward Morgan, the fact that a Tammany Hall Democrat “was getting too far out ahead in the state’s race to supply manpower to the endangered Union” [31] was embarrassing and the Governor ordered Sickles to “disband all but eight of his forty companies.” [32] The incredulous, yet ambitious Sickles, knowing that Lincoln needed Democratic support to prosecute the war, traveled to Washington where after seeking an audience with the President. Lincoln was hesitant to infringe on any governor’s control of state units, but he was loath to lose the services of any soldiers. Lincoln discussed the matter with Secretary of War Simon Cameron and they ordered that Sickles “keep his men together until they could be inducted by United States officers.” [33] That process took two moths but in July Sickles was able to have the brigade sworn into service as a brigade of United States Volunteers.

For Sickles and most officers, volunteer and regular alike a regiment was a large military formation Likewise, a brigade massive and for most of these men divisions and corps on the scale of those found in Europe were almost unthinkable, but war was changing and this would be the scope of the coming war.

More troops were needed and with Congress out of session, President Lincoln acted “without legal authority…and increased the Regular Army by 22,714 men and the Navy by 18,000 and called for 42,034 three-year volunteers.” [34] On July 4th 1861 Lincoln “asked sanction for his extralegal action and for authority to raise at least another 400,000 three-year volunteers.” [35] Congress approved both of the President’s requests, retroactively, and in fact, “greatly expanded the numbers of volunteer recruitments, up to a million men – nothing more than the 1795 statute authorized either of these follow-up calls, and Lincoln would later have to justify his actions on the admittedly rather vague basis of the “war powers of the government.” [36]

In the North “the war department was staggered by the task of finding competent officers for an already numbering nearly half a million.” [37] There were so few professional officers available to either side that vast numbers of volunteer officers of often dubious character and ability were appointed to command the large number of volunteer regiments and brigades which were being rapidly mustered into service. Within months of the secession crisis the Regular Army of the United States, minus the officers who resigned to serve the Confederacy, “was swamped by a Union war army that reached about 500,000 within four months of the firing on Fort Sumter.” [38]

The Regular Army officers who remained loyal to the Union as well as those who left the army and joined the newly formed Confederacy were joined by a host of volunteer officers. Some of these officers, men like Ulysses Grant, William Tecumseh Sherman, George McClellan, Braxton Bragg, Thomas “Stonewall” Jackson, Jubal Early, and many others had left the army for any number of reasons only to return to the colors of the Union or the Confederacy during the secession crisis or at the outbreak of the war. Some of these men like George Sears Greene and Isaac Trimble Many were West Point graduates who had left the army decades before the war and almost to a man “nearly all of them displayed an old regular’s distrust of any general who had risen by political means.” [39] The hold of West Point and the teachings of Dennis Hart Mahan regarding professionalism had left a lasting imprint on these men.

Another issue faced by all of the officers now commanding large formations in the Civil War was their inexperience in dealing with such large numbers of troops. When the war began, the officers educated at West Point, as well as others who had been directly appointed had previously only commanded small units. Even regimental commanders such as Joseph Johnston, Albert Sidney Johnston, and Robert E. Lee seldom had more than a few companies of their regiments with them at any given time for any given operation. Likewise, the men who had campaigned and fought in Mexico who had some experience in handling larger formations had for the most part left the service. The senior officers who had served in Mexico and that remained on active duty were handicapped because the Mexican war was still very much a limited Napoleonic War fought with Napoleonic era weapons against a more numerous but poorly equipped and trained enemy.

Other volunteer officers had little or no military experience or training and owed their appointments as officers to their political connections, business acumen or their ability to raise troops. It was not atypical for a volunteer officer to gain his rank and appointment based on the number of that he brought into the army, “if he recruited a regiment he became a colonel, while if he brought in a brigade he was rewarded with the shining star of a brigadier general.” [40] This led to a type of general “appointed for their political influence or – at least in the North with its more heterogeneous population – their leadership of ethnic groups.” [41] Despite the dangers of their inexperience, both Abraham Lincoln and Jefferson Davis had to appoint such men in order to maintain political support for the war.

Some of these men proved disastrous as commanders and their ineptness cost many lives. Henry Wager Halleck, wrote “It seems but little better than murder to give important commands to such men as Banks, Butler, McClernand, Sigel, and Lew Wallace…yet it seems impossible to prevent it.” [42] That being said some of the volunteer politically appointed generals proved to be exceptional learners of the art of war and impressive commanders in the own right.

Among the officers appointed for political considerations by Abraham Lincoln were the prominent Democratic politicians “Benjamin F. Butler, Daniel E. Sickles, John A. McClernand, John A. Logan.” [43] Among those commissioned to enlist immigrant support were Major General Carl Schurz and Brigadier General Alexander Schimmelpfennig who helped mobilize German immigrants to the Union cause. Both men were refugees from the failed revolution of 1848. Likewise, Brigadier General Thomas Francis Meagher, a survivor of the 1848 revolt in Ireland, who had escaped imprisonment in Australia helped to recruit and then commanded the famous Irish Brigade, whose regiments of Irish immigrants marched under the colors of the United States and the Green flag with the Harp of Erin.

The Irish and the German soldiers volunteered in large part because they saw the Union as the hope of their people that had given them refuge from tyranny in Europe. The Irish, under the religious, political and economic thumb of Britain fled to the United States, many the victims of famine. The Irish were not sympathetic as a whole to the plight of slave and many sympathized with the South, their desire to save the Union was greater and they volunteered in overwhelming numbers. One Irish Sergeant wrote his family in Ireland who did not understand why he fought for the Union:

“Destroy this republic and her hopes are blasted If Irland is ever ever [sic] free the means to accomplish it must come from the shore of America…When we are fighting for America we are fighting for the intrest of Irland striking a double blow cutting with a two edged sword For while we strike in defense of the rights of Irishmen here we are striking a blow at Irlands enemy and oppressor England hates this country because of its growing power and greatness She hates it for its republican liberty and she hates it because Irishmen have a home and government here and a voice in the counsels of the nation that is growing stronger every day which bodes no good for her.” [44]

Thus for many Irishmen fighting for the Union had a twofold purpose, seeing the war as Americans as well as Irishmen, they were fighting for Ireland as much as they were fighting for the Union. Some too believed that the war would be a training ground for Irishmen who would someday return home to drive the English from their homeland. Thomas Meagher the commander of the Irish Brigade explained,

“It is a moral certainty that many of our countrymen who enlist in this struggle for the maintenance of the Union will fall in the contest. But, even so; I hold that if only one in ten of us come back when this war is over, the military experience gained by that one will be of more service in the fight for Ireland’s freedom than would that of the entire ten as they are now.” [45]

Many Germans and others were driven from their homeland in the wake of the failed revolutions of 1848. Having been long under autocratic and oligarchic rule in the old country many of the German, Polish and other volunteers who fled after the failed revolutions of 1848 “felt that not only was the safety of the great Republic, the home of their exiled race, at stake, but also the great principle of democracy were at issue with the aristocratic doctrines of monarchism. Should the latter prevail, there was no longer any hope for the struggling nationalities of the Old World.” [46] These immigrant soldiers saw the preservation of the Union in a profoundly universal way, as the last hope of the oppressed everywhere. Eventually the Germans became “the most numerous foreign nationality in the Union armies. Some 200,000 of them wore the blue. The 9th Wisconsin was an all-German regiment. The 46th New York was one of ten Empire State units almost totally German in makeup.” [47]

In the North a parallel system “composed of three kinds of military organizations” developed as calls for “militia, volunteers and an expanded regular army” went out. [48] A number of regular army officers were allowed to command State regiments or brigades formed of State units, but this was the exception rather than the rule. One of these men was John Gibbon who commanded the legendary Iron Brigade at the beginning of its existence through its first year of combat.

In the South too men without little or no military training and experience raised companies and regiments for the Confederate cause. Like Lincoln Jefferson Davis had to satisfy political faction as well as some prominent politicians aspirations for military glory. Thus Davis “named such men as Robert A. Toombs of Georgia and John B. Floyd and Henry A. Wise of Virginia as generals.” [49] These men were not alone; many more politicians would receive appointments from Davis and the Confederate Congress.

Some of these men were gifted in recruiting but were sadly deficient as commanders. Men like John Brockenbrough and Edward O’Neal were capable of raising troops but in combat proved to be so inept that they got their men slaughtered and were removed from the army of Northern Virginia by Robert E. Lee. But others including South Carolina’s Wade Hampton, Georgia’s John Gordon and Virginia’s William “Little Billy” Mahone, none of who had any appreciable military experience proved to be among the best division commanders in Lee’s army. By 1864 Gordon was serving as an acting Corps commander and Hampton had succeeded the legendary J.E.B. Stuart as commander of the Cavalry Corps of the Army of Northern Virginia.

Lower ranking officers in the regiments formed by the states on both sides of the Mason-Dixon Line, were most often elected by their units. During the war, some of these lower ranking officers rapidly progressed up the ranks and rose to command regiments and brigades, mostly due to their natural leadership abilities. That being said the volunteer system in which units elected their officers often to be fraught with problems. “Officers who might be popular as good fellows but who knew neither how to give orders and to get them obeyed nor even what kind of orders to give….At his worst, the volunteer officer could be as fully ignorant and irresponsible as the men he was supposed to command.” [50] Such officers proved to be a source of repeated concern for the professional officers who served alongside them.

John Reynolds, fresh from his assignment as Commandant of Cadets at West Point noted of the Pennsylvania volunteers that he commanded, “They do not any of them, officers or men, seem to have the least idea of the solemn duty they have imposed on themselves in becoming soldiers. Soldiers they are not in any sense of the word.” [51] In time both the Federal and Confederate armies instituted systems of qualifying exams for commissioned officers in order to weed out the worst of the incompetent officers.

Given the limitations of the volunteer officers who made up the bulk of the men commanding companies, battalions and regiments, “for the average soldier was that drill became his training for the realities of actual battlefield fighting.” This was helpful in getting “large and unwieldy bodies of men to the battlefield itself, but it generally turned out to be useless one the shooting started, especially as units lost cohesion and started to take casualties.” [52] This was much in evidence on the first day of the Battle of Gettysburg when Brigadier General Joseph Davis’s untested brigade got caught in the Railroad Cut and was decimated by Union troops.

These men, the regulars and the volunteers, were now faced with the task of organizing, training and employing large armies made up primarily of militia units and volunteers. Most had little experience commanding such units and their experience with militia and volunteer formations during the Mexican War did not increase the appreciation of Regulars for them or for their leaders. J.F.C Fuller noted that at the beginning of the war “the Federal soldier was semiregular and the Confederate semiguerilla. The one strove after discipline, the other unleashed initiative. In battle the Confederate fought like a berserker, but out of battle he ceased to be a soldier.” [53] Both required certain kinds of leadership and Regular officers serving in both the Union and Confederate armies “embedded with the volunteers to give them some professional stiffening privately regarded them as uncontrollable adolescents who kicked off every back-home restraint the moment they were on campaign.” [54] Over the course of time this did change as the units of both armies learned to be professional soldiers.

At the beginning of the war General George McClellan successful fought the break-up of the Regular United States Army, “which some argued should be split up to train volunteer brigades” [55] as had his predecessor General Winfield Scott. He and Scott helped keep it separate from the militia units organized by the States, “keeping it intact as the nucleus of an expandable army.” [56] This preserved a professional core in a time where the new volunteer units were learning their craft, but McClellan did approve of a measure to have regular officers command some of the new volunteer brigades.

Regular Army units were formed for the duration of the war and were exclusively under the control of the Federal government. While comparatively few in number, they often held the line and kept the Army of the Potomac intact during some early battles where volunteer units collapsed. Volunteer regiments, often officered by regulars or former regulars “remained state-based, and they signed up for two- or three- year periods, after which they returned to civilian life and their evaporated without any further fiscal obligations.” [57] Some of the volunteer regiments were formed from various state militia units, but since few states had effective militia systems, militia units “were usually employed only on emergency rear-echelon duties, to free up the volunteers and regulars.” [58]

The Confederacy faced a similar situation to the Union, but it did not have a Regular Army and all of its units were raised by the various states. “In early 1861 the Confederate Congress authorized the creation of a provisional army of 100,000 men. To get these troops [the first Confederate Secretary of War Leroy Pope] Walker asked state governors to raise regiments and transfer them to the national army. The War Office provided generals and staff officers and, in theory at least, could employ the troops and their officers in any way it pleased once they mustered the provisional army.” [59] Some states were quite cooperative but others were not and the tension between the central government in Richmond in regard to military policy and some states would continue throughout the war. The quality of these units varied widely, mostly based on the leadership provided by their officers. That being said, many of the regiments mustered into service early in the war proved tough and resilient serving with distinction throughout the war.

Like the Federal forces, Southern units were officered by a collection of professionals from the ante-bellum Army, militia officers, political appointees or anyone with enough money to raise a unit. However command of divisional sized units and above was nearly always reserved to former professional soldiers from the old Army, most being graduates of West Point. At Gettysburg only one officer commanding a division or above in the Army of Northern Virginia was a non-academy graduate. This was the young and dashing Robert Rodes, who was a graduate of VMI. The quality of these officers varied greatly, as some of the old regulars failed miserably in combat and some of the volunteers such as John Gordon were remarkably successful as leaders of troops in combat.

As in the North, Southern militia and home guard units remained to free up the volunteer regiments and brigades fighting with the field armies. However, due to the South was always wrestling with the intense independence of every state government, each of which often held back units from service with the field armies in order to ensure their own states’ defense.

The withholding of troops and manpower by the states hindered Confederate war efforts, even though “the draft had been “eminently successful” in Virginia, North Carolina and South Carolina, but less so in Georgia, Mississippi, Alabama and Florida.[60] In the latter states, especially Georgia some Confederate Governors used militia appointments to protect men from the draft, classifying them as key civil servants in defiance of the needs of Richmond and the field armies for troops to fight the war.

The Changing Character of the Armies and Society: From All-Volunteer to Conscription: The Beginning of the Draft

Gettysburg was the last battle where the original volunteer armies predominated as the nature of both armies was changed by the war. Initially both sides sought to fight the war with volunteers but the increasingly costly battles which consumed vast numbers of men necessitated conscription and the creation of draft laws and bureaus.

The in April 1862 Confederate Congress passed the Conscription Act of 1862 which stated that “all persons residing in the Confederate States, between the ages of 18 and 35 years, and rightfully subject to military duty, shall be held to be in the military service of the Confederate States, and that a plain and simple method be adopted for their prompt enrollment and organization.” [61] The act was highly controversial, often resisted and the Confederate Congress issued a large number of class exemptions. Despite the exemptions “many Southerners resisted the draft or assisted evasion by others” [62] The main purpose of the conscription act was “to stimulate volunteering rather than by its actual use” [63] and while it did help increase the number of soldiers in Confederate service by the end of 1862 it was decidedly unpopular among soldiers, chafing at an exemption for “owners or overseers of twenty or more slaves” [64] who referred to the war as a “rich man’s war but a poor man’s fight.” [65]

Some governors who espoused state’s rights viewpoints “utilized their state forces to challenge Richmond’s centralized authority, hindering efficient manpower mobilization.” [66] Some, most notably Georgia’s governor Joseph Brown “denounced the draft as “a most dangerous usurpation by Congress of the rights of the States…at war with all principles for which Georgia entered the revolution.” [67] Governor Brown and a number of other governors, including Zebulon Vance of North Carolina fought the law in the courts but when overruled resisted it through the many exemption loopholes, especially that which they could grant to civil servants.

In Georgia, Governor Brown “insisted that militia officers were included in this category, and proceeded to appoint hundreds of new officers.” [68] Due to the problems with the Conscription Act of 1862 and the abuses by the governors, Jefferson Davis lobbied Congress to pass the Conscription Act of 1864. This act was designed to correct problems related to exemptions and “severely limited the number of draft exemption categories and expanded military age limits from eighteen to forty-five and seventeen to fifty. The most significant feature of the new act, however, was the vast prerogatives it gave to the President and War Department to control the South’s labor pool.” [69] Despite these problems the Confederacy eventually “mobilized 75 to 80 percent of its available draft age military population.” [70]

The Congress of the United States authorized conscription in 1863 as the Union Army had reached an impasse as in terms of the vast number of men motivated to serve “for patriotic reasons or peer group pressure were already in the army” while “War weariness and the grim realities of army life discouraged further volunteering” and “the booming war economy had shrunk the number of unemployed men to the vanishing point.” [71] Like the Confederate legislation it was also tremendously unpopular and ridden with exemptions and abuses. The Federal draft was conducted by lottery in each congressional district with each district being assigned a quota to meet by the War Department. Under one third of the men drafted actually were inducted into the army, “more than one-fifth (161,000 of 776,000) “failed to report” and about 300,000 “were exempted for physical or mental disability or because they convinced the inducting officer that they were the sole means of support for a widow, an orphan sibling, a motherless child, or an indigent parent.” [72]

There was also a provision in the Federal draft law that allowed well off men to purchase a substitute who they would pay other men to take their place. Some 26,000 men paid for this privilege, including future President Grover Cleveland. Another “50,000 Northerners escaped service by another provision in the Enrollment Act known as “commutation,” which allowed draftees to bay $300 as an exemption fee to escape the draft.” [73] Many people found the notion that the rich could buy their way out of war found the provision repulsive to the point that violence ensued in a number of large cities.

The Union draft law provoked great resentment, not because people were unwilling to serve, but from the way that it was administered, for it “brought the naked power of military government into play on the home front and went much against the national grain.[74] Open clashes and violence erupted in several cities and President Lincoln was forced to use Union Soldiers, recently victorious at Gettysburg to end the rioting and violence taking place in New York where protestors involved in a three day riot, many of whom were Irish immigrants urged on by Democratic Tammany Hall politicians, “soon degenerated into violence for its own sake” [75] wrecking the draft office, seizing the Second Avenue armory, attacking police and soldiers on the streets. Soon “the mob had undisputed control of the city.” [76] These rioters also took out their anger on blacks, and during their rampage the rioters “had lynched black people and burned the Colored Orphan Asylum.” [77] The newly arrived veteran Union troops quickly and violently put down the insurrection and “poured volleys into the ranks of protestors with the same deadly effect they had produced against the rebels at Gettysburg two weeks earlier.” [78] Republican newspapers which supported abolition and emancipation were quick to point out the moral of the riots; “that black men who fought for the Union deserved more respect than white men who fought against it.” [79]

Fiery Trials: Emancipation & Equality Today

Just a coupled of thoughts on this Sunday night. Like yesterday I have been spending a lot of time on my Civil War-Gettysburg Staff Ride text. I have been working on re-writing the chapter on ideology and religion as they related to the causes of the war, its conduct and its aftermath. One thing that caught my attention was something that I think is profoundly important today.

In December of 1862 as he spoke to Congress prior to the the signing of the Emancipation Proclamation Lincoln spoke these profound words:

“Fellow citizens, we cannot escape history….This fiery trial through which we pass, will light us down, in honor or dishonor, to the latest generation….In giving freedom to the slave, we assure freedom to the free – honorable alike in what we give, and what we preserve.”

His words in giving freedom to the slave, we assure freedom to the free are part of an understanding of freedom, especially Lincoln’s radical understanding that the Declaration of Independence actually meant what it said that “all men are created equal.” For Lincoln this meant African Americans, inlacing those that labored as slaves. Lincoln understood the Declaration in its most broad understanding, he saw it as a universal liberty. As early as 1854 Lincoln posed the idea that the Declaration of Independence was the standard maxim of free society …constantly spreading and deepening its influence,” ultimately applicable “to peoples of all colors everywhere.”

Today there are a lot of people, especially the loudly political preachers, pundits and politicians of the Christian right and their allies who are committed to rolling back the rights of blacks, but also of women, and to prevent Gays, Lesbians and others of the LGBTQ community from having any rights commensurate with their status as citizens. In many states we have seen the protections of the Voter’s Rights Act being eroded as state legislatures enact laws to restrict voting rights and make it more difficult for people to exercise their right to vote. State legislatures are enacting laws that allow people to discriminate against others based on “a sincerely held religious belief” and while those laws are targeted against Gays they are in many cases written so broadly that they will protect just about any form of discrimination based on religion, even by public officials in the conduct of their duties as happened in  North Carolina last week. 

That is why what Lincoln said as he was preparing to sign the Emancipation Proclamation matters today. When we give freedom to people, we protect the freedom of everyone, but that my friends is not how many people in the so-called Christian Right see it. For them it is their freedom to discriminate in God’s name, because they like the anointed lords of the Southern Aristocracy believe that it is God’s will for them to do this. Sounding like a Southern planter, preacher or politician of the 1850s the founder of the movement known and Christian Dominionism R.J. Rushdooney wrote: “One faith, one law and one standard of justice did not mean democracy. The heresy of democracy has since then worked havoc in church and state . . . Christianity and democracy are inevitably enemies.”

British Evangelical-Anglican theologian Alister McGrath notes how “the arguments used by the pro-slavery lobby represent a fascinating illustration and condemnation of how the Bible may be used to support a notion by reading the text within a rigid interpretive framework that forces predetermined conclusions to the text.”

That my friends are what we are dealing with today. There is a party of Christians who have tremendous political power who are using it for the most nefarious of purposes, using the law and the police power of the state to deny rights to others while preserving their own while claiming to be the victims of persecution, just as did Southern slaveholders in the 1830s to 1861.

So, that is all for the night. I expect to put out something related to this topic again tomorrow, perhaps a full section of the chapter on religion and ideology from my text.

Saturday Musings: The Same Mistakes

Not much to write tonight, mainly because I have been avoiding the heat and humidity here in the Virginia Tidewater by doing little but staying inside and working on my Gettysburg and Civil War book, but then as Yogi Berra once said “it’s not the heat, it’s the humility.” 

But really, I have been continuing to do research and work on the text and that continues to lead me to pure gold in the pursuit for truth, historical truth that is as relevant today as it was when it happened over a century and a half ago.

Sadly, the same issues that dominated America in the 1840s, 1850s, 1860s and later following Reconstruction still dominate so much of our social, political and religious debate. Whether it is the voting franchise which many on the political right seek to restrict, the rights of women, blacks and other minorities, immigrants and the LGBT community, to any semblance of political, economic equality or social justice very little has changed. Not only that there are some political, media and religious leaders who argue for the unabashed imperialism of Manifest Destiny and American Exceptionalism.

Sadly, as it was then, much, if not most of this can be laid squarely at the feet of Evangelical Protestant and other conservative Christian leaders. A century and a half ago men who claimed to be Christian leaders led the efforts to support slavery, discriminate against women, persecute gays and promote imperialistic policies that would have embarrassed the founders of the United States. After the defeat of the Confederacy most of the same people used the same theology to disenfranchise and discriminate against African Americans through Jim Crow laws, as well as discriminate against minorities, women and gays all the while claiming to be the victims of persecution.

Before the Civil War many Protestant ministers, intellectuals, and theologians, not only Southerners, but men like “Princeton’s venerable theologian Charles B. Hodge – supported the institution of slavery on biblical grounds, often dismissing abolitionists as liberal progressives who did not take the Bible seriously.”  This leaves a troubling question over those who claim to oppose other issues on supposedly Biblical grounds. Conservative Anglican theologian Alistair McGrath asks, “Might not the same mistakes be made all over again, this time over another issue?”

In the next few days I will be publishing excerpts of the text relating to those issues here.

Lincoln and the Importance of Civilian Leadership

I am posting another section of the first chapter of my Gettysburg text tonight. It is about the importance of civilian leadership in regard to the military and the importance of not just relying on military power to win wars. The American Civil War gives us a good example of civilian leaders who grasped both of these elements of leadership and national power. Of course the article is just a part of a text that goes into a lot more depth on both subjects., but it is a part of the introductory chapter. 

I expect that I will be writing about the three latest attacks on the LGBT community by the governors of Texas, Michigan and the legislature of North Carolina which occurred today in the next couple of days. I am doing some more work on my Gettysburg test and the chapter dealing with religion, ideology and politics which dovetail nicely with these events, I just have to put everything together, and I would rather do it right than to do a half-assed job.

Abraham Lincoln

Over time the Union developed what we would now refer to as a “whole of government approach” to the war. This included not only the military instrument but the use of every imaginable means of national power, from the diplomatic, the economic and the informational aspects of the Union in the effort to subdue the Confederacy. The understanding and use of the “whole of government approach” to war and conflict is still a cornerstone of United States military policy in “unified action, to achieve leverage across different domains that will ensure conditions favorable to the U.S. and its allies will endure.” [1]

Over the United States Government and that of the Confederacy sat two men whose backgrounds were widely different, Abraham Lincoln and Jefferson Davis. Lincoln had no real military experience, training or background. Davis, seemed to be a man fully ready based on his background as a West Point graduate, Army officer and Secretary of War to be a wartime commander in chief. However, it was Lincoln who learned how to be an effective wartime leader, while Davis, despite his background floundered in that capacity. James McPherson notes that:

“In all five functions as commander in chief – policy, national strategy, military strategy, operations, and tactics – Lincoln’s conception and performance were dynamic rather than static. He oversaw the evolution of the war from one of limited ends with limited means to be a full-scale effort that destroyed the old Union and built a new and better one on its ashes.” [2]

Not only was Lincoln’s evolution in military affairs remarkable, but he had a far better grasp of people than his prickly Confederate counterpart. “Lincoln was more eloquent than Davis in expressing war aims, more successful in communicating with people, more skillful as a political leader in keeping factions together for the war effort, better able to work with his critics to achieve a common goal. Lincoln was flexible, pragmatic, with a sense of humor to smooth relationships and help him survive the stress of his job.” [3] On the other hand Davis was none of these. He had a hard time getting along with people, as was evidenced by the rate that he went through secretaries of war, five in four years and his bad relations with two of his premier generals, Joseph Johnston and P.T.G. Beauregard. Quarrelsome and disputatious, “Davis seemed to prefer winning an argument to winning the war; Lincoln was happy to lose an argument if it would help win the war.” [4] The example of Davis is ample evidence that just because someone has military experience does not mean that they are able to assume the duties of commander-in-chief.

Edwin Stanton

One of the key aspects of a successful whole of government approach to war, crisis and national emergency is effective civilian leadership at the cabinet level, especially the Secretary of State and the Secretary of Defense. In 1861 the later was split between Secretary of War, who headed the War Department and the Secretary of the Navy who headed the Department of the Navy. When he was elected Lincoln chose Simon Cameron as Secretary of War and Gideon Welles as Secretary of the Navy. Welles’s solid leadership of the Navy was never in question was both efficient and competent in managing the affairs of the rapidly expanding Navy.

However, Lincoln’s first Secretary of War, Simon Cameron was incompetent. Under Cameron the War Department lacked direction and within months was engulfed in controversy and charges of corruption and inefficiency. Though he was a skillful politician who “maintained his power base in Pennsylvania through the skillful use of patronage to reward loyalists and punish opponents” [5] Cameron was incompetent corrupt, and he was not equal to the task of managing the rapidly expanding war effort. Congress began to investigate and a number of Cameron’s political allies were found to have made great profits off of war contracts, which public funds had been wasted and the men who had volunteered to serve endangered. Lincoln and Secretary of State William Seward “agreed that Cameron should be removed and that Edwin Stanton – the diligent lawyer who had served as Seward’s window into the late Buchannan administration – would be a good successor.” [6]

Stanton and Lincoln’s relationship went back to an incident where the former, a very powerful and successful lawyer had humiliated Lincoln in Cincinnati before the Reaper lawsuit of 1855 where after a change of venue Stanton got Lincoln kicked off the case. It was an incident that Lincoln found humiliating, and that he vowed never to again return to Cincinnati. That being said, Lincoln had a keen appreciation for Stanton’s abilities. During the final days of the Buchannan administration it was Stanton as attorney general provided the intelligence that “had helped root out traitors and keep Washington safe from capture.” [7] Lincoln removed Cameron and as consolation sent him off to serve as Ambassador to Russia in St. Petersburg rather than humiliating Cameron, who still had a loyal base in Pennsylvania. Cameron’s reputation remained intact until the “House Committee on Contracts published its 1,100-page report in February 1862, detailing the extensive corruption in the War department that led to the purchasing of malfunctioning weapons, diseased horses, and rotten food.” [8] The act humiliated Cameron, and Lincoln took the unusual step of writing a long public letter to Congress to somewhat protect Cameron’s reputation by declaring that he and the entire cabinet “were at least equally responsible with [Cameron] for whatever error, wrong, or fault was committed.” [9] This was the first of many times where Lincoln chose to share the blame rather than further humiliate disgraced members of his administration, and it was a characteristic that

Cameron’s replacement as Secretary of War, Edwin Stanton was an entirely different type of man than Cameron. He was hard driving and ruthless in his pursuit of policies that would win the war. Stanton “drove himself as his staff of undersecretaries with maniacal fury and animation, auditing army contracts, reviewing and digesting military data for Lincoln’s use, intimidating army contractors, barking orders, and banging on his stand-up writing desk to make his point.” [10] Stanton’s brusque and brutally honest nature offended many people, but “he brought efficiency and integrity to the business of war contracts.” [11]

Likewise Stanton forced Union generals to adhere to administration policies, sacking those who were incompetent or recalcitrant and making a key change to the high command by replacing George McClellan as General-in-Chief with Major General Henry Wager Halleck. He also redefined the duties of the office making Halleck an advisor to the administration and liaison with the armies in the field. Halleck was perfectly suited to this position as “there was a need, in a civilian-run republic, fore a reliable and competent organizer who could serve as that kind of liaison  between the civilian leadership at the War Department and the military at the front.” [12] When Lincoln and Stanton brought in Ulysses Grant to serve as General-in Chief in March 1864, Halleck remained in Washington where he continued his staff and liaison work allowing Grant to command the armies in the field.

Stanton tolerated no inefficiency and immediately went to work to clear out corrupt officials and deny office seekers whose only claim to office was the patronage of elected officials or even their families. He denied one such man who came with the recommendation of Mary Todd Lincoln and then paid her a visit. Stanton “told her that “in the midst of a great war for national existence,” his “first duty is to the people,” and his next duty is to protect your husband’s honor, and your own. If he appointed unqualified men simply to return favors, it would “strike as the very root of all confidence.” [13] Mrs. Lincoln agreed and never asked Stanton for such favors again.

Major General Montgomery Meigs 

The working staff of the Stanton and Halleck’s War Department developed rapidly. Major General Montgomery Meigs served as Quartermaster General and effectively coordinated with railroads, weapons manufacturers and suppliers of clothing, food and other necessities to supply the army and navy so well that Union forces never lacked for what they needed to win the war. Like Stanton, Meigs was incorruptible and unlike Cameron, “a congressional audit could not find so much as one penny unaccounted for in any major contract authorized by Meigs.” [14]

Stanton and Meigs were “aided by the entrepreneurial talent of northern businessmen” which allowed that “the Union developed a superior managerial talent to mobilize and organize the North’s greater resources for victory in the modern industrialized conflict that the Civil War became.” [15] The other two major players in the War department were Commissary General Joseph P. Taylor and Chief of Ordnance James Wolfe Ripley. Neither man had the same talent as Meigs, but both turned into excellent administrators who ensured that Union forces always had ample supplies of provisions, weapons and ammunition.

The Confederacy never achieved anything like this, with the exception of his Chief of Ordnance, Josiah Gorgas the men in charge of ensuring that the Confederate armies had adequate supplies of food, clothing and equipment were inept, incompetent and utterly incapable of running a way.

The understanding of this eternal nature and ever changing character of war to leaders of nations as well as military commanders and planners has been very important throughout history. It can be seen in the ways that Jefferson Davis and Abraham Lincoln conducted the war. Lincoln, though he did not have the previous military experience of Davis, was the better learner and leader who came to understand the nature of modern war, including its logistic, political and diplomatic, and social-cultural contexts.

The contrast between Lincoln and Davis “directs attention to the difficulties of translating political judgment into effective warmaking.” [16] As such military leaders, understanding their relationship with the civil government should be the people to advise and instruct policy makers in aligning their policies to what is actually feasible based on the ends ways and means, as well as the strengths and limitations of the military to carry out policy decisions. History reminds us “that policymakers committed strongly to their political desires are not easily deflected by military advice of a kind that they do not want to hear.” [17] Too many times in history military leaders for many reasons have failed to raise their voice and to speak unpleasant truths regarding what is possible and what is not, often with catastrophic results for their nations. Likewise political leaders bent upon their own goals, even those goals that are at odds with their nation’s interests can ensure that their nation ends up on the ash heap up history.

The First Modern War – Introduction

Those who are habitual readers here know that I teach military history and ethics. One of the things that I lead is a Staff Ride at Gettysburg for which I am in the process of writing a text which will probably when I am done will be two, maybe even three books. The text is massive and I have been done a lot of editing, revising and even expanding it as I come to realize just how limited my previous vision was for producing it.

I have been writing about the pursuit of truth for several months, and one of those truths is that war cannot be separated from its contexts and that military power alone does not win wars or establish a just and equitable peace. That is one of the problems with many who write popular military history, they are so focused on the battles, campaigns, tactics and technology that they focus so much on the military aspects, that the miss the other contexts that are so important.

A few days ago I released a section of this same chapter dealing with women in the Civil War. Today is the introduction to that chapter, appropriately titled “The First Modern War.” It deals with the political, social-cultural, economic, technological, military strategic, geographical, and historical contexts of the war and introduces us to the importance of capable and competent civilian leadership as was exhibited by Lincoln and his advisers; and that how that knowing understanding the contexts keeps leaders from seeking short-cuts from the snake oil salesmen who promise a “silver bullet” with which all war can be won.

I’ll be releasing the second section of this chapter dealing with the importance of civilian leadership either tomorrow or Wednesday because I need to get my opinion piece that deals with the Duggaring of the Religious Right.

The American Civil War was the first modern war. It was a watershed event in an era, which introduced changes in new types of weapons, more lethal versions of older weapons, tactics, army organization, logistics, intelligence and communications. Though the war did not change the essential nature of war, which Clausewitz says is “is an act of violence to compel our opponent to fulfill our will” [1] it expanded the parameters of war and re-introduced the concept of “total war” to the world and “because its aim was all embracing, the war was to be absolute in character.” [2] In a sense it was a true revolution in military affairs.

The Civil War was truly a revolution in military affairs. The war changed the character of war, as it had been known for centuries, since the Peace of Westphalia and the end of the Thirty Years War. In the American Civil War, the character of war changed from a limited war waged between opposing armies to a total war, waged between two people who shared much in common but were divided by an ideology which encompassed politics, economics, society, law, and even religion.

The war was revolutionary in other ways, and brought about a host of social, philosophical, economic, and political changes which continue to impact the lives of people in the United States and around the world even today. Some of these, especially those regarding the abolition of slavery and emancipation, as well as the beginnings of the Women’s Rights movement have had a ripple effect in matters of political and social equality for other previously disenfranchised groups of citizens. As one author noted “The Civil War uprooted institutions, transformed our politics, influenced social relationships of half a continent, and wrought changes that echo down the generations.” [3]

In a sense, when Abraham Lincoln proclaimed “a new birth of freedom” in his Gettysburg address it served as a watershed moment in American history because it brought to the forefront the understanding of Jefferson and the other signers of the Declaration of Independence that all men are created equal.

Thus it is important to study the Gettysburg campaign in the context of the Civil War because the campaign of 1863 in the east cannot be divorced from what was happening in the west at Vicksburg, nor the Union blockade, nor the diplomatic, economic and informational aspects of the war. Likewise the Gettysburg campaign cannot be separated from its relationship to the broader understanding of the nature and character of war. To do this one must examine the connection between them and policies made by political leaders; to include the relationship of political to military leaders, diplomats, the leaders of business and industry and not to be forgotten, the press and the people. Likewise we must understand the various contexts of war, to include the social, political, ideological and even the religious components of war, how they impacted Civil War leaders and why civilian policy makers and military leaders must understand them today.

While the essential nature of war remains constant, wars and the manner in which they are fought have changed in their character throughout history, and this distinction matters not only for military professionals, but also policy makers. The changing character of war was something that military leaders as well as policy makers struggled with during the American Civil War much as today’s military leaders and policy makers seek to understand the character of warfare today. British military theorist Colin Gray writes “Since the character of every war is unique in the details of its contexts (political, social-cultural, economic, technological, military strategic, geographical, and historical), the policymaker most probably will struggle of the warfare that is unleashed.” [4] That was not just an issue for Abraham Lincoln and Jefferson Davis, both of whom struggled with the nature of the war which had been unleashed, but it is one for our present political leaders, who as civilian politicians are “likely to be challenged by a deficient grasp of both the nature of war as well as its contemporary context-specific character.” [5]

In addition to being the first modern war, or maybe I should say, the first war of the Industrial Age, the Civil War became a “total war.” It was the product of both the massive number of technological advances which both preceded and occurred during it, in which the philosophical nature of the Industrial Revolution came to the fore. Likewise, the enmity of the two sides for one another which had been fostered by a half century of relentless and violent propaganda which ushered from the mouths of politicians, the press and even from the pulpit, even to the point of outright armed conflict and murder in “Bleeding Kansas” during the 1850s.

As a total war it became a war that was as close to Clausewitz’s understanding of absolute war in its in character waged on the American continent, and it prefigured the great ideological wars of the twentieth century, as J.F.C. Fuller noted “for the first time in modern history the aim of war became not only the destruction of the enemy’s armed forces, but also of their foundations- his entire political, social and economic order.” [6] It was the first war where at least some of the commanders, especially Ulysses S. Grant and William Tecumseh Sherman were men of the Industrial Age, in their thought and in the way that they waged war, in strategy, tactics even more importantly, psychologically. Fuller wrote:

“Spiritually and morally they belonged to the age of the Industrial Revolution. Their guiding principle was that of the machine which was fashioning them, namely, efficiency. And as efficiency is governed by a single end- that every means is justified- no moral or spiritual conceptions of traditional behavior must stand in its way.” [7]

Both men realized in early 1864 that “the South was indeed a nation in arms and that the common European practice of having standing armies engaged each other in set-piece battles to determine the outcome of a war was not enough to win this struggle.” [8] Though neither man was a student of Clausewitz, their method of waging war was in agreement with the Prussian who wrote that “the fighting forces must be destroyed; that is, they must be put in such a position that they can no longer carry on the fight” but also that “the animosity and the reciprocal effects of hostile elements, cannot be considered to have ended so long as the enemy’s will has not been broken.” [9]

William Tecumseh Sherman told the mayor of Atlanta after ordering the civilian population expelled that “we are not only fighting hostile armies, but a hostile people, and must make the old and young, the rich and poor, feel the hard hand of war.” [10] Sherman was one of the first American military leaders to understand that a civil war could not be waged according to the limited war doctrines most American officers had been taught. He not only “carried on war against the enemy’s resources more extensively and systematically than anyone else had done, but he developed also a deliberate strategy of terror directed against the enemy’s minds.” [11] While some might find this troubling, the fact remains that it was Sherman’s Southern sweep of all that lay before him that broke the back of the Confederacy.

Abraham Lincoln came to embrace the eternal nature of war as well as the change in the character of the war over time. Lincoln had gone to war for the preservation of the Union, something that for him was almost spiritual in nature, as is evidenced by the language he used in both of his inaugural addresses and the Gettysburg Address. Instead of a war to re-unite the Union with the Emancipation Proclamation the war became a war for the liberation of enslaved African Americans, After January 1st 1863 when the Emancipation Proclamation went into effect, Lincoln “told an official of the Interior Department, “the character of the war will be changed. It will be one of subjugation…The [old] South is to be destroyed and replaced by new propositions and ideas.” [12] That too was a modern understanding of war.

Of course, the revolution in military affairs that characterized the Civil War took time, but it was the political and military leaders of the North who better adapted themselves and their nation to the kind of war that was being fought. “Lincoln’s remarkable abilities gave him a wide edge over Davis as a war leader, while in Grant and Sherman the North acquired commanders with a concept of total war and the determination to make it succeed.” [13]

At the beginning of the war the leaders and populace of both sides still held a romantic idea of war. The belief that the war would be over in a few months and that would be settled by a few decisive battles was held by most, including many military officers on both sides. There were some naysayers like the venerable and rather corpulent General Winfield Scott, but politicians and the press mocked Scott and those who even suggested that the war would be long, hard, and bloody. Of course those who predicted a short, easy, and relatively bloodless war who were proven wrong, and the war became the bloodiest war ever waged by Americans, and it was against other Americans.

The Civil War became an archetype of the wars of the twentieth century, and I believe will be so for the twenty-first century as well because of the emphasis on competing ideologies often buttressed with near fanatical religious extremism. The American Civil War evolved into a clash between peoples with radically different ideologies, which extended beyond the province of purely military action. The war “was preceded by years of violent propaganda, which long before the war had obliterated all sense of moderation, and awakened in the contending parties the primitive spirit of tribal fanaticism.” [14]

Those who conducted the American Civil War added new dimensions to war, and the technology they embraced increased war’s lethality in ways that they did not anticipate. For the first time since the 30 Years’ War, this war on the American continent saw opponents intentionally target the property, homes and businesses of the opposing civilian populations as part of their military campaign. The Civil War was a precursor to the wars that followed, especially the First World War that it prefigured in so many ways.

British general and military theorist J.F.C. Fuller encapsulated the massive amount of change brought about by the Civil War quite well in his book A Military History of the Modern World:

The war fought by Grant and Lee, Sherman and Johnston, and others closely resembled the First of the World Wars. No other war, not even the Russo-Japanese War of 1904-1905, offers so exact a parallel. It was a war of rifle bullets and trenches, of slashings, abattis, and even of wire entanglements- an obstacle the Confederates called “a devilish contrivance which none but a Yankee could devise” because at Drewry’s Bluff they had been trapped in them and slaughtered like partridges.” It was a war of astonishing in its modernity, with wooden wire-bound mortars hand and winged grenades, rockets, and many forms of booby traps. Magazine rifles and Requa’s machine guns were introduced and balloons were used by both sides although the confederates did not think much of them. Explosive bullets are mentioned and also a flame projector, and in June, 1864, General Pendleton asked the chief ordnance officer at Richmond whether he could supply him with “stink-shells” which would give off “offensive gases” and cause “suffocating effect.” The answer he got was “stink-shells, none on hand; don’t keep them; will make them if ordered.” Nor did modernity end there; armoured ships, armoured trains, land mines and torpedoes were used. A submarine was built by Horace H. Hundley at Mobile….” [15]

However, like all in nearly all wars, the many lessons of the American Civil War were forgotten, or even worse, completely dismissed by military professionals in the United States as well as in Europe. Thus 50 years later during First World War, the governments Britain, France, Imperial Germany, Austria-Hungary and Imperial Russia wasted vast amounts of manpower and destroyed the flower of a generation because they did not heed the lessons of the Civil War. For that matter neither did General John Pershing, commander of the American Expeditionary Force who three and a half years after those countries destroyed the flower of their nation’s manhood and repeated all of their mistakes with the lives of American soldiers. Fuller noted:

“Had the nations of Europe studied the lessons of the Civil War and taken them to heart they could not in 1914-1918 have perpetuated the enormous tactical blunders of which that war bears record.” [16]

The lessons of the war are still relevant today. Despite vast advances in weaponry, technology and the distances with which force can be applied by opponents, war remains an act of violence to compel an enemy to fulfill our will. War according to Clausewitz is “more than a chameleon that slightly adapts its characteristics to the given case.” [17] but it is always characterized by the violence of its elements, the province of chance and its subordination to the political objective and as such forces political and military leaders as well as policy makers to wrestle with “the practical challenge of somehow mastering the challenge of strategy in an actual historical context.” [18]

Colin Gray in his book Fighting Talk emphasizes that the “contexts of war are all important.” Gray makes a case for seven essential contexts that must be understood by policy makers and military leaders regarding war, which if ignored or misunderstood “can have strong negative consequences.” [19] Gray enunciates seven contexts of war that policy makers as well as military professionals ignore at the own peril: There is the political context, the social context, the cultural context, the economic context; the military-strategic context, the geographic context and the historical context. Gray notes these seven contexts “define all the essential characteristics of a particular armed conflict.” [20]

Gray discusses the importance of this. Noting that strategists are “ever on the look out for shortcuts” [21] and because they are pragmatic, wanting simple and well defined solutions they tend not to want to deal with complexities that muddy the water, that those who decide on strategy are “eternally at hazard to the siren call of the technological solution, the cultural fix, the promise of historical understanding and so forth.” [22] He notes that there are always those trying to sell strategists catalogs, which promise “products that answer the strategist’s questions” turning “the base metal of confusion of information into the pure gold of comprehension.” [23] But such easy answers are often little more than snake oil. The virtue of seeing war through all of these contexts “obliges strategists to examine holistically, in the round,” [24] that the “recognition of war’s multiple contexts helps immunize the strategist against getting captured by such fantasies.” [25]

The study of the Civil War can be helpful to political leaders, military strategists, joint planners and commanders because it so wonderfully shows just how important understanding the context of wars is. Likewise it gives us an American context where we can see the interplay of how Clausewitz’s “paradoxical trinity- composed of primordial violence, hatred, and enmity, which are to be regarded as a blind natural force; of the play of chance and the element of subordination, as an instrument of policy, which makes it subject to reason alone.” [26]

This is especially important, because we live during an era of great technological, social, geopolitical and philosophical change, just as did the leaders of the United States and the Rebel Confederates States did in the ante-bellum and the war years. The importance of this cannot be underestimated, for in this era of change, like in every era, some leaders and commanders were either resistant to, or failed to understand the changes being forced upon them in their conduct of war by the industrialization of war and its attendant technology.

Examples of this are found in the actions of so many leaders and commanders in the Civil War. Like the American political and military leaders who in Iraq “were ignorant of how to conduct themselves in a military and social-cultural context of irregular warfare” [27] many of the officers who fought the Civil War completely ignorant of what they were facing. Educated in Napoleonic the principles of Henri Jomini, officers who only knew limited war in Mexico and irregular warfare against Indians were faced with fighting a total war on a continental scale. The war witnessed a host of new technologies and “many officers found themselves wholly unprepared for what they faced, in effect, compelled to purchase learning with lives.” [28]

However, unlike many political leaders, Abraham Lincoln came to understand the radical and revolutionary nature of the war and had to find military leaders who understood the same. In frustration Lincoln rebuked those who urged limited war saying “The government cannot much longer play a game in which it stakes all, and its enemies stake nothing. Those enemies must understand that they cannot experiment for ten years trying to destroy the government, then if the fail still come back into the Union unhurt.” [29]

Eventually Lincoln found Ulysses Grant and his lieutenants William Tecumseh Sherman and Philip Sheridan. These me not only understood the military aspects of the contexts of the war, but embraced them and applied them with ruthless skill and vigor that stunned the leaders and the people of the South. When John Bell Hood wrote Sherman a letter in which he condemned the Union commander for the destruction of Atlanta, and the forced evacuation of its inhabitants, even invoking God’s judgment Sherman would have nothing of it. Sherman wrote back that “Hood’s appeal to a “just God” was “sacrilegious,” Sherman insisted, for it was the South which had “plunged a nation into war, dark and cruel war, who dared and badgered us to battle.” Having created the war, the South would now experience it.” [30]

Strategists and planners must develop a philosophical foundation that they must seek to understand the contexts of war matters now more than ever. By looking at the Gettysburg campaign in context we can begin to draw lessons that we can apply today. Not that our situation is the same as the leaders who led the Union and Confederacy in the Civil War, but exploring these issues is vital to us understanding the contexts of the wars that we fight today and the world in which we live.

Soldiers, Spies & Nurses Remarkable Women of the Civil War

I have been doing a lot of work on my Gettysburg and Civil War text and as I was doing so I have been working on my introductory chapter. In my last revision of it I had finally decided to add a section on how the war began the process of changing our society in terms of the rights of women.

Like I said I have been revising that chapter and when I got to the section on women I was unsatisfied. This resulted in me deciding to chase some rabbits and see where they led.

The results were amazing enough that I decided to significantly expand that section of the chapter. As I looked at the lives of these women I decided that the revision needed to include at least some of these remarkable women’s stories. The sad thing is in so many histories the role of women, like that of African Americans and other minorities is so often overlooked, and that is a tragedy because all of these things mattered so much then, but also today.

Right now this is kind of a “wave top” view of these women, and for me there is much more to look into.

Another development, which in large part is related to the abolition movement was the campaign for women’s rights. “The Civil War uprooted institutions, transformed our politics, influenced social relationships of half a continent, and wrought changes that echo down the generations.” [1]

The Civil War was also revolutionary because it was instrumental in propelling women into positions in American society that they had never before been allowed. The war Some of this was because many women decided to like those who campaigned for the end of slavery and the rights of African Americans to turn the world upside down. The war allowed the women who served, “in uniform or not, war permitted these women to experiment with a series of role reversals in gender,” [2] and in some cases gender and race. These experiments are the beginning of women’s’ equality and to women serving in the military.

William Lloyd Garrison and the leaders of the abolitionist movement came into contact with two southern women who had converted to the abolitionist cause; South Carolina cotton heiresses, Sarah and Angelina Grimke. The two women were passionate as well as eloquent and became popular lecturers on the abolitionist speaking circuit. These women brought Garrison and others in the abolitionist movement into contact with the early leaders of the new women’s rights movement. The leaders of the movement, Elizabeth Cady Stanton, Abby Kelley, and Lydia Maria Child were outspoken in their belief that “a campaign to emancipate slaves could not avert its eyes from the need to emancipate American women from social conventions and legal restraints that prevented them, like the slave, from owning property and voting, and kept them altogether subservient to the interests of white males.” [3] The principals involved in the abolitionist and the women’s movements, those of freedom, emancipation and equality eventually forged a bond between them, and have provided inspiration to others in their quest for political and social equality.

In the 1800s women in the United States were bound by English common law. Single women had few rights while married women had even fewer as:

“marriage very nearly meant the legal annihilation of a woman…once a woman was married all property and property rights were transferred to her husband, and she was permitted to own nothing in her own name. Married women could not make contracts, could not sue, could not buy or sell, except over their husband’s signatures.” [4]

A married woman’s position was as close to being a slave as could be, and only the plight of black female slaves was worse, for they were simply chattel. The few free black women mainly stayed unmarried “in order to maintain what few property rights they were entitled to.” [5] As they also did over blacks, white men ruled over women in all spheres of life.

Sojourner Truth

While the eventual emancipation of blacks provided more rights for black men, those did not help many black women as Sojourner Truth, a pioneering African-American abolitionist who spent forty-years as a slave said toward the end of her long life:

“There is a great stir about colored men getting their rights, but not one word about colored women; and if colored men get their rights, and not colored women theirs, you see colored men will be master over the women, and it will be just as bad as it was before. So I am for keeping the thing going while things are still stirring because if we wait till it is still, it will take a great while to get it going again….I suppose I am the only colored woman that goes on to speak for the rights of the colored women. I want to keep the thing stirring, now that the ice is cracked…” [6]

Elizabeth Cady Stanton

Elizabeth Cady Stanton was among the most vocal of women’s rights advocates. She believed that a woman’s place in the home was ultimately destructive and “reflected her subordinate position in society and confined her to domestic duties that served to “destroy her confidence in her own powers, lessen her self respect, and to make her willing to lead a dependent and abject life.” [7] Stanton noted how the condition of women of her day was “more fully identified with the slave than man possibly can be… For while the man is born to do whatever he can, for the woman and the negro the is no such privilege.” [8] It was a key observation and something even today, a state that some politicians, pundits and preachers would like to return women.

Since nearly all of the most “outspoken feminists had been schooled in abolitionist movement” they were “suspect in the South, where society was conservative, patriarchal, and insistence that ladies live in a kind of earthly limbo.” [9] Since the South was turning away from anything closely connected with the abolitionist moment, many there also rejected any form of women’s rights.

But even with the abolition movement there was opposition the women’s rights. In May of 1840 Garrison’s American Anti-Slavery Society split when leading evangelicals led by the Tappan brothers withdrew from it. But that neither stopped Garrison from working with them, nor Frederick Douglass from embracing them. From this rather inauspicious beginning, the women’s rights movement began to infiltrate society, especially in the field of education. In 1848 at Seneca New York there was a convention that launched the modern women’s rights movement. Led by Stanton and Elizabeth Mott the delegates published a “Declaration of Sentiments, modeled on the Declaration of Independence, proclaimed “that all men and women are created equal” and deserved their “inalienable rights” include the right to elective franchise.” [10] The declaration was bold and its denunciation of the place of women in society to be considered revolutionary in character. Part read:

“He has never permitted her to exercise her inalienable right to elective franchise. He has compelled her to submit to laws, in the formation of which she had no voice. He has withheld from her rights which are given to the most ignorant and degraded men – both natives and foreigners… He has made her, if married, in the eye of the law, civilly dead. He has taken from her all right to property, even to the wages that she earns…. After depriving her of all her rights as a married woman, if single, and the owner of property, he has taxed her to support a government which recognizes her only when her property can be made profitable to it. He has monopolized nearly all the profitable employments, and from those she is permitted to follow she receives but a scanty remuneration. He closes against her all the avenues to wealth and distinction which he considers honorable to himself. As a teacher of theology, medicine of the law, she is not known… He has created a false public sentiment by giving the world a different code of morals for men and women, by which moral delinquencies which exclude women from society, are not only tolerated, but deemed of little account in man. He has usurped the prerogative of Jehovah alone, claiming his right to assign for her a sphere of action, when that belongs to her conscience and to her God. He has endeavored, in every way that he could, to destroy her confidence in her own powers, lessen her self-respect, and to make her willing to lead an abject and dependent life.” [11]

The declaration also stated, in words which inflamed many men that: “the history of mankind is a history of repeated injuries and usurpations on the part of man toward woman, having in direct object of an absolute tyranny over her.” [12]

While the movement made modest progress regarding property rights in some states, they made little progress in terms of elective franchise and better wages and working conditions. During the ante-bellum period, women who lobbied for such rights were met with open opposition and scorn. The press “frequently denounced and ridiculed the “strong-minded women…” [13] Despite such attitudes women did make some significant advancements, particularly in lay aspects of the church, such as Bible societies, moral reform organizations, as well as the abolition and temperance movements, which had gained prominence during the Second Great Awakening.

During the ante-bellum period women made great progress in education. By 1850 the United States was the only country where “girls went to elementary school and achieved literacy in virtually the same proportion as boys.” [14] Likewise a few women entered higher education, particularly at women’s seminaries, which were for all practical purposes boarding schools that produced teachers and writers, as well as the Oberlin College, which was founded by Christian abolitionists and welcomed students of both genders as well as of any racial minority. During the three decades prior to the war women made some specific gains, but more important “was the development to their talents for organization, cooperation, leadership, and self expression. It was a time of beginnings and not fulfillment, a time when most women realized and accepted the fact that they lived in a man’s world, a time when a few dedicated but belligerent visionaries were frustrated in their attempt to remake the social order “overnight.” [15]

However, the war would help bring about many more opportunities for women. In 1850 a follow on conference to the Seneca conference, the National Women’s Rights Convention denied the right of anyone to dictate what women could do with their lives:

“The right of any portion of the species to decide for another portion, of any individual to decide for another Individual what is not their “proper sphere”; that the proper sphere for all human beings is the largest and highest to which they are able to attain; what this is, can not be ascertained without complete Liberty of choice; women therefore, ought to choose for herself what sphere she will fill, what education she will seek, and what employment she will follow, and will not be bound to accept, in submission, the rights, the education, and the place which man thinks proper to allow her.” [16]

Of course when war broke out the logical end of this train of though was should women be allowed to serve in the military. Legally and socially it was not possible for women to serve in the military in 1861, but this did not stop women from doing so. Quite a few women on both sides of the conflict chaffed about not being allowed to fight for their countries, their families and their causes, and despite official prohibitions that kept women from serving in any capacity but nursing, a good number of women found their way to go to war. While men in the North and South “were expected to enlist, any woman actively participating in the Civil War was an oddity if not a renegade.” [17] In some cases this involved hundreds of women taking male identities in order to fulfill their desires to serve their countries.

The motives of these women varied. In some cases women wanted gain the economic privileges of full citizenship, and for others the glory reserved to only to men. In our modern parlance those that took male identities would be considered transvestites or possibly transgender, but for them “transvestitism was a private rebellion against public conventions. By taking a male social identity, they secured for themselves male power and independence, as well as full status as citizens of their nation. In essence the Civil War was an opportunity for hundreds of women to escape the confines of their sex.” [18]

Frances Clayton (aka Private Franklin Thompson)

During the war hundreds of women went to war, taking on the identity of men. They enlisted under male names and pretended to be men. Unless they were discovered to be women, or unless they confessed to their wartime service either during or after the war, most of their records were lost. In 1861 Private Franklin Thompson “enlisted in Company F of the 2nd Michigan Infantry…unknown to comrades, Thompson actually was Sarah Emma Edmonds.” [19] Edmonds served in the illustrious Iron Brigade until the disaster at Fredericksburg. Well known for her courage as Franklin Thompson, Edmonds participated in some of the bloodiest combats of the war. At Antietam she was caring for the wounded when she came upon a soldier who had been wounded in the neck. That soldier informed Edmonds that she was dying and after a surgeon came by and confirmed what the soldier said the dying soldier told Edmonds:

“I am not what I seem, but I am female. I enlisted from the purest motives, and I have remained undiscovered and unsuspected. I have neither father, mother nor sister. My only brother was killed today. I closed his eyes about an hour before I was wounded….I am Christian, and have maintained the Christian character ever since I entered the army. I have performed the duties of a soldier faithfully, and am willing to die for the cause of truth and freedom….I wish you to bury me with your own hands, that none may know after my death that I am other than my appearance indicates.” [20]

That unknown woman was not alone, at least nine women, eight Union and one Confederate, fought at Antietam and of those five were casualties. Five women, two Federal and three Confederate took part at Gettysburg. All three Confederate women at Gettysburg were either killed or wounded, or captured, including two women who took part in Pickett’s Charge. [21]

Sarah Edmonds published a book Nurse and Spy in the Union Army while recovering from malaria in 1863. The book, which was published the following year, sold 175,000 copies, the proceeds that she donated to care for sick and wounded Union veterans. After the war, Edmonds attended Oberlin College, married, had three of her own children and adopted two more. She “became a member of the Grand Army of the Potomac, the organization for Union veterans of the Civil War. She applied for, and received, a military pension, and upon her death in 1898 was buried with full military honors.” [22] She was the only women admitted to the Grand Army of the Republic.

Another of the women to serve was Frances Louisa Clayton. Fighting for the Union as a member of the Minnesota State Militia Cavalry and 2nd Minnesota Battery, serving under the command of Ulysses S. Grant she was wounded at Fort Donelson. Like many other women soldiers, Clayton mastered the art of behaving as a man. She “became “a capital swordsman,” but also commanded attention with her “masculine stride in walking” and “her erect and soldierly carriage.” [23] After the war she promoted her service becoming a minor celebrity as she told her story.

However, most women were more discreet during and after the war regarding their true sexuality. One of the first true cases of what we would now call transvestism was that of Jennie Hodgers, who became Private Albert Cashier. Jennie/Albert hid her sexuality identity for his entire term of service. He enlisted in August 1862 as a member of the 95th Illinois. Cashier was born in Ireland as a woman, Jennie Hodgers. He fought in forty battles and was discharged with the regiment in August 1865. At Vicksburg he was briefly captured by the Confederates while conducting a reconnaissance “but managed to escape by seizing a gun from one of her guards, knocking him down, and outrunning others. Comrades recalled Private Cashier climbing to the top of their fieldworks to taut the enemy into showing themselves.” [24]

After the war “Albert” returned home and lived as a “farmer and handyman and served as a caretaker in his church. He never married.” In 1890 he applied for and received a military pension and in 1911 the now elderly “man” was struck by a car and suffered a broken leg. The doctor threating him discovered that Albert was not a man, but a woman. But the doctor kept his confidentiality and without revealing “Albert’s” secret had the Union veteran admitted to the local Soldier’s and Sailors’ Home at Quincy, Illinois.” [25] A few years later the elderly “man” began to exhibit erratic behavior and was “committed to a public mental hospital and the word was out.” [26] With her story now sensational front page news and “old comrades in arms came to her defense.” [27] Her comrades had never known that “Albert” was a man during or after the war, while the news was a surprise to them they came to her defense. To combat some of the sensationalism in the media Albert’s fellow soldiers testified “to Albert’s bravery in combat and public good works in later life. Albert/Jennie died at Watertown State Hospital in 1915 at age seventy-one. The local post of the Grand Army of the Republic arranged for her burial. Her headstone reads: “Albert D.J. Cashier, Company G, 95th Illinois Infantry.” [28]

Wartime records are sketchy but as a minimum it is believed that “between 250 and 400 women disguised as men found their way into either the Federal or Confederate armies.” [29] Women known to have served had a “combined casualty rate of 44 percent” including the fact that “eleven percent of women soldiers died in the military.” [30] Some of those women are now well known but many others are lost to history. Most women tried to keep their sexual identities secret, even to the point of their death on the battlefield. Most of the women who served in the armies returned home to resume relatively normal lives after the war.

Other women would serve as spies for both sides, often rendering valuable assistance to their countries. Those who served as spies took their lives into their hands and often provided vital information to the Union or Confederate officers that they served. Pauline Cushman “parlayed her acting talents into a series of elaborate ruses that allowed her to pry information out of admiring and complaisant Confederate officers; Belle Boyd used an equal measure of talent in as a northern Virginia coquette to elide the same kind of information out of Federal officers.[31]

Even those women who were successful often suffered for their service during and after the war as they learned “that few people completely trusted or respected a spy, not even a “friend.” [32] Many, especially Southern women who spied for the Union were ostracized and persecuted in their communities after the war, and found little support from Northern politicians. Rebecca Wright, a young Quaker schoolteacher in Winchester, Virginia provided information that “enabled him to defeat General Early’s forces” in the Valley of 1864. She lost her job, and her family’s businesses were boycotted by her former friends and neighbors. Rejected for a pension, Sheridan helped Wright obtain “an appointment in a government office, remaining there for the rest of her days.” [33]

Elizabeth Van Lew who was a lifelong resident of Richmond and daughter of a wealthy businessman. She helped Union prisoners escape from Richmond’s notorious Libby prison and when Grant besieged Petersburg, Miss Van Lew “supplied him with a steady stream of information” [34]

Harriet Tubman, the escaped slave who had done so much before the war to help slaves escape captivity served throughout the war accompanying Union forces and securing vital information even as she worked to set other slaves free. Her “spying activities included convincing slaves to trust the Union invaders,” [35] any of whom would join the ranks of the newly raised regiments of U.S. Colored Troops.

Other women served in various roles caring for the wounded. In the North, “Dorothea Dix organized the Union’s army nurses for four years without pay; Mary Livermore headed the Union’s Sanitary Commission, inspecting army camps and hospitals….Scores of others like Clara Barton, volunteered to be nurses.” [36] All of these women did remarkable service, mostly as volunteers, and many witnessed the carnage of battle close up as the cared for the wounded and the dying which often created ethic concerns for the women nurses:

“Clara Barton described her crisis of conscience when a young man on the verge of death mistook her for his sister May. Unable to bring herself actually to address him as “brother,” she nonetheless kissed his forehead so that, as she explained, “the act had done the falsehood the lips refused to speak.” [37]

Of the women that served in the ranks, some were discovered, and many remained protected by their fellow soldiers. Quite a few received promotions and even served as NCOs or junior officers. With women now serving in combat or combat support roles in the U.S. Military since Operation Desert Storm in 1991, the stigma and scandal that these cross-dressing women soldiers of the Civil War has faded and as scholars and the public both “continue probing cultural notions of gender and identity, the reemerging evidence that women historically and successfully engaged in combat has met with less intellectual resistance and has taken on new cultural significance.” [38] As the United States military services examine the issues surrounding further moves to integrate the combat arms we also should attempt to more closely examine the service of the brave and often forgotten women who served on both sides of the Civil War.

Obedience to the Powers that Be: John Reynolds

I am continuing to periodically intersperse and publish short articles about various commanders at Gettysburg on the site. These all are drawn from my student text and may become a book in their own right.  The reason is I am going to do this is because I have found that readers are often more drawn to the lives of people than they are events. As I have noted before that people matter, even deeply flawed people, and we can learn from them.

This article deals with Major General John Fulton Reynolds who in large part is responsible for bringing about the Battle of Gettysburg and whose actions on that field in the opening hours of the engagement helped decide the course of the Civil War. This segment does not include the details of that battle, those are reserved for the rest of this chapter which I am currently revising for the student text.

I have come to admire Reynold’s more and more and I hope that in this brief treatment of his life and career leading to Gettysburg that you will be inspired by his single dovotion to the Union and the humanity compassion that he treated the victims of war.

There is much written about the supposed superiority of Robert E. Lee and the generals of the Army of Northern Virginia over those of the Army of the Potomac. Their eventual defeat is often blamed on the Union’s superior manpower and attrition with scant recognition of times where the Union commanders, particularly at Gettysburg out-generaled them. Not only did Harry Heth have the misfortune of battling John Buford and John Reynolds, but division, brigade and regimental leaders who performed their duties magnificently. Despite being greatly outnumbered by the Confederates these men and their soldiers turned back the initial Confederate assaults and shattering Confederate infantry formations.

Likewise if chance plays a role in war, the Army of the Potomac had good fortune smiling upon it that fateful morning of July 1st 1863. Part of that good fortune was having Major General John Fulton Reynolds, one of the finest commanders on either side during the Civil War directing its operations. During the engagement Reynolds, his subordinates and his successor in command Abner Doubleday dealt with the unforeseen elements of this engagement far better than any Confederate General on the battlefield that morning. Reynolds exemplified the indispensable qualities described by Clausewitz regarding commanders who must deal with the role of chance and the unforeseen elements that so often cloud the battlefield:

“first, an intellect that, even in the darkest hour, retains the glimmerings of the inner light which leads to truth; and second, the courage to follow this faint inner light wherever it may lead.” [1]

John Reynolds was a native Pennsylvanian, born in Lancaster to descendants of Irish Protestants. His maternal grandfather, Samuel Moore fought as a Captain in the Continental Line during the American Revolution. Reynold’s father, was a lawyer and moved to Lancaster where he “owned and published the Journal.” The elder Reynolds had served two terms in the Pennsylvania legislature and in the early 1830s was a political ally and friend of Senator and later President James Buchannan for whom “he was attending to local business affairs” in Lancaster. [2] Buchannan helped one of Reynold’s brother William gain an appointment to the Naval Academy and in 1837 obtained the appointment to West Point.

The young Pennsylvanian graduated from West Point in 1841, twenty-sixth in a class of fifty-two and was commissioned as a Brevet Second Lieutenant in the artillery. Among his classmates were the future Union generals Israel Richardson, Don Carlos Buell and Horatio Wright and Confederate generals Richard Garnett and J.M. Jones. Graduating in the class ahead of him was a man who would become a lifelong friend, William Tecumseh Sherman. He graduated at a time of military cutbacks, the Army was about to be reduced from 12,000 to 9,000 the following year. Chances for promotion were so bad, especially from First Lieutenant to Captain, “so unlikely that in a single year 117 officers resigned.” [3] Many of these officers would find their way back to the army but even so, army life did not promise much.

Despite this Reynolds found army life to his liking. He served in Florida during the Seminole War, as well as in Mexico “where he was cited for bravery at Monterey and Buena Vista.” [4] During the campaign in Mexico he served with the army commanded by General Zachary Taylor and in the artillery battery commanded by the future Confederate general, Captain Braxton Bragg. He acquitted himself well and also had compassion for the Mexican soldiers that he fought against. Visiting Mexican wounded who had been left with “little medical care and less food” he gave them money to help with their needs. At Buena Vista a number of senior officers wrote official citations praising the artillery and Reynolds by name. General John Wool wrote

“Without our artillery,” he said, “we could not have maintained our position a single hour,” and also: “…a section of artillery, admirably served by Lieutenant Reynolds, 3rd Arty, played an important part in checking and dispersing the enemy in the rear of our left. They retired before him whenever he approached them.” [5]

Those actions brought him fame and two brevet promotions for bravery, [6] to Captain at Monterrey and Major at Buena Vista. However, Reynolds saw little value in them if the army’s promotion system was not fixed. He wrote his brother Jim “The system is a complete humbug and until it changes I believe it is to be rather more of a distinction to be passed over than to be breveted…that is, amongst us who know facts.” [7]

Reynold’s skill as an artilleryman would be used to great effect on the morning of July 1st 1863 on McPherson’s Ridge at Gettysburg. Following the war he remained in the army predominantly with the artillery. He served in field and coastal batteries and like John Buford had “participated in the Utah Expedition.” [8] The Utah expedition is little known and nearly forgotten incidents in United States history which involved the territory of Utah, and it left a bitter taste in the mouths of many of the officers and soldiers who served in it, including John Reynolds.

The Territory of Utah had been created after the Compromise of 1850 and President Millard Fillmore named Mormon leader Brigham Young as Governor. The Mormons settled Utah after having been driven out of Illinois and Missouri as a result of their religious beliefs which included polygamy and well as the political concept Theodemocracy, which had been formulated by Mormon founder Joseph Smith Jr. Theodemocracy was a concept which is a blend of theocracy and republican principles. Though it largely died out after the replacement of Young as Governor it has many similarities with theology, political ideology and goals of the leaders of the current Christian Dominion concepts of the leaders of what is called The New Apostolic Reformation which has gained much power among the leadership of the current Republican Party.

In Illinois Smith had “founded an autonomous community, with its own militia, where Smith was eventually called “King of the Kingdom of God.” [9] Smith believed that it was a necessary step until a true theocracy could be established. Smith had taught his ruling Council of Fifty, which included a few non-Mormons “that in the initial stages of the millennium the council would participate in concert with men of differing religious and political persuasions” and the earth would still have a pluralism of governments and religions in the early part of those thousand years…” [10] Tensions between Smith, the Mormon community and surrounding communities grew and “eventually, an unruly mob lynched the prophet and one of his followers.” [11]

Two years after the territory was formed Young “declared that Smith had a vision, until then kept secret, reinstituting polygamy.” [12] To be fair, Young did not require this of his followers, but the introduction produced a furor among many Americans. The situation with Utah was complicated further by the actions of Congress which in throwing out the Missouri Compromise that Utah and New Mexico “when admitted as a State or States…shall be received into the Union, with or without slavery, as their constitution may prescribe at the time of their admission.” [13]

The combination of a growing theocracy, the introduction of polygamy and the possibility of slavery brought many tensions. The 1856 convention of the new Republican Party condemned “the twin relics of barbarism” – slavery and polygamy.” Midwesterners who joined that part remembered their clashes with the Mormons and “few voters were sympathetic to the Mormons” [14] or their growing power in the Utah Territory. In 1857 this tension led to President James Buchannan to appoint a non-Mormon Governor for the territory which led to conflict between Young’s government and its militias and the United States. Young considered U.S. Troops to be those of a “foreign power” and prepared for war “insisting as strongly on the independence of his people from Washington as the capital insisted on its jurisdiction over the territory.” [15]

Like many officers and Americans in general, Reynolds had negative views of the Latter Day Saints. Some were gained in his introduction to the territory, where he found that as a “gentile” he was treated as an outsider by the Mormon community. His initial bad disposition was only deepened through his interactions with Governor Brigham Young. The most important of these to Reynolds was an attempt to bring to justice the Indians who had massacred a party of army engineers under the command of Captain Gunnison the previous summer. Reynolds for that the Mormon led government, particularly Governor Young had convicted the Indians of manslaughter and sentenced them to prison for manslaughter. This act angered Reynolds. He wrote his sisters:

“They have been since tried by the Mormons and found guilty of manslaughter, tho’ the proof was positive and clear. But their jury was counseled by Brigham Young as to their verdict and perjured themselves. May God have mercy upon them, they would hang two Indians for killing two Mormon boys last summer when there was scarcely any proof at all, but when a Gentile is murdered it is only manslaughter!! I cannot write the truth about these people here – but will sometime later.” [16]

After Utah Reynolds served in Kansas and briefly in the Pacific Northwest. During that time he developed a dislike for radical abolitionists who he believed were responsible for much of the division of the country.

But with tensions growing in 1860 Reynolds was appointed as Commandant of the Corps of Cadets at West Point. During the interregnum of the election of Abraham Lincoln and his inauguration he “hoped for a moderate course that might avoid war.” [17] However, the Confederate seizure of U.S. facilities and siege of Fort Sumter and the tensions building between Southerners and Northerners at the Academy weighed on Reynolds and soon brought about a break with his family’s longtime political ally and benefactor President James Buchannan. Though normally not outspoken about his political beliefs on thing was sure, he valued the Union and as with the Mormons opposed those who sought to undermine it. He wrote his sister Ellie about his feelings for the President at his administration:

“What will history say of us, our Government, and Mr. B’s Administration makes one wish to disown him….”I have said but little, except among ourselves here, on the present difficulties that surround the Government but a more disgraceful plot, on the part of our friend B’s cabinet and the leading politicians of the South, to break up our Government, without cause, has never blackened the pages of history in any nation’s record.” [18]

However, Reynolds’s harshest and most bitter words were reserved for Jefferson Davis who he had served with in Mexico:

“…Who would have believed that when I came here last September and found Mr. Jeff Davis laboring with a Committee of Congress and civilians to re-organize the Academy; our national school! Whose sons, never until the seeds sown by his parricidal hand had filled it with the poisonous weed of secession, had known any other allegiance than the one to the whole country, or worshipped any other flag, than that which has moved our own youthful hopes and aspirations and under which we marched so proudly in our boyish days – who! I dare say, would have believed, that he was brooding over his systematic plans for disorganizing the whole country. The depth of his treachery has not been plumbed yet, but it will be.” [19]

Reynolds served at the Academy until June of 1861 when it graduated its final class before the war began. Departing West Point he was initially appointed as Lieutenant Colonel of the 14th U.S. Infantry regiment. [20] He would have preferred the artillery but wrote that he “could not refuse this promotion offered me under any circumstances, much less at this time, when the Government has a right to my services in any capacity.” [21] How much different was Reynolds than another politically moderate and illustrious soldier, Robert E. Lee, who barely a month after accepting a promotion to full Colonel in the Regular Army resigned his commission to serve his state of Virginia and the Confederacy rather than lead an army “in an invasion of the Southern States” whatever Virginia decided.” [22]

Before Reynolds could take command of the 14th United States, he was promoted to Brigadier General. He commanded a brigade of Pennsylvania volunteers during the Peninsula Campaign and was captured on June 28th after leading his troops successful at Gaines Mill, as McClellan began his withdraw from the gates of Richmond. He spent six weeks in Confederate captivity but was released in a general prisoner exchange on August 15th 1862. [23] Despite being captured Reynolds’s performance during the Seven Days was praised by friend and foe alike and even his Confederate enemies in the city of Fredericksburg petitioned Richmond to release Reynolds who they said:

“when inasmuch as we were prisoners in the hands of General Reynolds we received from him a treatment distinguished by a marked and considerable respect for our opinions and feelings, it becomes us to use our feeble influence in invoking for him, now a prisoner of our Government as kind and as considerate as was extended by him to us. We would therefore hope that he might be placed on parole…” [24]

In doing so they returned to the Army of the Potomac the man who would help decide the fate of the Confederacy barely ten months later.

Reynolds returned to command a division at Second Bull Run where his division held firm as much of the army retreated. Reynolds missed the battle of Antietam as he was called to “the fruitless and frustrating task of trying to organize Pennsylvania’s militia” [25] by Governor Curtin. He returned to the Army of the Potomac and again commanded First Corps at Fredericksburg and again at Chancellorsville.

Reynolds was reportedly offered command of the Army of the Potomac by Lincoln in early June of 1863 but declined it. He went to the White House when he heard that he was under consideration for the post and ensured that he would not get the job by stating the his conditions for taking it. However, he did “urge the president to appoint Meade in Hooker’s place.” [26] He told his artillery chief Colonel Wainwright that he “refused it because he would have been under the same constraints as Burnside and Hooker.” [27] Colonel Wainwright believed that it was in large part due to “Reynolds’s recommendation that General Meade received his appointment.” [28]

The Army of the Potomac’s senior leadership had been the source of much political consternation during 1862 and 1863 for Abraham Lincoln. It was split among Lincoln’s supporters and detractors, Radical Republican abolitionists and moderate Democrats. To complicate matters some of senior leaders of the Army of the Potomac including McClellan, Hooker and Sickles had their own, scarcely hidden aspirations for the presidency.

However, Reynolds was of a different character than the politically connected and conniving commanders who used their position in the army to advance their career. Reynolds was a moderate Pennsylvania Democrat and prior to the war had been no supporter of Lincoln, once comparing him to a “baboon.” That opinion being noted, Reynolds did not allow his political beliefs and opinions to influence the manner in which he upheld his oath to the nation in time of civil war. Lincoln was President and was attempting to hold the Union together against forces that Reynolds found decidedly treacherous. It was a tribute to Reynold’s personal manner of keeping politics out of his command, which allowed him, a moderate Democrat to successfully command a corps whose divisions “were commanded by some of the Army’s most fervent abolitionists – Abner Doubleday, James S. Wadsworth, and John Cleveland Robinson.” [29]

Reynolds was “a serious unbending professional, who unlike McClellan, actually lived by the principle of “obedience to the powers that be.” [30] The Pennsylvanian was “universally respected” in the army “for his high character and sterling generalship” [31] it was noted that unlike others who so quickly interjected themselves into the political turmoil which had embroiled the nation that Reynolds had a policy of holding back. He stood “stoutly aloof from all personal or partisan quarrels, and keeping guardedly free from any of the heart-burnings and jealousies that did so much to cripple the usefulness and endanger the reputation of many gallant officers.” [32]

Oliver Howard noted that unlike many commanders that Reynolds was a commander “who had a steady hand in governing, were generous to a fault, quick to recognize merit, trusted you and sought to gain your confidence, and, as one would anticipate, were the foremost in battle.” [33] George McClellan noted that Reynolds was “remarkably brave and intelligent, an honest, true gentleman.” [34] In his autobiography Howard wrote about Reynolds:

“From soldiers, cadets, and officers, junior and senior, he always secured reverence for his serious character, respect for his ability, care for his uniform discipline, admiration for his fearlessness, and love for his unfailing generosity.” [35]

On the night of June 30th Reynolds was awash in reports, some of them conflicting and even though he was without Meade’s course of action for the next day “concluded that Lee’s army was close by and in force.” [36] He spent the night at his headquarters “studying the military situation with Howard and keeping in touch with army headquarters.” [37] Howard noted Reynolds anxiety and “received the impression that Reynolds was depressed.” [38] After Howard’s departure Reynolds took the opportunity to get a few hours of fitful sleep before arising again at 4 a.m. on July 1st.

When morning came, Reynolds was awakened by his aide Major William Riddle with Meade’s order to “advance the First and Eleventh Corps to Gettysburg.” [39] Reynolds studied the order and though he expected no battle that morning, expecting “only moving up to be in supporting distance to Buford” [40] took the prudent and reasonable precautions that his Confederate opponents A.P. Hill and Harry Heth refused to take as they prepared to move on Gettysburg.

His troops were in fine spirits that morning even though it had been busy. After a breakfast of hardtack, pork and coffee the troops moved out. An officer of the Iron Brigade noted that the soldiers of that brigade were “all in the highest spirits” while Lieutenant Colonel Rufus Dawes of the “placed the fifes and drums at the head of the Sixth Wisconsin and ordered the colors unfurled” as the proud veterans marched forward into the sound of the raging battle to the tune of “The Campbell’s are Coming.” [41]

Though Reynolds was not expecting a fight he organized his march in a manner that ensured if one did happen that he was fully prepared. The precautionary measures that he took were those that any prudent commander having knowledge that strong enemy forces were nearby would take. Reynolds certainly took to heart the words of Napoleon who said “A General should say to himself many times a day: If the hostile army were to make its appearance in front, on my right, or on my left, what should I do?” [42]

This was a question that A.P. Hill and Harry Heth seemed not to consider on that warm and muggy July morning when Heth was committing Lee’s army to battle on his own authority. Reynolds was also about to commit the Army of the Potomac to battle, but unlike Heth who had no authority to do so, Reynolds “had at least been delegated the authority for making such a decision.” [43] While Meade was unaware of what was transpiring in the hills beyond Gettysburg he implicitly trusted the judgement of Reynolds, and he been with the advanced elements of Reynold’s wing Meade too “probably would have endorsed any decision he made.” [44]

Reynolds placed himself with the lead division, that of Wadsworth, and “had directed Doubleday to bring up the other divisions and guns of the First Corps and had ordered Howard’s Eleventh Corps up from Emmitsburg.” [45] Reynold’s also understood the urgency of the situation and “wanted all the fighting troops to be up front, so he instructed Howard not to intermingle his supply wagons with his infantry. Similar instructions had been given to Abner Doubleday; to ensure that the First Corps wagons would wait until the Eleventh Corps foot soldiers had passed.” [46]

Instead operating in the normal fashion of rotating units on the march, Reynolds opted to save time. Since the First Division under the command of James Wadsworth was further advanced than other I Corps divisions, Reynolds instructed it to move first with Cutler’s brigade in the lead followed by the Iron Brigade under Colonel Solomon Meredith. In doing so he countermanded the order of the acting corps commander Doubleday who had ordered that division to allow the other divisions of First Corps to pass his before advancing. Reynolds told Wadsworth that Doubleday’s order “was a mistake and that I should move on directly.” [47]

He went forward with Wadsworth’s division and gave Doubleday his orders for the coming engagement. Doubleday later recalled that when Reynolds arrived to discuss the situation that Reynolds:

“read to me the various dispatches he had received from Meade and Buford, and told me that he should go at once forward with the leading division – that of Wadsworth – to aid the cavalry. He then instructed me to draw in my pickets, assemble the artillery and the remainder of the corps and join him as soon as possible. Having given me these orders, he rode off at the head of the column, and I never saw him again.” [48]

Reynolds ordered Howard’s XI Corps to follow and according to Doubleday directed an aid of Howard to have Howard “bring his corps forward at once and form them on Cemetery Hill as a reserve.” [49] While some writers that he directed Oliver Howard to prepare Cemetery Hill as a fallback position [50] there is more evidence that points to Howard selecting the that commanding hill himself. [51]

Likewise Reynolds ordered Sickles’ III Corps to come up from Emmitsburg where that corps had bivouacked the previous night. [52] Sickles had heard the guns in the distance that morning and sent his senior aide, Major Henry Tremain to find Reynolds. Reynolds told Tremain “Tell General Sickles I think he had better come up” but the order left Sickles in a quandary. He recalled “he spend an anxious hour deciding what to do” [53] for he had “been ordered by Meade to hold his position at Emmitsburg” [54] and Sickles sent another rider to Reynolds and awaited the response of his wing commander instead of immediately advancing to battle on 1 July and it would not be until after 3 P.M. that he would send his lead division to Gettysburg.

Reynolds’ intention according to Doubleday was “to fight the enemy as soon as I could meet him.” [55] Reynolds rode forward with some of his staff into the town as the infantry of I Corps and XI Corps moved advanced. In the town they were met by “a fleeing, badly frightened civilian, who gasped out the news that the cavalry was in a fight.” [56] When he came to the Lutheran Seminary he came across Buford. It was a defining moment of the Civil War, a moment that shaped the battle to come. It has been recounted many times and immortalized on screen in the movie Gettysburg, a time “when the entire battle would come down to a matter of minutes getting one place to another.” [57]

As the rough and tumble Kentuckian, Buford, and Reynolds, the dashing Pennsylvanian, discussed the situation they had to know that odd that they were facing. With close to 32,000 rebels from the four divisions of Hill’s and Ewell’s corps closing in from the west and the north with only about 18,000 men of First Corps, Eleventh Corps and Buford’s cavalry division the odds did not favor them, but unlike other battles that the army of the Potomac faced, this time the army and its commanders were determined not to lose and not to retreat.

Reynolds and Buford committed their eighteen thousand men against Lee’s thirty-two thousand in a meeting engagement that develop into a battle that would decide the outcome of Lee’s invasion. Likewise it was a battle for the very existence of the Union. Abner Doubleday noted the incontestable and eternal significance of the encounter to which Buford and Reynolds were committing the Army of the Potomac:

“The two armies about to contest on the perilous ridges of Gettysburg the possession of the Northern States, and the ultimate triumph of freedom or slavery….” [58]

The Most Scientific and Resourceful of All: General Edward Porter Alexander

I am getting ready to conclude my latest Gettysburg Staff Ride with my students from the Staff College. It has been a fantastic experience again. Right now I am getting ready to turn in for the night after having dinner and drinks with my students. In the morning we will be walking the ground of Pickett’s Charge before heading to General Meade’s headquarters and the Soldier’s Cemetary where President Abraham Lincoln delivered the Gettysburg Address.

As part of what I have been doing on the site I have been periodically interspersing and publishing short articles about various commanders at Gettysburg. I did one on The Union cavalry commander, John Buford yesterday. 

These articles are all are drawn from my student text and will likely become a book in their own right when I finish the chapter on the Union commanders.  The reason is I am going to do this is because I have found that readers are often more drawn to the lives of people than they are events. As I have noted before that people matter, even deeply flawed people, and we can learn from them. Sometimes good and even honorable people serve malignant causes, while bad or even wicked people support good causes, usually for selfish reasons, but that is the constant quandary that human beings find themselves.

Today’s article is about Confederate General Edward Porter Alexander. Alexander directed the Confederate artillery during Pickett’s Charge and because he was not a terribly high ranking officer is comparatively little known.

However, Alexander is another interesting character. He was one of the most gifted and brilliant artillery commanders of the war and after the war went on to serve the country with distinction after following his re-integration back into the ranks of American citizens.

Alexander wrote a narrative of the war that is considered by historians to be one of the best and most objective accounts written by any Confederate. However, he was very much a military man and never fully grasped the political and ideological nature of the war, not the profound social effects of the Union victory. I hope you enjoy. Though he was only a Colonel commanding an artillery battalion in Longstreet’s First Corps at Gettysburg, Edward Porter Alexander needs to be mentioned in this text because during the battle he assumed tactical command of the largest concentration of Confederate artillery during the entire war. Likewise his contributions to the writing history of the war are incredibly important and provide some of the most balanced views of the war written by any participant on the Confederate side.

Alexander was born in Washington Georgia in 1835. He attended West Point and graduated third in his class in 1857. One of his classmates was Marcus Reno who was second in command of the ill-fated fight of Custer’s 7th Cavalry at Little Big Horn.

Alexander was commissioned in the Corps of Engineers and served as an instructor at West Point. He realized after the John Brown raid that if war came he would fight for the Confederacy. He was married to Bettie Mason in April 1860 and was thereafter assigned to duty at Fort Steilacoom, Washington. He wrestled with his the decision to leave the army, his father was one of the Georgia legislators who voted for secession and like many Southern officers he decided to resign. He wrote about Lincoln, “If he is elected I believe that in the interests of humanity, civilization, and self-preservation call on the South to secede, I’ll go my arm, leg, or death on it.” [1]

His commander Major James McPherson who later had a prominent part in Sherman’s campaigns attempted to talk Alexander into remaining in the army on the west coast, but Alexander refused. McPherson graciously allowed Alexander and his bride to return to the East in a leave status. Bettie too was “upset by this decision and seriously questioned whether other alternatives were possible.” [2] But Alexander saw no other option. McPherson graciously allowed Alexander and his bride to return to the East in a leave status. When he got back to the South he resigned his commission after the election of Lincoln and on July 2nd 1861 Captain Alexander reported for duty at Manassas as an artillery officer. The professional artillerymen believed that Alexander “was the most scientific and resourceful of all.” [3]

Promotion came at regular intervals for Alexander. Initially he served as Beauregard’s Signals officer, and was appointed as the Chief of Ordnance for the Army of Northern Virginia, with the rank of Lieutenant Colonel. He was made an artillery battalion commander after Antietam, and at Fredericksburg his battalion was in the thick of the fighting along Marye’s Heights. With each new battle Lee and Longstreet “had come to rely increasingly on Alexander’s eager intelligence, regularly assigning him duties more properly those of Col. James Walton, Longstreet’s nominal chief of artillery, or even Brig. Gen, William N. Pendleton, the artillery chief of the Army of Northern Virginia.” [4] So trusted was he that he “had nearly a free hand in organizing the Fredericksburg defenses” [5] and his work was instrumental in turning back the Army of the Potomac in its bloody repulse.

During the winter of 1862-63 Alexander worked with Pendleton and Colonel Stapleton Crutchfield to reorganize the artillery in February 1863. He and his battalion were in the thick of the fighting at Chancellorsville where he also assumed command of Second Corps artillery when Crutchfield was wounded. [6] He was promoted to Colonel prior to Gettysburg and then Brigadier General of Artillery in February 1864. He was in the action in the Wilderness campaign and at Petersburg where he was badly wounded.

After recovering he rejoined the army and was present at the surrender at Appomattox where in the hours before the surrender he advocated beginning a guerrilla campaign in order to continue the war. This Lee was unwilling to do and Lee reminded Alexander and the other officers present that such was not an honorable course of action. Lee told Alexander:

“We have simply now to face the fact that the Confederacy has failed. And as Christian men, Gen. Alexander, you & I have no right to think for one moment of our personal feelings or affairs. We must consider only the effect which our action will have upon the country at large.” [7]

After Lee’s monologue Alexander later wrote “I was so ashamed of having proposed such a foolish and wild cat scheme that I felt like begging him to forget he had ever heard it.” [8] When Alexander saw the gracious terms of the surrender he was particularly impressed with how non-vindictive the terms were, especially in terms of parole and amnesty for the surrendered soldiers.

Sadly, Alexander really did not have any political vision or understanding of the meaning of the war. When asked about his “Confederate allegiance, Alexander had a straightforward explanation. “We didn’t go into our cause,” he said; “we were born into it.” [9] This is something that men like Virginian George Thomas who remained loyal to the Union would have certainly contested. Thomas’s loyalty resulted in him being rejected and disowned by his family during and after the war.

Alexander adjusted to peace and went into railroads, becoming highly successful railroad president as well as one of the more circumspect of the Confederate officers who wrote histories of the Civil War. His book Military Memoirs of a Confederate published in 1907 infuriated many associated with the myth of the lost cause for he dared to criticize the generalship of both Lee and Jackson. However, the book gained the praise of many reviewers for Alexander’s objectivity. The Nation wrote of it “No preceding book by a Southern officer surpasses this in good temper wise discrimination and graphic portrayal.” But the review also noted that Alexander “all but ignored social issues and barely touched on the merits and questions in dispute.” [10] A reviewer in the American Historical Review wrote: “He criticizes alike Confederate friend and Federal foe, the justice for which, in some cases, may be disputed, but the good temper showed must be conceded.” [11]

Alexander became a close friend of President Grover Cleveland and the President, recognizing Alexander’s talent sent him to “be the U.S. boundary arbitrator between Nicaragua and Costa Rica; a job that needed to be done prior to going ahead with plans for building the Panama Canal.” [12] As in nearly everything he did he was successful, but the cost was great. Bettie was experiencing severe health problems and died a month after he returned in 1899. He remarried in 1901 but his health continued to decline. He suffered a series of strokes, and he died in 1910 in Savannah.

I will be taking my students to Gettysburg this weekend and likewise I am continuing to periodically intersperse and publish short articles about various commanders at Gettysburg on the site. These all are drawn from my student text and may become a book in their own right.  The reason is I am going to do this is because I have found that readers are often more drawn to the lives of people than they are events. As I have noted before that people matter, even deeply flawed people, and we can learn from them.

Today’s article is about Lieutenant General Hade Hampton who commanded one of J.E.B. Stuart’s cavalry brigades at Gettysburg. Hampton is one of the most fascinating men I think of the entire Civil War period. Before the war he was one of the richest planters and largest owners of slaves in the South and after the war was a stalwart supporter of the rights of African Americans in South Carolina where he served as the first post-Reconstruction governor of that state. He was not a professional soldier but became one of the finest commanders of cavalry on either side during the war. Tomorrow I will be posting a completely revised, expanded and updated chapter of my text on the opening of the Battle of Gettysburg when Major General John Buford’s Cavalry conducted a heroic delaying action against the vastly superior numbers of Confederate Major General Heth’s division as it attempted to advance into Gettysburg on the morning of July 1st 1863.

Brigadier General Wade Hampton is one of the fascinating and complex characters in either army who served at Gettysburg. He defies a one dimensional treatment or stereotype. His complexities, contradictions and character make him one of the most interesting men that I have written about during my study of this battle.

Wade Hampton III was born in Charleston, South Carolina in 1828. He one of the richest, if not the richest man in the Confederacy when the war broke out. Hampton inherited his family’s expansive plantation and many slaves and studied law at the College of South Carolina.

As a slave owner, he expressed an aversion for the institution and ensured that his slaves were well cared for by the standards of his day, including medical care. He never condemned slavery or worked for the abolition of a system that had made him and his family quite prosperous. He served in the South Carolina legislature and Senate, where he took an “active and prominent role in the public debate on many issues. He was vocal not only on the perils of reopening the African slave trade but also on whether and how his state should seek redress of wrongs, real and imagined, by the federal government.” [1]

As a state senator, Hampton was pragmatic, and while he defended the South’s economic interests in slavery, Hampton cautioned against the rhetoric of secessionist fire-breathers. His argument was about “the preservation of the South’s political power and her social and economic institutions, now threatened by the short sighted policies of otherwise good and decent men.” [2] He did not wish to do anything that would lead to the destruction of the South, and he felt that the “only viable course was moderation, conciliation, compromise….” [3]

Hampton was a classic rich “Southern moderate He had opposed secession, and the fire eaters repulsed him.” [4] However, when Lincoln called for volunteers Hampton volunteered to serve in a war that he did not want, which would cost him dearly, and change him from a moderate to a vociferous opponent of most Reconstructionist policies.

Volunteering at the age of forty-three, Hampton had no prior military training. However, he had great organizational skill, leadership ability and a tremendous care and compassion for those who served under his command. Using his own money Hampton organized what would now be called a combined arms unit, the Hampton Legion, which comprised eight companies of infantry, four of cavalry and a battery of light artillery. He was careful in the appointment of the Legion’s officers choosing the best he could find.

Hampton rapidly rose to prominence as a respected officer and commander despite his lack of military training or experience. His soldiers fought well and took over command of an infantry brigade on the Peninsula, and was promoted to Brigadier General in May of 1862 and given command of a cavalry brigade serving under J.E.B. Stuart in July. Hampton “became Stuart’s finest subordinate.” [5] The contrast between the two men was remarkable. “Hampton and Stuart forged a professional relationship but not a friendship. They shared an adherence to duty and to the cause. But the contrasts between them in style and personality were undeniable.” [6] Stuart’s flamboyance, love of pageantry, and ambition clashed with Hampton’s simplicity and calm self-assurance. Serving as a brigade, and later division commander, Hampton had “little fondness or respect for Stuart. He regularly criticized Stuart for pampering the Virginia regiments and assigning his South Carolinians to the more arduous tasks.” [7]

During the war he was wounded several times, including at             Gettysburg where he took two saber cuts to the head. Eventually, he took command of the Cavalry Corps after Stuart was killed in action. This was something that Stuart in life would not have abided. When Stuart was scheming to get a promotion to Lieutenant General in another military department, he wrote that if he was to serve elsewhere he did not want Hampton to Command. In a curious post-script to a letter to Custis Lee Stuart wrote:

“Hampton is not the man for such a command, and I know he will not suit Gen’l Lee, nor the particular requirements of such a station. Hampton is a gallant officer, a nice Gentleman, and has done meritorious service, but there you must stop.” [8]

He fought in nearly every cavalry engagement under Stuart and led his own raids deep into Union territory. He fought well, but “hated the war.” In October 1862 he wrote home: “My heart has grown sick of the war, & I long for peace.” [9] Hampton’s Confederate service was unusual, especially for an officer of Lee’s Army of Northern Virginia which favored those who had prior service, especially West Point graduates. As such Hampton was “one of only three civilians to attain the rank of Lieutenant General in Confederate service.” [10] At Petersburg, his son Preston was mortally wounded and died in his arms even as his other son Wade IV was wounded while coming to Preston’s aid. Douglass Southall Freeman wrote of Hampton:

“Untrained in arms and abhorring war, the South Carolina planter had proved himself the peer of any professional soldier commanding within the same bounds and opportunities. He may not have possessed military genius, but he had the nearest approach to it.” [11]

The war that he opposed cost him the life of his brother, one of his sons and his livelihood. “His property destroyed, many of his slaves gone, and deep in debt from which he would never recover, Hampton faced the future with $1.75 in his pocket.” [12] The war changed the former moderate into a man who sought vindication in some ways, but reconciliation with the black population.

Hampton again entered politics and became the first post-Reconstruction Governor of South Carolina when President Rutherford Hayes withdrew the Federal troops which had supported the Reconstructionist governor. Initially he was “hailed as a redeemer by white constituents desperate to throw off the yoke of Reconstruction” [13] yet Hampton stood stalwartly against White Supremacy and White Supremacists. He acted on the belief that whites and African Americans could live, work and prosper together.

During his campaign and during his terms as Governor, Hampton “opposed the South’s imposition of so-called “black codes” which so restricted the freedom of former slaves as virtually to return them to civility.” [14] Unlike many in the post-reconstruction South, Hampton won the thanks of African Americans for condemning whites that would vote for him if they thought that he would “stand between him and the law, or grant him any privileges or immunities that shall not be granted to the colored man.” [15] Over his term, the former slave owner “extended more political benefits to African Americans than any other Democratic governor in the post-war South.” [16]

Hampton came to dominate South Carolina politics for fifteen years. After two terms as Governor, he served as a U.S. Senator until 1891 when a political enemy won the governorship and forced him from the Senate. When he died on April 11th 1902 his final words were “God bless my people, black and white.” [17]

Like so many leaders of so many tumultuous eras, Hampton was complex, contradictory and cannot be easily classified. He was certainly not perfect, but in war and in peace gave of himself to his state and community.

“We Are All Americans” Surrender at Appomattox

One hundred and fifty years ago on the 9th and 10th of April 1865, four men, Ulysses S Grant, Robert E. Lee, Joshua Lawrence Chamberlain and Ely Parker, taught succeeding generations the value of mutual respect and reconciliation. They would do so after a bitter and bloody war that had cost the lives of over 600,000 Americans which had left hundreds of thousands others maimed, shattered or without a place to live, and seen vast swaths of the country ravaged by war and its attendant plagues.

The men were all very different, Lee was a Southern aristocrat and career army officer, Grant, the officer of humble means who had struggled with alcoholism and failed in his civilian life before returning to the army when war began. Chamberlain, was the professor of rhetoric and natural and revealed religion, the hero of Little Round Top, who helped exemplify the importance of citizen soldiers in peace and war. Finally there was Parker, a full-blooded Seneca Indian; a professional engineer, a man who was barred from being an attorney because as a Native American he was never considered a citizen. Although he had been rejected from serving in the army for the same reason, his friend Grant had obtained him a commission and kept him on his staff.

On the morning of the 9th Confederate General Robert E. Lee replied to an entreaty of Lieutenant General Ulysses S. Grant requesting that he and his Army of Northern Virginia be allowed to surrender. Lee wrote to Grant:

HEADQUARTERS ARMY OF NORTHERN VIRGINIA, APRIL 9, 1865

Lieut. Gen. U.S. GRANT:

I received your note of this morning on the picket-line, whither I had come to meet you and ascertain definitely what terms were embraced in your proposal of yesterday with reference to the surrender of this army. I now ask an interview in accordance with the offer contained in your letter of yesterday for that purpose.

R.E. LEE, General.

The once mighty Army of Northern Virginia which had won so many victories was now a haggard but proud force of about 15,000 soldiers. For Lee to continue the war now would mean that they face hopeless odds against a vastly superior enemy. Grant recognized this and wrote Lee:

I am equally anxious for peace with yourself, and the whole North entertains the same feeling. The terms upon which peace can be had are well understood. By the South laying down their arms they will hasten that most desirable event, save thousands of human lives, and hundreds of millions of property not yet destroyed. Seriously hoping that all our difficulties may be set-tied without the loss of another life, I subscribe myself, &c.,

Since the high water mark at Gettysburg, Lee’s army had been on the defensive. His ill-fated offensive into Pennsylvania being one of the two climactic events that sealed the doom of the Confederacy. The other was Grant’s victory at Vicksburg which fell to him a day after Pickett’s Charge.

The bloody defensive struggle lasted through 1864 as Grant bled the Confederates dry during the Overland Campaign, leading to the long siege of Petersburg. Likewise the armies of William Tecumseh Sherman had cut a swath through the Deep South and were moving toward Virginia from the Carolinas.

With each battle following Gettysburg the Army of Northern Virginia became weaker and finally after the nine month long siege of Petersburg ended with a Union victory there was little else to do. On the morning of April 9th a final attempt to break through the Union lines by John Gordon’s division was turned back by vastly superior Union forces.

On April 7th Grant wrote a letter to Lee which began the process of ending the war in Virginia. He wrote:

General R. E. LEE:

The result of the last week must convince you of the hopelessness of further resistance on the part of the Army of Northern Virginia in this struggle. I feel that it is so, and regard it as my duty to shift from myself the responsibility of any further effusion of blood, by asking of you the surrender of that portion of the C. S. Army known as the Army of Northern Virginia.

Lee was hesitant to surrender knowing Grant’s reputation for insisting on unconditional surrender, terms that Lee could not accept. He replied to Grant:

HEADQUARTERS ARMY OF NORTHERN VIRGINIA, APRIL 7, 1865 Lieut. Gen. U.S. GRANT:

I have received your note of this date. Though not entertaining the opinion you express on the hopelessness of further resistance on the part of the Army of Northern Virginia, I reciprocate your desire to avoid useless effusion of blood, and therefore, before considering your proposition, ask the terms you will offer on condition of its surrender.

R.E. LEE, General.

The correspondence continued over the next day even as the Confederates hoped to fight their way out of the trap that they were in. But now Robert E. Lee, who had through his efforts extended the war for at least six months knew that he could no longer continue. Even so some of his younger subordinates wanted to continue the fight. When his artillery chief Porter Alexander recommended that the Army be released, “take to the woods and report to their state governors” Lee replied:

“We have simply now to face the fact that the Confederacy has failed. And as Christian men, Gen. Alexander, you & I have no right to think for one moment of our personal feelings or affairs. We must consider only the effect which our action will have upon the country at large.”

Lee continued:

“Already [the country] is demoralized by the four years of war. If I took your advice, the men would be without rations and under no control of their officers. They would be compelled to rob and steal in order to live…. We would bring on a state of affairs it would take the country years to recover from… You young fellows might go bushwhacking, but the only dignified course for me would be to go to General Grant and surrender myself and take the consequences of my acts.”

Alexander was so humbled at Lee’s reply he later wrote “I was so ashamed of having proposed such a foolish and wild cat scheme that I felt like begging him to forget he had ever heard it.” When Alexander saw the gracious terms of the surrender he was particularly impressed with how non-vindictive the terms were, especially in terms of parole and amnesty for the surrendered soldiers.

Abraham Lincoln had already set the tone for the surrender in his Second Inaugural Address given just over a month before the surrender of Lee’s army. Lincoln closed that speech with these words of reconciliation:

“With malice toward none, with charity for all, with firmness in the right as God gives us to see the right, let us strive on to finish the work we are in, to bind up the nation’s wounds, to care for him who shall have borne the battle and for his widow and his orphan, to do all which may achieve and cherish a just and lasting peace among ourselves and with all nations.”

Lee met Grant at the house of Wilmer McLean, who had moved to Appomattox in 1861 after his home near Manassas had been used as a Confederate headquarters and was damaged by artillery fire. Lee was dressed in his finest uniform complete with sash, while Grant was dressed in a mud splattered uniform and overcoat only distinguished from his soldiers by the three stars on his should boards. Grant’s dress uniforms were far to the rear in the baggage trains and Grant was afraid that his slovenly appearance would insult Lee, but it did not. It was a friendly meeting, before getting down to business the two reminisced about the Mexican War.

Grant provided his vanquished foe very generous surrender terms:

“In accordance with the substance of my letter to you of the 8th inst., I propose to receive the surrender of the Army of N. Va. on the following terms, to wit: Rolls of all the officers and men to be made in duplicate. One copy to be given to an officer designated by me, the other to be retained by such officer or officers as you may designate. The officers to give their individual paroles not to take up arms against the Government of the United States until properly exchanged, and each company or regimental commander sign a like parole for the men of their commands. The arms, artillery and public property to be parked and stacked, and turned over to the officer appointed by me to receive them. This will not embrace the side-arms of the officers, nor their private horses or baggage. This done, each officer and man will be allowed to return to their homes, not to be disturbed by United States authority so long as they observe their paroles and the laws in force where they may reside.”

When Lee left the building Federal troops began cheering but Grant ordered them to stop. Grant felt a sense of melancholy and wrote “I felt…sad and depressed, at the downfall of a foe who had fought so long and valiantly, and had suffered so much for a cause, though that cause was, I believe, one of the worst for which a people has fought.” He later noted: “The Confederates were now our countrymen, and we did not want to exult over their downfall.”

In the hours before and after the signing of the surrender documents old friends and classmates, separated by four long years of war gathered on the porch or around the house. Grant and others were gracious to their now defeated friends and the bitterness of war began to melt away. Some Union officers offered money to help their Confederate friends get through the coming months. It was an emotional reunion, especially for the former West Point classmates gathered there:

“It had never been in their hearts to hate the classmates they were fighting. Their lives and affections for one another had been indelibly framed and inextricably intertwined in their academy days. No adversity, war, killing, or political estrangement could undo that. Now, meeting together when the guns were quiet, they yearned to know that they would never hear their thunder or be ordered to take up arms against one another again.”

Grant also sent 25,000 rations to the starving Confederate army waiting to surrender. The gesture meant much to the defeated Confederate soldiers who had had little to eat ever since the retreat began.

The surrender itself was accomplished with a recognition that soldiers who have given the full measure of devotion can know when confronting a defeated enemy. Major General Joshua Lawrence Chamberlain, the heroic victor of Little Round Top was directed by Grant to receive the final surrender of the defeated Confederate infantry on the morning of April 12th.

It was a rainy and gloomy morning as the beaten Confederates marched to the surrender grounds. As the initial units under the command of John Gordon passed him, Chamberlain was moved with emotion he ordered his soldiers to salute the defeated enemy for whose cause he had no sympathy, Chamberlain honored the defeated Rebel army by bringing his division to present arms.

John Gordon, who was “riding with heavy spirit and downcast face,” looked up, surveyed the scene, wheeled about on his horse, and “with profound salutation returned the gesture by lowering his saber to the toe of his boot. The Georgian then ordered each following brigade to carry arms as they passed third brigade, “honor answering honor.”

Major General Joshua Lawrence Chamberlain, U.S. Army

Chamberlain was not just a soldier, but before the war had been Professor of Natural and Revealed Religions at Bowdoin College, and a student of theology before the war. He could not help to see the significance of the occasion. He understood that he would be criticized by some for offering the salute. However, Chamberlain, unlike some, understood the value of reconciliation. Chamberlain was a staunch abolitionist and Unionist who had nearly died on more than one occasion fighting the defeated Confederate Army, and he understood that no true peace could transpire unless the enemies became reconciled to one another.

He noted that his chief reason for doing so:

“The momentous meaning of this occasion impressed me deeply. I resolved to mark it by some token of recognition, which could be no other than a salute of arms. Well aware of the responsibility assumed, and of the criticisms that would follow, as the sequel proved, nothing of that kind could move me in the least. The act could be defended, if needful, by the suggestion that such a salute was not to the cause for which the flag of the Confederacy stood, but to its going down before the flag of the Union. My main reason, however, was one for which I sought no authority nor asked forgiveness. Before us in proud humiliation stood the embodiment of manhood: men whom neither toils and sufferings, nor the fact of death, nor disaster, nor hopelessness could bend from their resolve; standing before us now, thin, worn, and famished, but erect, and with eyes looking level into ours, waking memories that bound us together as no other bond;—was not such manhood to be welcomed back into a Union so tested and assured? Instructions had been given; and when the head of each division column comes opposite our group, our bugle sounds the signal and instantly our whole line from right to left, regiment by regiment in succession, gives the soldier’s salutation, from the “order arms” to the old “carry”—the marching salute. Gordon at the head of the column, riding with heavy spirit and downcast face, catches the sound of shifting arms, looks up, and, taking the meaning, wheels superbly, making with himself and his horse one uplifted figure, with profound salutation as he drops the point of his sword to the boot toe; then facing to his own command, gives word for his successive brigades to pass us with the same position of the manual,—honor answering honor. On our part not a sound of trumpet more, nor roll of drum; not a cheer, nor word nor whisper of vain-glorying, nor motion of man standing again at the order, but an awed stillness rather, and breath-holding, as if it were the passing of the dead!”

The next day Robert E Lee addressed his soldiers for the last time. Lee’s final order to his loyal troops was published the day after the surrender. It was a gracious letter of thanks to men that had served their beloved commander well in the course of the three years since he assumed command of them outside Richmond in 1862.

After four years of arduous service marked by unsurpassed courage and fortitude, the Army of Northern Virginia has been compelled to yield to overwhelming numbers and resources.

I need not tell the survivors of so many hard fought battles, who have remained steadfast to the last, that I have consented to the result from no distrust of them.

But feeling that valour and devotion could accomplish nothing that could compensate for the loss that must have attended the continuance of the contest, I have determined to avoid the useless sacrifice of those whose past services have endeared them to their countrymen.

By the terms of the agreement, officers and men can return to their homes and remain until exchanged. You will take with you the satisfaction that proceeds from the consciousness of duty faithfully performed, and I earnestly pray that a merciful God will extend to you his blessing and protection.

With an unceasing admiration of your constancy and devotion to your Country, and a grateful remembrance of your kind and generous consideration for myself, I bid you an affectionate farewell. — R. E. Lee, General

The surrender was the beginning of the end. Other Confederate forces continued to resist for several weeks, but with the surrender of the Army of Northern Virginia led by the man that nearly all Southerners saw as the embodiment of their nation the war was effectively over.

Lee had fought hard and after the war was still under the charge of treason, but he understood the significance of defeat and the necessity of moving forward as one nation. In August 1865 Lee wrote to the trustees of Washington College of which he was now President:

“I think it is the duty of every citizen, in the present condition of the Country, to do all in his power to aid the restoration of peace and harmony… It is particularly incumbent upon those charged with the instruction of the young to set them an example of submission to authority.

It is a lesson that all of us in our terribly divided land need to learn regardless of or political affiliation or ideology. After he had signed the surrender document, Lee learned that Grant’s Aide-de-Camp Colonel Ely Parker, was a full-blooded Seneca Indian. He stared at Parker’s dark features and said: “It is good to have one real American here.”

Brigadier General Ely Parker, United States Army

Parker, a man whose people had known the brutality of the white man, a man who was not considered a citizen and would never gain the right to vote, replied, “Sir, we are all Americans.” That afternoon Parker would receive a commission as a Brevet Brigadier General of Volunteers, making him the first Native American to hold that rank in the United States Army. He would later be made a Brigadier General in the Regular Army.

I don’t know what Lee thought of that. His reaction is not recorded and he never wrote about it after the war, but it might have been in some way led to Lee’s letter to the trustees of Washington College. I think with our land so divided, ands that is time again that we learn the lessons so evidenced in the actions and words of Ely Parker, Ulysses Grant, Robert E. Lee and Joshua Chamberlain, for we are all Americans.

Sadly, I think that there is a portion of the population who will not heed these words and will continue to agitate for policies and laws similar to those that led to the Civil War, and which those the could not reconcile defeat instituted again during the Post-Reconstruction and Jim Crow eras.

But I still maintain hope that in spite of everything, that we can overcome.
