“We had Nothing to do but to Obey the Orders” Final Confederate Preparations for Pickett’s Charge

While James Longstreet was depressed and many Confederate commanders who had seen the carnage of attacking the entrenched Federal army on July 2nd doubted whether any assault could break the Federal line, Robert E. Lee held on to the hope that one more assault would carry the day. It had to, “the importance with which his whole strategy had invested in this battle and the stubbornness which had driven him on at Gaines’s Mill, Malvern Hill, and Antietam, impelled Lee to still try another major attack on July 3.” 1 His partial success on July 2nd also “persuaded Lee that with the proper coordination and support of artillery, it was still possible to assault and break through Meade’s front.” 2 Convinced that his men could conquer the Federal position, and encouraged by the small successes of the second day “the general plan of attack was unchanged.” 3

However the real problem was not breaking through the line, but “how to stay there and exploit the advantage once the enemy’s line was pierced.” 4 Lee’s tactical problem remained the same as it had on July 2nd, when the power of the rifled musket and massed artillery on the defense cut his assaulting troops to ribbons, even though they inflicted heavy casualties on the Federal army, especially Sickles’ badly exposed III Corps in the Wheat Field and the Peach Orchard. His problem was how to break the enemy’s line and then exploit the breakthrough in order to gain not only a victory, but destroy the Army of the Potomac as a fighting force in the process.

As we have already discussed, on the new battlefield of the Civil War where the killing power of entrenched troops on the defense had grown exponentially as compared to the Napoleonic era or even the Mexican War, of which Lee and so many commanders were veterans. As Russell Weigley noted that by the time an attacking force was able to breach a prepared defensive position, “almost invariably, by that time the attacker had lost so heavily, and his reserves were so distant, that he could not hold on against a counterattack by the defending army’s nearby reserves.” 5 And like his assaults at Gaines’s Mill, Malvern Hill and those at Gettysburg on July 2nd, the assault of July 3rd by the divisions of Pickett, Pettigrew and Trimble would meet a similar bloody repulse, only Lee refused to accept it. Colonel Porter Alexander, commanding Longstreet’s corps artillery noted that “even if the attack was “entirely successful, it can be only be at a very bloody cost” 6 while Brigadier General A.R. Wright, whose brigade had actually reached Cemetery Ridge on July 2nd told Alexander “The trouble is not going in there…the problem is to stay there after you get there.” 7

With a fresh army, or perhaps a number of fresh divisions, Lee’s plan might have had a chance to succeed. But Lee had already lost heavily on July 1st and 2nd and in the process shattered the divisions of Heth, Pender, Rodes, Johnson, Hood and McLaws and suffered serious casualties to the divisions of Early and Anderson. As far as infantry he had very little left, only Pickett’s short handed division which was missing two of its five brigades, with which to mount a frontal assault that would further decimate his army and render it incapable of further offensive operations, even if he drove Meade from his positions on Cemetery Hill and Cemetery Ridge.

But Robert E. Lee was not deterred, over the past year of action “Lee had developed extremely high expectations of his enlisted men” 8 He had seen them overcome adversity as well as defeat far larger forces, but this time the open terrain, the superiority of the Federal artillery, the excellent position that Meade’s army occupied and his own lack of fresh troops and scarcity of artillery ammunition, combined with poor staff work and bad organization would ensure that this assault would be more than they could handle. Unlike Longstreet, Lee was never in awe “of the formidable character of the Union position…and he felt sure his incomparable infantry if properly handled could take any height.” 9

But even Porter Alexander, like most in the Army, held Lee in such esteem that regardless of the situation they implicitly trusted his judgment. As the preparations were made in the morning initially “believed that it would come out right, because General Lee had planned it.” 10 As he weighed the matter more fully Alexander told Longstreet “if there is any alternative to this attack, it should be carefully considered before opening our fire, for it will take all the artillery ammunition we have left to test this one thoroughly, and if the result is unfavorable, we will have none left for another effort.” 11

Once again Lee’s lack of clarity and vagueness in his orders and the reluctance of a subordinate to carry them out hindered Lee’s plan. Lee and Longstreet “had not reached a clear understanding on the nature, extent, and direction of his offensive operations” 12 and somehow, in “the strange, undeclared conflict of wills that had begun thirty-six hours before, neither general was thinking clearly. As Longstreet would now do anything to avoid assuming responsibility for a full-scale attack, Lee would do anything to get him to move out.” 13

Pickett’s division had arrived at Marsh Creek was of Gettysburg after a long and tiring forced march from Chambersburg at about 4 p.m. on July 2nd. Lee informed Pickett that he would not be needed that day and to rest his troops, and for whatever reason they remained in that position until about 4 a.m on July 3rd. Neither Lee nor Longstreet ordered them up earlier, where they might have been in position for an earlier assault on the Federal center, an attack that might have been coordinated with Ewell’s attack on Culp’s Hill which went off about 4 a.m.

Some of the blame for this can be laid at the feet of Longstreet, who still determined to find a way to turn the Federal left flank had his staff planning throughout the night for a way to execute that attack, but Lee was remiss in not clearly communicating his intent to his subordinate, to include what he expected him to do as well as when and where he expected him to do it. These questions were not cleared up until after sunrise on July 3rd, when Lee reiterated his plans to Longstreet and A.P. Hill.

Lee decided to attack the Federal center, where Cemetery Ridge was less commanding than Cemetery Hill, or the Round Tops which had been so costly to attack on the first two days of battle. All of Pickett’s division arrived behind Seminary Ridge between 7 a.m. and 9 a.m. on the morning of July 3rd. There it joined the other units assigned to the attack by Lee. Those units, apart from Pickett all came from A.P. Hill’s Third Corps, Longstreet having convinced that the badly cut up divisions of Hood and McLaws remain in place on the south end of the battlefield to protect the flank. Longstreet was of the opinion, and gained Lee’s concurrence that if those units joined the assault that the flank would be exposed to the well dug in and reinforced Federal units on and around the Round Tops, as Longstreet explained, “To have rushed forward with my two divisions, then carrying bloody noses from their terrible conflict the day before, would have been madness.” 14

The decision to leave these two divisions in place resulted in a change of plan as to where the Confederate assault would be directed. Lee initially planned for Longstreet’s corps to continue its push in the south, from the positions they had taken near Little Round Top, Devil’s Den, the Peach Orchard and the Wheat Field. In that attack Hood’s division now lead by Evander Law, would be on the extreme right, McLaws division in the center attacking from the Wheat Field and Peach Orchard and Pickett on the left, supported by some of A.P. Hill’s Third Corps. However, with the change of plan Pickett’s division was now on the left of the attack, while Heth’s division, now commanded by Johnston Pettigrew would be in the center supported by Lane’s and Scales’ brigades of Dorsey Pender’s division, now commanded by Isaac Trimble, who had taken command only that morning. The selection of Heth’s division to join the attack now “provided a focal point for the attack, since it was roughly opposite the Federal center; then, too, there was a concealed position to the right of Heth’s line that offered room enough for Pickett’s men.” 15 This necessitated a change to the intended target of the attack, which Lee now identified as the “small clump of trees” visible in the center of the Federal position.

Lee discounted the terrain as a factor, thinking that the fences that criss-crossed the open field between the two opponents was of little concern. The open ground lent itself to the “massive attack on the scale that Lee visualized” but would “expose his men to a raking fire from enemy muskets and artillery.” 16 Lee hoped to reduce this danger with an overwhelming artillery barrage, but while Longstreet opposed the attack, and other Confederate commanders such as Armistead and Garnett realized the near hopelessness of the attack but maintained a silence, William Mahone, whose brigade was part of Anderson’s division and not assigned to the attack was mortified. Mahone begged Anderson to observe the battlefield and told him his honest opinion of the coming attack: “That no troops ever formed a line of battle that could cross the plain of fire to which the attacking force would be subjected, and…that I could not believe that General Lee would insist on such an assault after he had seen the ground.” 17 But Lee was determined and Anderson refused to confront Lee, saying “in substance, that we had nothing to do but to obey the orders.” 18

Mahone was right both about the ground and the fires that the attacking Confederates would encounter. While the fences along the Emmitsburg road in Pickett’s area were not much of a factor, they were on Pettigrew’s front. The Plum Run Valley which cut across the battlefield was a wide swale which “was truly a valley of death; Union artillery placed on Little Round Top could easily fire up its shallow groove as if it were a bowling alley, and Federal infantry could easily counterattack into it.” 19 In front of Pettigrew the ground formed “a natural glacis. In short, it naturally sloped at a steeper angle, forcing the attacker to literally walk up directly into the muzzles of the defending infantrymen.” 20 Whether Lee recognized it or not the ground itself offered major obstacles that the attacking Confederates would have to negotiate under heavy artillery and musket fire.

From a command, control and coordination aspect there was little to be commended in Lee’s plan. The artillery support, nominally to be conducted by all the Confederate artillery from all three corps was not well coordinated and lacked an overall commander, this ensured that the “corps artillery commanders acted independently, without a firm understanding of the crucial importance of their roles.” 21 Porter Alexander, who had the heaviest responsibility only had operational control of the batteries of First Corps and a few from Third Corps, the rest of the artillery battalions remained under their respective corps artillery commanders. Additionally, the senior artilleryman present, who had no command authority, Brigadier General William Pendleton moved batteries committed to Alexander and the infantry assault without telling him, and removed the artillery trains far to the rear where the ammunition needed to sustain an attack was out of reach when needed. Additionally the batteries of Third Corps did not conserve their limited ammunition and became involved in a long battle over the Bliss farmhouse between the lines, thus limiting their ability to take part in the attack. Likewise the guns of Second Corps, some of which could have had good enfilade fire on Cemetery Hill took little part in the action.

Of the three infantry divisions allotted to the attack, only one, Pickett’s actually belonged to the corps commander leading the attack, and the two divisions from Third Corps were badly cut up from the battle on July 1st and commanded by new commanders, neither who had commanded a division, and one of who, Trimble had never worked with or even met his subordinate commanders until that morning. Additionally, the two brigades assigned from Pender’s division were units that had been heavily engaged, there were two other brigades, those of Mahone and Posey from Anderson’s division, which “yet to see see serious action” and were “just as fresh as Pickett’s division, yet they were overlooked and not even assigned a supporting role.” 22

Despite his objections to it and the challenges posed by the attack, James Longstreet earnestly worked to make it succeed. Longstreet, Pickett and Pettigrew attempted to smooth out communications to “avoid mistakes and secure proper coordination between various units.” 23 However, despite his good intentions, Longstreet made a number of mistakes which could be best described as “lapses of thought.” He failed to “explain the details of the attack to all levels of command in all units…he failed to communicate effectively with anyone outside of First Corps, even though Third Corps troops would make up more than half of the attackers.” He left the artillery plan to Alexander and failed to develop a detailed plan that would determine if the artillery bombardment had weakened the Federals enough “to justify sending in the infantry.” He also did not appreciate the weakened condition of the attached Third Corps units and more importantly seemed to give little thought to the placement of Pickett’s troops in relationship to Pettigrew. This left a 400 yard gap between the Pickett and Pettigrew’s divisions, a gap that would cause problems during the attack, as it necessitated “a significant and difficult left oblique movement by the Virginians across the valley, under artillery fire.” 24

Despite Longstreet’s lapses the fact was that Lee reviewed the plans, and troops dispositions late in the morning. Lee had gone up and down the line inspecting it, but somehow he too “did not detect the hidden flaws in the deployment of his troops and the layout of its batteries.” 25 Likewise he seemed to continue the passive role that he had maintained throughout the battle. Alexander spelled this out in a private letter noting that “The arrangement of all the troops,… must have been apparent to Gen Lee when he was going about the lines between 11 & 12, & his not interfering with it stamps of his approval.” 26

About noon the approximately 13,000 troops in the attacking divisions continued to make their individual preparations for the attack. As they did this “a great stillness came down over the field and over the two armies on their ridges…the Confederates maintaining their mile wide formation along the wooded slope and in the swale, the heat was oppressive.” 27 Pickett wrote his young fiancee “the suffering and waiting are almost unbearable.” 28

“If the Enemy is There Tomorrow, We Must Attack Him” Lee’s Decision to Continue his Attack and Failure to Appreciate Changing Technology

One of the key issues that military leaders must face is how new and changing technology changes the shape of the battlefield and impacts operations at the tactical as well as the operational level. While some technological advances merely adjust how military organizations fight, others force military organizations to completely change the way they conduct war. Examples are found throughout history, but truly became more far reaching during the Civil War with their echoes redounding to the present day.

Those changes can include firepower, protection, mobility, communication and even the frontiers of war to what goes on underwater, in the air, in space and cyber-space. None of these advances are necessarily limited to how military professionals conduct war at any given time. In fact technological changes are often unwelcome by military professionals who have invested their professional lives and careers defending doctrinal traditions. Likewise those victimized by opponents who use new technology to their advantage sometimes accuse their opponents as being unfair, as if fairness counts in war.

The development of the rifled musket just prior to the Civil War and its widespread usage on the battlefield brought about change that most leaders were slow to appreciate, including Robert E. Lee. The fact was that the rifled musket changed war even when military tactics were still rooted in Napoleonic tactics, which were built around the weaponry commonly employed in 1800, the smoothbore flintlock musket, with an effect range of barely 100 yards and smoothbore artillery. The artillery, even when firing grapeshot and canister was superior in range, lethality and as a result dominated the offense. [1] Thus Napoleonic tactics emphasized the artillery as an assault weapon, placed in advance of the infantry, breaking up enemy formations and allowing the infantry to close with the enemy and finish him with the bayonet charge.

The advent of the rifled musket, use of percussion caps and the Minie’ ball bullet by necessity changed how war had to be fought. Rifles firing the Minie’ ball “had an effective range of at least 500 yards” [2] and the new weapons outranged both grapeshot and canister, putting artillerymen exposed to the long range rifle fire in more danger on the battlefield. Not only did they do this but they allowed the infantryman to increase his rate of fire.

Prior to this the limitations of the smoothbore flintlock musket necessitated that the infantry form in dense formations where their firepower could be concentrated. Dennis Hart Mahan was one of the first to recognize how this would change warfare and in 1847 advocated that close line and columns be “replaced by the regular infantry advancing in the loose order of skirmishers” and “take advantage of available cover and close by rushing within about 200 yards.” [3] Even so both armies, as well as their European counterparts were restrained by their continued adherence to “a body of tactical doctrine with long roots back to the 1790s,” the debate between the virtues of line and column formations. [4] The effectiveness of the new weapons was seen by American observers to the Crimean War and despite this both the Union and Confederate armies insisted on employing the old tactics in massed infantry attacks.

This was in part because many of the senior leaders had last experienced combat in the Mexican War, where both sides still used smoothbore muskets and in which frontal attacks and bayonet charges were used effectively. However, as Bruce Catton so well noted:

“the generals had been brought up wrong. The tradition they had learned was that of close order fighting in the open country, where men with bayonets bravely charged a line of men firing smoothbore muskets. That used to work well enough, because the range at which defenders could kill their assailants was very short….But the rifle came in and changed all of that. The range which charging men began to be killed was at least five times as great as it used to be, which meant about five times as many of the assailants were likely to be hit…A few men, like young Colonel Upton, sensed that new tactics were called for, but most could not quite get the idea.” [5]

Lee was one of them.

This new technology changed the battlefield, although many leaders were slow to appreciate who. “The artillery now had to fall back behind the infantry and became a support instead of an assault weapon.” [6] The new firepower available to the infantry “reduced artillery to the defense and forced cavalry to fight dismounted beside the infantry,” [7] something that had been show in its best form in John Buford’s defense of McPherson Ridge on the morning of July first. “The devastating increase in firepower doomed the open frontal assault and ushered in the entrenched battlefield.” [8]

Despite the plentiful evidence which showed that the defense now had the advantage, including his own experience at Malvern Hill and at Fredericksburg, Lee as well as his “right arm” Thomas “Stonewall” Jackson were firm believers in the offense. In their vision of battle, the the close assault of infantry and the bayonet retained its Napoleonic prominence, in 1861 Jackson enunciated his tactical philosophy: “my opinion is that there should not be much firing at all. My idea is that the best mode of fighting is to reserve your fire until the enemy get- or until you get them- to close quarters. The deliver one deadly, deliberate fire- and charge [with the bayonet].” [9] In fact the more time that Lee worked with Jackson the more he became an adherent of the offense, requiring “large scale battles and large casualties” [10] in order to bring about a climactic victory that would secure Southern independence.

At Gettysburg, Lee was “counting on the fighting spirit- the élan, as it is called in the French army- of his officers and men to win the day.” [11] The war in Mexico had not prepared Lee for the advent of the rifle and its effect on the battlefield and despite the tactical preference for the bayonet, the use of that weapon proved rare in combat. Heroes Von Borcke, a Prussian who served under the command of Stuart wrote the “accounts of bayonet fights are current after every general engagement, and are frequently embodied in subsequent ‘histories,’ so called; but as my experience goes, bayonet-fights rarely occur, and exist only in the imagination.” [12] Russell Weigley noted that “bayonet and saber wounds combined accounted for only 922 of some 250,000 wounded treated in Union hospitals during the war.” [13] But as late as 1862 Jackson just before Second Manassas “urged the Light Division under attack to hold their fire and use their bayonets” while “Lee’s penchant for frontal attacks when flanking and enveloping maneuvers failed to secure the results he hoped for…suggests slowness on the part of this otherwise astute and even brilliant commander to appreciate the power of the new weaponry.” [14] However, that being said, in defense of Lee, Jackson and so many commanders of the Civil War, despite the predictions of Mahan 15 years prior, “had no precedent to guide them, for all intents and purposes this was a new weapon.” [15] However, that was before the war began and bitter experience and massive casualties had demonstrated the power of the new weapons, especially when used by troops in strong defensive positions.

At about 5 p.m. on July 1st Lieutenant General James Longstreet reached the battlefield ahead of his corps, the closest division being still six miles away from the battle. He joined Lee on Seminary Ridge and commenced to survey the battlefield for a period of about ten minutes. While the scene before him gave the appearance of Confederate victory, Longstreet thought otherwise and believed that the Federal troop’s position on Cemetery Hill and Ridge “was a strong one.” [16] However, Lee despite his initial hesitancy to engage the Federal army was now certain that he could follow up the success of the day, and if the Union forces which he had driven back to the hill were still there the next morning “he had plenty of fresh troops to move in behind them and finish them off.” [17] Lee believed, even without any true idea of where the rest of the Federal Army was that he would be able to defeat it in detail as each Union corps arrived on the field. But Lee had misjudged Meade’s response and the movement of the Army of the Potomac to Gettysburg, and instead of a part of that army, almost all of it would be in place on ground of Meade and his commanders choosing.

The actions of Lee and his “Old Warhorse” on Seminary Ridge are part of much of the myth of Gettysburg, and the cause of endless debate between Lee’s supporters and Longstreet’s detractors. After Longstreet surveyed the ground he was pleased. The battlefield appeared to be set up for what he believed was a repetition of the Confederate victory at Fredericksburg, as he was under the assumption that Lee had promised to fight a defensive battle when contact was made. [18]

However, Longstreet was not aware of Lee’s though process on the march up. Lee had discussed the matter with Isaac Trimble on June 27th, before he discovered that Hooker had been relieved and was across the Potomac. Trimble recalled Lee’s words:

“Our army is in good spirits, not overly fatigued, and can be concentrated on any point in twenty-four hours or less….They will come up, probably through Frederick; broken down with hunger and hard marching, strung out on a long line and march demoralized, when they come into Pennsylvania. I shall throw an overwhelming force on their advance, crush it, follow up the success, drive on corps back and another, and by successive repulses and surprises before they can concentrate; create a panic and virtually destroy the army.” [19]

Trimble’s account of Lee’s state of mind is consistent with how Lee had conducted his operations over the previous year, Lee’s watchword in nearly every encounter with Union forces was “we must destroy this army” and the “aim of his maneuvers was always the battle of annihilation.” [20]

The only record of the conversation between the two men is that of Longstreet, written in his memoirs after years of being blamed by Lee’s supporters for the loss at Gettysburg. Without that knowledge and still under the impression, or “delusion” as Clifford Dowdey wrote, [21] that Lee had accepted his idea of fighting defensive battles in Pennsylvania. He “said that “he didn’t like the look of things, and he urged quite vehemently that the Confederates avoid any attack on the union position at Gettysburg.” [22] Longstreet commented: to Lee: “We could not call the enemy to position better suited to our plans. All we do is have do is to file around his left and secure good ground between him and his capital.” [23] Thus Longstreet was stunned by Lee’s impatience with the suggestion noting that Lee said “If he is there tomorrow I will attack him.” [24] Longstreet and Lee debated the matter for a while and Longstreet replied to Lee’s comment: “If he is there, it will be because he is anxious that we would attack him- a good reason, in my judgment, for not doing so.” [25]

That conversation has ignited a debate that continues today, but both Lee and Longstreet had sound arguments to support their positions, but both were hamstrung by the absolute lack of intelligence as to where the rest of the Federal army was and Meade’s intentions. Longstreet’s strategic and tactical concepts regarding employing the tactical defensive in the offense “grew out of an appreciation of the advantages Civil War military technology gave to the side having strong defensive positions.” [26] But the course of action that he suggested to Lee was vague and impractical, he did not specify at any time whether he meant a strategic sweeping move to the south or a shorter tactical move around the Round Tops, and “Lee rightly dismissed it at the time. Without Stuart’s cavalry he could not agree to a movement into the unknown.” [27]

Those that believe that if only Longstreet’s advice to move around the enemy was followed that the Confederates would have won a victory are mistaken. One of the key errors that many military history buffs make is that they assume that if one strategy failed and another had been suggested that the neglected course of action would have brought about victory. This is the case with those who assume that if only had lee followed Longstreet’s advice he would have won the battle. That neglects the understanding that the enemy too has a say in one’s plan. Several other factors have to be considered in this. First Meade had already prepared at strong position at Pipe Creek on the Maryland Pennsylvania border, this position was actually a stronger defensive position than Gettysburg. Likewise it neglects to account for the fact that any such maneuver would have exposed Lee’s army’s flank as it was strung out on the march in front of a now concentrated Federal army, and it ignores the logistics of the move deep in enemy territory without knowledge of the enemy’s positions. Additionally and possibly more important neither Lee nor Longstreet “had no idea where this “magic” good ground could be found, and no way to look for it until Stuart arrived with the cavalry.” [28]

But while rejecting Longstreet’s advice to move around the enemy what other choices did Robert E. Lee have on the evening of July 1st 1863? Lee obviously and with good reason rejected maneuver as a possibility, but there were other options, as Porter Alexander and others have noted. Freeman and others have discussed the concern that Lee had with forage, and his fear that if he remained in place that with supplies low that “the Federals could easily block the mountain passes and limit the area in which the Southern army could forage.” [29] But this need did “not require his renewal of the battle on July 1 any more than days following….” [30] Alexander noted that it was possible “for the Confederates to have abandoned Seminary Ridge on the night of July 1 or on July 2: “The onus of the attack was on Meade….we could have fallen back on Cashtown & held the mountain passes… & popular sentiment would have forced Meade to take the aggressive.” [31]

It seems that Lee’s decision to attack on July 2nd was mistaken, despite his appraisal that “A battle had, became in a measure unavoidable, and that the success already gained gave hope of a favorable issue.” [32] But Lee’s assertion is very much a matter of his framing life and actions in the context a nearly fatalistic understanding of Divine Providence and God’s will, it was not in accordance with the facts on the ground. Lee remarked “as soon as I order my army into battle, I leave my army in the hands of God…” [33] Porter Alexander later wrote “Not fully appreciating the strength of the enemy’s position, and mislead by the hope that a large fraction of the Federal Army was out of reach, Lee had determined to strike….” [34]

Lee elected to attack again, and even when he had the knowledge that most of the Federal army had come up he continued with his attack, committing his troops to fight an enemy who had strong defensive positions, high ground and interior lines from which they could shift troops and artillery to endangered sectors. Lee had taken heavy casualties on July 1st, three of the four divisions committed had been severely blooded and two division commanders wounded and he still did not have his entire army in position. As night settled on July 1st the only decision Lee had not made was where to make his attack.

Lee’s decision to attack, even when knowing the full Federal army was on the field was an exercise of both bad strategy, hubris and the refusal to acknowledge how the battlefield had changed with the advent of the rifled musket. It showed that even a great commander and a man associated with military genius was not infallible, despite the myth of the Lost Cause and its icon, General Robert E. Lee.

The Importance of Citizen Soldiers: Strong Vincent and Joshua Chamberlain at Little Round Top and American Military Sociology

“As soldier and citizen, today’s armed forces officer is a champion of both the nation’s defense and the principles upon which the nation was founded. Taking an oath to support and defend the Constitution means swearing to uphold the core values that define the essence of American citizenship; the armed forces officer is first and foremost a citizen who has embraced the ideals of the nation—only then can he or she defend those principles with true conviction.” [1]

While the professional Gouverneur Warren through himself into the battle to save Little Round Top, as did many others the story of the battle dictates that we must discuss the actions of two “citizen soldiers” without whom the battle may have been lost, Colonel Strong Vincent and Colonel Joshua Chamberlain. Both are depicted and immortalized in the film Gettysburg which is based on Michael Shaara’s Pulitzer Prize winning novel The Killer Angels. As such their actions are known more than many others that are covered in this account of the Battle of Gettysburg.

Within the U.S. Army the example of Chamberlain at the Battle of Little Round Top has occupied a prominent place in Army leadership manuals including FM 22-100 and its successor FM 6-22, however, that being said even those that learn about Chamberlain from this seldom delve deeper into his character, development as a leader and significance, at Little Round Top, Appomattox and after the war, likewise the examples of both Warren and Vincent which are key to Chamberlain and his regiment even being on the hill are ignored in that publication.

It is important to discuss Vincent and Chamberlain for more than their direct contributions to the battle. Those are widely known and in a sense have become part of the myth that is our understanding of Gettysburg. While discussing those actions it is also necessary to put them into context with the character of both men, the cause that they fought. Likewise it is important to address in this age of the professional all volunteer force the importance of Citizen Soldiers in any kind of democracy or representative republic, a sociological question that military professionals as well as our elected officials and citizenry would do well to revisit.

This is particularly important now as various elected leaders, think tanks, defense contractors and lobbyists are all questioning the economic “liabilities” of the All-Volunteer force as well as the disconnect between the broader military and society at large. This means that there will be efforts to determine how the military will be manned, trained and employed, and if military leaders are ignorant of our history, the vital connection between the military and the citizenry and the contributions of Citizen Soldiers then we will be caught flat footed and unprepared in the coming debates. If that happens those decisions could be made by “bean counters” with little appreciation for what military professionalism and readiness entails, as well as think tanks and lobbyists for the defense industry who have their own motivations for what they do, often more related to their profits, power and influence than national security.

The armies that fought the Civil War for the most part were composed of volunteers who of a myriad of reasons went off to fight that war. Gouverneur Warren is a character whose life and career before and after the Civil War was much more like currently serving regular officers and to some extent the much more professional and hardened by war officer corps of the Reserve Components of each of our Armed Services, in particular the much active and deployed Army National Guard and Army Reserve. The reserve components still do reflect much of the Citizen Soldier tradition but that being said between deployments, other activations and required schooling, those assets are much more on par with their active counterparts than they ever have been in our history.

“American defense policy has traditionally been built upon pluralistic military institutions, most notably a mix force of professionals and citizen soldiers.” [2] Warren represented what until the beginning of the Cold War was the smaller pillar of that pluralistic institution that of the long term professional while Vincent and Chamberlain represented the volunteer citizen soldier who enlisted to meet the crisis.

Until World War II and the advent of the Cold War these dual pillars existed side by side. Following the Second World War along with the small-wars that went along as part of it the world changed, and the wars that occurred, such as Korea and Vietnam “occurred on a scale too small to elicit a sustained, full-fledged national commitment, yet too large for a prewar-style regular army to handle.” [3] Because of this “military requirements thus became a fundamental ingredient of foreign policy, and military men and institutions acquired authority and influence far surpassing that ever previously possessed by military professionals on the American scene.” [4] General Tony Zinni noted that the foreign policy results of this transformation have resulted in the United States becoming “an empire” [5] something that no American living in 1863 could have ever contemplated.

This was part of a revolution in military affairs far more important than the application of technology which brought it about, the Atomic Bomb; it was a revolution in national strategy which fundamentally changed American thinking regarding the use of the military instrument in relationship to diplomacy, and the relationship of the military to society at large. Russell Weigley noted: “To shift the American definition of strategy from the use of combats for the object of wars to the use of military force for the deterrence of war, albeit while still serving the national interests in an active manner, amounted to a revolution in the history of American military policy….” [6]

The policy worked reasonably well until Vietnam and the inequities of the system showed its liabilities and brought about a change from politicians. Lieutenant General Hal Moore wrote of the Vietnam era: “The class of 1965 came out of the old America, a nation that disappeared forever in the smoke that billowed off the jungle battlegrounds where we fought and bled. The country that sent us off to war was not there to welcome us home. It no longer existed.” [7]

The debacle of Vietnam and the societal tidal wave that followed brought about the end of the selective service system, by which the large army needed to fight wars was connected to the society at large and the creation of the All-Volunteer force by President Nixon in 1974. The ethos that every citizen was a soldier was destroyed by Vietnam and even men like General William Westmoreland who warned that “absent “the continuous movement of citizens in and out of the service,…the army could “become a danger to our society-a danger that our forefathers so carefully tried to preclude.” [8]

This cultural shift is something that none of the professional officers of the small ante-bellum army like Warren would have ever imagined much less men like Vincent or Chamberlain who were true citizen-soldiers. Thus for currently serving officers it is important to recognize this key change as it applies to American military strategy as well as the place the military occupies in our society. This makes it important to our study as we examine the actions of Vincent and Chamberlain outside of myth and legend and see the implications that they can have not only on the battlefield but in our relationship to the American citizenry and society. It is to put in in classic terms a return to understanding the relationship between the military and the people so powerfully enunciate in Clausewitz’s Trinity.

While Warren represents the Strong Vincent and Joshua Chamberlain represented that important part of our military tradition that really, except in the case of young men and women that volunteer to serve and leave the military after their obligated service really no longer exists. We no longer have a system that allows, nor do we actively encourage men like Vincent and Chamberlain to leave lucrative civilian employment or academia to serve alongside the professionals in positions of responsibility leading regiments or brigades or serving as senior staff officers unless they are already part of the military in our reserve components.

Colonel Strong Vincent was a 26 year old Harvard graduate and lawyer from Erie Pennsylvania. Vincent enlisted and then was appointed as a 1st Lieutenant and Adjutant of the Erie Regiment because of his academic and administrative acumen. He married his wife Elizabeth the same day. Vincent like many young northerners believed in the cause of the Union undivided, and he wrote his wife shortly after after the regiment went to war on the Peninsula:

“Surely the right will prevail. If I live we will rejoice in our country’s success. If I fall, remember you have given your husband to the most righteous cause that ever widowed a woman.”[9]

Vincent was commissioned as a Lieutenant Colonel in the 83rd Pennsylvania September 14th 1861. The young officer learned his trade well and was considered a “strict disciplinarian and master of drill.” [10] That being said one enlisted man remarked that “no officer in the army was more thoughtful and considerate of  the health and comfort of his men.” He assumed command of the regiment when the commander was killed during the Seven Days in June of 1862 where he learned lessons that he would help impart to his fellow officers as well as subordinates, including Chamberlain. Following a bout with a combination of Malaria and Typhoid that almost killed him, he took command of the regiment. He commanded the regiment at Fredericksburg and was promoted to command the 3rd Brigade when its commander was killed at Chancellorsville in May 1863. Vincent was offered the chance to serve as the Judge Advocate General of the Army of the Potomac in the spring of 1863 after spending three months on court-martial duty. But refused the offer in order to remain in the fight commanding troops. [11]

Unlike most other brigade commanders, Vincent was still a Colonel, and he, like many others would in his place hoped that going into action to save Sickles’ command “will either bring me my stars, or finish my career as a soldier.” [12] On July first, Vincent, a native Pennsylvanian came to Hanover and learning that battle had been joined, ordered “the pipes and drums of the 83rd Pennsylvania to play his brigade through the town and ordered the regiments to uncover their flags again….” [13] As the brigade marched through the town Vincent “reverently bared his head” and announced to his adjutant, “What death more glorious can any man desire than to die on the soil of old Pennsylvania fighting for that flag?” [14]

Vincent was known for his personal courage and a soldier of the 83rd Pennsylvania observed “Vincent had a particular penchant for being in the lead….Whenever or wherever his brigade might be in a position to get ahead…, he was sure to be ahead.” [15] That courage and acumen to be in the right place at the right time was in evidence when he led his brigade into battle on July second.

On July 2nd Barnes’ division of V Corps, which Vincent’s brigade was a part was being deployed to the threat posed by the Confederate attack of McLaws’ division on the Peach Orchard and the Wheat Field to reinforce Sickles’ III Corps. While that division marched toward the Peach Orchard, Vincent’s 3rd Brigade was the trail unit. When Gouverneur Warren’s aide, Lieutenant Randall Mackenzie [16] came toward the unit in search of Barnes he came across Vincent and his brigade near the George Weikert house on Cemetery Ridge awaiting further orders. [17] Vincent intercepted him and demanded what his orders were. Upon being told that Sykes’ orders to Barnes were to “send one of his brigades to occupy that hill yonder,” [18] Vincent, defied normal protocol assuming that Barnes was drunk [19] told Mackenzie “I will take responsibility of taking my brigade there.” [20]

It was a fortunate thing for the Union that he did. His quick action to get his brigade, clear orders to his subordinate commanders and skilled analysis of the ground were a decisive factor in the Union forces holding Little Round Top. He ordered Colonel James C. Rice of the 44th New York to lead the brigade up to the hill while he and his aide went forward to scout positions as the brigade moved forward at the double quick “across the field to the road leading up the north shoulder of the hill” with Chamberlain’s 20th Maine in the lead. [21] Looking at the ground which had the valley and Devil’s Den, occupied by the end of Sickles’ line, he chose a position along a spur of the hill running from the northwest to the southeast to place his regiments where they could intercept the Confederate troops of Hood’s division which he could see advancing toward the hill.

The 16th Michigan, his smallest regiment was placed on the right of the brigade. That section of the line was located on massive boulders that placed it high above the valley below, making it nearly impregnable to frontal attack. He deployed the 83rd Pennsylvania and 44th New York, known as Butterfield’s Twins to their left at the request of Rice who told him “In every battle that we have engaged the Eighty-third and Forty-fourth have fought side by side. I wish that it might be so today.” [22] Those units were deployed below the crest among the large number of boulders; the 83rd was about two-thirds of the way down the way down the slope where it joined the right of the 44th, whose line angled back up the slope to the southeast.

Vincent deployed the 20th Maine on his extreme left of his line, and in fact the extreme end of the Union line. Vincent knew that if this flank was turned and Chamberlain overrun that it would imperil the entire Union position. Vincent came up to Chamberlain who remembered that Vincent said “in an awed, faraway voice. “I place you here….This is the left of the Union line. You understand. You are to hold this ground at all costs.” [23]

Colonel Joshua Chamberlain was another one of the citizen soldiers whose performance and leadership on Little Round Top saved the Union line that hot July evening. A graduate of Bowdoin College and Bangor Theological Seminary, Chamberlain was fluent in nine languages other than English. He was Professor of Rhetoric at Bowdoin before seeking an appointment in a Maine Regiment without consulting either the college or his family. He was offered command of the 20th Maine but asked to be appointed as a Lieutenant Colonel which he was in August 1862. He fought at Fredericksburg and was named commander of the regiment when Colonel Adelbert Ames, his commander was promoted following Chancellorsville.

Like Vincent, Chamberlain was also a quick student and rapidly adapted to being a soldier, officer and commander of troops in combat. On receiving his orders Chamberlain deployed his small regiment halfway down the southern slope facing the small valley between Little and Big Round Top. As a result of his experience in battle and the tenacity of the Confederate army he became an advocate of the tactics that William Tecumseh Sherman would later employ during his march to the sea in 1864. He wrote his wife before Chancellorsville:

“We must fight them more vindictively, or we shall be foiled at every step.  We must desolate the country as we pass through it, and not leave a trace of a doubtful friend or foe behind us; make them believe that we are in earnest, terribly in earnest; that to break this band in twain is monstrous and impossible; that the life of every man, yea, of every weak woman or child in the entire South, is of no value whatever compared with the integrity of the Union.”

Since Chamberlain’s account is so important I will forgo a discussion of his tactics and instead quote the sections of his after action report that explains his actions. Chamberlain wrote:

“On reaching the field at about 4 p.m. July 2d, Col. Vincent commanding the Brigade, placing me on the left of the Brigade and consequently on the extreme left of our entire line of battle, instructed me that the enemy were expected shortly to make a desperate attempt to turn our left flank, and that the position assigned to me must be held at every hazard.

I established my line on the crest of a small spur of a rocky and wooded hill, and sent out at once a company of skirmishers on my left to guard against surprise on that unprotected flank.

These dispositions were scarcely made when the attack commenced, and the right of the Regt. found itself at once hotly engaged. Almost at the same moment, from a high rock which gave me a full view of the enemy, I perceived a heavy force in rear of their principal line, moving rapidly but stealthily toward our left, with the intention, as I judged, of gaining our rear unperceived. Without betraying our peril to any but one or two officers, I had the right wing move by the left flank, taking intervals of a pace or two, according to the shelter afforded by rocks or trees, extending so as to cover the whole front then engaged; and at the same time moved the left wing to the left and rear, making a large angle at the color, which was now brought to the front where our left had first rested.

This hazardous maneuvre was so admirably executed by my men that our fire was not materially slackened in front, and the enemy gained no advantage there, while the left wing in the meantime had formed a solid and steady line in a direction to meet the expected assault. We were not a moment too soon; for the enemy having gained their desired point of attack came to a front, and rushed forward with an impetuosity which showed their sanguine expectations.

Their astonishment however was evident, when emerging from their cover, they met instead of an unsuspecting flank, a firm and ready front. A strong fire opened at once from both sides, and with great effect, the enemy still advancing until they came within ten paces of our line, where our steady and telling volleys brought them to a stand. From that moment began a struggle fierce and bloody beyond any that I have witnessed, and which lasted in all its fury, a full hour. The two lines met, and broke and mingled in the shock. At times I saw around me more of the enemy than of my own men. The edge of conflict swayed to and fro -now one and now the other party holding the contested ground. Three times our line was forced back, but only to rally and repulse the enemy. As often as the enemy’s line was broken and routed, a new line was unmasked, which advanced with fresh vigor. Our “sixty rounds” were rapidly reduced; I sent several messengers to the rear for ammunition, and also for reinforcements. In the mean time we seized the opportunity of a momentary lull to gather ammunition and more serviceable arms, from the dead and dying on the field. With these we met the enemy’s last and fiercest assault. Their own rifles and their own bullets were turned against them. In the midst of this struggle, our ammunition utterly failed. The enemy were close upon us with a fresh line, pouring on us a terrible fire. Half the left wing already lay on the field. Although I had brought two companies from the right to its support, it was now scarcely more than a skirmish line. The heroic energy of my officers could avail no more. Our gallant line withered and shrunk before the fire it could not repel. It was too evident that we could maintain the defensive no longer. As a last desperate resort, I ordered a charge. The word “fix bayonets” flew from man to man. The click of the steel seemed to give new zeal to all. The men dashed forward with a shout. The two wings came into one line again, and extending to the left, and at the same time wheeling to the right, the whole Regiment described nearly a half circle, the left passing over the space of half a mile, while the right kept within the support of the 83d Penna. thus leaving no chance of escape to the enemy except to climb the steep side of the mountain or to pass by the whole front of the 83d Penna. The enemy’s first line scarcely tried to run-they stood amazed, threw down their loaded arms and surrendered in whole companies. Those in their rear had more time and gave us more trouble. My skirmishing company threw itself upon the enemy’s flank behind a stone wall, and their effective fire added to the enemy’s confusion. In this charge we captured three hundred and sixty eight prisoners, many of them officers, and took three hundred stand of arms. The prisoners were from four different regiments, and admitted that they had attacked with a Brigade.” [24]

Colonel William Oates of the 15th Alabama would give Chamberlain and his regiment the credit for stopping his attack. Oates wrote: “There have never been harder fighters than the Twentieth Maine and their gallant Colonel. His skill and persistency and the great bravery of his men saved Little Round Top and the Army of the Potomac from defeat.” [25]

As with any firsthand account, aspects of Chamberlain’s accounts are contested by others at the scene. Oates notes that he ordered the retreat and that there were not as many prisoners taken, one of Chamberlain’s company commanders disputes the account of the order of the bayonet charge however the fact is that Chamberlain who was outnumbered nearly two to one by the 15th and 47th Alabama regiments “offset this superiority with strength of position, iron determination and better tactics.” [26] Also a factor was the fatigue of the Confederates, these regiments and their parent unit, Law’s brigade of Hood’s division had conducted a grueling 28 mile march to get to the battlefield and were exhausted by the time that they arrived.

Vincent was mortally wounded while leading the defense of the hill. While he was standing on a large boulder with a riding crop ordering the men of the 16th Michigan who were beginning to waiver he cried out “Don’t yield an inch now men or all is lost,[27]he was struck by a bullet which hit him in the groin. As he was being carried from the field to the hospital where he died on July 7th, “This is the fourth or fifth time they have shot at me…and they have hit me at last.” [28]

As Vincent lay dying he was visited by many comrades, visited by Sykes and Barnes he told them “I presume… I have dune my last fighting.” Meade recommended Vincent for posthumous promotion to Brigadier General, but the request was lost.

Two months after his death his wife gave birth to a baby girl. The baby would not live a year and was buried next to him. One wonders what heights of leadership the young colonel might have achieved had he not died at Gettysburg. He was a man who understood the nature of total war, an excellent leader and skilled tactician.

Chamberlain survived the war to great acclaim being wounded three times and receiving the surrender of the Army of Northern Virginia at Appomattox on April 9th 1865.

The examples of these two citizen soldiers demonstrate the importance of this legacy, which is still to some extent carried on by the reserve components of the United States military service. That being said, in the coming years military professionals will have to engage lawmakers and the bureaucracy of the Pentagon as the shape of the future military, especially the land components is debated and decided upon by politicians. Thus, it is of the utmost importance of revisiting the tradition of the citizen soldier and how it can be renewed in the coming years.

Chamberlain’s words about the men that he served alongside like his commanding officer, Strong Vincent are a fitting way to close.

“It is something great and greatening to cherish an ideal; to act in the light of truth that is far-away and far above; to set aside the near advantage, the momentary pleasure; the snatching of seeming good to self; and to act for remoter ends, for higher good, and for interests other than our own.” [29]

The First Modern War: The American Civil War, its Lessons and Challenges for Today’s Military Planners

Note: This article is one that I am preparing for my Gettysburg Staff Ride in early March. It is more academic and theoretical in its emphasis being directed at those who will be involved in the planning of joint operations at the operational level of war.

Pickett’s Charge Showcased the Futility of Napoleonic Tactics Against Modern Weaponry

The American Civil War was the first modern war. It was a watershed time which introduced changes in tactics, logistics, communications and the concept of total war to the world. Though it did not change the essential nature of war, which Clausewitz says is “is an act of violence to compel our opponent to fulfil our will.”  What the war did was add new dimensions to war, increased its lethality and for the first time since the 30 Years’ War saw opponents take war to civilian populations as part of a military campaign.

The Civil War was a precursor to the wars that followed. However, like all wars many of its lessons were forgotten by military professionals in the United States as well as in Europe. Thus 50 years later during World War One, British, French, German, Austrian and Russian wasted vast amounts of manpower and destroyed the flower of a generation because they did not heed the lessons of the Civil War.

The lessons of the war are still relevant today. Despite vast advances in weaponry, technology and the distances with which force can be applied by opponents, war remains an act of violence to compel an enemy to fulfill our will. War according to Clausewitz is a “chameleon” which changes its nature to some degree in each particular case, but it is always characterized by the violence of its elements, the province of chance and its subordination to the political objective.

The study of the Civil War can be helpful to the joint planner and commander because it so wonderfully shows the interplay of Clausewitz’s Trinity during an era of great technological change. It is my intent to introduce the reader to the manner in which the military theory and doctrine that dominated American military thought before was applied and changed as a result of the experience gained during the war.

Dennis Hart Mahan’s Book: The First American Book on Military Theory

The professional American army officers on both sides were educated at West Point, VMI or the Citadel. In these institutions they were taught Henri Jomini’s interpretation of Napoleonic warfare and the theories of Dennis Hart Mahan and Henry Halleck.

The war exposed the serious weaknesses in all of these theories which were challenged by advances in weaponry and the vastness of the American continent.  During the war both Union and Confederate armies learned to value field fortifications and the limitations of the artillery of the day during offensive operations.

Logistics influenced campaigning on the American continent much more than previous European wars.  An example can be found in Lee’s Gettysburg Campaign where he had to travel far from his railheads and bases of supply, meaning that he had to live off the land in enemy territory. The concept of total war found its first application in the campaigns of General William Tecumseh Sherman and Robert E. Lee’s use of defensive maneuver and fortifications in positional warfare heralded a new era in warfare.

These factors influenced and affected the Union and Confederate armies as they campaigned. Likewise, the advances weaponry particularly the rifled musket, posed a conundrum for officers educated in the Napoleonic tactics that both armies began the war. Those tactics were developed at a time when the maximum effective range of muskets was barely 100 meters. Yet by 1860 the rifled muskets had an effective range of about 400 meters, and the advent of the repeating rifle increased the firepower available to individual soldiers.  Yet despite the increase in range and accuracy that came with the rifled musket tactics were slow to change.

Ante-bellum US Army leadership was most influenced by the theories of Henri Jomini, Clausewitz had yet to make his appearance in America. Dennis Hart Mahan, a professor at West Point challenged Jominian orthodoxy and modified the current orthodoxy by rejecting its central tenants-primarily offensive assault tactics.”[i] Thus there was a tension in American military thought between the followers of Jomini and Mahan. Conservative Jominian thinking predominated much of the Army, and within the army “Mahan’s decrees failed to win universal applause.”[ii]

However, Mahan did influence many future leaders of both the Union and Confederate armies who participated in his “Napoleon Club,” a military round table at West Point. [iii] Mahan’s greatest contributions were his development of the active defense and emphasis on victory through maneuver. Mahan’s thought contrasted with that of Jomini who thought maneuver was risky and believed that purpose of war was the “defeat of the enemy’s army.” As we look the Gettysburg campaign it is important to note how much Lee was affected by the thought of Jomini as he attempted to defeat the Army of the Potomac, while ignoring the advice of Longstreet to use maneuver and active defense too his advantage.

Mahan emphasized the use of “maneuver to occupy the enemy’s territory or strategic points.” [iv] Edward Hagerman wrestles with the disjointed developments in infantry, artillery and cavalry tactics of the ante-bellum Army in his book The American Civil War and the Origins of Modern Warfare.  Hagerman surmised that “Military thinking, and even more strategic organization, remained essentially within the Napoleonic tradition filtered through an eighteenth-century world view….” He asserted that “A broader vision was necessary to pose an alternative to the mechanistic program.”[v]

The leaders who organized the vast armies that fought during the war were influenced more than military factors. Social, political, economic, scientific and even religious factors influenced their conduct of the war. Commanders educated at West Point who had previously commanded small units were faced with the task of organizing, training and employing large armies made up primarily of militia units and volunteers. Most had little experience commanding such units and their experience with militia and volunteer formations during the Mexican War did not increase their appreciation for them or their leaders.

Both armies were changed by the war. Initially both sides sought to fight the war with volunteers. The South began a draft first followed by the Union in 1863. At the beginning of the war General George McClellan successful fought the break-up of the Regular Army. He helped keep it separate from the militia units organized by the States. This preserved a professional core in a time where the new volunteer units were learning their craft. The Confederacy did not have a Regular Army and all of its units were raised by the States and officered by a collection of professionals from the Ante-bellum Army, militia officers, political appointees or anyone with enough money to raise a unit. The draft laws created much consternation in both the Union and Confederate States and the efforts to enforce the draft were filled with controversy and sometimes violence as was evidenced during the New York Draft Riots of 1863 where Union Soldiers, recently victorious at Gettysburg were employed to end the rioting and violence.

The Integration of Sea and Land Logistics Systems in the Civil War Revolutionized the Way that Modern War is Supplied

The Ante-bellum Army developed its logistic doctrine from Napoleonic examples. That doctrine had to be modified in light of the American reality of a less developed continent with far greater distances involved in the movement of troops. During the war, both armies learned to adapt their logistical support services to the reality of war.

Where possible each side used railroads and maritime forces to move troops and supplies. The Confederacy, lacking in both was at a severe disadvantage. The Union however enjoyed a great advantage in modern rail networks, as well as ocean and river based maritime power. By late 1863 the Army of the Potomac, as well as forces in the West demonstrated “the close integration of operational planning and that of the general in chief and supply bureaus. In this one area, the development of a mature and modern staff was evident.”[vi]

In both armies commanders and their logisticians experimented with the number of wagons per regiment and how army commanders, modified that number at various points during the war based on their situation. Both armies experimented with the use of the “flying column” as a response to the dependency on wagons. The basic load of food and ammunition carried by each soldier in order to increase strategic maneuverability was adjusted to meet the operational need. Both armies often had to live off the land. The success and failure of forage operations and the requirements for people and animals in each theater of operations had a large impact on each army.

The size of the armies and the distances involved on the battlefield made command and control difficult.  As such communications became more important and each army experimented with new signals organizations that used both old and new communication technologies. At the beginning of the war both sides made extensive use of visual signals and couriers, but rapidly began to rely on the telegraph for rapid communications.

The organizational tension was particularly evident in the rivalry between the U.S. Army Signal Corps and the Military Telegraph Service.  The Signal Corps focused on wireless communications. It preferred the Beardslee wireless telegraphs which had the limitations of such early wireless technology. The Army command favored the traditional wire bound networks operated by the Military Telegraph due to better reliability and security. Though the Army rejected the Beardslee equipment some commanders requested it for their operations. [vii] As each Army became more dependent on the telegraph, each feared that their signals could be compromised through wiretapping and made efforts to encode their transmissions.

The evolution of how Union and Confederate armies used field fortifications is an interesting topic. McClellan made extensive use of them on the Peninsula in 1861 and Lee made sporadic use of them [viii] until 1864.  Lee made much more use of field fortifications during the Wilderness campaign, the battles around Richmond culminating in the defense of Petersburg.  The developments in field works and firepower gave the advantage to the defense. This was especially the case when opposing armies made the frontal attacks which were at the heart of Jominian offensive tactics.  Early in the war commanders including Grant at Shiloh and Lee at Antietam failed to dig in, but over time both the Union and Confederate armies learned to dig hasty field works as a matter of course.[ix]

Both sides also learned to use maneuver in combination with positional warfare to force the enemy to battle. Hagerman examines the campaigns in the West of Grant, Sherman and Rosencrans, particularly Stone’s River, the Vicksburg Campaign, and the campaign in middle Tennessee.[x] The last two chapters of Hagerman’s book detail these issues in the context of the 1864-65 campaign around Richmond and Sherman’s campaigns in Georgia and the Carolinas. Of particular note is how Sherman’s forces routinely entrenched on the offensive [xi] and how Confederate forces under Joseph Johnston employed entrenchments on the defensive.

Surprisingly, it was Confederate Cavalry commander Joe Wheeler toward the end of the war made use of entrenchments, something not seen before by an arm traditionally known fro maneuver. Hagerman noted that Confederate Cavalry “perhaps best displayed the growing intensity of trench warfare” [xii] by the latter part of the war.

The Corps of Engineers in both armies adapted to the war. Prior to the war the Corps of Engineers was primarily responsible for building coastal fortifications and outposts in the west.  Both sides had to develop Engineer or Pioneer units from scratch in 1861.By the middle of the war organized units of Pioneers and Engineers were enhancing both offensive and defensive operations.

The Corps of Engineers initially had a difficult time adapting to war. The dispersion of the Corps among the line and its civil duties were impediments to responding to the needs of war.  There was a hesitancy and resistance to creating engineering units by Congress, despite the pleas of McClellan and Lincoln for specialized engineering units.[xiii] When they were established it was ironic how the newly organized engineer units had few very few West Point trained Corps of Engineers officers. Most Union Engineer Units were primarily staffed and commanded by officers detailed from the line or who had come from civilian life. The effect was a “decline in the antebellum definition of professionalism embodied in the Corps of Engineers” [xiv] which prior to the war were considered the elite branch of the Army.

Strategy and operational level adapted to the new reality of war. Attrition and exhaustion became as important in relation to both positional and maneuver warfare. In 1864 in the East the “ascendancy of positional warfare” allowed Lee to hold out and force Grant into winter quarters at Petersburg.[xv] This demonstrated that “an army fighting on interior lines, even under nearly overwhelming conditions of deprivation and against vastly superior numbers, could sustain a prolonged existence by use of field fortification and defensive maneuver.”[xvi]

Despite the increasing power of positional warfare in relation to fortifications in the East and around Atlanta, maneuver was not ignored. Sherman’s campaign in Georgia and the Carolinas demonstrated how an army could exploit “diversion, dispersion, and surprise to successfully pursue a modern total-war strategy of exhaustion against the enemy’s resources, communications and will.”[xvii] Sherman used maneuver to force his opponents out of their prepared positions and did not hesitate to target the key infrastructure and infrastructure needed by the Confederate armies. The same was true in Virginia where in 1864 General Phillip Sheridan laid waste to the Shenandoah Valley, the breadbasket of the Army of Northern Virginia.

The developments in tactics, maneuver, defense and logistics and how those were developed over the course of the war brought about a form of warfare that remained dominant of decades. In studying the campaigns, developments and tensions between the theories of Jomini and Mahan in the Civil War a student can begin to recognize them in future wars fought by the US Army including World War Two.

Russell Weigley picks up this theme in his book The American Way of War. Weigley  discusses Grant’s strategy of annihilation and its costs as well as Sherman’s campaign against Johnston and his attack upon Southern resources.[xviii] Weigley’s discussion of tactics used by both sides in the Civil War reflects the thought of British theoretician of J.F.C. Fuller. Fuller noted that “the tactics of this war were not discovered through reflection, but through trial and error.”[xix]

It is important for planners and commanders at the operational level to see the importance the developments of the Civil War on how we campaign today. While the technology is now antiquated, the ideas are not. The campaigns of Grant and Sherman in particular influence modern strategy.  This is reflected the Marine Corps which discusses the maneuver and attrition warfare continuum in MCDP 1 Warfighting.[xx] It is important for students of operational art to be able recognize the these developments and principles in what we do today, to see the logical development of each of these elements in modern war and to find new ways to apply them within the scope of the technologies we now use that those that will be available in the coming years.

The important things that we learn from studying the various campaigns of the Civil War are timeless. If we only focus on the military aspects of the great battles we miss the really important lessons. The battles and leadership lessons that we learn from them are important. However it is the often arcane but important subjects such as transportation, logistics, communications and fortifications, as well as the diplomatic, economic and informational aspects of the war that are more important.

In his book Hagerman makes an astute observation on how change comes to military organizations. At the end of his discussion of the Corps of Engineers and the Army following the war, he notes “that change in war requires time for digestion before lessons are converted-if they are converted-into theory and doctrine.” [xxi] Such is true in every war.

When the United States entered ground combat operations in the First World War, General John Pershing’s strategy revisited some of the worst mistakes of the Civil War, as well as the bloody lessons learned by the Europeans during the first three years of that war. In light of this one wonders if the lessons were ever fully digested by the Army.

Such an observation can be made about our present wars. We need to ask if the lessons of previous insurgencies have been digested, even going back to the lessons of the Union Army operating in the hostile lands of the conquered Confederacy.[xxii] Likewise it is fair game for us to examine how our military adjusts to developments in weaponry, technology and tactics today in relation to past examples. Such studies must include regular and irregular warfare. Thus when we look at the Civil War, it is important to use those lessons to better understand the timeless aspects of military history, theory, doctrinal development, logistics, communications and experiential learning in war.

If we do not believe that we can learn from history we will in the words of historian George Santayana “be doomed to repeat it.”

The Stab in the Back: How Historical Myths, Lies and Propaganda Destroy Nations

The Stab in the Back

There are many times in history where leaders of nations and peoples embrace myths about their history even when historical, biographical and archeological evidence points to an entirely different record.  Myths are powerful in the way that they inspire and motivate people. They can provide a cultural continuity as a people celebrates the key events and people that shaped their past, even if they are not entirely true.  At the same time myths can be dangerous when they cause leaders and people to make bad choices and actually become destructive. Such was the case inGermanyfollowing the First World War.

While today I am writing about Germany it is important to know that historical myths can become powerful and terribly destructive forces when unleashed in troubled times. This is in fact a lot of what we are seeing in the American body politic at this time as the most extreme views on the political right and left now define the major parties in this country. Some of these myths are no more than appeals to patriotism and times that Americans assume had to be better than they are now. Others are defined by ideology and still others by lies, deceit and hatred directed upon those that the purveyors of such use to demonize and dehumanize those that oppose their agendas.  The scary part that I see as a historian, military officer and Priest is that what is happening now especially on the extreme political right could lead us as a nation down paths that others have gone down before, paths that only lead to destruction. The really scary part is that many people who are in no way extreme often fall for the lies of extremists on both sides of the political spectrum and suffer later for their complicity in allowing extremists to run roughshod.

After the war the belief that the German Army was not defeated but was betrayed by the German people, especially those of the political left.  Like all myths there was an element of truth in the “stab in the back” myth, there were revolts against the Monarchy of Kaiser Wilhelm II and even mutiny on elements of the German High Seas Fleet and Army units stationed in Germany. However the crisis had been brought about by General Ludendorff who until the last month of the war refused to tell the truth about the gravity of Germany’s position to those in the German government.  So when everything came crashing down in late October and early November 1918 the debacle came as a surprise to most Germans.  The myth arose because the truth had not been told by Ludendorff who was arguably the most powerful figure in Germanyfrom 1916-1918.  In the looming crisis which included Ludendorff’s collapse and relief, General Wilhelm Groener presented the facts to the Kaiser and insisted on his abdication.  The Republic that was proclaimed on the 9th of November was saddled with the defeat and endured revolution, civil war and threats from the extreme left and right.  When it signed the Treaty of Versailles it accepted the sole responsibility of  Germany for the war and its damages. Ordered to dismantle its military, cede territory that had not been lost in battle and pay massive reparations the legend of the “stab in the back” gained widespread acceptance in Germany.

Hitler always believed that the defeat of Germany in the First World War was due to the efforts of internal enemies of the German Reich on the home front and not due to battlefield losses or the entry of the United States.  This was a fundamental belief for him and was expressed in his writings, speeches and actions.  The internal enemies of Germany for Hitler included the Jews, as well as the Socialists and Communists who he believed were at the heart of the collapse on the home front.  Gerhard Weinberg believes that the effect of this misguided belief on Hitler’s actions has “generally been ignored” by historians. (Germany, Hitler and World War II p. 196)

Hitler believed that those people and groups that perpetrated the “stab in the back” were “beguiled by the by the promises of President Wilson” (World in the Balance p.92) in his 14 Points.  Thus for him Americans were in part responsible for undermining the German home front, something that he would not allow to happen again.  In fact Hitler characterization of Wilson’s effect on the German people in speaking about South Tyrol.  It is representative of his belief about not only the loss of that region but the war: “South Tyrol was lost by those who, from within Germany, caused attrition at the front, and by the contamination of German thinking with the sham declarations of Woodrow Wilson.” (Hitler’s Second Book p.221)

While others will note Hitler’s lack of respect for the potential power of the United States, no other author that I am familiar with links Hitler’s actions and the reaction of the German political, military and diplomatic elites to the entry of the United States into the war to the underlying belief in the “stab in the back.”   Likewise Hitler had little regard for the military abilities or potential of the United States. Albert Speer notes that Hitler believed “the Americans had not played a very prominent role in the war of 1914-1918,” and that “they would certainly not withstand a great trial by fire, for their fighting qualities were low.” (Inside the Third Reich: Memoirs by Albert Speer p.121)

Hitler not only dismissed the capabilities of the Americans but also emphasized the distance that they were from Germanyand saw no reason to fear the United Stateswhen “he anticipated major victories on the Eastern Front.” (Germany Hitler and World War II p.92)   Hitler’s attitude was reflected by the majority of the military high command and high Nazi officials. Ribbentrop believed that the Americans would be unable to wage war if it broke out “as they would never get their armies across the Atlantic.” (History of the German General Staff, Walter Goerlitz, p.408).  General Walter Warlimont notes the “ecstasy of rejoicing” found at Hitler’s headquarters after Pearl Harbor and the fact that the he and Jodl at OKW caught by surprise by Hitler’s declaration of war. (Inside Hitler’s Headquarters 1939-1945 pp.207-209) Kenneth Macksey notes Warlimont’s comments about Hitler’s beliefs; that Hitler “tended to dismiss American fighting qualities and industrial capability,” and that he “regarded anyone who tried to show him such information [about growing American strength] as defeatist.” (Why the Germans Lose at War, Kenneth Macksey, p.153.)

Others like Field Marshal Erwin Rommel record the disregard of senior Nazis toward American capabilities in weaponry.  Quoting Goering who when Rommel discussed 40mm anti-aircraft guns on aircraft that were devastating his armored forces Goering replied “That’s impossible. The Americans only know how to make razor blades.” (The Rommel Papers edited by B.H. Liddell-Hart p.295) Rommel was one of the few German commanders who recognized the folly of Hitler’s  declaration of war on the United States noting that “By declaring war on America, we had brought the entire American industrial potential into the service of Allied war production. We in Africa knew all about the quality of its achievements.” (The Rommel Papers p.296)

When one also takes into account the general disrespect of the German military for the fighting qualities of American soldiers though often with good reason (see Russell Weigley’s books Eisenhower’s Lieutenants and The American Way of War) one sees how the myth impacted German thought.  This is evidenced by the disparaging comments of the pre-war German military attaché to the United States; General Boeticher, on the American military, national character and capability. (See World in the Balance pp. 61-62)

The overall negative view held by many Germans in regard to the military and industrial power and potential of theUnited Statesreinforced other parts of the myth. Such false beliefs served to bolster belief in the stab-in-the back theory as certainly the Americans could not have played any important role in the German defeat saveWilson’s alleged demoralization of the German population.  This was true not only of Hitler, but by most of his retinue and the military, diplomatic and industrial leadership of the Reich. Hitler’s ultimate belief shaped by the stab-in-the back and reinforced by his racial views which held theUnited Statesto be an inferior mongrel people. This led him to disregard the impact that theUnited Statescould have in the war and ultimately influenced his decision to declare war on theUnited States, a decision that would be a key factor in the ultimate defeat of Germany.

The myths popularized by the extreme political right in Germany after the First World War led to a greater tragedy for the world when Hitler’s Nazi Party used myths, lies and distortion to demonize, marginalize and ultimately murder large segments of its own population and bring destruction to all of Europe.

Myth can have positive value, but myth which becomes toxic can and often does lead to tragic consequences. All societies have some degree of myth in relationship to their history including the United States. The myths are not all the same, various subgroups within the society create their own myth surrounding historic events.  It is the duty of historians, philosophers, ethicists, moral theologians and others in the society to ensure that myth does not override reality to the point that it moves policy both domestic and foreign in a manner that is ultimately detrimental to the nation.

The lesson of history demonstrated by myths surrounding the German defeat and role of the United States in that defeat shows just how myth can drive a nation to irrational, evil and ultimately tragic actions not only for that nation and its people, but for the world.  One can only hope that the American political leadership as well as media will be wiser than the leaders of Germany in the last few years of the Weimar Republic.  One has to be very careful when allowing overheated rhetoric and the use of myths, lies and distortion by political figures, pundits and even preachers no matter what political extreme they belong and just how much we may agree with their politics.

An Introduction to D-Day and the Normandy Campaign

Every year about this time I try to write about D-Day. Last year I posted several articles as I had in 2009 as well.  This year I spent more time on the Battle of Midway writing three articles. Today I have been on the road much of the day and as I drove back to my Island Hermitage I began to think about what I wanted to do this year. When I have decided to do is to re-post a short research paper that I did for one of my Master’s degree courses tonight and follow it with some articles over the week on specific aspects and personalities of the campaign.  What I hope is that people that are not familiar with the campaign as well as those that are can use this as a portal to other resources on the web and in print.

I have visited Normandy once in 2004 on a trip with the Marines of the Marine Security Force Company Europe that took me to Belleau Wood as well as Normandy.  In both places I had the good fortune to be able to explain aspects of both battles, at Normandy discussing the invasion from the German side of the fence.  The Normandy battlefields are well worth visiting.  Hopefully in the next few years I will get a chance to go back and do some serious exploring.

The American landings on Omaha Beach were critical to the success of the Allied invasion northwestern Europe in the overall Overlord plan.  Without success at Omaha there would have been a strong chance that the German 7th Army and Panzer Group West could have isolated the remaining beachheads, and even if unsuccessful at throwing the Allies into the sea could have produced a stalemate that would have bled the Allies white.  This quite possibly could have led to a political and military debacle for the western allies which would have certainly changed the course of World War II and maybe the course of history.[i] This is not to say the Germans would have won the war, but merely to state that a defeat on Omaha could have changed the outcomes of the war significantly.   Subsequent to the successful landing there were opportunities both for the Allies and the Germans to change the way that the campaign unfolded, thus the battles leading up to the breakout at Avranches are critical to its development and the subsequent campaign in France.

OVERLORD: The Preparations

The planning for the Normandy invasion began in earnest after the QUADRANT conference in Quebec in August 1943.  The timetable for the operation was established at the Tehran conference where Stalin sided with the Americans on the need for an invasion of France in the spring of 1944.[ii] Prior to this there had been some planning by both the British and Americans for the eventual invasion initially named ROUNDUP.  These preparations and plans included a large scale raid at Dieppe in 1942 which ended in disaster but which provided needed experience in what not to do in an amphibious assault on a heavily defended beach.        The failure at Dieppe also darkened the mood of the Allies, the British in particular to the success of such operations, bringing to mind the failed Gallipoli campaign of 1915 as well as the opposed landings at Salerno and the USMC experience at Tarawa.[iii] Despite this the Americans led by General Marshall pushed for an early invasion of northwest Europe. Churchill and the British due to their weakness in land power pushed for land operations in the Mediterranean, and even in Norway as an option to the assault in France. The conflicted mindset of the Allies left them in the position of planning almost exclusively for the success of the initial landings and build up to the near exclusion of planning for the subsequent campaign once they landed. This especially included what one writer described as “the maze of troubles awaiting behind the French shore.”[iv]

Despite conflicts between the Americans and British political and military leadership the planning for the Normandy landings detailed in NEPTUNE and OVERLORD moved ahead.  General Dwight Eisenhower was appointed as the commander of SHAEF with his major subordinates for Land, Air and Sea which caused consternation on both sides of the Atlantic.[v] [vi] The planned operation was expanded from the initial 3 division assault on a narrow front to a minimum 5 division assault on a broad front across Normandy[vii]supplemented by a strong airborne force.[viii] Overall the plan as it developed reflected a distinctly “American willingness to confront the enemy head-on in a collision which Britain’s leaders had sought for so long to defer.”[ix] It is ironic in a sense that the British avoidance of the head on attack was based on their known lack of manpower.  Britain had few infantry reserves to sustain the war effort and the Americans only late recognized their own deficiency in both quantity and quality of infantry forces on which their strategy depended.  That the western allies, so rich in material and natural resources would be so deficient in infantry manpower was a key constraint on the subsequent campaign in France and Germany.  The shortage of infantry forces would cause great consternation among the Allies as the campaign in France wore on.

The Germans too faced manpower shortages due to the immense losses sustained on the Eastern front, those lost in Africa and those tied down in Italy, the Balkans and Norway as well as the drain caused by Luftwaffe Field Divisions and troops diverted into the Waffen-SS.   The German Army resorted to smaller divisions and the created many “static” divisions manned by elderly or invalid Germans to plug the gaps along the Atlantic wall. The Germans were also forced to recruit “Volksdeutsch” and foreign “volunteers” to fill out both Wehrmacht and Waffen-SS formations.

Prior to the final decision to mount an invasion the Allied planners had contended with the location of the assault in northwestern France.  The Pas de Calais provided a direct route was rejected because it was where the Germans would expect the strike to occur and because it was where the German defenses were strongest.  The fiasco at Dieppe had provided ample proof of what could happen when making an assault into a heavily fortified port.  Likewise the mouth of the Seine near Le Harve was rejected because of the few beaches suitable for landing and because the forces would be split on both sides of the river.  Brittany was excluded due to its distance from the campaigns objectives in Germany.[x]This left Normandy which offered access to a sufficient number of ports and offered some protection from the weather. Normandy offered options to advance the campaign toward the “Breton ports or Le Harve as might be convenient.”[xi] Omaha beach, situated on the center right of the strike would be crucial to the success of the assault situated to the left of UTAH and the right of the British beaches.

Once Normandy was selected as the location for the strike by the Allies, the planning sessions remained contentious.  This was especially true when the Allies debated the amount and type of amphibious lift that could be provided for the landings, particularly the larger types of landing ships and craft to support the Normandy invasion and the planned invasion of southern France, Operation ANVIL.  The increase in OVERLORD requirements for landing craft had an impact in the Mediterranean and resulted in ANVIL being postponed until later in the summer.

As part of their preparations the Allies launched a massive deception campaign, Operation FORTITUDE.  This operation utilized the fictitious First Army Group under the “command” of General George Patton. Patton was still smarting from his relief of command of 7th Army following slapping commanded an “Army Group” which incorporated the use of dummy camp sites, dummy tanks, aircraft and vehicles, falsified orders of battle and communications to deceive German intelligence.[xii] The success of this effort was heightened by the fact that all German intelligence agents in the U.K. had been neutralized or turned by the British secret service.  Additionally the Luftwaffe’s limited air reconnaissance could only confirm the pre-invasion build ups throughout England without determining the target of the invasion.[xiii] The German intelligence chief in the west, Colonel Baron von Roenne “was deceived by FORTITUDE’s fantasy invasion force for the Pas de Calais.”[xiv] Despite this Commander of the 7thArmy recognized by 1943 that Normandy was a likely Allied target and efforts were made to shift 7th Army’s center of gravity from Brittany to Normandy.  The one potential German success in getting wind of when the Allied landings would occur was lost when German intelligence discovered two lines of Verlaine’s “Chason d’ Automme” in June 1944 which were to alert the French Resistance of the invasion.  The security section of 15th Army heard them transmitted on the afternoon of 5 June and notified General Jodl at OKW, but no action was taken to alert forces on the coast.[xv] Allied intelligence was aided by ULTRA intercepts of coded German wireless transmissions. However this was less of a factor than during the African and Italian campaigns as more German communications were sent via secure telephone and telegraph lines vice wireless.[xvi] Allied deception efforts were for the most part successful in identifying German forces deployed in Normandy. However they were uncertain about the location of the 352nd Infantry Division which had been deployed along OMAHA and taken units of the 709th Infantry Division under its command when it moved to the coast.[xvii]

The Allied air campaign leading up to the invasion was based on attempting to isolate the invasion site from German reinforcements. Leigh-Mallory the Air Chief developed the “TRANSPORTATION PLAN” which focused efforts on destroying the French railroad infrastructure.[xviii] A more effective effort was led by General Brereton and his Ninth Air Force which was composed of medium bombers and fighters.  Brereton’s aircraft attacked bridges and rapidly achieved success in crippling German efforts to reinforce Normandy.[xix] Max Hastings gives more credit to the American bombing campaign in Germany to crippling the German defense in the west. General Spaatz and the 8th Air Force destroyed German production capacity in oil and petroleum as well as the degraded the German fighter force.  The American daylight raids so seriously degraded the German fighter force that it could not mount effective resistance to the invasion.[xx] Russell Weigley also notes that Albert Speer the Reich Armaments Minister said that “it was the oil raids of 1944 that decided the war.”[xxi]

Planning and preparations for OMAHA were based around getting the 1st and 29th Infantry Divisions ashore and them securing a beachhead “twenty-five kilometers wide and eight or nine kilometers deep.”[xxii] American preparations were thorough and ambitious, but the American assault would go through the most heavily defended sector of German defenses in Normandy.  The landing beaches were wide and bordered by dunes which were nearly impassable to vehicles and “scrub covered bluffs thirty to fifty meters high…rough and impassable to vehicles even to tracked vehicles except at a few places.  The exits were unimproved roads running through four or five draws that cut the bluffs.”[xxiii] Dug in along those bluffs was the better part of the 352nd Division. The Americans compounded their selection of a difficult and heavily defended landing zone the Americans failed to take advantage of many of the “gadgets” that were offered by the British which in hindsight could have aided the Americans greatly.  The Americans made use of two battalions of DD (Dual Drive) tanks but turned down the offer of flail tanks, flamethrower tanks, and engineer tanks, the “funnies” developed by General Hobart and the British 79th Armored Division.[xxiv]

Weigley believes that the American view of “tanks as instruments of mobility rather than of breakthrough power.” Likewise the Americans victories in the First World War were won by infantry with little tank support.[xxv] In this aspect the Americans were less receptive to utilizing all available technology to support their landings, something that when considering the fact that Americans were great lovers of gadgets and technology. The British use of the Armor, including the “Funnies” on the beaches to provide direct fire into German strong points lessened their infantry casualties on D-Day. Due to this lack of armor support on the beach American forces on OMAHA had little opportunity to exercise true combined arms operations during the initial landings.[xxvi]

German preparations for an Allied landing in Normandy were less advanced than the Pas de Calais.  However they had made great strides since late 1943. Field Marshal Rommel greatly increased defensive preparations along the front, including the Normandy beaches.  One of Rommel’s initiatives was to deploy Panzer Divisions near the coast where they could rapidly respond to an invasion.  However Rommel did not get everything that he wanted.  The OKW only allotted him two Panzer Divisions to be deployed near the Normandy beaches.  Only one of these the 21st Panzer Division was deployed near Caen in the British sector.  One wonders the result had the 12th SS Panzer Division been deployed behind OMAHA. [xxvii]

OMAHA: The Landings

Like the rest of the Allied invasion forces the 1st and 29th U.S. Infantry Divisions set sail from their embarkation ports with the intent of landing on June 5th.  General Bradley, commanding the First Army until the American XII Army Group would be activated accompanied the invasion force.  The OMAHA landing was under the command of General Gerow and his V Corps while VII Corps led by the 4th Infantry Division landed at Utah supported by airdrops of the 82nd and 101st Airborne Divisions inland.  American command and control during the invasion was exercised from sea as in the Pacific, although General Officers were to go ashore with each of the American divisions.  A severe channel storm disrupted the plan to land on the 5th and Eisenhower delayed the invasion one day catching a break in the weather and electing to go on the 6th.[xxviii] This delay while uncomfortable for the embarked troops caused the Germans to believe that no invasion would take place until the next favorable tide and moon cycle later in the month.[xxix] The assumption that no invasion was possible ensured that a number of key senior German leaders, including Rommel were absent from the invasion front when the Allies landed.[xxx]

The landing beaches at OMAHA stretched about 6500 meters from Colleville-Sur-Mer to Vierville-Sur-Mere in the west.  The beaches are wide with bluffs overlooking them and a seawall between the beaches and the bluffs.  Additionally several small towns dot the beach. To the west of the town of Vierville, a prominent height overlooked the entire beachhead.  Named Pont du Hoc, it was believed to house a 150mm battery sighted where it could enfilade the OMAHA landing zones.  The Americans assigned to the 2nd Ranger Battalion to make a seaborne assault to land, scale the cliffs and take the battery.  Companies from this battalion made a heroic landing and scaled the cliffs to capture the strongpoint only to discover that the guns had not been emplaced.  The Rangers took heavy casualties and held their isolated beachhead against German counterattacks until relieved by the 29th Division on the morning of June 8th.[xxxi]

H-Hour for OMAHA was 0630.  Unfortunately the assault troops were transferred to their LCVP landing craft 16-20 kilometers from the beach.  The result was a long and dangerous ride in the small craft for the infantry.  Most of the infantry were completely soaked in sea spay and seasick before going ashore and they carried loads far above what they normally would carry into battle.[xxxii] The Armor support was one battalion of DD tanks, the 741stArmored Battalion, supporting the 16th Infantry Regiment of 1st Infantry Division. These were also launched too far out and nearly all of the tanks were swamped and lost before firing a shot in anger.[xxxiii] Other American support units needed to provide firepower on the beach were equally unfortunate. Weigley notes that at OMAHA “at least 10 of the LCVPs sank” as did “the craft carrying almost all of the 105mm howitzers that were to be the first artillery ashore after the tanks.”[xxxiv] The losses would cripple the assault on OMAHA and nearly cause its abandonment.

As the soldiers of the American divisions on OMAHA came ashore they faced German defenders of the 352nd, 716th and a regiment of the 709th Infantry Division, the latter under the tactical command of the 352nd.   Without the bulk of their tanks artillery and lacking close air support the Americans struggled across the beaches and were cut down in large numbers before being pinned down behind the sea wall.[xxxv] With the Americans pinned down on the beach unable to advance, the time tables for the reinforcing waves became snarled amid the German beach obstacles which had not been cleared.  This was in large part due to 40% casualties among the Combat Engineers and the loss of all but five bulldozers.[xxxvi] Naval officers were frustrated in their attempts to provide naval gunfire support by the lack of identifiable targets on the beaches.  Yet German strongpoint’s were “knocked out by either by superbly directed vigorous gunfire from destroyers steaming as close as 800 yards offshore, or by determined action from Rangers or infantry.[xxxvii]

Soldiers ashore discovered that they were not facing the static 716th Division but the veteran 352nd Division as well.[xxxviii] Only the leadership and actions of Brigadier General Norman Cota the 29th Division’s Deputy Commander and Colonel Charles Canham of the 116th Infantry kept the situation from complete collapse.  They were able to rally their troops. Under their leadership small units from the 116th which had its linage back to the “Stonewall Brigade” as well as elements of the 16th and 18th Infantry Regiments began to move forward.  Surviving junior leaders began to lead survivors through the dunes and up the bluffs to attack German defenders of the roads leading up from the beach from the flank and rear.  A mid-day break in the weather allowed some close tactical air support giving the troops badly needed support.

With the situation desperate General Bradley considered the evacuation of OMAHA.  At sea events were as confused as Bradley and his staff attempted to make sense of what was going on.  Even later in the evening there was discussion of diverting all further reinforcements from OMAHA to the British beaches.[xxxix]At 1330 hours “Gerow signaled Bradley: “Troops formerly pinned down on beaches…advancing up heights behind beaches.”[xl] By the end of the day Bradley’s aid Major Hansen noted Bradley’s comments to Collins: “They are digging in on Omaha beach with their fingernails. I hope they can push in and get some stuff ashore.”  And Montgomery: “Someday I’ll tell Gen[eral] Eisenhower just how close it was for a few hours.”[xli]

The landings at OMAHA succeeded at a cost of over 2000 casualties.  Critical to the success of the landings were the German inability to reinforce their defending troops on the beach.  Likewise the weakness of the units available to mount the standard counterattack that was critical to German defensive plans on D-Day itself kept the Germans from driving the Americans back into the Channel. The 352nd Division fought superbly under the full weight of V Corps and the British XXX Corps on its right suffering heavy casualties as they contested every inch of ground.  The 716th Division composed of second rate troops melted under the onslaught.  Allied air supremacy played a key role as sorties by the 8th and 9th Air Forces helped keep German reinforcements from arriving and interdicted counter attacks inland.  Weigley credits the Allied air superiority with the success of the landings and with limiting casualties.[xlii]Von Rundstedt and other German commanders in France were limited by the delay and refusal of Hitler and OKW to release Panzer reserves when needed most early on June 6th.  By the close of D-Day allied forces had secured the five invasion beaches but not achieved their objectives of taking Caen and Bayuex.  Since the forces on the various beachheads had not linked up the beaches would have been extremely vulnerable had the Germans been able to mount a rapid counterattack by Panzers and strong infantry formations as they had at Salerno.

It took the V and VII Corps nearly a week to secure the beachheads. German forces including the stalwart 352nd Division resisted stubbornly and mounted sharp local counterattacks which kept the Americans off balance.  Elements of the 29th Division and the 90th Division began to push inland and to expand the beachhead toward UTAH. Opposed by the 352nd Division and elements of the 91st Airlanding Division and other non-divisional units the fighting revealed the inexperience of the American infantry formations and the uneven quality of their leadership.  As the Americans tackled the Germans in the labyrinth of the Bocage country the defensive skill of the Germans cost many American lives and delayed the joining of the beachheads. On the 13th the link up was solid enough to enabling the Americans to conduct the follow up operations needed to expand the beachhead, secure Cherbourg and clear the Cotentin.

In some American divisions the hard fighting triggered a leadership crisis.  The lack of success of the 90th Division led General “Lightening Joe” Collins of VII Corps relieve the division commander and two regimental commanders of command, a portent of things to come with other American units.[xliii] As the V and VII corps pushed into the “Bocage” they were followed by a massive build up of troops and equipment delivered to the beaches and to the artificial “Mulberry” harbors.  Despite their numeric superiority, air supremacy and massive Naval gunfire support and facing the weakened 352nd, 91st and the 6thParachute Regiment and other less than quality formations, survivors of the static divisions, the Americans made painfully slow progress as they moved off the beachhead and into the Bocage.[xliv]

Once the beachheads had been consolidated the Americans turned their attention toward Cherbourg. Cherbourg was the major naval port at the far northwest tip of the Cotentin.  D-Day planners counted on its swift capture and rehabilitation to serve as a supply port for the Allied forces. The 9th Division drove south to the coast near Barneville on the 18th of June cutting off the German forces covering the approaches to Cherbourg.[xlv] This put the Germans in a bind as the 7th Army “had to split its forces in the peninsula in order to hold the fortress a little longer and thus to gain time for the establishment of the southern front on the Cotentin peninsula.[xlvi] The German forces arrayed before Cherbourg waged a desperate defense centered around the 243rd Infantry Division and other assorted battle groups of LXXXIV Corps, whose commander General Marcks one of the best German Generals was killed in action on 12 June.[xlvii] The U.S. VII Corps under Collins with the 9th, 4th and 79th Divisions pushed up the peninsula capturing Cherbourg on June 29th.  Bradley pushed hard for the capture of the port as the Mulberries had been ravaged by a severe Channel storm the week prior. The port of Cherbourg was thoroughly demolished by German engineers and would not be fully operational for months. The loss of the Mulberries and delay in Cherbourg’s availability meant that few supplies were landed on the beaches would “hinder the escape from the constricting land of the hedgerows into which the Americans had come in search of a port.[xlviii]

V Corps under Gerow made a cautious advance by phase lines toward Caumont, St Lo and Carentan.  The deliberate advance by the Corps toward a line weakly held by the Reconnaissance battalion of the 17th SS Panzer Grenadier Division was directed by Bradley who did not want to divert attention from the effort against Cherbourg.   After capturing Caumont V Corps halted and continued aggressive patrolling to deceive the Germans while digging in.[xlix] The possibility existed that a strong push against the weak German line could have led to an opportunity to envelope the German line west of Caen. This was a missed opportunity that in part led to the bloody and controversial campaign to capture Caen.[l]

Montgomery had ambitious plans to break out of Normandy by capturing Caen on D-Day and driving toward Falaise and Argentan.  The British plans for this were frustrated by the rapid reinforcement of the sector by the Germans and the activities of 21st Panzer, Panzer Lehr, and the 12th SS Panzer Divisions.  A flanking maneuver at Villers-Bocage was frustrated by a few Tiger tanks led by the legendary Waffen SS Panzer commander Captain Michael Wittman whose tanks devastated a British Armored battalion.[li]

A series of disastrous attacks toward Caen (EPSOM, CHARNWOOD and GOODWOOD) strongly supported by air strikes and Naval gunfire finally succeeded in taking that unfortunate city on July 18th but failed to take the heights beyond the town.[lii]

Against crack well dug in German forces the British took heavy casualties in tanks and infantry seriously straining their ability to conduct high intensity combat operations in the future.[liii] The one benefit, which Montgomery would claim after the war as his original plan was that German forces were fixed before Caen and ground down so they could not be used against Bradley’s breakout in the west at St Lo.[liv]

Other German forces arrived, and reinforced the Caumont gap which no longer “yawned invitingly in front of V Corps.” [lv] Bradley wished to push forward rapidly to achieve a breakthrough in the American sector.[lvi] Facing the most difficult terrain in France amid the Bocage and swamps that limited avenues of approach to the American divisions committed to the offensive.  The Americans now faced their old foe the 352nd division as well various elements of II Parachute Corps, the 17th SS Panzer Grenadier and Panzer Lehr Divisions.  American tanks and infantry made slow progress and incurred high losses as they dueled the Germans at close range.  In the VIII Corps sector alone the attack “consumed twelve days and 10,000 casualties to cross eleven kilometers of the Bocage…the achievements of the VII and XIX Corps were no better than comparable.[lvii]

St. Lo was a key to Bradley’s breakout efforts.  His Army had to capture it and the roads leading out of it to launch Operation COBRA along the coast.  The task of capturing St. Lo was assigned to GEROW’S V Corps and Corlett’s XIX Corps.  They faced opposition from the tough paratroops of the German 3rd Parachute Division of II Parachute Corps.  The 2nd, 29th, 30th and 83rd Divisions fought a tough battle advancing eleven kilometers again with high numbers of casualties especially among the infantry to secure St. Lo on 18 July.[lviii] They finally had cleared the hedgerows.  St Lo epitomized the struggle that the American Army had to overcome in the Bocage.  Hard fighting but outnumbered German troops in excellent defensive country exacted a terrible price in American blood despite the Allied control of the skies.[lix]

With the Bocage behind him Bradley desired to push the Germans hard.  COBRA was his plan to break out of Normandy.  Bradley ably assisted by Collins they realized that the better terrain, road networks favored a breakout.  American preparations included a technical advance that allowed tanks to plow through hedgerows. This was the “Rhino” device fashioned by American troops which was installed on 3 of every 5 First Army Tanks for the operation.[lx] VII Corps was to lead the attack which was to begin on July 24th. American planning was more advanced than in past operations.  Collins and Bradley planned for exploitation operations once the breakthrough had been made. A massive air bombardment would precede the attack along with an artillery barrage by Collins corps artillery which was reinforced by additional battalions.   A mistake by the heavy bombers in the 24th resulted in the American troops being hit with heavy casualties and a postponement of the attack until the 25th.[lxi] The following day the attack commenced.  Another mistake by the bombers led to more American casualties[lxii] but VII Corps units pressed forward against the determined resistance of the survivors of Panzer Lehr and the remnants of units that had fought the Americans since the invasion began.  Although it was a “slow go” on the 25th Bradley and his commanders were already planning for and beginning to execute the breakout before the Germans could move up reinforcements.  The 26th of June brought renewed attacks accompanied by massive air strikes.

While not much progress was made on the 26th, the Americans discovered on the 27th that the German forces were retreating.  The capture of Marigny allowed VIII Corps to begin exploitation down the coastal highway to Coutances.  On the 27th General Patton was authorized to take immediate command of VIII Corps a precursor to the activation of his 3rdArmy.  COBRA ripped a hole in the German line and inflicted such heavy casualties on the German 7th Army that it could do little to stop the American push.[lxiii] As the American forces pushed forward they reinforced their left flank absorbing the local German counterattacks which were hampered by the Allied close air support.

As the breakthrough was exploited the command of the forces leading it shifted to Patton and the newly activated 3rd Army. By the 28th VIII Corps led by the 4th and 6th Armored Divisions had reached Avranches and established bridgeheads over the See River with additional bridges being captured intact on the 30th.[lxiv] The capture of Avranches allowed the Americans to begin exploitation operations into Brittany and east toward the Seine. Weigley notes that for the first time in the campaign that in Patton the Americans finally had a commander who understood strategic maneuver and would use it to great effect.[lxv]

Conclusion

The American campaign in Normandy cost the U.S. Army a great deal. It revealed weaknesses in the infantry, the inferiority of the M4 Sherman tank to most German types, problems in tank-infantry cooperation and also deficiencies in leadership at senior, mid-grade and junior levels. Heavy casualties among infantry formations would lead to problems later in the campaign. Numerous officers were relieved including Division and Regimental commanders.  Nonetheless during the campaign the Americans grew in their ability to coordinate air and ground forces and adapt to the conditions imposed on them by their placement in the Cotentin.  The deficiencies would show up in later battles but the American Army learned its trade even impressing some German commanders on the ground in Normandy.[lxvi]

The Breakout from Normandy

The breakout from Normandy by Bradley’s 12th Army Group at St Lo opened a realm of possibilities for the Allies to defeat the German Army in detail and end the war.  Unfortunately for the Allies the manner that they would exploit their success achieved during Operation COBRA led to their failure to completely destroy the German Army in the west in the late summer of 1944 would ultimately prolong the war.

The Allied and German problem in August 1944 was the sudden change in the nature of the campaign from a nearly static war of attrition in the Norman hedgerows to a campaign of maneuver.  This change brought about a number of opportunities for the Allies to envelope large portions of the German Army in western France as well as in Belgium and southern Holland. Max Hastings notes that the campaign became more of a “commander’s battle” in which it was “the decisions of the generals that determined the manner in which events unfolded in August, their successes and failures which brought about the position that was achieved by September.”[i] This was a major change as Hastings correctly notes in that prior to the breakout success in the hedgerows had been determined on “the ability of British, American and Canadian units to seize ground from their German opponents on the next ridge, the next hedge, beyond the next road.” [ii] In the hedgerows there was not much room for higher level commanders to influence the battle but once the breakout occurred the decisions made by commanders on both sides had greater influence in the following operations. This would become important as the weaknesses in the quality of allied generalship would begin to show, along with logistics management issues and the failure of the Allied High Command to recognize the resiliency of German forces and the resourcefulness of German leaders in their ability to cope with disaster and recover from it.  These were key elements in the campaign that kept the Allies from ending the war by Christmas.[iii]

Early in the campaign it was decided that Bradley’s forces needed to capture the Brittany ports, particularly Brest to alleviate shortages of supplies which all still were being delivered across the beaches.  However, the implications of this decision were strategically short sighted and deprived the Allies of a decisive victory in France.  As Third Army exploited the break out from Normandy into the French interior the preponderance of its forces went west which deprived the Americans of the better part of two army corps as well as the logistical assets needed to trap the major part of the German Army in Normandy.  The campaign in Brittany would prove a diversion which did nothing to help the Allied cause.  The divisions committed, casualties taken and supplies expended in an attempt to capture ports that the Germans destroyed before the Americans could capture them. Russell Weigley points this out as a major mistake by Bradley which did little to help the Allied logistical problems and diverted much needed troops away from the focal point of the action in Normandy.[iv] Max Hastings criticized Bradley’s lack of imagination in the initial stages of the breakout by adhering to the original Overlord plan.[v] This is seconded by Patton’s biographer Carlo D’Este.[vi]

Patton’s 3rd Army’s weakened eastern push coupled with the continued pressure of the British Army Group toward Falaise put the Germans in a strategic dilemma. With the gate open at Avranches they could attempt to restore the front in Normandy by pinching off the advance or withdraw to the Seine or even further as no “defensive position short of the permanent fortifications of the West Wall on Germany’s frontier offered so many defensive strengths as the Normandy line the Americans had just breached and turned.”[vii] The choice advocated by some senior German commanders was an orderly withdraw to the Seine which would have removed the danger of being enveloped in Normandy as well as make the Allies attack across a major water obstacle defended by still formidable formations.

With limited options the Hitler decided on a course of no withdraw and ordered his commanders to marshal their panzer divisions seal the breach and ensnare the allies in the hedgerows.[viii] Hitler and Field Marshal von Kluge disagreed in regard to the offensive which Kluge saw as a limited offensive but which Hitler believed gave the Germans a chance to cut off the American forces in Brittany and possibly even more.  Hitler believed that “once the coast had been reached at Avranches a beginning should be made with rolling up the entire Allied position in Normandy!”[ix] General Eugen Meindl of II Parachute Corps was blunt in his assessment of the attack. Paul Carrel in his book “Invasion! They’re Coming” quotes Meindl speaking with Von Kluge’s son a first lieutenant serving at the front:

“Kindly convey to your father exactly what I’m going to say to you. The time has come when Normandy can no longer be held. It cannot be held because the troops are exhausted. This is the fault mainly of orders to hold out in hopeless positions, but we are still being ordered to hold out even now. The enemy will break through to the west and outflank us. If your father knew what is was to operate against an enemy with downright fabulous command of the air, then he would know that our only hope of doing something useful is by attacking at night. Tomorrow’s tank attack is going to be a failure…and all that’s left for the grenadiers to do is lie down and sacrifice their lives. It’s heartbreaking to have to stand by and watch!”

The German attack, Operation Lüttich was led by XLVII Panzer Corps assisted by elements of 1st SS Panzer Division.  Despite warnings from ULTRA the panzers achieved tactical surprise on the front of the 30th US Division at Mortain on the night of 6-7 August advancing without the customary preparatory artillery bombardment.[x] The Germans initially made progress against the 30th Division which had recently taken over positions at Mortain. However the Americans of the 2nd Battalion 120th Infantry “Old Hickory” Regiment held onto key high ground which enabled them to call artillery fire and air strikes on the German forces attacking toward Avranches which included the elite 2nd, 116th, 2nd SS, and part of the 1st SS Panzer Divisions along with a kampfgruppe cobbled together from the remnants of Panzer Lehr and four battered infantry divisions.[xi] The Americans quickly reinforced 30th Division with elements of 2nd Armored Division, 35th Infantry Division and the veteran 4th Infantry Division to hold the line against the weakened German Panzer divisions.  Bradley and other American commanders viewed Lüttich as “an opportunity, not a threat”[xii] which could enable the Allies to entrap the vast majority of German forces in France.  Bradley was “not merely confident of withstanding them, but expected to destroy them.”[xiii] Bradley attempted to lure more Germans into the potential trap hoping that the Germans would press their attacks around Mortain.[xiv]

On the German side the ground commanders were furious at the failure of the Luftwaffe to shield them from Allied air attacks which devastated the Panzers.  The Luftwaffe and promised that 300 fighters would support the attack to provide protection from Allied close air support.  However the Luftwaffe squadrons were engaged by British and American fighters and so badly mauled that no Luftwaffe units made a appearance over Mortain.[xv] Thus despite their initial success which had promise of cutting off the advancing American spearheads the German Panzers were turned back by the Americans who did not even halt their eastward movement which further imperiled the German forces in Normandy.

With the German Panzer divisions ensnared at Mortain, the 3rd Army drove east while the Canadian army attacked towards Falaise. Bradley suggested that the Allies attempt a short envelopment of German forces at Falaise in which over 100,000 German troops would be trapped between the Patton’s troops advancing north and the Canadians.  The Canadians opened their TOTALIZE offensive from Caen to Falaise on August 8th but as was the case in every part of the campaign against determined German resistance as the XV Corps of 3rd Army advanced east.  Bradley’s plan ended the deep envelopment by XV Corps of 3rd Army designed to entrap the Germans against the Seine crossings, an operation that might promise “still surer results.”[xvi] Bradley told Treasury Henry Morgenthau that he had “an opportunity that comes to a commander not more than once in a century. We’re about to destroy and entire hostile army.”[xvii] Hastings noted that “had the Germans “behaved rationally, recognized the threat of envelopment to their entire front and begun a full-scale retreat east, then Bradley could indeed been accused of losing his armies a great prize.”[xviii]

The decision by Bradley to turn the better part of 3rd Army west into Brittany had deprived him of forces that could have better accomplished mission of entrapping the Germans.  General Wood of 4th Armored Division to his dying day “remained embittered over the lost opportunity”[xix] when his division was turned back into Brittany rather than being allowed to move east toward the Seine.   Weigley points out an even deeper flaw regarding the Brittany decision.  This was that that the OVERLORD planners “had not thought anything resembling the Avranches breakout and pursuit without pause to the Seine likely… stating that it is among the worst forms of generalship that takes counsel of its fears. Yet that was exactly the condition of OVERLORD logistical planning.”[xx] Weigley’s point is well taken, the Allies had not planned for success nor had they anticipated in the OVERLORD planning the full range of possibilities that might open to them once a breakout had occurred.

The Allies did have a chance to destroy the German 7th Army.  The LXVII Panzer Corps and II SS Panzer Corps as well as the remnants of II Parachute Corps and other formations battered in Normandy were attempting to withdraw to the east from Mortain. The remnants of I SS Panzer Corps led by 12 SS Panzer Division and Army Panzer divisions such as the 21st Panzer Division offered determined resistance to the Canadians who were attacking toward Falaise.  To the south only scattered Kampfgruppen of divisions shattered in Normandy opposed Patton’s forces at Argentan. The Germans were aided by a fortuitous decision of the commander of the 2nd French Armored Division to move a combat command along a road needed by the American 5th Armored Division delaying it and allowing the Germans to send a battalion into the Argentan which could have “fallen easily a few hours before.”[xxi] The Allies were bedeviled by several other failures which prevented the short double envelopment from occurring and allowing the remnants of 7th Army to escape to fight again despite grievous losses in men, material, and especially armored fighting vehicles, artillery and motor transport.

The first of these was the Canadian failure to push the Germans out of Falaise despite overwhelming material and air superiority.  The Canadian offensive Operation TOTALIZE was planned by the best of the Canadian generals, General Simonds. Unfortunately Simonds was not in command of the operation.  Totalize was a promising attack but bogged down halfway to Falaise due to a quick counterattack by 12th SS Panzer kampfgruppen, as well as a misguided bombing attack on the attacking forces by Allied air units, and the inexperience of the attacking units.  The Canadian 4th Armored Division and Polish 1st Armored Divisions paused to eliminate strong points rather than bypass them which allowed the Germans to reform their lines.[xxii] The second failure was that of Montgomery who refused to adjust army group boundaries with Americans and instead ordered the Canadians “renew their drive promptly and vigorously.”[xxiii] This refusal held the Americans advance at Argentan while the Canadians battered themselves against far stronger German opposition.  However, General Crerar of Canadian 1st Army was as bad of Army commander as could be found.  Weigley somewhat sarcastically points out that Crerar spent five days “doing what really battlewise generalship could do by regrouping and making diversionary attacks.”[xxiv] It took over 48 hours for Crerar to launch a determined attack to close the gap despite the weakness of German forces. Even a personal phone call by Montgomery to Crerar urging him to “close the gap between First Canadian Army and 3rd U.S. Army” did nothing to move the Canadian general and Crerar’s dawdling allowed many Germans to escape from Normandy to fight again.[xxv] Despite the vice that had closed around them the Germans successfully withdrew experienced battle groups of elite Wermacht and SS Panzer Divisions as well as the Paratroopers of II Parachute Corps to fight again.  General Meindl himself led a battle group of Falschirmjaeger from his Corps during their breakout through the Allied lines.  Despite the loss of 40,000 soldiers in the Falaise Pocket the Germans had saved a substantial part of their Army.

General Kurt Meyer of 12th SS Panzer Division faulted the Canadian leadership with a failure to use imaginative planning, and noted that “none of the Canadian attacks showed the genius of a great commander.”[xxvi] American units which Patton had cautiously advanced north of Argentan towards Falaise were recalled after Bradley was unable to convince Montgomery to alter the army-group boundary in light of the new circumstances.[xxvii] Patton recounted that he believed that his units could have “easily entered Falaise and closed the gap” and that the “halt was a great mistake.”[xxviii]

Weigley blames Bradley as much for the halt order as much as Montgomery for “discouraging whatever might have been done to rectify the blunder- even discouraging on August 13th a call from the Supreme Commander to Montgomery about the inter-allied boundary.”[xxix] Thus through a series of Allied mistakes particularly by senior commanders the first opportunity to envelop the Germans passed into history as a great yet incomplete victory.  A victory which though impressive allowed experienced German forces to escape to fight again. As the Germans escaped from Falaise the Allies began a pursuit in conjunction with landings in the south of France that would take them to the borders of Germany.

D-Day and After: Battling Through the Bocage

It took nearly a week for the American V and VII Corps on Omaha Beach and Utah Beach to link up with each other and secure their beachheads against fierce German resistance.    Elements of the 29th Division and the 90th Division pushed inland from OMAHA to expand the beachhead toward UTAH. Opposed by the 352nd Division, elements of the 91st Airlanding Division and other non-divisional units the American divisions took heavy casualties.  The fighting revealed the inexperience of the American infantry formations and the uneven quality of their leadership as they tackled the Germans in the labyrinth of the Bocage country. However by June13th the link up was solid enabling the Americans to conduct the follow up operations needed to expand the beachhead, secure Cherbourg and clear the Cotentin.

The lack of success of the 90th Division, led the VII Corps commander General “Lightening Joe” Collins to relieve the division commander and two of his regimental commanders.   This was a portent of things to come with other American units as they took heavy casualties despite having a vast superiority in firepower over the Germans.[i] As the two corps pushed into the “Bocage” they were followed by a massive build up of troops and equipment delivered to the beaches and to the artificial “Mulberry” harbors.  Despite their numeric superiority, air supremacy and available Naval gunfire support and facing few units of high quality save the 352nd, 91st and the 6th Parachute Regiment, the Americans made painfully slow progress as they expanded the beachhead.[ii]

Once the beachheads had been consolidated the Americans turned their attention toward Cherbourg. This was the major Naval Port at the far northwest tip of the Cotentin and considered vital to the resupply of the Allied forces as they pushed into the heart of France.  D-Day planners counted on the swift capture of Cherbourg and rehabilitation to serve as a supply port for the Allied forces to lessen the dependency on the artificial Mulberry harbors. The first task was to isolate Cherbourg and to do this the 9th Division drove south from the beaches to the coast near Barneville.  The corps captured Barnville on the 18th of June cutting off the German forces covering the approaches to Cherbourg.[iii] This put the Germans in a bind as the 7th Army “had to split its forces in the peninsula in order to hold the fortress a little longer and thus to gain time for the establishment of the southern front on the Cotentin peninsula.[iv]

The German forces arrayed before Cherbourg waged a desperate defense centered on the 243rd Infantry Division and other assorted battle groups of LXXXIV Corps. During the fighting the LXXXIV Corps commander General Marcks was killed in action on 12 June.[v] This was a tough loss for the Germans as Marcks was a resourceful planner and resolute leader and considered one of the best German commanders in Normandy.

Once Cherbourg was cut off from German support Collins and the U.S. VII Corps composed of the 9th, 4th and 79th Divisions pushed up the peninsula capturing Cherbourg on June 29th.  Bradley pushed hard for the capture of the port as the Mulberries had been ravaged by a severe Channel storm greatly diminishing the over the beach logistics support. Cherbourg’s port was thoroughly demolished by German engineers and would not be fully operational for months. The loss of the Mulberries and delay in Cherbourg’s availability meant that few supplies were landed on the beaches.  This would “hinder the escape from the constricting land of the hedgerows into which the Americans had come in search of a port” [vi] and was a setback to allied planning.

To the east of VII Corps the V Corps under Major General Leonard Gerow made a cautious advance by phase lines toward Caumont, St Lo and Carentan.  The deliberate advance by the Corps toward a line weakly held by the Reconnaissance battalion of the 17th SS Panzer Grenadier Division was directed by Bradley who did not want to divert attention from the effort against Cherbourg.  A more aggressive commander might have tried to push further to expand the beachhead but caution was a hallmark of the American campaign in Normandy up to Operation COBRA.  After capturing Caumont V Corps halted and continued aggressive patrolling to deceive the Germans while digging in.[vii] Bradley’s decision to err on the side of caution had an effect on the broader campaign in Normandy.   Had Bradley directed a strong push against the weak German line it could have led to an opportunity to envelope the German line west of Caen. The opportunity lost through caution helped lead to the bloody and controversial campaign to capture Caen.[viii] Throughout the campaign in the Bocage American units were badly handled by their commanders, especially at lower levels and the experience and initiative shown by German battle groups and small unit leaders constantly stymied to American advance.

The Americans were not alone in their struggle against the Germans. Field Marshal Bernard Law Montgomery had ambitious plans to break out of Normandy by capturing Caen on D-Day and driving toward Falaise and Argentan.  The British failed to capture Caen and their plans were frustrated by the rapid reinforcement of the sector by the Germans.   The 21st Panzer, Panzer Lehr, and the 12th SS Panzer Divisions skillfully defended the area taking a fearful toll on the British and Canadians arrayed against Caen.

Likewise a series of disastrous attacks toward Caen (EPSOM, CHARNWOOD and GOODWOOD) which were strongly supported by air strikes and naval gunfire were mauled by German forces and only finally succeeded in taking the unfortunate city of Caen on July 18th.

However the British failed to take the heights beyond the town[x] which led to more attacks against crack well dug in German forces.  In the campaign to take Caen and the hills beyond it the British took heavy casualties in tanks and infantry which seriously strained their ability to conduct high intensity combat operations in the future.[xi] The one benefit, which Montgomery would claim after the war as his original plan was that German forces were fixed before Caen and ground down so they could not be used against Bradley’s breakout in the west at St Lo.[xii]

The Caumont gap no longer “yawned invitingly in front of V Corps;”[xiii] as the Germans had reinforced the sector while the Americans dug in, yet now Bradley wished to push forward rapidly to achieve a breakthrough in the American sector.[xiv] Facing the most difficult terrain in France amid the Bocage and swamps that limited avenues of approach to the American divisions committed to the offensive.  The Americans now faced their old foe the 352nd division as well various elements of elite II Parachute Corps, the 17th SS Panzer Grenadier and Panzer Lehr Divisions.

American tanks and infantry made slow progress and incurred high losses as they fought the Germans yard by yard in the Bocage.  The Americans incurred high numbers of casualties and in the VIII Corps sector alone the attack “consumed twelve days and 10,000 casualties to cross eleven kilometers of the Bocage…the achievements of the VII and XIX Corps were no better than comparable.[xv] Such losses incurred so early during the campaign would have far reaching effects when the Americans reached the Alsace-Lorraine and the German border.

In order to break out of the Bocage the town of St Lo had to be captured.  It lay at a vital road juncture and its capture would help open the way into the French interior, thus St. Lo was key to Bradley’s breakout efforts.  His First Army had to capture it and the roads leading of it to launch Operation COBRA along the coast.  The task of capturing St. Lo was assigned to Gerow’s V Corps and Charles “Cowboy Pete” Corlett’s XIX Corps.  They faced opposition from the tough paratroops of the German 3rd Falschirmjaeger (Parachute) Division of II Parachute Corps commanded by General Eugen Meindl a tough veteran paratrooper and resourceful commander who had been shot through the chest at Crete.

The 2nd, 29th, 30th and 83rd Divisions of XIX Corps fought a tough battle advancing eleven kilometers against the German defenders again taking high numbers of casualties especially among the infantry.  However they were successful and secured St. Lo on 18 July.[xvi]

With St Lo in their possession the Americans had finally cleared the hedgerows of the Bocage and now looked at the open country of the French interior.  St Lo epitomized the struggle that the American Army had to overcome in the Bocage.

Americans faced hard fighting against heavily outnumbered but superiorly led German troops that occupied excellent defensive country that inflicted heavy casualties on the Americans for every yard of ground given up. The Germans for all of their disadvantages exacted a terrible price in American blood between D-Day and the capture of St Lo despite the Allied control of the skies and the numerical superiority of the American Army.[xvii]

With the Bocage behind him Bradley desired to push the Germans hard and moved from a cautious to bold strategy to break the German line.  COBRA was his plan to break out of Normandy.  Bradley ably assisted by Collins realized that the better terrain, road networks past St Lo favored a decisive breakout.  American preparations for the attack included a technical advance that allowed tanks to plow through hedgerows, the “Rhino” device fashioned by American troops which was installed on three of every five First Army Tanks participating in the operation.[xviii] The Rhino device allowed the American Tanks to cut through the thick earthen hedgerows instead of being forced to climb them and expose their unprotected bellies to German anti-tank weapons or limit their movement to the constricted road net.

As the Americans prepared the Germans continued to conduct a spirited active defense but were hampered by a lack of reinforcements.  As it happened they did not receive reinforcements in anywhere close to the numbers needed as the German Replacement Army was hoarding vast numbers of troops in Germany in anticipation of the plot to assassinate Hitler of which several high ranking members of the Replacement Army were leading conspirators. The Germans at the front were being starved of replacement divisions even as the Allies continued to build up their own forces in Normandy.

VII Corps was designated to lead the attack which was to begin on July 24th. American planning, reflecting more experience against the Germans was more advanced than in past operations.  Collins and Bradley planned for exploitation operations once the breakthrough had been made as part of the overall operational plan.  The aircraft of the 8th and 9th Air Forces were designated to conduct a massive air bombardment that would precede the attack. Division, Corps and additional artillery battalions were allotted to pulverize German positions to assist in the breakthrough.   A mistake by the heavy bombers in the 24th resulted in the heavy casualties to forward units which led to a postponement of the attack until the 25th of July.[xix]

The attack commenced on the 25th and yet another mistake by the bombers led to more American casualties[xx] and the dead included Lieutenant General Leslie McNair.  McNair was the Commander of Army Ground Forces, a position from which he directed the organization and training of American ground forces.

Many of McNair’s decisions were responsible for the lack of adequate training received by American soldiers as individuals and units which had a direct correlation to the less than stellar performance of many American divisions in the European campaign. However the effect of the bombardment on the German forces was profound as men, equipment and fortifications were blasted by a barrage that the Germans had not yet encountered on the western front.  VII Corps units pressed forward against the determined resistance of Panzer Lehr survivors and the remnants of units that had fought the Americans since the invasion began.  Although it was a “slow go” on the 25th Bradley and his commanders were already planning for and beginning to execute the breakout before the Germans could move up reinforcements.  The 26th of June brought renewed attacks accompanied by massive air strikes.

While not much progress was made on the 26th, the Americans discovered on the 27th that the German forces were retreating.  The capture of Marigny allowed VIII Corps to begin exploitation operations down the coastal highway to Coutances and for the first time since the invasion the campaign entered a phase of maneuver warfare where the mechanization and motorization of US Army forces gave them an advantage that they did not have in the Bocage.

On the 27th General George S Patton was authorized to take immediate command of VIII Corps a precursor to the activation of his 3rd Army.  COBRA ripped a hole in the German line and inflicted such heavy casualties on the already depleted German 7th Army that it could do little to stop the American push despite heroic performances by many units which were operating at 50% or below of their authorized strength.[xxi] As the American forces pushed forward they reinforced their left flank absorbing the local German counterattacks which were hampered by the Allied close air support.  As the breakthrough was exploited the command of the forces leading it shifted to Patton and the 3rd Army.

By the 28th VIII Corps led by the 4th and 6th Armored Divisions had reached Avranches and established bridgeheads over the See River with additional bridges being captured intact on the 30th.[xxii] The capture of Avranches allowed the Americans to begin exploitation operations into Brittany and east toward the Seine. Weigley notes that for the first time in the campaign that in Patton the Americans finally had a commander who understood strategic maneuver and would use it to great effect.[xxiii]

The American campaign in Normandy cost the U.S. Army a great deal. It revealed weaknesses in the infantry, the inferiority of the M4 Sherman tank to most German types, problems in tank-infantry cooperation and also deficiencies in leadership at senior, mid-grade and junior levels.  Numerous officers were relieved including Division and Regimental commanders.  Nonetheless during the campaign the Americans grew in their ability to coordinate air and ground forces and adapt to the conditions imposed on them by their placement in the Cotentin.  The deficiencies in training and leadership would continue to show up in later battles but the American Army learned its trade even impressing some of the German commanders on the ground in Normandy.[xxiv]

D-Day: Omaha Beach

Like the rest of the Allied invasion forces the 1st and 29th Divisions set sail from their embarkation ports with the intent of landing on June 5th.  General Bradley, commanding the First Army until the American Army Group would be activated accompanied the invasion force.  The OMAHA landing was placed under General Gerow and his V Corps while VII Corps landed the 4th Infantry Division landed at Utah supported by airdrops of the 82nd and 101st Airborne Divisions inland.  American command and control was exercised from sea although General Officers went ashore with each of the American divisions.  A severe channel storm disrupted the plan to land on the 5th and Eisenhower delayed the invasion one day catching a break in the weather and electing to go on the 6th.[i] This delay while uncomfortable for the embarked troops caused the Germans to believe that no invasion would take place until the next favorable tide and moon cycle later in the month[ii] a break which caused a number of senior German leaders, including Rommel to be absent from the invasion front when the Allies landed.[iii]

The landing beaches at OMAHA stretched about 6500 meters from Colleville-Sur-Mer to Vierville-Sur-Mere in the west.  A further objective to the west of Vierville; Pont du Hoc, was believed to house a 150mm battery sighted where it could enfilade OMAHA and was assigned to the 2nd Ranger Battalion.  Companies from this battalion made a heroic landing and scaled the cliffs to capture the strongpoint only to discover that the guns had not been emplaced and held their isolated beachhead until relieved by the 29th Division on the morning of June 8th.[iv]

H-Hour for OMAHA was 0630.  Unfortunately the assault troops were transferred to their LCVPs 16-20 kilometers from the beach resulting in a long and dangerous ride in the small craft for the infantry.  Most of the infantry were completely soaked in sea spay and seasick before going ashore carrying loads far above what they normally would carry into battle.[v] One battalion of DD tanks, the 741st Armored Battalion, supporting the 16th Infantry of 1st Infantry Division was launched too far out and nearly all of its tanks were swamped and lost before firing a shot in anger.[vi] Weigley notes that at OMAHA “at least 10 of the LCVPs sank” as did “the craft carrying almost all of the 105mm howitzers that were to be the first artillery ashore after the tanks.”[vii] The losses would cripple the assault on OMAHA and nearly cause its abandonment.

As the soldiers of the American divisions on OMAHA came ashore they faced German defenders of the 352nd, 716th and a regiment of the 709th Infantry Division, the latter under the tactical command of the 352nd.   Without the bulk of their tanks artillery and lacking close air support the Americans struggled across the beaches and were cut down in large numbers before being pinned down behind the sea wall.[viii] As the Americans pinned down on the beach failed to advance the time tables for the reinforcing waves became snarled amid the German beach obstacles which had not been cleared due to 40% casualties among the Combat Engineers and the loss of all but five bulldozers.[ix] Naval officers were frustrated in their attempts to provide support by the lack of identifiable targets on the beaches but strongpoints were “knocked out by either by superbly directed vigorous gunfire from destroyers steaming as close as 800 yards offshore, or by determined action from Rangers or infantry.[x]

Soldiers ashore discovered the truth that they were not facing the static 716th Division but the 352nd Division as well.[xi] But for the leadership of Brigadier General Norman Cota, assistant division commander of 29th Infantry Division and Colonel Charles Canham of the 116th Infantry who were able to rally their troops and just enough leaders and small units from the 116th which had its linage back to the “Stonewall Brigade” as well as units of the 1st Divisions’ 16th and 18th Regiments  who kept their heads and began to lead survivors through the dunes and up the bluffs to attack German defenders of the roads leading up from the beach from the flank and rear as well as a mid-day break in the weather which allowed some close tactical air support General Bradley may have ordered the evacuation of OMAHA.

At sea events were as confused as Bradley and his staff attempted to make sense of what was going on.  Even later in the evening there was discussion of diverting all further reinforcements from OMAHA to the British beaches.[xii]At 1330 hours “Gerow signaled Bradley: “Troops formerly pinned down on beaches…advancing up heights behind beaches.”[xiii] By the end of the day Bradley’s aid Major Hansen noted Bradley’s comments to Collins: “They are digging in on Omaha beach with their fingernails. I hope they can push in and get some stuff ashore.”  And Montgomery: “Someday I’ll tell Gen[eral] Eisenhower just how close it was for a few hours.”[xiv]

The landings at OMAHA did succeed at a cost of over 2000 casualties, critical to their success were the German inability to reinforce their defending troops on the beach and the weakness of the units available to mount the standard counterattack that was critical to German defensive plans on D-Day itself. The 352nd Division fought superbly under the full weight of V Corps and the British XXX Corps on its right suffering heavy casualties as they contested every inch of ground.  The 716th Division units melted under the onslaught.  Allied air supremacy played a key role as sorties by the 8th and 9th Air Forces helped keep German reinforcements from arriving and interdicted counter attacks inland.  Weigley credits the Allied air superiority with the success of the landings and with limiting the cost of allied lives.[xv] Von Rundstedt and other German commanders in France were limited by the delay and refusal of Hitler and OKW to release Panzer reserves when needed most early on June 6th.  By the close of D-Day allied forces had secured the five invasion beaches but not achieved their objectives of taking Caen and Bayuex and forces had not linked up leaving the beaches extremely vulnerable had the Germans been able to mount a rapid counterattack by Panzers and strong infantry formations.

Preparing for D-Day

The planning for the Normandy invasion began in earnest after the QUADRANT conference in Quebec in August 1943 and its timetable was established at the Tehran conference where Stalin sided with the Americans on the need for an invasion of France in the spring of 1944.[i] Prior to this there had been some planning by both the British and Americans for the eventual invasion initially named ROUNDUP including a large scale raid at Dieppe in 1942 which ended in disaster but which provided needed experience in what not to do in an amphibious assault on a heavily defended beach.   Dieppe also darkened the mood of the Allies, the British in particular to the success of such operations, bringing to mind the failed Gallipoli campaign of 1915 as well as the opposed landings at Salerno and the USMC experience at Tarawa.[ii] Despite this the Americans led by General Marshall pushed for an early invasion of northwest Europe while the Churchill and the British due to their weakness in land power pushed for land operations in the Mediterranean, and even in Norway as an option to the assault in France. The mindset of the Allies left them in the position of planning almost exclusively for the success of the initial landings and build up to the near exclusion of planning for the subsequent campaign, especially “the maze of troubles awaiting behind the French shore.”[iii]

Despite this the Normandy landings planned for in NEPTUNE and OVERLORD moved ahead and with the appointment of Eisenhower as the commander of SHAEF and his major subordinates for Land, Air and Sea which caused consternation on both sides of the Atlantic,[iv] [v]and expanding the operation from the initial 3 division assault on a narrow front to a minimum 5 division assault on a broad front across Normandy[vi] supplemented by a strong airborne force.[vii] Overall the plan as it developed reflected a distinctly “American willingness to confront the enemy head-on in a collision which Britain’s leaders had sought for so long to defer.”[viii] It is ironic in a sense that the British avoidance of the head on attack was based on their known lack of manpower, especially infantry reserves to sustain the war effort and the Americans only late recognized their own deficiency in both quantity and quality of infantry forces on which their strategy depended.  That the western allies, so rich in material and natural resources would be so deficient in infantry manpower was a key constraint on the subsequent campaign in France and Germany.  The Germans too faced manpower shortages resulting in smaller divisions and the creation of many “static” divisions manned by elderly or invalid Germans, as well as “volksdeutsch” and foreign “volunteers.”

Prior to the final decision to mount an invasion the Allied planners had first contended with the location of the assault in northwestern France.  The Pas de Calais while providing a direct route was rejected because it was where the Germans would expect the strike to occur and because it was where the German defenses were strongest, and the fiasco at Dieppe had provided ample proof of making the assault into a heavily fortified port.  Likewise the mouth of the Seine near Le Harve was rejected because of the number and quantity of landing beaches and because the forces would be split on both sides of the river.  Brittany was excluded due to its distance from the campaigns objectives in Germany.[ix] This left Normandy which offered access to a sufficient number of ports and offered some protection from the weather and which offered options to advance the campaign toward the “Breton ports or Le Harve as might be convenient.”[x] Omaha beach, situated on the center right of the strike would be crucial to the success of the assault situated to the left of UTAH and the right of the British beaches.

Once Normandy was selected as the location for the strike Planning was at times contentious especially over the amount and type of amphibious lift that could be provided in particular the larger types of landing ships and craft to support the Normandy invasion and the planned invasion of southern France, Operation ANVIL.  The increase in OVERLORD requirements for landing craft did have an impact in the Mediterranean and resulted in ANVIL being postponed until later in the summer.

As part of their preparations the Allies launched a massive deception campaign, Operation FORTITUDE utilizing the fictitious First Army Group under LTG George Patton. Patton still smarting from his relief of command of 7th Army following slapping commanded an “Army Group” incorporating the use of dummy camp sites, dummy tanks, aircraft and vehicles, falsified orders of battle and communications to deceive German intelligence.[xi] The success of this effort which was heightened by the fact that all German Abwehr agents in the U.K. had been neutralized or turned, and the Luftwaffe limited air reconnaissance could only confirmed the pre-invasion build ups throughout England without determining the target of the invasion.[xii] The German intelligence chief in the west, Colonel Baron von Roenne “was deceived by FORTITUDE’s fantasy invasion force for the Pas de Calais.”[xiii] Despite this 7th Army commander recognized by 1943 that Normandy was a likely Allied target and efforts were made to shift 7th Army’s center of gravity from Brittany to Normandy.  The one potential German success in getting wind of when the Allied landings would occur was lost when German intelligence discovered two lines of Verlaine’s “Chason d’ Automme” in January 1944 which were to alert the French Resistance of the invasion.  The security section of 15th Army heard them transmitted on the afternoon of 5 June and notified General Jodl at OKW, but no action was taken to alert forces on the coast.[xiv]Allied intelligence was aided by ULTRA intercepts of coded German wireless transmissions though less so than they were during the African and Italian campaigns as more German communications were sent via secure telephone and telegraph lines vice wireless.[xv] Allied deception efforts were for the most part successful in identifying German forces deployed in Normandy, but were uncertain about the 352nd Infantry Division which had been deployed along OMAHA as it had taken units of the 709th Infantry Division under its command when it moved to the coast.[xvi]

The Allied air campaign leading up to the invasion was based on attempting to isolate the invasion site from German reinforcements. Leigh-Mallory the Air Chief developed the “TRANSPORTATION PLAN” which focused efforts on destroying the French railroad infrastructure.[xvii] A more effective effort was led by General Brereton and his Ninth Air Force which was composed of medium bombers and fighters.  His aircraft attacked bridges and rapidly achieved success in crippling German efforts to reinforce Normandy.[xviii] Hastings gives more credit to the American bombing campaign in Germany led by General Spaatz and the 8th Air Force in destroying both German production capacity in oil and petroleum as well as the degradation of the German fighter force achieved in the American daylight raids, which so seriously degraded the German fighter force that it could not mount effective resistance to the invasion.[xix] Weigley too notes that Albert Speer the Reich Armaments Minister said that “it was the oil raids of 1944 that decided the war.”[xx]

Planning and preparations for OMAHA were based around getting the 1st and 29th Infantry Divisions ashore and them securing a beachhead “twenty-five kilometers wide and eight or nine kilometers deep.”[xxi] American preparations were thorough and ambitious, but the American assault would go through the most heavily defended sector of German defenses in Normandy with wide beaches bordered by dunes which were nearly impassable to vehicles and “scrub covered bluffs thirty to fifty meters high…rough and impassable to vehicles even to tracked vehicles except at a few places.  The exits were unimproved roads running through four or five draws that cut the bluffs.”[xxii] Dug in along those bluffs would be the better part of the 352nd Division. Compounding the selection of a difficult and heavily defended landing zone the Americans failed to take advantage of many of the “gadgets” that were offered by the British which in hindsight could have aided the Americans greatly.  The Americans made use of two battalions of DD (Dual Drive) tanks but turned down the offer of flail tanks, flamethrower tanks, and engineer tanks, the “funnies” developed by General Hobart and the British 79th Armored Division.[xxiii] Weigley believes that the American view of “tanks as instruments of mobility rather than of breakthrough power.” And the fact that American victories in the First World War were won by infantry.[xxiv] In this aspect the Americans were less receptive to utilizing all available technology than the British whose use of the Armor on the beaches to provide direct fire into German strong points lessened their infantry casualties on D-Day. Due to this lack of armor support on the beach American forces on OMAHA had little opportunity to exercise true combined arms operations.[xxv]

German preparations for an Allied landing in Normandy were less advanced than the Pas de Calais, although Field Marshal Rommel had increased defensive preparations along the front, including the Normandy beaches.  One of Rommel’s initiatives was to deploy Panzer Divisions near the coast where they could rapidly respond to an invasion however he did not get everything that he wanted rather than two Panzer Divisions deployed near the Normandy beaches, only one, the 21st Panzer Division was deployed near Caen in the British sector.  One wonders the result had the 12th SS Panzer Division been deployed behind OMAHA. [xxvi]

[xxvi] The battle over the deployment of the Panzer Divisions is covered by numerous historians.  The source of the conflict was between Rommel who desired to place the Panzer Divisions on the Coast under his command due to the fear that Allied air superiority would prevent the traditional Panzer counterthrust, General Gyer von Schweppenburg commander of Panzer Group West (Later the 5th Panzer Army) and Field Marshal Von Rundstedt who desired to deploy the divisions order the command of Rundstedt for a counter attack once the invasion had been launched, a strategy which was standard on the Eastern Front, and Hitler who held most of the Panzer reserve including the SS Panzer Divisions under his control at OKW.  Hitler would negotiate a compromise that gave Rommel the satisfaction of having three Panzer Divisions deployed behind coast areas in the Army Group B area of responsibility.  21st Panzer had those duties in Normandy.
